A 20-man delegation from the Australia-PNG Business Council returned to Port
Moresby yesterday open minded about the potential to invest in Bougainville.
They met with members of the Autonomous Bougainville Government and the business
community in Buka, Bougainville.
Led by council chairman and Rio Tinto subsidiary Bougainville Copper Ltd manager
Peter Taylor, the team spent yesterday learning from and exchanging views with
the Bougainville government and business representatives on what the
opportunities of doing business in the autonomous region are.
Taylor, who was teary-eyed when he stepped on Bougainville soil for the first
time since 1987, said he was honoured to be back at the invitation of
Bougainville president John Momis.
“Not in my wildest dream had I imagined I would be coming back and leading a
business delegation to Bougainville.
“This is the first time APNGBC has sent a delegation to Bougainville and to
other parts. We have set a precedent,” he said.
Taylor said it was wonderful to hear ABG leaders and local business community
reiterate Momis’ invitation that Bougainville “is open for business”.
“This is the ‘A’ team that has come to Bougainville. Look at who they represent,
we have two global bank representing retail and investment banking, we have
exploration company reps, tourism, and trade and investment representatives of
the Australian government.
“This is an important delegation thankfully here today for the betterment of
Bougainville,” Taylor said.
Thanking the delegation, Momis said the presence of APNGBC on Bougainville
affirmed the investment potential the region had.
He urged the people of Bougainville to do their bit by moving forward to attract
good foreign investment with management capabilities and financial capital.
“APNGBC cannot do much for us if we do not sort ourselves out.
“Bougainville does not dictate business in the world yet it is endowed with
natural resources but is opting to remain as beggars.
“Let us not be like a beggar, begging for food holding a gold plate.
“Knowledge, we may not have yet, let us build our intellect, forget the past and
move forward to embrace a bright economic future,” Momis said.

The beginning of the "wining and dining"?? What really got my attention was
Momis' last comment. While its a positive comment in general I just wished he
didn't say "forget the past". As we all know our human nature makes it very
hard for us to forget the past, especially something that was very traumatic.
"Learn from the past" would have been better.

The Acting Prime Minister SAM ABAL is in Buka tonight and would be visiting Arawa in the morning before he returns to Port Moresby tomorrow morning.

He came for the Ground Breaking ceremony for the Sealing of the Kokopau to Arawa Highway.

The ceremony was witnessed by both the ABG and National Government leaders.

THE future for the Papua New Guinean province of Bougainville is through recommissioning of the controversial Panguna copper-gold mine, with the fate of the project in the hands of landowners.

Bougainville Copper executive chairman Peter Taylor told the 27th Papua New Guinea Australia Business Forum in Madang that ultimately the decision to restart Panguna would lie with locals.

The Panguna mine, now controlled by Rio Tinto subsidiary Bougainville Copper, produced 9 million ounces of gold and 3 million tonnes of copper from 1972 to 1989.

It was “the mainstay of the Papua New Guinea economy for a decade” according to Taylor.

The deposit contains 1 billion tonnes of payable ore, which equates to a production portfolio processing 50Mt per annum of ore for about 450,000ozpa of gold and 170,000tpa of copper over a 20-year mine life.

“We’ve been there for 17 years of production and we’ve been waiting there for 20 years, so there’s not a lot about the deposit we don’t know,” Taylor said.

He said PNG was truly “elephant” country, with the potential for more massive deposits to be uncovered.

Taylor compared the $US15 billion ExxonMobil-led liquefied natural gas project to a “gorilla”, in terms of the power it would provide to the PNG economy.

Also exhibiting elephant and gorilla characteristics are local communities impacted by the resource project.

“Also very large are expectations, aspirations and anticipation that has to be managed,” Taylor said.

“At [Bougainville Copper] we are very mindful of lessons learnt.

Taylor said peace on the island was best advanced through economic means and employment.

“History tells us the mine wasn’t started under the best circumstances,” he said.

“Neither the province or the landowners were consulted to any degree.”

Getting landowners onside is key to reviving Panguna and overcoming the resentment and militancy associated with the operation.

“I don’t think that any major infrastructure project [in the world] opens without some people objecting to it, but perhaps not with the intensity as we’ve seen at Bougainville,” Taylor said.

“My view is that everyone should be at the table.

“When all interested parties are at the table, hopefully we will be able to reach a workable compromise.”

Talk of bringing interested parties to the table led to discussion of China’s interest in Bougainville.

Taylor said the “dragon” had yet to make any approach to Bougainville Copper regarding Panguna, but “it made sense” that China would be keeping a close eye on progress.

He then gave a word of warning about exploitation near Panguna and said other operators and groups (“sharks”) had sought to take advantage of the unrest in the area, with harmful outcomes for landowners.

In pushing ahead with recommissioning, Taylor said Bougainville Copper had the benefit of hindsight and an understanding of the resentment of landowners who were not consulted in the late 1960s.

Bougainville province did not exist the first time around and now that it does, any agreement will have to be reached with the province and not the national government.

Reviving the mine will not be easy though.

Taylor said the work needed to get it back into production is comparable to a greenfields operation, with a likely price tag of $US3 billion.

He predicts three to five years before recommissioning and is confident renegotiations can begin this year, something other speakers at the forum were sceptical about.

Bougainville Copper and Rio Tinto had often been asked “with such vast challenges, why bother at all?”.

Taylor cited the favourable “elephant-bearing” geology of PNG, due to its location in the Pacific Rim of Fire, and said despite the challenges, it was still easier to do business in the country than in other mining hotspots, including west Africa.

“Progress is strong and in Papua New Guinea the rewards are tangible,” he said.

“I don’t think any of us thought this was meant to be easy, this business of catching elephants in Papua New Guinea.”

Easy vielleicht nicht gerade,aber etwas schneller hätte es schon gehen können.

Zu diesem positiven Statement gehört auch dass um die Panguna noch 7 weitere Elephanten im BCL Pferch darauf warten aktiviert zu werden. ;-))))))

Die Deutsche Börse als Betreiber argumentiert, dass durch die Komplettumstellung auf Xetra beispielsweise auch ausländischen Anlegern die Chance eröffnet wird, deutsche Nebenwerte zu handeln. Diese waren bisher aus Kostengründen nur vereinzelt  an das Parkettsystem Xontro angeschlossen und mussten Nebenwerte telefonisch ordern. Mit Xetra wird diese Hürde wegfallen und damit vielleicht auch Nebenwerte für ausländische Investoren interessanter machen.

Heart welcome ... Acting Prime Minister Sam Abal was given a  hearty welcome on Saturday when he arrived in the Autonomous Region of  Bougainville to present K3 million for the upgrading and sealing of roads. The  Buka ring road received K2 million while K1 million was for the 20km Kokopau to  Siera road. The presentation took place at Kokopau in the Selau constituency of  North Bougainville. The acting PM also apologised for what had happened in the  past and publicly declared: “Bougainville, we love you, the rest of PNG loves  you. Sorry for the past that has happened but there is that decision to move  forward to a brighter future – Nationalpic by STEPHANIE  ELIZAH

Imagine leaving a luxurious job and returning home because of your people and your heart beats every second because of them. Peterson Tseraha explains more.



Only some very unique people in the world will ever do that to come back and rebuild a once war torn home.
Justine Borger 34 has one of these unique personalities. Born on October 16, 1967 and hailing from Kurai village in the south Nasioi Constituency. Under ABG member John Kens umbrella, Justine Borger is one of those Bougainvillean elite who has sacrificed to come home and help his people on Bougainville.
Mr Borger graduated with a bachelor in Commerce 1992 at the PNG University of Technology in the red hot days of the Bougainville crisis.
And just recently on April 14, he graduated with masters in Business Administration from the Southern Cross University Australia, which he sponsored himself.
Mr Borger sat on some hot and highly paid seats and was a truly super elite as we can say.
In 1993 he became a graduate employee of the Ok Tedi Mining Limited (OTML) for eight months, and then became supply co-ordinator for four months then in 1994 he was promoted to contracts administrator, and in 1996 he was promoted to the most senior position as administrative supervisor, looking after Kiunga as area manager.
Mr Borger joined Ok Tedi Mining Ltd in 1993, as a graduate cadet under its two year Graduate Development Scheme undertaking sandwich training courses attached to the Materials Management Department.
After eight months he was offered a permanent position as the Supply Co-ordinator responsible for the disposal of scrap and depreciated assets, and co-ordinated staff training of 100 staff employees.
In 1994, he was offered another substantive position as the Contracts Administrator, responsible for the administration and management of major supply and services contracts to meet mine production requirements including catering, fuel supply, air charter services, and also responsible for the mine affected preferred area local contractors.
Continuous media coverage of Bougainville in dire straits made him sad and he was always thinking how he would return to help his people.
One day in 2001 as he was flipping through the Post-Courier he saw a position vacant for United Nations Development programme (UNDP) on Bougainville.
Seeing that as a perfect opportunity to assist his people in central Bougainville he applied straight away and was accepted. At last his ambition to assist Bougainville had been achieved.
Mr Borger officially joined UNDP on Bougainville in April 2001 as a Business Development Officer under the UNDP Bougainville Rehabilitation, Reconstruction and Development Project, responsible for the identification of areas of economic intervention and small business management training as part of the reintegration of youths, women and former combatants and the promotion of business development activities in the region in partnership with the division of commerce.
And since 2006, Mr Borger was managing programs in the main thematic areas of peace building, good governance and institutional strengthening of the structures of the ABG, in the geographic districts of Kieta, Panguna and Wakunai in partnership with the relevant ABG divisions, serving as the UNDP Regional Program Co-ordinator.
Through his heart of full commitment to his work in which the UNDP has assigned him, shows he is a real committed officer.
Every mission he has taken has been completely successful.
And Mr Borger has been highly recognised for his services rendered to the UNDP. He has gained tremendous recognition among youth, women groups and chiefs.
“Many people have approached me and asked why I have left such a highly paid job and come home and work for the UN.
“I just simply told them my home is where my heart is and that there is no place like home and my people matter the most to me,” Mr Borger said.
Through his humbleness, people mainly youths have regarded him as fit to be a leader in all levels and aspects, because he had the real guts to come home and face his people and jump into hot soup with them.
Justine Borger even if he disagrees with a decision that has been made, he will do it diplomatically and professionally and that no one gets annoyed.
“You have to be very diplomatic in all issues and aspects especially here on Bougainville, you have to be very diplomatic because people here get easily upset,” Mr Borger said.
That is why people often regard him as a leader because in mediation through the courses run by UNDP he taught people to read both sides of the coin.
“Through my experiences working with the OTML in a mine, I have a great experience in mediation within groups and in my own capability I have spent my own money settling land issues and stopping fights because that’s what I came home to do.
“The thing which people here, especially in Bougainville need, is the delivery of services,” he said.
Apart from Mr Borger and also in the UNDP we have another two elite Bougainvilleans who came to work here at home.
They are Wesley Kenneth, Program Co-ordinator UNDP Bougainville and Edmond Benny, former team leader finance department OTML, and now Operations manager UNDP Bougainville.
“I appeal to every other Bougainville elite out there within PNG and abroad whatever you’re getting out there, home needs you more than ever now, elites are the ones who will take Bougainville to its destiny,” Mr Borger said.

The Chairman of the Rio-tinto owned company, Bougainville Copper, Peter Taylor, says the Bougainville government and business community are to be commended for their resilience and foresight as they work to rebuild their economy.

Mr Taylor, led a delegation of 19 members of the Australia PNG Business Council on a trade mission to Bougainville, late last week.

For him, it was the first visit to Bougainville since the mine his company owns was shutdown after it became the catalyst for a bloody civil war on the island.

Mr Taylor says, being back was a very emotional experience.

TAYLOR: I don't think anyone should underestimate how important this visit was. I was there as the President of the Australia PNG Business Council. This is the first time that I can remember that a business delegation of this strength has visited anywhere in Papua New Guinea.

GARRETT: So what sort of investors were part of the delegation?

TAYLOR: There was a good range actually, we had a couple of banks represented. These were international banks: one an investment bank, one a major retail bank. We had members of Trade Commissions, from the Australian government and the Queensland government. We had people from the tourist industry. We had people from professional organisations, and professions such as surveyors, accountants and so on. So it really was a good representative body of business-people who may be prepared to invest in Bougainville.

GARRETT: And I hear you got a pretty fantastic welcome when you got there?

TAYLOR: Absolutely sensational. It was as if a king or queen was arriving. We had some traditional dancers welcoming us. We went through a traditional welcome ceremony. We had the President there to welcome us, the vice president, most of the cabinet and the senior administrators s one couldn't ask for a better welcome.

GARRETT: You also had a briefing from President John Momis and his cabinet and senior administrators - what did they have to tell you?

TAYLOR: They did and they were very welcoming. The re-iterated just how important it was for Bougainville to have the support of the business community and the Business Council. They emphasised to me some of the difficulties that they face, particularly things like attracting banks and insurance companies; the sorts of organisations that are so essential if you are going to develop business within the community. They also emphasised just how difficult it's been for them to get the seed funding they need to get commerce and business going in the community.

GARRETT: So do you think something will come out of this mission on that score?

TAYLOR: Well, I'm hopeful. I've spoken to a number of my colleagues who went along on the trip and they were very impressed with the people they'd met, with the President himself and his cabinet, and they are great enthusiasm to get Bougainville back to where it was 20 plus years ago.

GARRETT: You also met with local Bougainville businessmen. What did they have to say to you?

TAYLOR: Yes, that was an interesting experience because they were saying that they were able to, with virtually no capital at all, they've been able to start some businesses up -things like accommodation, trade stores. In fact, they were very proud that they had been able to replace some of the outsiders that were once there running these businesses and it is now a 100% Bougainville show, if you like. Their great frustration is not being able to expand the way they'd like because they can't get the finance.

GARRETT: So what sort of projects, ..or what really came out of this mission?

TAYLOR: Well, it was really a fact-finding mission if you like for both sides. They weren't quite sure what we could provide and we weren't quite sure what they wanted but I think it's a great first step and I wouldn't be surprised if there isn't a formal trade mission follow-up, maybe sponsored by Austrade or an organisation like that so there enthusiasm to continue the dialogue, to actually further develop the relationship between business outside Bougainville and business inside Bougainville and the government itself.

GARRETT: This was your first visit since 1987. How did it feel to be back on Bougainville soil after so many years?

TAYLOR: Well, you know I've got the photographs, I've got the mementos back at home so I've got these things but the impact of flying over those absolutely gorgeous islands as you are flying into Buka - just all the memories flood back. It was quite an emotional time for me, because I really did love the place and I long to go back and be able to explore it more fully.

GARRETT: So does this make you more optimistic about the re-opening of the Bougainville copper mine?

TAYLOR: Well it certainly reinforces my belief that the majority of Bougainvilleans want the mine reopened and I really think, having been there and listened to the business people and so on, listened to the support they have given me both as a business delegation leader and as the Chairman of Bougainville Copper that it really is achievable.

BOUGAINVILLE potentially stands to benefit from the Panguna Mine if it re-opens again.
Bougainville Affairs Minister Fidelis Semoso, based on information gathered from international economic experts who had dealt with the Panguna mine, said that Panguna alone, if re-opened, has the potential to bring in:
• K14,00 million for landowners yearly
• K418 million unprecedented
• K700 million revenue per annum
And from the 19.1 per cent shares being talked about openly by the National Government and the ABG, K9.2 billion could potentially set to benefit the ABG yearly looking at a total of 76.4 million shares at A$40 or K120 per share.
ABG President John Momis also endorsed and reiterated the importance of re-opening the mine and alluded to the statement by Rio Tinto/BCL overall boss Peter Taylor, admitting they made a mistake but were prepared to work along well with the landowners, the ABG and the PNG Government on the issue.
“The Panguna mine is worth much, much more than we were ever told.”
“Our people should have some faith in the Government because we can see that Bougainville does have a bright future,” Mr Momis said.
Bougainville Affairs Minister Fidelis Semoso told a crowd at Kokopau, the gateway to mainland Bougainville, that the Panguna Mine had huge potentials if re-opened and everybody would benefit, compared to the last mine operation and its landowner packages.
Mr Semoso read out in public that information he had from international/economic advisors said that the re-opening could have more than what was being received during the operational years.

Marktmodell für Xetra Frankfurt Spezialist

In Marktmodellen sind alle Regeln festgeschrieben, wie an der Börse Preise zustande kommen. Das Marktmodell für den von Personen gestützten Handel wird als „Fortlaufende Auktion mit Spezialist“ bezeichnet.

Dies sind die wichtigsten Eckpfeiler:

Anders als beim vollelektronischen Handel auf Xetra ist das Orderbuch teilweise geschlossen. Nur die Quotes der Spezialisten werden veröffentlicht.

Der Handel ist anonym; d.h. die Marktteilnehmer erkennen nicht, welcher Marktteilnehmer die jeweilige Order eingegeben hat. Nur Spezialisten können die Eingeber einer Order identifizieren.

Jedes Wertpapier wird von einem einzigen Spezialisten betreut.

Während der Haupthandelsphase stellen die Spezialisten Quotes in Form von Geld- und Brieflimits zur Verfügung. Diese Limits müssen beidseitig sein, wobei die Geldseite größer als null sein muss. Die Briefseite kann gleich der Geldseite sein oder höher.

Die Ausführung der Orders wird durch die Eingabe eines Matching-Quote seitens des Spezialisten ausgelöst. Der Preis selbst wird durch das Handelssystem ermittelt.

In der Preisermittlung werden der Matching-Quote und alle Orders berücksichtigt, die sich zum Zeitpunkt der Preisermittlung im Orderbuch befinden.

Die Preisermittlung erfolgt nach dem modifizierten Meistausführungsprinzip. Dies ist der Preis, zu dem das höchste Ordervolumen ausgeführt werden kann und der niedrigste Überhang stehen bleibt.

Existieren mehrere in Frage kommende Limite mit gleichem Überhang auf der Geld- und der Briefseite oder liegt kein Überhang vor, wird der Mittelwert der in Frage kommenden Limite zusätzlich berücksichtigt.

Die verschiedenen Orders werden nach einer Preis-/Zeitpriorität behandelt. Das heißt, dass zuerst die Orders ausgeführt werden, die zum besten Preis führen und zweitrangig die mit dem älteren Zeitstempel.

Es können alle Ordergrößen gehandelt werden.

Die Ordergültigkeit beträgt maximal 90 Tage einschließlich des Eingabedatums.

Stop-Limit-Orders und Stop-Market-Orders werden unterstützt.

Es gibt zu einem bestimmten Zeitpunkt immer genau einen Preis für ein Wertpapier.

PAGUNA mine is now one of the most critical agendas for Papua New Guinea and the Autonomous Bougainville Government as singled out by leaders of these governments.

Mr Momis had last week brought with him businessmen from Australia and Bougainville Copper Limited’s top boss Peter Taylor and Paul Coleman to Buka for several meetings specifically on mining, tourism, hospitality and other areas of investment.
Mr Semoso, who promotes the idea of re-opening the mine in every chance he gets to speak, said the mine alone would help power the economy of Bougainville.
Mr Abal singled out the approa-ch the National Government is taking and how the Panguna mine is imperative and a priority agenda for the Government.
When speaking in Arawa on Sunday, Mr Abal appealed to the people of Bougainville to lay down their arms and move forward.
“Lay down your arms, they are destructive tools and pick up the shovel, your productive tools,” Mr Abal said. Minister Semoso appealed to “our good people of Kieta, our mothers, we can have all the businesses moving forward, you can have foreign investment coming to your doorstep but if the law and order is not in order, you cannot have the economy of Bougainville grow.
“I appeal to you women and men of Kieta, throw away the guns and let us move Bougainville forward,” Mr Semoso said.
Mr Abal said he believes that Bougainville has a bright future and the National Government has every responsibility to see that Bougainville gets back to where it was before the crisis broke out in the late 1990s.

mit billigen Aktien bezahlt??
Ist schon sehr verwunderlich,kaum Bewegung,relativ hohe Stückzahlen!!

Auch meine Glückwünsche an die ESBC für die hervorragende Arbeit,ich denke inzwischen sollte die ESBC im Board von BCL vertreten sein.
Vielleicht kommt das ja mal!!!
