An Australian academic who advises the autonomous government in Papua New Guinea's Bougainville has dismissed claims he has ties to mining companies.
The claims were made by the MP for Central Bougainville, Jimmy Miningtoro, who says the academic, Anthony Regan, should be removed from the province.
Mr Miningtoro says there has not been enough commmunity consultation on the draft mining law that Mr Regan has been involved with.
And he claims Mr Regan has links to Rio Tinto and Bougainville Copper Ltd.
But Mr Regan says he has never been involved with these companies or any mining operator.
"No links of any kind. I have no shares in any companies. I have never done any consulting work or any paid work for any mining company, including BCL or Rio Tinto, and it would be a gross breach of my duties as a lawyer and an advisor to the Bougainville Government, if I were to have any such links."
Anthony Regan also says there have been widespread community consultations over the draft mining law.

BOUGAINVILLE COULD BE THE GUIDING STAR FOR PNG SAYS KALI

........The Secretary for the Department of Personal Management, JOHN KALI said that Bougainville could be leading PAPUA NEW GUINEA into the future with the Autonomy Arrangement being developed in Bougainville.
He made these remarks at a farewell function to farewell the National Government delegation in Buka last night.
MR. KALI said that if the Autonomy arrangement currently operating on Bougainville becomes successful, other Provinces in Papua New Guinea can also be upgraded to the Autonomy level in which they can operate their own public service that can be closer to the people.
He said this can be a good model that can further strengthen Papua New Guinea instead of what some critics are saying Autonomy will destroy the country........

Chan seems to have had a change of heart since he was Prime Minister
Customary landowners will be in control of minerals found on their land under law changes proposed by Governor of New Ireland and former Prime Minister Sir Julius Chan.
They will also be able to have much more direct interest in development of natural resources under the plan presented to the government today.
Sir Julius was presenting the Mining (Amendment) Bill 2014.
The bill contains all the documents and discussions Sir Julius has delivered to various forums, advocating for a legal regime on the resource ownership and benefits sharing arrangements in PNG to be reviewed and possibly changed to benefit the people of this country.
In a media conference, Sir Julius emphasized on the proposed amendment.
“The various presentations and documents call for the recognition and protection of the property rights of the customary land owners in minerals found within customary land, the property rights of the State found within State land and the property rights of the provincial government in minerals found on the land under the provincial government jurisdiction,” Sir Julius says.
The documents and the various presentations in the proposed bill emphasized the following:
Change the ownership of mineral resources found within customary land from the State to the customary landowners
Enable customary landowners to actively participate in the mining industry through the exploration and extraction of their mineral resources
Equally distribute the wealth from mineral resources with the other non-mining provinces
“If the proposed Mining Bill 2014 becomes an act, the property rights in minerals within a customary land and under a provincial government jurisdiction will be transferred and vested in the customary land owners and the provincial government respectively while minerals found in state land will be vested in the State,” Sir Julius says.
He said that under the proposed bill, customary landowners will effectively exercise the powers and functions in relation to minerals within customary land, with the State, a provincial government, and a local level government.
“Under the proposed bill, an owner will be given the right to sell or dispose of the mineral extracted from his land.
“The State will continue to be the regulator on customary land, land under provincial government jurisdiction and state land despite the ownership on minerals in customary land and under a provincial government jurisdiction being vested in the customary and a provincial government respectively.
“The State will be required to grant a Licence for the purpose of exploration, mining or the grant of a tenement in relation to minerals to owners of the minerals,” Sir Julius says
Under the proposed bill, customary landowners will be reserved not less than 51 per cent percent of production sharing interest in any minerals extracted from under their customary land, which he believes was not the case since the establishment of mining act 1992.

The President of the autonomous Papua New Guinea province of Bougainville says the National Government's Communication Minister, Jimmy Miningtoro, is lying when he claims the people's views have not been sought on the proposed new mining law.
The ABG is promoting mining and the re-opening of the Panguna mine as the best route to economic development for the province and President John Momis told Don Wiseman that Mr Miningtoro, who is also the member for Central Bougainville, is wrong.
JOHN MOMIS: He's not telling the truth when he claims that we've had not enough consultation with the people. We've conducted more consultations with the people in Bougainville than any other government has ever done. I would guess even in PNG. We've consulted the land owners, we've consulted the ex combatants throughout the region, we've consulted women, we've consulted different parts of Bougainville. We've spent so much money on consultation precisely because we believe that unless we listen to the people and unless the people understand what we are about, what our reasons for wanting to reopen the Panguna Mine, we would not be doing justice to that. So his claim is totally untrue. Actually the people of Bougainville are saying Panguna Mine does not belong just to the land owners. That's a very strong claim. Ex combatants are saying, the people of Bougainville are saying "We all own Panguna Mine because all of us shed blood over it". And Miningtoro claims that because he's the Member for Central Bougainville, and because he's got relatives there, he has more rights than anybody else. It's totally untrue. And the people of Bougainville, this is not Momis saying it, the people of Bougainville are saying Panguna Mine belongs to all of us and therefore it should not be a matter just for the landowners. But of course the ABG is saying "well the landowners are the owners and we must also give them special treatment", which we have done.
DON WISEMAN: Jimmy Mingingtoro has in the past expressed his desire for mining not to happen and he wants to see a focus on other things. I know you've said that mining is needed because of the immediate money it can generate for the province, and that's still your position?
JM: That is still my position and not only mining. Mining will act as a magnet, it will attract other subsidiary economic activities to Bougainville. Other agricultural projects and programmes will take a long time. Even if Bougainville Copper Limited and the land owners and ourselves, the ABG, agree to have the mine re-open, we will have a lot of companies, subsidiary companies involved in subsidiary economic activities come to Bougainville.
DW: He's made this call. He says he's going to approach Foreign Affairs and ask Anthony Regan to be removed, what chance has he of succeeding there? Do you have any say in that?
JM: Well, Tony Regan is working for the ABG as a consultant. We see absolutely no reason why he should be deported or should be black listed from coming to Bougainville. There are many other people that have come to Bougainville through the back door some of whom that Miningtoro knows should be black listed. Tony Regan has a track record that speaks for itself. Tony Regan qualifies to continue to work here as long as we need him.
..so manche Erkenntnisse haben sich über die Jahrhunderte vielfach bewährt und beziehen wohl daher ihre Berechtigung.
Sollte die Planung bestehen , in einem Jahrzehnt ind dem für jedermann sichtbar die Welt und die Resourcen neu aufgeteilt werden, hier ein Vorzeigeobjekt zu schaffen, um so besser. Die dafür notwendige Power ist vorhanden und der ganze Prozess dürfte ein wenig mehr nachhaltig angelegt sein. Wer weiss schon was der morgige Tag bringt. ;-)))
