Bougainville president John Momis says he is not happy with the current slow progress it is taking to draw down mining powers from the PNG government to the Autonomous Bougainville Government.
Mr. Momis said mining is a means to generating more revenue for the autonomous region and constant progress needs to be made to ensure his government is able to eventually tap into mining for alternative revenue opportunities.
He said the slow progress was attributed by authorities involved to lack of capacity that Bougainville had.
Mr. Momis assured that his government would find the sources to help develop the capacity needed and urged all stakeholders to think outside the box.
He added that his government is working closely with stakeholders including landowners and the national government to ensuring all issues with mining in Bougainville is resolved.

ABG leaders quizzed over boom  in Chinese projects

AUTONOMOUS Bougainville Government leaders have been called on to explain to the  people of Bougainville why the region is “infested with Chinese” and what has  become of the Bougainville Resource Development Corporation/Invincible deal.
“Everywhere we go, it’s China here, China there, China mining, China mega city  and China plantations, and China, China, China,” an angry former fighter cum  businessman who requested anonymity said.
“Not long Bougainville will be tured into China! I say this because we are  hearing about the Chinese mega city at Kokopau, Chinese having equity in all  plantations, Chinese MOUs signed in China on tourism and hospitality, airlines  industry, helicopter and not to mention mining - that’s all there is to their  interest. We also hear there is so much million of US dollars parked in a  foreign account belonging to some ABG leadership. This calls for an explanation.
“What has come about of the BRDC/Invincible deal? The last we heard of it was  immediately after the inauguration in June 2010 when the ABG announced they were  investigating it and since then, nothing has come about. Or is it because our  ABG leadership has also fallen into the same trap that our sincere first ABG  president, the late Joseph Kabui, got his hands burnt for it (BRDC/Invincible).  The Kabui model may have been a stepping stone for ABG to follow but it looks  like every time a new president comes in, he/she will also come in with his or  her own model – like now we have the Chinese,” he said.
The one time rebel hardliner, who is now running his own small scale  agricultural businesses in Buka, Arawa, Tinputs Wakunai and Buin said that he  was speaking on behalf of the silent majority of Bougainvilleans.
“You know, we Bougainvilleans are soft hearted people and are too diplomatic. We  don’t want to shame or question head on our leaders, but someone has to do it,”  he said.
“I know my fellow Bougainvilleans will agree with me, that we are all in the  dark about all these Chinese coming in, Chinese businesses and Chinese this and  that. It is about time we speak up and the Autonoumous Bougaiville Governmet  explain where we are heading. We need a public hearing.” Attempts to get an  interview with ABG President John Momis and his Cabinet on the issue were  unsuccessful.

Wie - was los???

Nach den Ereignissen der letzten Tage und den in den nächsten Wochen und Monaten zu erwartenden Umwälzungen in Europa, USA und überhaupt global ist auch hier gerade jeder vollauf damit beschäftigt, sein (noch) vorhandenes Papiergeld in Werthaltigeres umzuschichten ... gibt ja im Wesentlichen nur 4 Möglichkeiten: Gold, Silber, Kupfer, BCL-Anteile ;-)))

Wenn nur nicht diese sich hinziehende, öde Breaking-News-Losigkeit in Bougainville wäre ...

Villagers relocated by Bougainville Copper suffer most says peace advisor

A leading academic and adviser to the Bougainville Autonomous government says the communities who have suffered most from the Rio Tinto owned Panguna copper mine are those that were relocated from villages at the mine site or from sites affected by mine tailings.

The mine was closed down in 1989 after it sparked a bloody civil war but, with Bougainville due to hold a referendum on independence from Papua New Guinea within the next ten years, moves are afoot to re-open the mine.

Landowners from the 6 mine lease areas are now going through a process to set up representative organisations to negotiate with the Rio Tinto subsidiary, Bougainville Copper Limited.

GARRETT: When it shutdown, Rio Tinto's Bougainville copper mine was one of the biggest in the world and it had been operating for 17 years.

Anthony Regan, a Research Fellow at the Australian National University has been an adviser to the parties in the Bougainville Peace process since 1994.

He says the people who have been most adversely affected by the mine are those that had to be relocated.

REGAN: The ones in the mine site were relocated up onto hard rocky ledges created by the digging of the mine pit. The relocated houses built by BCL were burnt by the army and the police in 1989 and the people are living in squatter camp conditions in scrap metal constructed houses. The septic tanks sunk into the rock are completely full, to the brim, so when it rains, and it is very high rainfall up there, water rushes down over the top of the septic tanks and there is raw sewage running through the villages. The fact that people have avoided death by cholera and typhoid is amazing.

GARRETT: The mine operator, BCL was also forced to relocate people affected by the mine's tailings.

At the time, it was considered to be too expensive to send these people home so they were moved to relatives land, either along the coast or at Moratona, around 15 kilometres inland.

REGAN: On this land of relatives, it was OK at the time because there weren't so many people but, since then, populations of the relocated people and relatives have risen dramatically. There are now thousands of relocated villagers and they have no rights to timber, to the sak sak leafing used for roofing. They have no water supply, they can't grow cash crops and tensions are developing between them and the original owners whose land is running short for their own purposes.

GARRETT: As part of the peace process set up in the wake of the civil war, Bougainville will hold a referendum on independence from Papua New Guinea sometime between 2015 and 2020.

Many people believe the only way they will get a real choice during in that referendum, is if their island has at least a measure of economic self-reliance.

It is that desire for development that is behind the push to re-open the mine.

Bougainville's President, John Momis, has made it clear Panguna will not re-open without the support of the people and his government is working with landowners to set up representative associations for each of the 6 mine lease areas.

Peace process adviser, Anthony Regan, says the people of the relocated villages will be a significant voice in those associations.

REGAN: One of the reasons the landowners wanted to have separate associations for each lease area was because there are special needs, quite distinct needs, in each area and this issue alone indicates how different the needs are in the villages in the special mining lease as opposed to those in the lower tailings lease. So it will be a matter for each association to carefully document the needs and the problems of the people within their lease area and bring those to the table through the umbrella association but, in the process of setting up the associations, the Autonomous Bougainvlle Government, of course, is getting a tremendous window, on the issues that are facing the people, because in these long and detailed consultations the administration is having with the people, their problems are being put right on the table. I was in the tailings lease the special mining lease, in a series of meetings and the people are very clear, they know what their problems are and they are identifying them with tremendous clarity and great emotion. They really feel they have suffered, they are aware that they are the real victims of mining, and they are not opposing mining, for the future for the most part, but they are saying if it is to happen again, then it has to be done very differently and they, amongst others, have to be looked after in very different ways.

GARRETT The Bougainville Autonomous government is keen to ease the suffering of the relocated villagers but it is relying on funding promised by Port Moresby.

Until now the PNG government has been slow to deliver. With the current turmoil in Waigani hopes of receiving that $40 million soon, are fading.

Frei übersetzt: Schon bisher lief die finanzielle Unterstützung aus Port Moresby eher schleppend. Aber jetzt - nach den Unruhen in Waigani - schwinden die Hoffnungen, dass die 40 Mio. USD demnächst ausgezahlt werden.

Bedeutet das, dass die Wahl des Landowners Body sich weiterhin stark verzögern wird?

Da ja bereits Chinesen und andere Vereinigungen die Panugna Mine besichtigt haben, hat sich gezeigt, dass die No go Zone nicht mehr das ist, was sie mal war.
Der aktuelle Besuch eines australischen Vertreters in Panguna zeigt zwar einen weiteren Fortschritt, allerdings nur einen kleinen und hat in meinen Augen den Status wichtige Breaking News nicht verdient!
Was uns wirklich nen Schub geben würde, wäre wenn endlich die 40Mio. von PNG ans ABG überwiesen werden und die Landeigner ihren Vertreter wählen könnten.
So wie´s ansonsten ausschaut, sind die meißten hier allerding in eine Schockstarre verfallen?!
Habe diese Woche schon nachgeschlagen, allerdings noch zu 0,75€.
Die allgemeine Übertreibung nach unten, wie wir sie die letzten Tage gesehen haben, wird nicht von langer Dauer sein.

Ob O'Neill "gut für uns ist", ist m.M.n. völlig unwichtig und nicht mal zweitrangig.

Der Herr wird in dem ganzen Kuddelmuddel, das sich dort seit langem abspielt, sicherlich nicht zuerst an irgendwelche wegweisenden Aktivitäten in Richtung Bougainville, Geldüberweisungen, Verhandlungen bzgl. Übertragung o. a. denken, sondern den allergrößten Teil seiner Zeit und Energie dafür verwenden (müssen), um seine "Herrschaft" zu sichern. Das Ganze hat Züge wie im sprichwörtlichen "Alten Rom", ein Hauen und Stechen um die diversen Pfründe, Rechtsanwälte hier und da, nun marschieren auch die ersten sachverständigen Professoren auf (s. unten!), alles zum Kot...

Und wenn jetzt tatsächlich immer noch jemand - zumal in diesem aktuellen und längst nicht ausgestandenen allgemeinen Börsenumfeld - meint, kurzfristige Kurs- oder andere Prognosen abgeben zu können dergestalt, wie man sie hier in der jüngeren Vergangenheit lesen konnte, untermauert mit vermeintlichen "Breaking-News"-Titeln, sorry, dann wäre das imho nichts außer Hoffnung und der Versuch, sich selbst Sand in die Augen zu streuen.

Ich bleibe dabei: In diesem Jahr wird es für uns hier keine wahren "Breaking News" mehr geben, denn neben der bis mindestens zu den nächsten PNG-Wahlen an Bougainville relativ uninteressierten "politischen Elite" PNGs, wo es für sie ja nichts zu ernten gibt, existieren dermaßen viele andere Baustellen, dass man gespannt sein muss, wie Momis sie in welcher Reihenfolge abarbeiten will, denn auch ihm wird irgendwann die Zeit davonlaufen ...

 

 

Nonggorr:&#8200;Both regimes at fault

 THE actions of both the in-coming government and the out-going one  are in breach of the Constitution, a leading constitutional lawyer said  yesterday.
Prof John Nonggorr blamed this on the “unbridled greed of politicians”  acting in their own interest rather than that of the people and the  country.
He described Tuesday’s election of a new prime minister as a “sad day in our history”.
Nonggorr said: “We, today, have an illegitimate government. The purported election is unconstitutional. 
“Sir Michael Somare remains the prime minister. 
“In his absence, due to ill-health, Sam Abal is the acting prime  minister. The office of prime minister is not vacant by operation of the  Constitution. 
“How can parliament elect a prime minister when there is no vacancy?
“While Sir Michael has not resigned and parliament has not voted, on the  advice of  two doctors coming through the governor-general, to remove  Sir Michael, this purported election cannot be based on a vacancy in the  office of prime minister,” Nonggorr said.
“There has not been a vote of no-confidence, which will require at least  seven days’ notice and other procedures to be followed. Indeed, the  period for a vote of no-confidence ought to be properly brought against a  government to remove a prime minister, and for a new prime minister to  be elected, expires on Aug 5 – today.
“What the members of parliament have done is a blatant disregard for the rule of law. 
“Has the parliament now become so disgraceful that no one follows any rules and shows decency anymore?
“The speaker has let the country down for a very long time. This is the final straw.”
Nonggorr also attacked the immediate past government headed by Abal.
“The government that Abal was leading acted unconstitutionally as well.  If that government was following the law, especially the Constitution,  two doctors should have been appointed as soon as it was known that Sir  Michael was undergoing heart surgery. 
“That is what the law expects. Instead, the government has been pussy-footing around for more than three  months. 
“If the law was followed, parliament should have voted to stand down Sir Michael already. 
“But, two wrongs do not make a right. The opposition cannot do what is  unconstitutional – they are as bad and disgraceful as the people they  are attempting to get rid of.”
Nonggorr said the entire process of engaging Dr Isi Kevau to provide a  medical report was not stipulated in law and was a “complete waste of  time”.
“All these MPs should be ashamed of themselves. They are doing this for  control of the money that is coming into the country before the  elections. They want to control it, use it, abuse it, corrupt it. It is  all about themselves. And, who suffers? PNG.
“For those observers outside of PNG, there are many decent,  hard-working, law-abiding and intelligent Papua New Guineans who detest  these types of behaviour displayed by so-called members of parliament. 
“These MPs do not represent de­cent Papua New Guineans and we are all  ashamed of their behaviour and angry about the way they are playing  their dirty games while the majority of our people are suffering.”
Nonggorr is the second senior lawyer this week to condemn Tuesday’s election in parliament as unconstitutional. 
Peter Donigi expressed similar sentiments on Tuesday.

Who would have beleived that a foreigner could pass through the barrier at the Morgan Junction and into the Panguna District of Bougainville.
Well it was true. On August 2, the Australian High Commissioner to Papua New Guinea, Ian Kemish, passed freely through the barrier at the Morgan Junction and into the Panguna District of Bougainville.
He was accompanied by the Head of AusAID in PNG, Stephanie Copus-Campbell and three other colleagues from the High Commission.
This was the first time that the Australian Government officials had entered the ‘no-go zone’ since the Bougainville crisis erupted in 1988. They did so without paying a fee.

Bezeichnenderweise besucht Ian Kemish als der australische Hochkommissar für PNG Panguna u. nicht etwa Buins im Süden Bougainvilles,das doch viel eher als "Krisenherd" angesehen werden könnte.Man kann auch in diesem Signal ein Zeichen darin sehen dass AUSAID unter der Flagge uneigennütziger Hilfe für PNG vor allem eigene wirtschaftliche Interessen verfolgt.(Die Gewinne  einer wiedereröffneten Pangunamine werden von RIO in Au versteuert).Konkrete Details zu dem 5 kopfigen Besuch wurden nicht veröffentlicht, man kann jedoch davon ausgehen dass sich die Visite wohl kaum auf das anstarren des grössten von Menschenhand gegrabenen "Loch´s" beschränkt hat.

Wer die PNG Politik der letzten Jahre vorfolgt hat konnte feststellen dass die Regierunsmitglieder als echte Kleptokraten agieren u. die Koalitionen teilweise schneller wechseln als das Hemd.So hat Somare schon in seinem Affidavit aus dem Jahre 2000 zugegeben dass die PNG Regierung anfang der 90 er von AU "ferngesteuert" war.Nach der Anzahl der AU "Berater" in den PNG Ministerien dürfte sich daran bis heute kaum etwas geändert haben.Der wachsende chinesische Einfluss in PNG u. auch auf Boug. dürfte den Australiern direkt vor ihrer Haustür kaum gefallen.Um da gegenzusteuern dürfte der AU Einfluss auf die PNG Regierung immer noch gross genug sein,egal welche Partei dort gerade "das Sagen" hat.

Die Einschätzung dass bis zu den PNG Wahlen Mitte nächsten Jahres keine Fortschritte mehr auf Bougainville zu erzielen sind könnte sich also als zu vorschnell erweisen,zumal auch die Landeigner weiter Druck auf Momis machen.So ein JSB Meeting ist manchmal schneller terminiert als mancher denkt ;-)))))

wäre bei solchen Nachrichten der Kurs um 20% gestiegen,bald werden alle überrascht sein wenn es heißt DIE PANGUNA ERÖFFNET WIEDER, alle Landeigner und Bewohner befürworten die Wiedereröffung,damit kann Bougainville endlich unabhängig werden

Chicago (BoerseGo.de) - Kupfer hat im Zuge der Talfahrt an den internationalen Aktienmärkten ebenfalls deutlich nachgegeben. Das stark konjunkturabhängige Metall hat im Sog des Abwärtsstrudels vom Montagshoch bei 9.875,00 USD je Tonne bislang bis 9.136,00 USD im Tief nachgegeben.

Die fundamentale Nachrichtenlage spricht angesichts der nach wie vor robusten Nachfrage aus China und der gleichzeitig weiter angespannten Angebotsseite eine andere Sprache. "Der weltweit größte Kupferproduzent Codelco aus Chile geht davon aus, dass das Land in diesem Jahr sein Produktionsziel von 5,6 Mio. Tonnen Kupfer um 5% verfehlen wird. Zwar gibt es Anzeichen dafür, dass der seit zwei Wochen andauernde Streik in der Escondida-Mine bald beendet sein könnte. Gleichzeitig drohen aber die Arbeiter in der weltweit zweitgrößten Kupfermine Grasberg in Indonesien bereits wieder mit Streik, sollten die Tarifverhandlungen dort scheitern", schreiben die Rohstoffanalysten der Commerzbank in ihrem heutigen "TagesInfo Rohstoffe".
