A VESSEL detained by PNG Customs Services and currently the subject of court proceedings in regards to crude oil that was alleged to have been stolen from the Autonomous Region of Bougainville has fled PNG.
The vessel was in anchorage in the Simpson Harbour, East New Britain, under state control, monitored by Customs and police when it turned off all its lights at midnight on Saturday and quietly cruised out of PNG.
The vessel is believed to be currently at sea desperately attempting to leave PNG waters.
PNG Customs Services Commissioner Gary Juffa confirmed the getaway and stated that Customs, police and the Papua New Guinea Defence Force were working to intercept the vessel and bring it back to PNG to face its impending court case.
On board the vessel is believed to be crude oil worth more than K15 million stolen from Bougainville.
Juffa admitted the incident was regrettable and he had already ordered assistant commissioner Islands region to conduct a full investigation into the matter to determine the facts surrounding the departure of the vessel.
He said because of the sensitivity of the issue he could not make further comments, adding responsible authorities were working together to recover the vessel, its cargo and charge those responsible.
It is believed the captain of the vessel had been charged with stealing by the police and for various other Customs offences and was awaiting court when he decided to flee after he was granted bail.

Schriftliche Bestätigung habe ich allerdings noch nicht, die ich verlangt hatte/habe;

Kann jemand dazu was sagen?

By Yehiura Hriehwazi and Simon Eroro
THE Opposition was yesterday consolidating and swelling its numbers to take on the ruling National Alliance party through a no-confidence vote against Prime Minister, Grand Chief Sir Michael Somare.
Among those who shifted camps yesterday included Wewak MP Dr Moses Manuao who left Enga Governor Peter Ipatas’ Pipol’s Labour Party to join the Opposition. And it has also become apparent that certain government factions were collaborating with the Opposition to isolate Sir Michael altogether from Government.
It’s now a case of two elephants fighting, according to Opposition Leader Sir Mekere Morauta , referring to the swelling of numbers in his camp.
The PNG Party whose leadership transferred from Sir Mekere to Vanimo-Green MP Mr Belden Namah claimed in a press conference yesterday that it now has 11 MPs and the number would rise to 22 before the end of the week. (see pg4).
“So we now have an elephant in the making … so elephant will fight elephant. “
“The difference is that NA elephant has thick skin and this one has sensitive skin. But they are both elephants, so here it is, thick skin and sensitive skin will fight it out,” Sir Mekere said with his MPs in the room grinning in support. They included Jamie Maxton-Graham (Anglimp South Waghi), Mr Namah, Sam Basil (Bulolo), Vincent Michaels (Tewaii-Siassi), Konie Iguan (Markham), Bonny Oveyara (Okapa), Peter Iwei (Telefomin), Thompson Harokaq’veh (Goroka). Dr Manuao joined them soon after.
He said the motion for the notice of no-confidence vote was ready and would be delivered to the Speaker of Parliament today. “The other thing is that the leaders on the other side are really beginning to believe in their own lies. This is very dangerous. It’s like a Sunday afternoon beach game or something, they create lies and believe in it,” Sir Mekere said.
He said Abau MP Sir Puka Temu’s recent statements were complementary to what the opposition was doing.
“He is in the Opposition; he is included in our numbers. We know what he is doing and he keeps us informed. He carries to us a different political flavour with remnants of NA so what he plays is seen in that light, especially the fight in NA,” Sir Mekere said.
In a full-page advertisement in yesterday’s newspapers by NA’s Highlands bloc leader Mr Don Polye said he would stay with the party and did not see the wisdom of leading factions. However Mr Polye has not effectively resumed work as Foreign Affairs Minister, according to sources.
Political insiders said the Highlands bloc and the Southern bloc MPs had separate meetings at the Airways Hotel yesterday and planned their strategy to change the government from within with the help of the Opposition.Sir Mekere said the parliament session which begins today will be “very interesting” because it will deal with the election of Governor-General, the vote of no- confidence in the PM and also the failure by Parliament to meet the required sitting days in a parliamentary year.
He said they were three things that the government had destroyed and he is hoping that today will be the day when “we begin to respect and observe our laws because too many laws have been broken and are not enforced. There really is a crisis.”
“Prime Minister is about to be referred, sitting days are totally ignored. Governor General - the highest office and head of state was unconstitutionally elected by the government,” he said.
“Michael Somare should know, having elected successive Governor-Generals since independence, that Matane’s election was illegal. Why is he getting into this game? So it is a year of not living dangerously, but a year of respecting and following the laws.”
“The leaders are openly destroying the legal and constitutional foundations of this nation. They should all be ashamed. I want Papua New Guineans to stand up and demand that the laws be followed, the laws be enforced and the laws be respected. Very simple thing to do. And as leaders it’s our duty, it’s our obligation, to send good messages, to send right messages and encouraging messages,” Sir Mekere said.
Meanwhile Acting Speaker of Parliament Francis said yesterday he would go by the rules and standing orders of Parliament.
Mr Marus described as speculation and propaganda, a rumour that a person was said to have represented him trying to solicit K50m to allow the no-confidence motion to go through. He said he wanted police to arrest that person immediately. Mr Marus said he was looking forward to today and his priority business when Parliament sits at 2pm was to begin the process of electing a new GG as ordered by the Supreme Court.
Sir Puka urged to join govt
By JONATHAN TANNOS
AGRICLUTRE Minister, Ano Pala, has called on close political associate and former deputy prime minister, Sir Puka Temu, to return to the government fold.
Mr Pala said a return, where he would work together with Acting Prime Minister, Sam Abal, was in the best interest of the nation and its people to avoid being “used again” to move a vote-of-no-confidence in the Prime Minister, Sir Michael Somare.
In a media statement Mr Pala, who was also former Minister for Justice and Attorney General until recently reshuffled, said Sir Puka was “used by self-interested people to join the Opposition last September to move a vote-of-no-confidence in the Government.”
He called on Sir Puka not to be part of the same repeated move adding it was not in the best interest of the nation at this time.
The two former senior Cabinet Ministers parted ways when Sir Puka opted to side with the Opposition last year in a move to over-throw their National Alliance Party leader and Prime Minister, Sir Michael Somare.
Sir Puka was then leader of the Southern region NA block, a position now succeeded by Mr Pala.
Both leaders are close electoral neighbours from the Central Province as well.
In his plea, Mr Pala appealed to Sir Puka to withdraw his name and candidacy as the Opposition’s alternate Prime Minister.
Mr Pala said this was because the Southern region NA block would not support him on the floor or Parliament if a motion for the vote of no-confidence was entertained by the Speaker.
Mr Pala said the Somare-led government had already greatly assisted Sir Puka’s Abau people over the last eight years.
He called on the Abau people to put pressure on their MP to joint the government and support the Acting Prime Minister.
Mr Pala said as leader of the Southern region NA block, he wanted the Papuan people to know that his team was solid, united and committed to the government and would not be mislead or divided by self-interested people.

By ALISON ANIS
SENIOR member of opposition and Abau MP Sir Puka Temu said there is good reason for a vote of no-confidence against the prime minister and his government.
“My opinion is that Prime Minister Sir Michael Somare, the chief executive officer of our land, is facing the leadership tribunal and should be advised not to come back,” Sir Puka said, adding that the attorney-general could not come out to argue that the prime minister was on leave.
“The nation knows that the PM has stepped aside because of his referral to the leadership tribunal.
“Stop telling lies to the country; just accept the fact that the PM has stepped aside and, if he has to come back, there has to be a good political reason.”
Responding to attacks by Southern Highlands Governor Anderson Agiru, who tagged him as “weak and incompetent”, and Forest Minister Timothy Bonga who called him a political hypocrite, Sir Puka said the two MPs were upset because he was pushing for a vote of no-confidence.
“The vote of no-confidence is allowed under the constitution.
“Section 145 of the constitution allows the people’s representatives to question the incompetence of government; in this case, the competence of the prime minister,” the Abau MP said.
“I was with him for three years and I saw the power play and level of corrupt practices never seen before. I did not want to be part of it so I had to leave,” Sir Puka told reporters last Friday.
He was confident acting Speaker Francis Marus would allow the opposition to move a vote of no-confidence against the prime minister and his government.
“If the government claims it has the numbers, then, what is it afraid of?
“If government has the numbers, it can easily beat the motion.
“I am appealing to the acting speaker to do the right thing and not behave like Speaker Jeffery Nape,” Sir Puka said.
He said the government’s definition of stability was narrow.
“Stability is not just one government staying in office for ever and ever.
“Stability also includes a motion on the floor and the winner gets to change government peacefully – that is stability where the democratic process is adhered to on the floor of parliament.”
The matter on the motion of no-confidence was expected to go before the parliamentary private business committee today before parliament resumes at 2pm.
