"In my earlier letters I reported on several mine shut downs, most of those are back into production today. Companies that were loaded with debt and on the brink are now stellar performers. The markets went down rapidly and also increased rapidly over a short period of time. This is the nature of bull markets and is definitely the nature of this 30+ year bull. It is interesting that several deposits either shut down or were scheduled for shut down are now producing more ore than previously. As the price of the metals continues to rise the size of ore bodies keep expanding. Virtually all deposits that were uneconomic several years ago are now healthy producers, lowering cut-offs and increasing throughput has morphed seemingly depleted resources into ore grade in the 100’s of millions of tons. This is true for precious, base and specialty metals. The best place to find new resources is to explore near shut down mines."

The office of the Bougainville President says the restoration of a domestic air service in the autonomous province of Papua New Guinea will benefit its economy.
The private company, National Air Services will provide the service in a joint venture arrangement with the Bougainville government, which will buy shares in the company.
The chief of staff of the President’s office, Kevin Marimyas, says President John Momis is keen to restore internal air travel, which the province has been without since 1989, along with many other services.
The high cost of road transport in Bougainville is reported to have contributed to high prices for goods, and Kevin Marimyas says the service is a necessity.
“It will do a lot of good for the economy because you’ll have a healthy society or community, because right now the travelling is quite strenuous and stressful. It takes almost a whole day or two days to go from one end of the island to the other and some times the rivers flood and all those sort of things. It causes a lot of problems to people travelling, whereas now the airlines it will take two hours, or three hours or 45 minutes.”
Kevin Marimyas says the service should begin in two to four weeks.

MELBOURNE: Rio Tinto Ltd is assuming direct management of the giant Oyu Tolgoi copper and gold project in Mongolia, being developed by Invanhoe Mines, in a bid to deliver first production ahead of schedule.
The move follows Rio pledging a $US1.8 billion ($A1.84 billion) loan to the project — one of the largest and highest grade copper and gold mines in the world.
It also involves Rio’s participation in Ivanhoe’s $1.2 billion rights offering, which will take its ownership in the Canadian miner to 49 per cent by acquiring 20 million shares at market prices.
The funds deployed are expected to help deliver the first production at Oyu Tolgoi six months ahead of schedule in late 2012.
Rio Tinto will be allowed to subscribe to Ivanhoe common shares at market prices until January 2012.
Ivanhoe owns 66 per cent of the Oyu Tolgoi copper and gold mine project, with the remainder held by the government of Mongolia.
Oyu Tolgoi is believeed to contain 37 million tonnes of copper and 1,300 tonnes of gold in measured, indicated and inferred resources, making it one of the largest and highest-grade copper-gold mines in the world.
It is expected to operate for almost 60 years.
Fat Prophets resources analyst David Lennox said the move by Rio probably indicated the mining giant was keen to get production started at Oyu Tolgoi as soon as possible.
“I think they just want to push the mine ahead, and get a major operation up and running there, which will attract infrastructure and other potential explorers,” Mr Lennox said.
“I would think that Rio is probably looking for a home for its growing surplus of cash, too,” he said.
Rio Tinto shares closed up 43 cents, at $87.94.

THE Opposition will give the notice for the motion of no-confidence against Prime Minister Sir Michael Somare by tomorrow morning.
The prime mover of the motion, Sir Puka Temu, told journalists on Friday that all the requirements were being met and by the weekend or Monday the notice of motion would have been signed by 10 MPs or more.
He urged Acting Speaker Fran-cis Marus to allow the motion to be go through and complete the constitutional process.
He acknowledged that the priority business of this session was election of Governor-General and after that the motion should be entertained
“We will deliver the motion on Tuesday morning, the private business committee must sit on Wednesday, the next day from 12.30pm to 1.45pm,” as required under the Standing Orders.
“And because we have learnt from the lessons of the previous motion that was signed, we believe that we will not make a mistake. The committee has two functions under the constitutional process. Under law, as soon as the Speaker takes hold of the motion, when we deliver it and he holds it, the constitutional process kicks off, that process is prescribed under the standing orders.”
“The Private Business Commi-ttee must sit and look at the motion. Two things they will examine:
“First, is this motion of national importance or motion of parochial nature. We know that the motion of no-confidence is of national importance. It’s not of parochial nature ... em ino liklik samting, (its no small issue) so the committee cannot just sweep it aside.
Secondly, the motion must meet the technical requirements; quoting the right sections and making sure that 10 people-plus must sign, there must be a nominee so those requirements we have already complied with and so from our point of view, the committee has no option but to pass the motion and on Wednesday afternoon hand it over to the Clerk . Once the opposition hands it over to the Clerk, the Clerk will put the motion on the notice paper for Thursday, then the motion is now the property of Parliament. “
