BY SEBASTIAN HAKALITS

Panguna landowner and chairman of Upper Tailings Limited Michael Pariu is calling for the nine landowner associations to work together instead of attacking each other in the media.
Responding to an article in the Post-Courier calling for transparency among landowners, ABG, PNG and financiers, Mr Pariu said the associations were established by the Autonomous Bougainville Government and as such “should work as one to help realise the goal of economic self-reliance for Bougainville.”
He said what was reported was false and misleading and does not reflect what is actually going on
in Panguna.
“What has been happening with one of the associations is a leadership tussle between two parties and a mediation process led by a National Court judge is currently underway to look into that,” Mr Pariu said.
“Under the Bougainville Mining Act, Bougainville Copper Limited was given the first right of refusal to reopen Panguna and this must be respected and as landowners we trust BCL to reopen Panguna and operate it.

"BCL is also aware of an active misinformation campaign in the project area and in social media that is clearly designed to usurp BCL’s position as the preferred project developer, with disregard to BCL’s existing project tenure (EL1) and belief that the majority of project area landowners support BCL as the developer."

BCl makes presence felt in Bougainville

Bougainville Copper Limited (BCL) has re-established its presence on Bougainville with offices established in Buka, Panguna and Arawa.
This was made known to the general public by BCL Senior Special Projects Officer on Bougainville Genevieve Itta in Arawa last week.
Ms Itta is based in Panguna. The Bougainville BCL manager Ephraim Eminoni is based in Buka Island, North Bougainville whilst the company’s local media and communications adviser Eric Tapakau is based in the former BCL capital of Arawa.
Ms Itta said there are plans to relocate the Buka office to Panguna or Arawa in the future if and when the situation permits.
“Mr Eminoni is supported by experienced Bougainvilleans and together we are working to increase BCL’s engagement activities in and around the project area.
“We hope to engage community awareness programs soon to provide information about BCL’s project plans and also to gauge views of the landowners and the wider communities on issues of concern to them,” Ms Itta said.
She said at the board level, another distinguished Bougainvillean, Mel Togolo, was recently appointed a Director and will join a team of experienced and committed board of directors. She added that representation by Bougainville at this level may also be extended in the future if required.
“Bougainville Copper Limited is committed to building positive and respectful relationships with all key stakeholders, including project area landowners, ex-combatants, women, new generation leaders and the community more broadly,” Ms Itta said.
She said BCL’s current priority, through respective engagement, is building the trust and agreement required to return to the project areas on an ongoing basis.
This will enable BCL to carry out necessary environmental and social baseline studies and negotiable all relevant project compensation agreements. Panguna is an inclusive project and full landowner and community involvement in decision making is essential.
“As a company, Bougainville is our only focus. We are a single project company. BCL is not distracted by other projects in different countries or places. BCL cannot achieve many of these things on our own but we need the commitment and the undivided support of all the key stakeholders.”
“We have learned many valuable lessons from the past and look to the future with optimism.”

Die Wahrscheinlichkeit, dass dieses Commitment gegeben wird, erscheint mir unter der 50% Grenze. Aber die Hoffnung stirbt ja bekanntlich zuletzt....

To this day, Bougainville Copper Limited (BCL) has not taken responsibility for or compensated us in any manner and not a single one kina says Philip Miriori of the Special Mining Lease Osikaiyang Landowners Association.
But yet, BCL is pushing itself and says that it does not support an approach that creates social disharmony and yet are trying to force their return through unscrupulous methods, it is doing just that and putting the whole Peace Treaty at risk, putting our lives at risk all over again;
Mr Miriori said BCL is clearly not a fit and proper person as required under the Mining Act to renew their now expired licence so their application should fail and with the legacy of the past hanging over their heads, BCL has again admitted it cannot develop it alone and will need to attract a development partner so we do not even know who the real partner will be.
He said this are just more lies and the dishonesty and disrespect of the past continues and is both alarming and consistent with their superior colonial attitude.
“Now they refer to the “project area landowners” to mislead on the level of local support and that is wrong again as the only landowner association that has a veto against the renewal of the expired exploration licence No 1 (“EL1”) is the SMLOLA, the owners of the customary land inside the exploration licence boundary.”
“The SMLOLA is vehemently opposed to BCL’s attempts to return and will never consent.”
Mr Miriori said this makes a mockery of their false claims of unanimous or even strong landowner support and the new BCL board just makes the company even more PNG focussed with the only Bougainvillean representative having lived in PNG and Australia for many years.
He said the rumoured PNG deal to take back control of Panguna, blocking Independence is reinforced with every step they take and BCL tries to distract from the real issue – a lack of necessary local support.
