MOMIS WELCOME MEET

ABG President Chief John Momis has accepted to meet with the Mekamui faction to discuss issues concerning Panguna on Bougainville and not in Cairns or any other place outside of Bougainville.

He made this remarks whilst replying to calls by PHILIP MIRIORI to meet in Cairns for PANGUNA talks.

President MOMIS said that and I Quote “Panguna is in the Autonomous Region of Bougainville and any such meeting must be held in Bougainville where all major stakeholders can have access to.

He said that the ABG will not attend any meeting of such in Cairns.

President Momis said that it was important to work with all parts of the communities living in the areas of the Panguna mine leases.

He said that Philip Miriori might be a spokesman for part of the Mekamui group however there are also other parts of the community that do not support the Mekamui leadership.

President Momis said that the key thing is to ensure that all voices are heard so that consensus is achieved.

WHEN Parliament recently voted to allow Prime Minister Sir Michael Somare special leave of absence, it also did something else. It confirmed Deputy Prime Minister Mr Sam Abal as Acting Prime Minister until such time as Sir Michael returns to office.
While there appears to a breach of the Standing Orders of Parliament in not giving a specific time frame of the PM’s leave of absence, Abal is acting PM and has all the powers of the Prime Minister.
He wielded those powers yesterday and did the inevitable – he announced the sacking of his fellow Enga MP and strong NA partyman Don Polye who is suspected of having had talks with Opposition factions in the past about the possible overthrow of the Somare regime.
The other one he sacked was William Duma, the MP for Hagen Open and leader of the United Resources Party (URP) who recently courted Queensland’s richest man Clive Palmer and raised K1 million at the party’s fund raising dinner. There’s nothing wrong with that. Palmer is the third richest man in Australian through his iron ore business and has extensive business interests with the Chinese and is floating his company shares in Asian stock exchanges. I’m sure he also has eyes on the PNG resources as well and I wouldn’t be surprised if he has third-party interests in one or two oil and gas fields as well, although he is minerals man. PNG has plenty of that too. He only needs to send his geologists in to go look for it.
Duma was NOT sacked for courting Clive Palmer. He was sacked because there are far too many landownership problems affecting the PNG LNG project and Abal wants someone else to go and fix the problems. Abal was directed by PM Somare to do it early this year, but he has too much on his hands now as Acting PM.
The LNG project is supposed to transform the economic landscape of this country and with landowner issues in the way, it could force the project to stall and so Abal decided yesterday, it’s time to act.
With Polye and Duma, out, Abal is considering who to put in their place. Those decisions will have to be made this week and he was consulting widely among the coalition partners yesterday and over the weekend in Madang.
He also has NA Mamose strongman Patrick Pruaitch on the sidelines pestering and eagerly waiting to get back to the Finance and Treasury portfolio. It’s every politicians dream to sit in this particular chair in the lead-up to the general elections! There seems to be an unwritten NA party tradition that the Finance ministry always stays with the party – that is not the case now as it’s with Peter O’Neill, the leader of People’s National Congress, another coalition party.
Pruaitch showed up at the airport yesterday when Polye and Duma arrived from Brisbane and showed his support to them. He already knew they were sacked but they all put up a strong face and tried to show government solidarity. It’s obvious, Pruaitch will be siding with Polye in the event of any eventualities as the Mamose bloc of NA had met with Polye in January this year and assured him of that support.
But that was when Polye had the support of all 12 NA Highlands MPs and ministers. That has now changed and the Highlanders have signed an oath of allegiance with Abal. This means Polye will have to relinquish the deputy leadership of NA Highlands to Abal.
Word from within the NA camp is that Abal had previously offered Polye the Works, Transport and Civil Aviation Ministry in exchange for the deputy leadership. But Polye declined and this did not go down well with Abal and he put Polye on the chopping block.
Pruaitch is likely to get a ministerial portfolio, but not Finance and Treasury as according to sources in government, O’Neill is a “good performing” minister.
One issue that concerns Abal greatly is the K125 million loan from Nasfund to the Kokopo electorate which was made by the so-called “kitchen cabinet”. This was signed by Pruaitch as then Finance and Treasury minister and outside of the normal Central Bank and Treasury bills regulatory regime. And no matter how much Nasfund’s Rod Mitchell tries to make it sound it’s all well and good, there are still so many questions that remain unanswered and only a commission of inquiry can put the minds of contributors at ease. If it was all above board and done with NEC approval then why was PM’s signature forged for a newspaper advertisement? This was a criminal act. That issue is still outstanding, or have we conveniently forgotten?
Whatever happens, Pruaitch will have to be entertained in a cabinet portfolio, if not he will be causing trouble from outside. Maybe the Petroleum and Energy ministry is being considered by him or better still a split in the Finance and Treasury would be a better compromise and he can manage the Treasury and O’Neill who is a highly skilled accountant could manage Finance.
Abal has a number of options including his own Works Ministry could be given away to appease the disgruntled URP party because its party leader (Duma) had been stripped off the ministry and Anderson Agiru, the founder of URP, could be rewarded with one portfolio as well. I would imagine Agiru already talking to Abal for some action in the corridors of power in Waigani.
Abal has big decisions to make over the next couple of days and we wish him well in his deliberations.

Chairman of Tahetahe Tsuhana village assembly and member for Hagogohe Council of Elders (COE) STANLY GIMOTS says the Hagogohe COE support fully all efforts made by ABG to raise its own internal revenue.
Mr. GIMOTS also called on all leaders in Bougainville to support ABG in its aim to reach economic independence which he said is an important benchmark of the Bougainville Peace Agreement.
He added that re-opening Panguna mine was the answer to addressing Bougainville’s economic woes.
Mr. GIMOTS said this in response to recent statements by Me’ekamui Tribal Government president Philip Miriori that Panguna mine will not re-open unless outstanding grievances are resolved and that the ABG government was not the legitimate authority to speak on Panguna mine issues.
Counter attacking these statements, Mr. GIMOTS said the re-opening of Panguna mine is a ‘people’s issue’ and ABG president Hon. Chief John Momis, as the leader of the legitimate government of Bougainville elected by the people, had the authority to make important decisions for the common good of Bougainville.
He said after the crisis, the people of Bougainville now see Panguna as a mine that belongs to every Bougainvillean and that the decision to re-open the mine not only laid with the landowners but also with the entire Bougainville population.
Mr. Gimots added that the people of Bougainville want the mine re-opened to compensate in terms of economic development for the region.

THE Autonomous Bougainville Government’s Executive Council has approved a multi-billion kina proposal to transform its gateway to mainland Bougainville-Kokopau- into a high tech-metropolitan area.
The project is estimated at K1.2 billion and will be a sophisticated large urban area with a variety of modern city buildings including a trade centre, an overhead bridge linking Kokopau and Buka Island, a sports complex, a shopping mall, a six lane road and many more fountains and gardens and solar-panel thatched residential areas.
Thomas Rabans, executive of the Bougainville Business Council, said last night this project will be funded by the Chinese Chamber of Commerce through the Chinese Government and that they were in full support of it.
The Business Council and the Bougainville Administration also advised the paper that ABG President John Momis and his executive council members are now in negotiations with the Chinese Government and should be expected to take the proposal to the next level for approval for the funding from the sponsors of the project so the project should start in two years time.
“Kokopau will be highly transformed and this is exactly what we wanted,” Mr Rabanz said.
“We are in total support of the concept because it will benefit everybody on Bougainville. You see, from the business community’s point of view, this project was initiated by the Chinese, no, it is wrong, it’s not a Chinese project, and we ideally and initially wanted this to happen to Kokopau.
“Politically speaking, they don’t want it built in Buka, they want it built in Arawa or Buin but we are saying, now this is an ideal project for Kokopau and we the business houses are fully supportive and behind this because it will be the best model for the Pacific,” he said.
“We also have wholesaling agenda....ABG will partner with China to supply goods throughout Bougainville, PNG and the South Pacific, we will get into downstream processing.”
He said the ABG was in talks with the Chinese Government who has agreed to help fund the industrial town which will include an overhead bridge linking Buka town and Kokopau across the Buka passage.
The change at Kokopau will look somewhat like Abu Dhabi or Singapore - and it will cost K1.2 billion.

A TEAM of Chinese investors will leave Buka today after spending two days in Bougainville to market their investment plans.
Their visit was a follow-up of a similar trip to China eight months ago by a Bougainville delegation of businessmen led by ABG President John Momis.
During the visit to China, seven agreements were signed between the ABG and the Chinese chamber of commerce inviting investors to Bougainville.
The Chinese investors, led by special investment agent Jason Fong, yesterday presented to members of the Bougainville Business Association and Bougainville government a proposal for the establishment of a special economic zone (SEZ) for Kokopau and Buka.
Fong said the SEZ would mainly involve cocoa, estimated to net an annual revenue of K1.5 billion for Bougainville.
This analysis would provide Bougainville with a gross domestic product of K3.85 billion from a potential production of 200,000 tonnes of cocoa, targeting 6% of global demand and marketed mainly to China.
Requirements from the proposal included the transfer of a 99-year lease to Gang Xin Zhao Fang (PNG) Co Ltd free of charge; minimum of five and maximum of 10 years tax holiday for industry developers and global merchants; and a request for special economic zone laws to be passed to protect investors.
The proposal highlighted issues the Bougainville government needed to address, which included ABG defining and passing a SEZ policy covering the Bougainville land use policy, public and private investment and tax concessions.

THE Autonomous Bougainville Government is opposed to any meeting regarding the Panguna mine to be held in Cairns, Australia.
President John Momis said yesterday all discussions regarding Panguna mine should be held in Bougainville so that everyone in the mine community can witness the discussions.
He was responding to a statement by a Philip Miriori who had claimed to speak for a “Me’ekamui Tribal Government” who invited the ABG and other stakeholders to meet in Cairns, Australia, to discuss “unresolved issues” about the Panguna mine. Mr Momis said he would be happy to discuss any issues about Panguna that Mr Miriori would like to raise. But, he said, it was not appropriate for meetings about Panguna to be held in Cairns.
“Panguna is in the Autonomous Region of Bougainville. If we need meetings of stakeholders, they must be in Bougainville, where the major of Bougainvillean stakeholders can have access.
“The Autonomous Bougainville Government will not attend any meeting in Cairns. I advise other stakeholders to refuse to attend such a meeting,” he said.

die weltweite Minenindustrie boomt weiter. Zu diesem Ergebnis kommt auch eine ganz aktuelle Studie der Beratungsgesellschaft Price Waterhouse Coopers. Im Bericht "Mine 2011" stellen die Experten zwei maßgebliche Trend fest: Zum einen ist die Nachfrage nach Rohstoffen weiter hoch – vor allem durch das Wachstum in den Emerging Markets. Zum anderen ändert sich die Kostenstruktur für die Firmen permanent. Das liegt an den schwankenden Mineralisierungen und auch am Engpass bei qualifizierten Mitarbeitern.

Beim Unternehmenswert werden die TOP 40 Minenkonzerne in diesem Jahr die Grenze von 1 Billion Dollar erreichen. Das liegt auch an den Rekordsummen bei Liquidität, den hohen Werten der Projekte und der großen Anzahl an hochwertigen Ausrüstungsgegenständen, die in den Bilanzen auftauchen.

Bezogen auf die Finanzergebnisse der 40 größten Konzerne benutzen die PwC-Experten das Wort spektakulär – und das ist nicht übertrieben. So ist der Gesamtumsatz bei diesen Firmen im vergangenen Jahr um 32% auf 435 Mrd. Dollar angestiegen. Damit konnte erstmals die 400 Mrd. Dollar Marke beim Umsatz geknackt werden. Allein Rio Tinto und Vale machten dabei 35% des gesamten Umsatzwachstum aus.
Beim Nettogewinn gab es einen massiven Anstieg um 156% auf 110 Mrd. Dollar und der operative Cash Flow stieg um 59%. Gleichzeitig sanken die Nettoverbindlichkeiten auf 46 Mrd. Dollar.
Die stabilen Geschäftszahlen hinterließen auch an der Börse ihre Spuren. So erhöhte sich die Marktkapitalisierung der TOP 40 Minenwerte um 26%. Der kleinste Wert in der Liste hat nun eine Marktkapitalisierung von 11 Mrd. Dollar. 2009 reichten noch 6,5 Mrd. Dollar aus, um in die Liste aufgenommen zu werden.

Beim Blick auf die einzelnen Rohstoffe fällt auf, dass es auch eher exotische Rohstoffe gibt, die derzeit massiv zulegen. So stieg die Kalium-Produktion weltweit um 5%. Dieser Rohstoff wird vor allem in Düngemitteln eingesetzt und hier sorgt die stetig steigende Nachfrage vor allem aus den Emerging Markets für ein stabiles Wachstum.

Besonders kräftig nach oben ging es beim Kupfer mit einem Anstieg von 46% beim Durchschnittspreis. Ganz klar – auf diesem hohen Niveau markierte das wichtige Industriemetall ein neues Rekordhoch.

Aber Rohstoffe werden auch in immer mehr Ländern zu einem Politikum. Das liegt auch auf der Hand, denn bei den hohen Rohstoffpreisen und chronisch leeren Staatskassen, können Rohstoffeinnahmen für eine klare Verbesserung sorgen. Laut PwC werden daher in immer mehr Ländern neue Minengesetze aufgesetzt, um auch die Staaten in Form von Royalties oder höheren Steuern an den Erfolgen der Branche teilhaben zu lassen.

Im zweiten Teil zum Minenreport von PwC geht es dann um die großen Übernahmen in der Branche und wie die Vorstände die weitere Entwicklung sehen.

ACTING Prime Minister Sam Abal was unmoved last night by news that he had been expelled by a group, purporting to be the Enga branch of the National Alliance party.
A statement announcing the expulsion was signed by Paul Kurai as chairman, Kundapen Talyaga as secretary, treasurer Luke Kembol and foundation member Rex Paki.
Also yesterday, a faction of the United Resource Party, led by leader William Duma, dumped Minister assisting the Prime Minister on constitutional matters Francis Potape as a member of the party.
Both actions stemmed from the sacking of deputy leader of NA highlands Don Polye as Foreign Affairs Minister and URP leader William Duma as Petroleum and Energy Minister last Friday by Abal.
An aide of Abal said last night the acting prime minister was unperturbed by the purported sacking and that, as a financial member of National Alliance, certain processes and procedures, stipulated under the NA constitution, would need to be followed.
In any case, sacking a parliamentary party member was the prerogative of the party leader and nobody else.
He said NA President Simon Kaiwi conveyed the same to the acting PM last night.
Registrar of political parties Sir Kina Bona denied knowledge of the two purported sackings, but said any such move would have to comply with the constitution of each party.
In related moves:
.The URP had expressed disappointment over the “lack of professionalism” in the sacking of their parliamentary leader and minister for petroleum and energy;
.The URP itself appeared split on the issue with only three MPs present and Potape denying there was any meeting where his sacking was formalised; and
.A protest march over the double sacking was scheduled for Mt Hagen city, Duma’s electorate, today. But, it was uncertain last night whether police would  approve the march.
Abal was said to be unperturbed and “ready to get on with the business of government”.
“The acting prime minister has the support of the Grand Chief (Prime Minister Sir Michael Somare) who was informed through his family of the sackings,” the aide said.
“The entire highlands NA members, except Polye, have endorsed Sir Michael’s choice of Abal as the DPM and acting PM.
“All the regional NA membership have endorsed Sir Michael’s choice.
“All government coalition parties have pledged their support.
“Abal carries the full powers, duties and responsibilities of the prime minister.”

THE Mineral Resources Authority will be attending an annual international mining conference in Beijing, China, next week.
The conference theme is centred around understanding the Chinese government’s development strategy for its natural resources strategy, building business relationships with Asia and accessing new sources for mining capital within China.
Scheduled for June 14-16, the Beijing Mines and Money 2011 investment conference is already a sold-out event for the organisers as seen  by the attendance of many of the world’s major mining and exploration jurisdictions including PNG.
The MRA will have a booth to exhibit its mineral policies, geological and mineral potential, and mining and exploration regulatory processes among other features.
MRA officer-in-charge Philip Samar will be speaking at the conference on PNG’s mining and exploration investment prospects.
Samar stated that China was already a financial capital for mining and exploration dollars and is confident that with this exposure, sufficient interest can be created allowing the small to mid-level exploration companies in PNG to access this pool of surplus exploration funds within China.
The conference will highlight evolving political, economic and operational environment within China, China’s overseas mining investments, project finance and outlook for investment, mineral commodity supply and demand outlook and the role of foreign companies within China.
Among the attendees would be Chinese and international mining companies and senior government executives.

I do not think the Chinese will just throw away K1.2 billion of their
money on Bougainville for cocoa and copra.

Come on, some one in the know should tell Bougainvilleans what
theywant as collateral- it is a mining licence????

FOR the first time, a major step forward in the development of seabed mining is now in place with the granting of the mining lease to Nautilus Minerals for the development of the Solwara-1 project in the Bismarck Sea between New Ireland and New Britain.
The mine operation, located 30km from the coast of New Ireland and at a depth of 1,600m, is expected to begin by the end of 2013 with the mining of “high grade” seafloor massive sulphide deposits that contain copper, gold, silver, zinc and lead.
While the project is unique as the world’s first seabed mine, the lease arrangements themselves are a reflection of the evolving legislative and regulatory process in PNG since the 1970s.
“This will enable us to avoid past experiences from the Ok Tedi and Bougainville mines,” senior technical assessment engineer with the Mineral Resources Authority Lyndah Brown-Kola said.
Brown-Kola was part of a team of government officials from PNG at­tending the deep sea mineral project workshop organised in Fiji by SOPAC, a division of the South Pacific Secretariat of the Pacific Community.
The team presented to the delegates the legislative and regulatory pro­cess in PNG that led to the granting of the seabed mineral mining lease.
Brown-Kola said the current legislative and regulatory review process was adequate to ensure that environmental, operational and financial concerns are addressed.
“We operate in conjunction with the Department of Mineral Policy and Geo-Hazards Management, which has responsibility of setting all mining policies. It is part of the mining ministerial portfolio.”
She said the government had been looking at the Solwara-1 project since 1997 and granted Nautilus the first offshore mineral exploration licence in 2008.
“We have been working with Nautilus for 14 years. It was only in this year we granted the company a mining licence.”
This followed two years of deliberations over their application.

Hong Kong (BoerseGo.de) – Der Kupferimport aus China ist im Mai gegenüber dem April weiter gesunken. Zudem stellte sich auch für den Vergleichszeitraum Januar bis Mai 2011 gegenüber dem Vorjahr ein Rückgang ein, wie Daten der chinesischen Generalverwaltung am Freitagmorgen zeigen.

Demnach sind die Kupferimporte im Mai um 3,0 Prozent gegenüber dem Vormonat gesunken. Das Importvolumen sank damit auf eine Menge von 254.738 Tonnen. Die Daten beziehen sich dabei auf die Einfuhr von unverarbeitetem Kupfer und Kupfervorprodukten. Im April hatte es einen Rückgang um 13,7 Prozent gegeben, wobei das Importvolumen noch bei einer Menge von 262.676 Tonnen gelegen hatte.

In den ersten fünf Monaten des Jahres 2011 sanken die Einfuhren um 25,3 Prozent gegenüber dem Vorjahr auf 1,42 Millionen Tonnen. Die Mai-Importe waren damit geringer als von Analysten und Händlern erwartet, die vorhergesagt hatten, dass sich der Wert gegenüber April leicht erhöht, da sich die Arbitrage zwischen den chinesischen Preisen und den Einfuhrpreisen verengt hatte

"Die Mai-Importe sind geringer ausgefallen als wir dachten. Wir erwarteten einen Anstieg im April. Der Hauptgrund für die geringen Importe liegt darin, dass die Kosten der Importe immer noch über den chinesischen Preisen im Mai gelegen haben und die Lagerbestände recht hoch waren“, so die Meinung von Li Ye, Rohstoff-Analyst bei Minmetals Futures

The Governor General of PNG and former member for North Bougainville, SIR MICHAEL OGIO is to visit Bougainville to celebrate the sixth anniversary of the Autonomous Bougainville Government on June 15th.

According to the official program, SIR MICHAEL OGIO is expected in Buka on Tuesday June 14th.

The Bougainville Police Service will do Guard of Honor for the Governor General at the Buka airport.

He will then pay a courtesy call to the ABG President Chief John Momis before retiring to his Hotel.

New Dawn FM understands that this is the first Official visit of the Governor General since he took office last year.
