Miners Should Cut Back Spending as Prices Fall, AFI Says

Australian Foundation Investment Co. (AFI), a fund owning shares in BHP Billiton Ltd. (BHP) and Rio Tinto Group, said it would encourage companies to cut back on investments in new operations as commodity prices fall.

Mining companies will start to question the economics of projects as prices fall and costs rise, Ross Barker, chief executive officer of the listed Melbourne-based fund with a market value of A$4.5 billion ($4.7 billion), told the Australian Broadcasting Corp.’s Inside Business program. “That is obviously something we would encourage because we don’t want to spend large amounts of money and not get good returns.”

Companies are reassessing spending plans as commodity prices drop, amid concern over growth in Europe and China, the biggest metals consumer. BHP will delay approval of a $33 billion mine expansion in Australia for two years until 2014 because of falling commodity prices, the Australian newspaper reported yesterday, citing a document prepared by an unidentified consultancy.

“There is much more economic growth to feed through China and other emerging economies but on the other hand the period of huge cash flows from very high commodity prices will be coming to an end,” Barker said. “There are still an enormously large number of mining projects in train. The big question for immediate to long-term investors is how many of those will actually get up.”

China’s Economy

China’s economy expanded at its slowest pace for six quarters in the three months to the end of June. BHP, the world’s largest mining company, needs to be flexible in the face of change, CEO Marius Kloppers said last month.

BHP’s net income may have declined to $17.4 billion in the 12 months to June 30, according to the mean of 18 analyst estimates compiled by Bloomberg, from a record $23.6 billion a year earlier. Rio de Janeiro-based Vale SA, the second-biggest mining company, last week posted its lowest quarterly profit in more than two years because of falling prices. Net income fell 59 percent in the second quarter to $2.6 billion, Vale said July 26.

The board of Melbourne-based BHP Billiton has been due to decide on proceeding with the Olympic Dam copper-uranium-gold mine expansion by the end of this year. Kloppers warned in May that rising costs and easing commodity prices may change the economics of certain projects.

Iron-Ore Port

Aside from Olympic Dam, BHP’s board is also due to decide on two other major projects -- an iron-ore port expansion in Western Australia and a potash project in Canada -- by the end of the year. The three projects may cost a combined $68 billion to build, according to a May 23 estimate from Deutsche Bank AG. The bank estimated Olympic Dam alone will cost $33 billion.

BlackRock Inc. (BLK), the largest holder of BHP’s Australian stock, according to data compiled by Bloomberg, said in March it trimmed holdings due to concerns that spending on Olympic Dam and shale gas assets may curb returns.

Rio Tinto in April withdrew from talks to take part in a A$9 billion ($9.4 billion) port expansion in Queensland where some of its coal mines are located, citing economic volatility and higher costs. Rio this month said it will shed jobs at the Clermont thermal coal mine in Queensland state because of rising costs and falling prices. Thermal coal prices have declined 20 percent since the start of the year.

Rio CEO Tom Albanese said project costs in Australia had as much as doubled.

“Increasing costs are an industry wide problem, particularly in hotspots like here in Queensland,” Albanese said May 10 during the company’s annual meeting in Brisbane. “We probably cannot develop as many projects as we could have done a couple of years ago spending the same level of money. That means we have to be more selective.”

BHP will fall short of a five-year spending target of $80 billion for building mines and expanding assets as it sees commodity prices declining, Chairman Jac Nasser said in May.

Counters are now counting elimination 11 to find out the winner for the Bougainville Regional seat at the Hutjena counting centre.
From exclusion 10, the figures are as follows,

FIDELIS SEMOSO 15,699
Absolute Majority 28,939
Fidelis Semoso has been removed now and his votes would be distributed to the two still in the race, Ishmael Toroama and Joe Lera.

The Bougainville Electoral Manager, REITAMA TARAVARU will shortly declare the new member for Bougainville Regional, Joe Lera who has won the seat after a long and tiring battle to get the seat.

As of the primary counts JOE LERA was ahead by one or two thousands to challengers,ISHMAEL TOROAMA and sitting member FIDELIS SEMOSO until the eleventh exclusion of Fidelis Semoso which made hom finally reach the absolute majority to win the seat.

PETER O’Neill is ready to form the government with the support of the 68 elected members of parliament in camp with him in Alotau.
He is expecting more to join once they are declared in their various electorates.
“We have more than 68 members in camp and we are ready to form the new government. We will not let the people of Papua New Guinea down,” O’Neill said.
He said the Alotau camp was ready and they were looking forward to the invitation from Governor-General Sir Michael Ogio to form the next government.
The MPs are satisfied with O’Neill and showed solidarity in forming the government.
Every day, a plane would drop off the MPs at the Gurney International Airport to join the camp.
Last Friday, 26 members arrived at the camp – the largest group so far of various coalition party leaders.
The party leaders who arrived with O’Neill included Sir Julius Chan (People’s Progress Party), Sir Puka Temu (Our Development Party) and Patrick Pruaitch (National Alliance).  Others who arrived on that same day include two United Resources Party members Benjamin Philip (Menyamya) and Stephen Kamma (South Bougainville) and other smaller party leaders.
O’Neill assured all present that the People’s National Congress Party would work closely with them to ensure the government formed was stable, united and that there would be a reconciliation of past differences.
O’Neill also thanked senior party leaders and the three former Prime ministers (Sir Julius, Wingti and Sir Michael) for showing confidence in him and giving him their support.
More members are expected after the declarations in other provinces.

O’Neill to name Cabinet
15-member caretaker government ministers

THE Alotau camp has agreed to have a 15-member caretaker government by Friday, according to Prime Minister-in-watiing Peter O’Neill
Mr O’Neill revealed in Alotau yesterday that the arrangements were made in Port Moresby and that is the reason for the Parliament to be recalled this Friday.
The 15-member caretaker government ministers will be “accommodated” in Port Moresby and a formal advice has already been given to the Governor General to call the first session of 9th Parliament.
The GG has also been advised that the Chief Justice will preside over the election of the Speaker. The Alotau camp has already agreed as to who will be the caretaker cabinet.
The Post-Courier understands that many of the major and smaller parties have agreed during consultations on the government make-up, party representation and allocation of kinistries. This now means that caretaker deputy prime minister and his PNG Party camp at Kokopo in East New Britain have been completely shut out.
Mr O’Neill’s Alotau camp comprising all major political parties has also resolved to have the policies of each of the coalition government parties incorporated into the PNG Vision 2050 and other government development plans to guide development in the country. The O’Neill camp has already set in the motion the development policies and plans that the new government will start implementing commencing in January 2013. Mr O’Neill in an interview said that he has written a letter to the Governor General Sir Michael Ogio advising him to recall parliament next Friday. Last week Speaker Jeffery Nape announced that the first Sitting for the 9th Parliament will convene on Friday August 3.
Mr O’Neill did not elaborate on the exact date for the inaugural sitting of parliament, adding it will depend on the response from the Governor General and the return of writs, which is on Wednesday this week. The Prime Minister-in-waiting reiterated that the government must manage the affairs and serve the people of this nation and continue with delivering basic services to the people. PM O’Neill said he was happy with his coalition partners and announced that they have already worked out a working program for the country after all the MPs in the Alotau Camp had brainstormed and finalised the framework or work plan for the nation, to be announced shortly.
“I am very happy with my coalition partners. I have a mature and stable leadership and we are ready to form government,” Mr O’Neill said.
“We have also started working on our program for the country which will focus on the five pillars of health, education, law and order, the economy and private sector investments,” Mr O’Neill said.
“We will have to capture this work plan into working documents. This is going to be a challenge that we have to face but manage and there are outstanding issues in the country that we have to deal with.
“The numbers that we have is a reflection of the desire of our people. The founding fathers of the nation have given their blessings. They have been mandated by the people and they have given their support to form the government with my team,” Mr O’Neill said.

Sir Michael running away

GRAND Chief Sir Michael Somare is storming home.
As counting progresses for the East Sepik regional seat, Sir Michael declined to make any preemptive statement before counting is completed in all electorates.
Sir Michael said he will not make any preemptive media statement on the election results but is claiming that the election record is very clear on who has the most record in formation of governments after the elections.
While Grand Chief and parliamentary leader of NA does not want to talk, the results are speaking louder the words with the National Alliance Party coming home strongly in East and West Sepik provinces which are traditional strongholds for the Party.
In Aitape-Lumi, deputy leader for NA Patrick Pruaitch was declared yesterday.
Yangoru-Saussia’s Peter Wararu Waranaka is leading and Tony Aimo is coming home strongly for Ambunti-Drekikir.
So the NA cannot be written off so easily although PNC Party under Peter O’Neill is doing extremely well already claiming two seats and so is THE Party under the leadership of Kandep MP Don Polye, who was also declared yesterday.
But the people of East Sepik have once again backed their favourite son and nation’s founding Prime Minister Grand Chief Sir Michael Somare who is running away with an unsailable lead for the East Sepik Provincial Seat.
Sir Michael who is the parliamentary leader of National Alliance Party led the Party to form the government after the elections in 2002 and again in 2007 elections.
The Grand Chief has an impeccable track record in winning elections and forming government only to be removed through votes of no confidence in Parliament.
The last vote of no confidence against the Grand chief was mounted by PNG Party leader Belden Namah and People’s National Congress leader Peter O’Neill while Sir Michael was in his sick bed in Raffles Hospital in Singapore.
It was the collapse from within NA Party that gave rise to power stuggle as MP’s crossed the the floor giving Peter O’Neill the numbers to become the first Prime Minister from Southern Highlands to take the hot seat of Chief Executive of the country on August 2, 2011.
Sir Michael was reinstated as Prime Minister by the Supreme Court nullifying the elections of Mr O’Neill as Prime Minister, but not to be outdone, Mr O’Neill and Mr Namah spearheaded Parliament to remain sitting and then voted again overturning the Supreme Court decision by reconfirming Mr O’Neill as Prime Minister.
The whole situation than led to a political impasse creating division in police and the defence force with both sides appointing their own cronies to head the police and defence force.
It was at this time that the self proclaimed Sepik Council of Chiefs held a gathering of all Sepik elites and they all vowed to return Sir Michael unopposed in the 2012 elections.
However, in politics like the cliché ‘in politics do not trust anyone accept your mother’ seem true with candidates like Moses Murray, Allan Bird and James Walwal nominated and are giving the Grand Chief a good run as counting progresses in East Sepik.But history looks set to repeat itself but only time will tell.Both Prime Minister Peter O’Neill and Grand Chief Sir Michael agreed on one thing, that it is too early to preempt any political marriages.

Frage an die `besser Informierten` :

Wie ernstzunehmen sind die Aussagen insbes. von Sam Kauna ?
Nur großes Getöse, um die eigenen Pfründe zu sichern?
Wie groß ist das Stör- oder Verhinderungspotenzial dieser regionalen mining companies?

Wie verhält sich der Kursrückgang hierzu?
Jedenfalls scheinen die shorter noch genug Munition zu haben, um den Kurs auf das gewünschte Level zu drücken.

gibt denen einer 3 Euro 50 dann rollen die BCL den roten Teppich aus-
allerdings muß man so etwas immer mit einrechnen

............alleine der Wert der Zufahrtsstrassen zur Pangunamine,Grundstücke in Arawa,Hafen etc.
übertreffen die gesamte BCL Marketcap (340 Mill. AU$) bei weitem.

Da müsste Morumby ganz andere finanzielle Kapazitäten aufbringen um ihre "Leases" auch nur per LKW zu erreichen. ;-)))))
