The ABG President, Chief DR.JOHN MOMIS yesterday said PANGUNA may never Open although Bougainville’s financial woes can be resolved immediately if it opens.
Speaking at the Inauguration ceremony, DR. MOMIS said that under the Bougainville’s law on Mining, the landowners have the power to decide what’s on their land and no one can push them around.
President Momis said that options are if the landowners want or if BCL wants to re-invest in Panguna it’s up to them to decide as the ABG can just facilitate the process.
He said that if PANGUNA is allowed to open it can take up to seven years for reconstruction to commence before actually getting Copper ore from the ground.
For a complete new mine it would take over fifteen years for exploration to take place and to get the first ore from the ground.
He said some options are already available for the Government to consider if PANGUNA does not open.

Acting Prime Minister Grand Chief Hon. Leo Dion, GCL, CMG, QPM, MP, congratulated the Autonomous Bougainville Government (ABG) for the successful, free and fare elections.
Acting Prime Minister Grand Chief Dion congratulated the members elected during the inauguration of the 3rd ABG House of Representatives in Buka recently.
"I also commend the people of Bougainville for a peaceful and as, international observers have confirmed, a free and fair election," the Acting Prime Minister said.
He said the National Government led by the Prime Minister Hon Peter O'Neill is ready to embrace the principles and philosophies of the ABG in meeting the challenges and opportunities involved in implementing the next stages of the Bougainville Peace Agreement.
"As a government, we are committed to continue building on the strategic frames-works not only for the autonomous arrangement to work but also for the maintenance of lasting peace by peaceful means in accordance with the agreement."
Acting Prime Minister Grand Chief Dion reiterated that the implementation of the agreement requires on-going consultation and co-operation.
"The Bougainville Peace Agreement must full fill in earnest the three pillars of Autonomy, Referendum and Weapons Disposal."
"Resolutions agreed at the recent meeting of the Joint Supervisory Body (JSB) in Arawa in March provide additional evidence of the shared commitment to a positive way forward."
He added that the National Government is aware that there are numerous challenges that are being encountered during the process of implementation of the agreement.
"We will continue to use the PNG-ABG Joint Supervisory Body as the forum to discuss and resolve these challenges as we move forward."

The people of Bougainville will know by next Monday who the members of the Bougainville Cabinet will be.
Since the return of writs on 8th of June, Bougainville has been governed by the Caretaker cabinet which were sworn in.
They are the President, Chief DR. JOHN MOMIS, Vice President, PATRICK NISIRA and the woman member for PEIT Constituency, JOSEPHINE SUREI GETSI.
The three were sworn in by the Senior Bougainville Magistrate, BRUCE TASIKUL whilst the rest of the members were sworn in by the Chief Justice of PAPUA NEW GUINEA, SIR SALAMO INJA at the ABG House on Monday 15th, June, 2015.
The ABG President will announce the cabinet line-up, but according to his inauguration speech, he will create one extra ministry for Economic Services to help fast-track revenue raising activities throughout Bougainville.

A mined mindBOUGAINVILLE’S realistic option for rapid self-reliance and improved levels of service is large scale mining, re-elected Autonomous Bougainville President John Momis says.
Momis said re-opening the Panguna mine would provide “the best chance of early revenue” as it could open in six or seven years.
He said alternative new mining projects would take from 15 to 30 years from exploration to production.
“Under our March 2015 Bougainville Mining Act, customary land owners also own minerals. They can reject mining exploration and development,” Momis said.
“So Panguna will not re-open without landowner agreement, which means clear agreement by a clear majority of landowners, with no manipulation of consent.
“It is certainly possible Panguna will not re-open, if landowners oppose it, or if BCL (Bougainville Copper Ltd) don’t return and alternative developers can’t be found.
“But other communities want mining exploration and those possibilities will be evaluated.
“The new Bougainville Mining Act means any new mining will be on totally different terms from under the Bougainville Copper Agreement.
“The biggest protection is that no development will be possible unless both landowners and the ABG are satisfied with all the conditions for mining.”
In April, BCL chairman Peter Taylor said a study conducted by the company indicated that there would be a very high production level when opening a new mine at Panguna.
BCL is a subsidiary of Rio Tinto which holds a 54 per cent stake in the Panguna copper gold project, before it ceased operations in 1989.
In the 17 years prior to 1989, the Panguna mine produced concentrate containing 3 million tonnes of copper, 306 tonnes of gold and 784 tonnes of silver.
The production had a value of K5.2 billion representing about 44 per cent of Papua New Guinea’s exports over that period.
A total of K1.08 billion or 62 per cent of the net cash generated by the Panguna mine between 1972 and 1989 was contributed to the Government.

Proposed BCL shareholding amongst landowner groups split based on the total number of Block of adult land holders of each lease area. The 6 groups are SML, Lower Tailings, Upper Tailings, Road, Port and Arawa Town.
Landowners to receive royalties computed as 5% of sales. Royalties to be paid direct to landowners, each holding a unique ID.
Tax of 30% paid by BCL to be shared equally (50%) by National Govt and ABG.
20% of BCL's operating costs to be spent on goods and services including employment of Bougainvilleans including landowners.
K1 Billion to be committed by BCL, National Government, Australian Government etc. from date of signing of New BCA. About half of this to be spent on capacity building and skills development of Bougainvilleans so they are able to provide goods and services as per 5 above. The rest to be spent on relief and rehabilitation for landowners.

Pro-Reopening Panguna Stimmen gibt es auf Bougainville mehr als genug.Die letzten Zweifler werden im Hinblick auf das Referendum zur Unabhängigkeit mit ins Boot geholt werden.(Spätestens wenn nach der "Reconciliation with BOC" die noch ausstehenden Royalties & Compensations ausbezahlt werden und die Wirtschaft der Insel einen Schub erfährt.

My informed view is that RIO/BCL should make a calculted return to Panguna as they have learnt their lesson the hard way and purported redemption will be VERY BIG for LOs, ABG and AROB.

The ABG President chief JOHN MOMIS wants the closed PANGUNA Copper mine on Bougainville island to reopen to support the ABG with much needed funds to deliver much needed services to the people of Bougainville.
Speaking on his weekly Radio Talk on Radio New Dawn on Bougainville FM, chief Momis said that PANGUNA was a single impact project that can bail out Bougainville from its financial problems.

Pope slams our ‘relentless exploitation and destruction of the environment’ in the pursuit of money

The newly elected Speaker of the Bougainville House of Representatives says that not all members can become Ministers.
Speaking on his first Radio Program on New Dawn fm, MR. PENTANU said that other members of the ABG will be empowered through the various Parliamentary committees that the Parliament will instigate.
He said that the ABG House will have the executive of 14 Ministers and other members will contribute by being members of these committees.
MR. PENTANU said that him as the Speaker will help these committees to better understand their roles once appointed to these committees.
He said once this is done, the people will then see all members contributing to the work they have been mandated for.
The weekly Radio programs will be aired both on NBC Bougainville and New Dawn FM.

The President of the Autonomous Bougainville Government, Grand Chief Dr John Lawrence Momis has announced seven Members of the Bougainville House of Representatives to the Bougainville Executive Council.
The new Ministers join Vice President Patrick Nisira, who is the new Minister for Referendum, Peace, and Veterans Affairs on the BEC.
Six of the Ministers have been appointed under Section 81 (3) of the Bougainville Constitution on the Recommendations of the three Regional Committees of the House of Representatives with the seventh Minister being the nominee of the four women Members of the House unders Section 80 (1) (c).
The new Ministers are;

Hon. Jacob Tooke (Baubake) Community Development
Hon. Nicholas Darku (North Nasioi) Primary Industries
Hon. Robin Wilson (Terra) Mining

Hon. Josephine Getsi (Peit) Community Development
President Momis retains the Planning as well as Inter-government Relations Portfolios.
“As a result of these appointments, there are five Ministerial Portfolios yet to be filled, I expect to be in a position to announce the remaining Ministers later this week and I will also announce their portfolios,” President Momis said.
“While I have confidence in the talents of my new Ministers, I want to make it clear that I expect a high standard of performance from them,” President Momis said.
President Momis added that he has put each of his Ministers on notice and that he will review their performance after the new government’s first six months in office and that any Minister who has not performed to a satisfactory level will be removed.
The President said his next task will be to revitalize the Bougainville Public Service and to ensure it is lean and starts to work efficiently to carry out its prerogatives.
He said the Bougainville Public Service will undergo serious changes to its structure in an effort to save on costs and the mismanagement of public funds and government assets.
He offered that his government will clamp down on corruption and added that with his cabinet finalized the ABG will now move to give the best possible service to the people of Bougainville.

Ich kenne keinen einzigen Unternehmer, der in so einer Sache durch die Gegend läuft und schreit: Darf ich bei euch einige Milliarden Dollar inverstieren.
Also warten.....
Zwei Aussagen waren für mich wichtig:
(1) BOC wird nicht verschenkt, so wie das Kupferprojekt Pebbles (Alaska) ...Positiv
(2) CEO kann sich eine Wiedereröffnung unter Rio Tintos Führung nicht vorstellen...erstmal negativ
Dementsprechend bleibt nur ein Verkauf übrig. Im Kontext von Rio Tinto wäre ein Verkaufspreis von 300-500 Mio. wohl der Bereich, wo man nicht mehr von Verschenken / Verscherbeln sprechen würde. Der Buchwert von BOC ist in Rios Büchern mit 0 enthalten. Dementsprechend wäre der Faktor gemessen an der aktuellen Marktkap. 4-7x.
Nach ASX-Regeln müsste ein Käufer auch den Minderheiten ein Angebot machen....
Einen Beleg gibt es dafür nicht.
Aus meiner Erfahrung heraus bin ich deshalb skeptisch bzw. geteilter Meinung.
Warten wir ab und schauen wir, was die Zukunft bringt.
Bin in den Regelungen der Australier bzgl. Abfindung Stockholder nicht firm. Gibt es in "Down Under" eine mit dem Mindestwert lt. WpÜG hier vergleichbare Regelung?
Prüfen kann das jeder im Forum, durch einen Anruf bei Investor Relations (von Rio Tinto) und durch "geschicktes" Fragen....
Natürlich ist ein Gespräch keine Grundlage für ein Investment (da sich die Rahmenbedingungen jederzeit ändern können und mein Gespräch Mitte Mai war) sondern nur ein kleines Mosaikteilchen.
Aus meiner Sicht - und da schliesse ich mich "Tom0001" an - gibt es aktuell wenig Käufer neben Rio Tinto, wahrscheinlich nur Gesellschaften aus China.
