Copper Prices Break Another Record

Copper climbed to a record in New York for a second day as a weaker dollar and increased investor appetite for commodities overshadowed China’s unexpected interest-rate hike.

The record-breaking move came as the dollar declined against the euro, making dollar-dominated copper more affordable for holders of international currencies.  The dollar dropped for the fourth day against a basket of currencies, including the euro and yen, on speculation a reports would show U.S. home prices fell, backing the case for the Federal Reserve to keep borrowing costs low. Volatile currency markets have investors pouring funds into the red metal as a “safe-haven” investment.

Metal for March-delivery on Comex climbed as much as 0.6 percent to $4.3075 a pound Tuesday, surpassing the previous peak for a most-active contract of $4.2985 reached Wednesday.

Copper prices gained extra impetus on the expectation that copper demand will outpace supply. Current estimates predict a 550,000 tonne deficit in 2011.  This forecast assumes a 4 percent mine supply disruption; it also excluded material that may be held by exchange- traded products launched by BlackRock Inc. and JPMorgan Chase & Co.  According to this estimate, stockpiles will dwindle to three weeks’ worth of consumption.

Copper rallied in the last six months of 2010, continually breaking records in December due to recovering demand and tightening supply. Comex open interest in copper, which measures the number of open futures contracts at the end of each trading day, grew to 167,976 lots Monday from 151,415 lots at the start of the month.

China Rate Hike

China raised benchmark interest rates by 0.25 percentage point Saturday as it continues to battle inflation. Some worried that higher rates, aimed at cooling China’s robust economy, would also dent the country’s copper demand’ however, the rate hike failed to interrupt copper’s rally as investors decided that the move won’t do much to stop the China’s demand for commodities.

Supply Disruptions

Copper prices are receiving support from an ongoing supply problem at one of Chile’s largest copper mines.  The Dona Ines de Collahuasi copper mine, with annual output of around 550,000 metric tonnes of copper, equivalent to approximately 3 percent of annual global supply, suspended sales contracts on Dec. 20 after a fatal accident at its port. The operation will lose around 30,000 metric tonnes of contained copper in the first month and “lower losses beyond that” as it diverts shipments to other ports or the Xstrata-owned Altonorte copper smelter in Chile’s Antofagasta region, according to analysts at Macquarie Bank.

Company News

The recent rally in metal’s prices may lead to the reopening of one of the world’s largest copper and gold mines. Bougainville Copper (ASX:BOC), located in Australia, closed 22 years ago. At current copper and gold prices, the mines untapped reserves are worth an estimated $50 billion.  Before the mine can be reopened, Bougainville must obtain permission from the landowners, and undertaking that will come with a price tag of around $3 billion. “The key to the door,” Bougainville Copper chairman and managing director Peter Taylor said, “Is the landowners. Nothing could happen until they say to BCL, as a united group, ‘We want the mine and we want you to run it’.” Former Australian Prime Minister Bob Hawke contacted PNG Prime Minister Sir Michael Somare and Bougainville President John Momis in Port Moresby in November.

A faction of government MPs feel cheated by Sir Michael Somare — the sidelined Prime Minister — and his cabinet yesterday pledged to support any move to oust the National Alliance-led government.
These group of politicians (named) met with our reporter yesterday in a secret location in Port Moresby and said they were ready to support the Opposition’s move to re-introduce the Notice of Vote of No-Confidence in the Somare regime.
These MPs said while they had respect for Sir Michael, many decisions he made before his departure left them with no choice but to join forces with the Opposition.
They said many of the initial agreements before this government formed continued to be breached and there was no guarantee for them to remain in government.
“And the support to change this government is imminent. The Highlands bloc is not stable as you think it is … differences have been created by Sir Michael himself by breaching provisions in his own party Constitution. We also have in-fighting within the Southern Region MPs. These MPs who moved back to government after throwing their support behind Sir Puka Temu mid-year did so because they wanted to make sure their dues were paid,” these MPs told Post-Courier.
A few back-benchers who were also there to meet our reporter said many of them were made promises by Sir Michael and his confidantes, but that was done to help themselves and not the real people.
“Who says the Government is stable...we kept our allegiance with faith but we believe it’s about time we come out honestly to inform our people of our positions. It’s not too late.
“We are not running away from the problems we have created while being part of this government but we feel we have a point to make,” the MPs said.

By Harlyne Joku

THE Opposition claims there is vacancy in the Office of the Prime Minister and wants Parliament to meet quickly and elect a new Prime Minister.
Meanwhile the ruling National Alliance Party is headed for serious trouble with some of its members saying they would support a move to oust the Prime Minister. And in another spell of disaster, the NA Highlands bloc meeting on Tuesday refused to hand-over the party’s deputy leadership to Acting Prime Minister Sam Abal. This is the strongest indication yet that the removal of Don Polye has not gone down well with the Highlands MPs. (see stories inside)
The attempted shooting death of East Sepik Governor Mr Peter Wararu Waranaka by Michael Somare Jr – son of the PM Sir Michael Somare - has also caused a serious political stand-off in the provincial politics which has national ramifications on the party.
Former Deputy Prime Minister and Abau Sir Puka Temu told the media yesterday that PNG was going through a constitutional crisis with the vacancy also in the office of the Governor General. He claimed that the action by Sir Michael Somare in stepping aside may be legally wrong because the office of the prime minister was now vacant.
“There is no provision in the law that allows for the prime minister to step aside and appoint an acting PM. The provision only allows for the PM to step aside if a tribunal is set up. An acting PM can only be appointed when the PM is suspended or on holidays or abroad,” Sir Puka said.
He said the PM needed to formally resign when he announced his “stepping aside” and his office was vacant. This should also be recorded in the National Gazette.
“The fact that the PM’s position is vacant and the Governor General’s position is vacant brings the nation into a constitutional crisis. We have a vacancy in the PM’s office and Governor General’s office. These high offices should not be treated this way.”
He said the executive and legislative arms of the government and its advisors have erred in allowing the offices to become vacant.
Sir Puka further urged Acting Speaker Francis Marus to recall Parliament as soon as possible to resolve the matter.
“We believe this is a serious issue and will have the courts to rule on it,” Sir Puka said.
Meanwhile Acting PM Sam Abal said yesterday that the government respects the decision of the Supreme Court and said it was now up to the Acting Speaker to recall Parliament within the time frame given. He said the government’s only agenda when Parliament is recalled was the election of the Governor General. He urged the public not to be confused of the Government’s move to have the Supreme Court review its decision as an attempt to delay the calling of Parliament.
Mr Abal said the Government requested the review because it felt that the matter of separation of powers has not been adequately dealt with by the court. “We are considering a whole new Supreme Court Reference to deal with this issue,” he said.
A spokesman from Mr Abal’s office rebutted Sir Puka’s claims that there was a vacancy in the PM’s office.
He said a similar situation occurred during Sandline saga (mid 1990s) when Sir Julius Chan stepped aside as PM to allow for a Commission of Inquiry

Starting the Count Down
Quelle: Post Courier / Yutok, 30.12.2010

So now we know.
And that is, the Prime Minister Grand Chief Sir Michael Somare did not just give the Deputy Prime Minister’s job to Wabag MP Sam Abal, and then elevated him to the Acting Prime Minister’s post. He was “advised” by senior government ministers Moses Maladina, Peter Ipatas, Andersen Agiru, Paul Tiensten, Arthur Somare, Peter O’Neill and John Pundari to do that. It is interesting to note that, apart from Andersen Agiru, the others are leaders of the coalition partners in the National Alliance led government.

We are sure, the Acting Prime Minister will get around to “acknowledging and thanking” these men, but what we want to know is why? What was their motive? Was it because Mr Polye was a threat to them? Was it because with Mr Polye, they would not get their way and view Mr Abal as a push over?

The Opposition provides its own answer, claiming the “king makers” did what they did to serve their own interest, that they would not find Mr Polye an easy man to influence. However, that is contrary to what Enga Governor Peter Ipatas is claiming. Mr Ipatas revealed that their role was to work towards political stability.
“It’s our responsibility as coalition partners not to rock the boat but continue support,” Ipatas claimed.

Well, well, well! If Mr Polye had remained as Deputy Prime Minister and then became Acting PM, there would be political instability, is that what Mr Ipatas is saying? How can that happen? We ask because Mr Polye survived a challenge mounted by Mr Abal for the position of leader of the NA highlands bloc. That tells us that he has the total support of the highlands NA MPs. We find it hard to accept the explanation provided by Ipatas, so perhaps the good Governor may want to enlighten us. Leaders are mandated by the people and they should account for their actions and words to their people.

We, however, find that the opposite has happened. There is real instability in the NA led government now than ever before. We are not assuming here when we say that the people of this country expect a vote of no-confidence motion to be moved in the government in January, when Parliament meets to elect a new Governor General. Furthermore there is a real threat that the NA party faces disintegration sooner than later.

On the other hand, Mr Polye has accepted his demotion. He is credited for taking the NA party into the Highlands and into Enga Province. For Mr Polye, the revelation that forces within his own government pushed for his removal has opened his eyes. Now he knows his enemies. Now he knows where he stands with the coalition leaders. Now he knows where he stands with his fellow Enga MPs, Mr Abal, Mr Ipatas and Mr John Pundari.

He stands firm with the party he has helped Sir Michael and the others to build into this powerful institution. He tells us that the party’s solidarity is important, that he will ensure all government projects, programs and plans are implemented until 2012. We are of the view that he and the other Highlands MPs know what was afoot.

Now that the Acting Speaker Francis Marus has set the date for Parliament to meet, all eyes are on Waigani now. The possibility of a change in government is becoming more apparent with government factions pledging to break ranks and join the Opposition. A good number of Government MPs, including ministers in the ruling NA have indicated they would support a change in government. Many MPs are concerned that they are being left out in the cold while a few are controlling project funds – the ones who are close cohorts of the so-called “kitchen cabinet” are treated more favourably than the rest.

Key players in the next few weeks will be Mr Polye, Speaker of Parliament Mr Jeffery Nape, United Resource Party leader Mr William Duma, Vanimo Green MP Mr Belden Namah and former Deputy Prime Minister Sir Puka Temu.
The countdown has begun.
