BOUGAINVILLE is now in preparation to implement several of the Memorandum of Understandings signed in China during a recent trip by its President John Momis and his 34-member delegation last month.
The Bougainville leadership under Mr Momis had been asked on several occasions to table the MOUs signed in China.
Some of the agreements signed were between the:
* ABG (of the Independent State of PNG) and AVIC International Holding Corporation of China. The signing was between Zhengxiang Fang (Jason Fong), chairman of the Timeview international and Mr Momis on November 2 for the establishment of an airline owned by the ABG and the purchase contract of Y12 commuter and H425 helicopter for operation in Bougainville;
* ABG (PNG) and Hunan Hydro and Power Design Institute of the Ministry of Water Resources of the People’s Republic of China and Timesview International Group.
Mr Momis signed this MOU with Zheng Quan Zhang, the president of Hunan Hydro power and Zhengxiang Fan (Jason Fong), chairman of the Timeview international to develop the power supply industry in the region and parties agreed to establish a joint venture company involved in development of all electric power supply systems in the ABG; and
* ABG and the Shanghai Minqing Chamber of Commerce. The chairman of this Chinese institution, Sunhong Chan, signed the agreement with President Momis which was witnessed by Zhengxiang Fang (Jason Fong), chairman of the Timeview international for an invitation to visit Bougainville to explore a joint venture shipping company with the ABG.

PRIME Minister Sir Michael Somare will today, know whether the acting Public Prosecutor Jim Wala Tamate can proceed and request the Chief Justice to constitute a Leadership Tribunal to inquire into his alleged misconduct in office or prevent him from exercising his powers.
This follows a successful application by the Prime Minister’s lawyer, Kerenga Kua, last Friday for a special fixture on this matter so that all parties can present their case in full before the court today.
Mr Kua, when mentioning the matter before Justice Salatiel Lenalia, had asked the court to either hear the application because of its urgency or direct that the acting Public Prosecutor makes an undertaking not to exercise his powers until the matter is heard if it’s not convenient for the court to hear the matter today.
He stated that they are in receipt of a letter from the Public Prosecutor dated December 7, 2010 giving them three days notice of his intention to refer Prime Minister Sir Michael Somare to the Chief Justice for the appointment of a leadership Tribunal to deal with the Prime Minister’s alleged misconduct in office.
“The deadline lapses at 10pm today that is why we are requesting that the matter be heard today or next week if there can be a directive issued by the court” said Mr Kerenga
Acting Public Prosecutor Jim Wala Tamati who appeared in person disagreed.
Mr Kerenga said according to his calculation, the three days notice expires on Monday and there was no need for an order to that effect to be sought.
But all parties including the Ombudsman Commission consented to having the matter to be heard today.

European Shareholders of Bougainville Copper (ESBC) President Axel G Sturm said on Tuesday in Vietnam (Laos) that he was satisfied to hear from Prime Minister Sir Michael Somare that he will also support the re-opening of the Panguna mine in central Bougainville.
Last weekend the PNG Prime Minister announced the resuming of mining in one of the world’s hugest copper, gold and silver mines during the PNG resource conference in Sydney.
“This visionary statement shows to me that still at 74 years-old, Sir Michael is still the shining leader of PNG who knows when the time has come to intervene," said Mr Sturm.
“Only a few weeks ago I have asked Sir Michael in a letter if he kindly could give support to this long outstanding issue. Now the time has come and he decided to act in that very positive way."
The ESBC President considers the actual political constellation as ideal.
“The Grand Chief, assisted by his Ministers Fidelis Semoso, Arthur Somare, Peter O’Neill and Paul Tiensten, together with his old friend, ABG President John Momis, are the "dream team" to bring things forward in Bougainville.
The re-opening of the Panguna mine will bring PNG into the first row of the world’s base metal suppliers.
Furthermore the credibility of PNG as an interesting place for secure future investment will be improved sensibly."
Mr Sturm said "the Grand Chief Somare’s initiative will help to bring peace and prosperity to Bougainville.
Mr Sturm is convinced that not only the Panguna landowners but also all Bougainvilleans will be very grateful for this.
"We, the European shareholders of Bougainville Copper are happy,” said Mr Sturm.

Zum Verstehen der Börsen Vorgänge benötige ich dieses Gefühl nicht mehr.

Chief predicts more mines by 2012
Beleaguerd Prime Minister Sir Michael Somare has predicted that by the time the 12th PNG Mining and Petroleum conference is staged in 2012, a new government will be in place with three or more world scale mining operations in the country.
At the just-concluded Mining and Petroleum conference in Sydney, Sir Michael said three or more world scale mining operations could be under construction by 2012.
“Among them Marengo Mining’s (US$1 billion plus), Yandera project, the huge Frieda River project of Xstrata and Highlands Pacific, now estimated to cost US$5.3 billion,” he said.
He said PNG could also witness the re-opening of the Panguna copper mine at a cost of more than US$4 billion, as well as the world’s first deep sea mining project of Nautilus PNG, which is in the throes of becoming a major world supplier of copper.
Sir Michael said oil exports have been on a downward slope ever since production began in 1992 but Oil Search has made strenuous efforts to reverse this trend and has managed higher levels of production than previously anticipated. He said PNG will commence export of liquefied natural gas in a little over three years time and developer ExxonMobil has done a tremendous job in keeping the multi-billion kina project on schedule.
The PNG government has a 19.6 per cent equity in this venture along with two major Australian partners - Oil Search and Santos.
“Our single largest customer, Sinopec, recently held a ground breaking ceremony for their Qingdao terminal that will import LNG from our country. My government has also given approval for InterOil to build a second LNG plant. The company has recently signed a development agreement with an Australian-listed company, Energy World Corporation,” he said.
Exploration for oil and gas has risen to very robust levels. The Government is confident there will be further increases in oil and gas exports, and some likelihood our hydrocarbons could underwrite future value-adding initiatives, Sir Michael said.
He said the government expects that LNG revenues will propel the economy to new heights and significantly improve our social indicators which for too long have remained stagnant.
“Some commentators have been criticising the Australian Government decision to support the PNG LNG project with concessional loans totalling US$500 million. This criticism is totally misguided,” he said.
“Contracts won by Australian companies involved in the LNG project are already twice the value of the concessional finance that Australia has provided. And indeed, they will be more than six times greater by the time this project is completed.”

Kupfer ist richtig teuer geworden. Um über 40 Prozent ist der Preis für das Metall seit Jahresanfang gestiegen, und ein Ende der Aufwärtsbewegung ist nicht in Sicht. Dabei kostet Kupfer mit knapp 9 100 Dollar pro Tonne schon mehr als je zuvor, selbst die Stände vor Ausbruch der Wirtschaftskrise im Herbst 2008 wurden überwunden.
Einige Beobachter an der Londoner Metallbörse LME, an der sich der weltweite Kupferpreis orientiert, sehen Spekulanten als Ursache für das Rekordniveau. Indizien gibt es für diese Befürchtung reichlich. So ist rund die Hälfte der an der LME eingelagerten Kupferbestände in der Hand der Investmentbank J.P. Morgan und damit unter den Fittichen von Blythe Masters. Die Bankerin leitet dort den Rohstoffhandel, und sie gilt als sehr aggressiv.
Für den massiven Preisanstieg ist Masters aber nicht verantwortlich. Kupfer ist teuer, weil die weltweite Nachfrage so hoch ist. Größter Abnehmer ist China, dorthin geht rund die Hälfte der globalen Produktion von 19 Millionen Tonnen. Das Material wird in Infrastrukturprojekten und von der Energieindustrie verbaut. Rund 70 Prozent des weltweit geschmolzenen Kupfers nehmen die Branchen Energie und Bau ab.
Eine Entspannung bei den Preisen ist nicht in Sicht, im Gegenteil: Goldman Sachs, Morgan Stanley und Experten anderer Häuser erwarten eine weitere Verteuerung. Denn die Produktion hinkt hinter der Nachfrage her.
Laut dem Internationalen Kupferinstitut (ICSG) wird heute schon zu wenig des goldgelben Metalls hergestellt. Im kommenden Jahr wird sich die Lücke noch vergrößern. Barcleys Capital erwartet eine um 4,2 Prozent höhere Nachfrage. Der Ausstoß wird aber nur um 2,6 Prozent steigen.
Da neue Kupfervorkommen nur schwer zu finden sind, ist es nur eine Frage der Zeit, bis die Schwelle von 10 000 Dollar pro Tonne durchbrochen wird.
Hersteller wie Aurubis betrachten die Entwicklung aber mit Sorge. Denn Kupfer kann, etwa im Bau, durch andere Werkstoffe ersetzt werden.

Somare fails to prevent misconduct tribunal

Papua New Guinea's prime minister has failed in an attempt to prevent a leadership tribunal hearing allegations of official misconduct against him.
Sir Michael Somare was hoping to get an injunction preventing the public prosecutor from making appointments to a leadership tribunal.
He has been accused of failing to lodge several annual financial statements in the 1990s.
If a tribunal is formed, Sir Michael will be required to step down as prime minister until the case is dealt with.
- ist schon bekannt, ob die 15 Mill. nun auch ans ABG überwiesen wurden UND dort ankamen,
oder ob es "mal wieder" nur nen leeres Versprechen war ???
- letztes Weekend sollte doch wieder ein Treffen der Landowner stattfinden,
fand es statt und was kam dabei heraus ???

Vielmehr wird dann (von ihm) für die Dauer des Verfahrens ein Interim-PM designiert,was es ihm erlaubt weiterhin die Fäden in der Hand zu behalten.Es ist also davon auszugehen dass er diese Legislaturperiode u. seine Roadmap der Wiedereröffnung der Pangunamine so noch locker zu ende bringen kann.
Wenn man das taktieren dieses alten Fuchses über die letzten Jahre verfolgt hat so frage ich mich ob er dieses Verfahren gegen sich nicht selbst inszeniert hat (die Vorwürfe reichen schliesslich bis b1992 zurück) um so dem Misstrauensvotum zuvorzukommen.;-))))))))

Papua New Guinea prime minister Sir Michael Somare has stepped down so a tribunal can hear allegations of official misconduct against him.
Sir Michael says he has "voluntarily" stepped aside so a leadership tribunal can hear allegations he failed to lodge several annual financial statements in the 1990s.
The move comes after his lawyers earlier in the day failed to obtain an injunction preventing the public prosecutor from moving to appoint a tribunal.
Newly appointed deputy Sam Abal will assume full function and responsibility of the office of the prime minister while Sir Michael.
In a statement, Sir Michael says he is the victim of a "gross injustice" because there has not been a judge available to hear his application for an injunction in the last few days.
He says also he filed a challenge against his referral to the prosecutor in the Supreme Court two years ago but has not been given his day in court.
The 74-year-old says he has stepped aside so the tribunal can take place unhindered and he can work to clear his name.
The leadership tribunal and Sir Michael stepping aside are the latest twists to PNG's second week of political drama that also saw a snap cabinet reshuffle and a supreme court ruling that the re-election of the country's governor-general was invalid.
PNG's political turmoil intensified on Friday when the supreme court declared PNG's parliament must reconvene before January 20 for new governor-general nominations.
The opposition is hoping the re-sitting of parliament will give it an opportunity for another vote of no-confidence. However, two previous attempts this year have been thwarted.
There is also speculation a disaffected Don Polye, who was dumped as deputy prime minister in last week's reshuffle, may take his Highlands faction to the opposition's ranks in an attempt to topple the government.
Friday's supreme court ruling also criticised speaker Jeffery Nape, who has been key to the government's survival by allowing lengthy adjournments to stave off previous no-confidence votes.
