The people of Panguna are not happy with the way their representative body, the Panguna Landowners Association is carrying out its activities and voicing the peoples’ concerns. Currently, the trend the association is taking is working towards the reopening of the mine. And the main issue repeatedly iterated by women, men, youth and elderly is the association has not been representing the people of Panguna.

One other main concern is the view of general population in other parts of Bougainville that people of Panguna are pushing for the reopening of the Panguna mine.

   “Ol manmeri blo narapla hap iting mipla ilaikim displa mine lo open, tasol displa em ibikpla giaman stret (People from other parts of Bougainville think that we (people of Panguna) want this mine to open, but this is a big lie)” village elder Dapera. “Displa association imekim wok we ino makim maus blo pipol blo Panguna o bilong Bougainville tu (This association’s work does not represent the views of the people of Panguna or Bougainville too)” woman leader from Panguna.

Another issue which the people are not happy with is that the association is using people from outside Panguna to speak for them. The women especially are disputing that the representation by the association is fair. Women, who in fact are the landowners, are angered at the way in which the association is operating. A vocal woman in Guava stated....

    “Taim yu lukim displa association, em ol liklik namba blong ol man tasol igo pas na oli save painim ol mausmeri blong autsait we igat wankain tingting osem ol bikos mipla ol meri lo hia ino laikim mining (When you look at this association, it is only the few men who are at the fore, and they look for women from outside who have the same interest as theirs because women here are against mining)”

From the many villagers that were asked the same question, most were very much disheartened with the current operation of the association. Most conveyed that the association executives (which consist of executives of the old PLA) have no heart for the people of Panguna who continue to live in the ruins of a poisoned environment. To the people of Panguna, the path of representation may eventually lead to another crisis, and they fear that this time it will be people of Bougainville pointing guns on themselves.

   “Kain lidasip ol lidas iwok lo bihainim lo Panguna na lo Bogenvil tu em bihainim rot blo go insait lo narapla pait (The kind of leadership our leaders are following is going down the road towards another crisis)” former combatant Upper tailings, Panguna.

Hence, to question the association’s credibility to be unbiased is very much valid, there is much apprehension and mistrust towards the association that claims to represent them. Moreover, most people are not willing to come out and consult with PLA because of the fact the association is dealing with the corporation that according to the people’s view ‘destroyed the environment’. They believe the association should concentrate on making BCL compensate landowners for damage to the environment and not liaising with the company to reopen the mine.

Frage: wen representiert eigentlich ramu nickel ? Wen oder wie viel ´people´ hat eigentlich ramu nickel gefragt ?  Wo ist denn der Nachweis das hier überhaupt im Namen der ´people´ solche statements abgegeben werden dürfen. Wessen Interessen vertritt ramu nickel in Wirklichkeit ?? Glaubt hier jemand das ramu nickel für jeden einzelnen schreibt den das ABG  angeblich nicht vertritt?
In meinen Augen ist das meiste >  80% pure Agitation und der Versuch billig Stimmungen zu erzeugen, ~20 % Fakten die darauf untersucht werden müßten ob sie überhaupt relevant sind.
Ewig gestrige und Opportunisten gibt es ja überall zu hauf.
Leute die kreativ und intelektuell in der Lage sind Verantwortung zu übernehmen Lösungen zu gestalten dagegen äußerst selten, Fehlanzeige.

Hier bei ramu nickel habe ich immer das Gefühl : es ist egal was gelogen ( Lügen auch im Sinne von Halbwahrheiten oder aus dem kontext gerissen) wird, Hauptsache dagegen!!!

Bougainville Freedom Movement

The ABG (Autonomous Bougainville Government)  have allocated substantial funding (some K7 million) from their own resources, “a large amount given the small size of the ABG budget”, to give to the mining company BCL (not the people of Bougainville) as the first ridiculously pathetic step for BCL (Bougainville Copper Limited) to establish its presence back on Bougainville.

No wonder BCL is so enthusiatic!!! SEVEN MILLION KINA for the red carpet roll out to return to Bougainville!!! We don’t need no education when we see how pathetic and wasteful the current government under the leadership of President Momis has become due to the manipluation of BCL/Rio Tinto mining company and its shareholders.

So, with BCL “anticipating good progress” towards re-opening the Panguna mine, we can only suggest to the people of Bougainville that they protest against their current President John Momis and the ABG to allocate the K7 million (that’s nearly 3 million Australian dollars) from its budget to assist the people of Bougainville NOT the mining company, BCL and Rio Tinto.

Wenn ihr mich fragt, ist die mediale Fokusierung von ramumine auf die Panguna Mine ein guter Frühindikator, dass die Chancen gut stehen, dass das Minengesetz wie angekündigt im März verabschiedet wird:-)

Chief Secretary, Mr Monovi Amani has stated that the Autonomous Bougainville Government (ABG) fully supports the referendum committee, as they chart the waters for a referendum to be held between 2015 and 2020.
The Referendum Committee, led by former Acting Chief Secretary, Mr Chris Siriosi met with Mr Amani on Tuesday 17 February 2015 to set out a framework for ABG support of the most vital entity under the Bougainville Peace Agreement (BPA).
Other participants at the meeting included Paul Kebori from Autonomy and Implementation, Kearnett Nanai from the Law and Justice Sector, Lauvatu Tautea officer in charge of strategic planning for ABG and ABG legal advisor Anthony Regan.
According to the Chief Secretary, the referendum scheduled between 2015 and 2020 was entangled by an activity-laden Papua New Guinea calendar.
Despite many high profile events ahead, including the 2015 Bougainville election, 2017 National Election and the APEC meeting in 2018, Mr Amani stated that the ABG is committed to the referendum.
Mr Chris Siriosi outlined that there were needs that the ABG should now focus on and now is the time to operationalize tasks to be undertaken in order to execute the referendum.
“PNG and Bougainville must agree and set a date for the referendum,” Mr Siriosi told the meeting.
“Both governments also must come up with a logical measurement scheme for the weapons disposal process on Bougainville. They need to set it out and agree on it.”
Siriosi believes the immediate task for the Bougainville government is to set up a referendum office, sort out the job roles and pass them through the Bougainville Gazette.
The ABG should continuously brief the PNG and all sides of Bougainvillean politics, as well as providing a report to the upcoming Joint Supervisory Board (JSB) meeting scheduled for Arawa on the 13 March 2015.
The ABG also needs to establish an effective framework for consultation with the people of Bougainville, which is still lacking for the crucial referendum. The government must also provide feedback on the UN referendum specialist report and prepare for the JSB discussions on referendum.

Bougainville Copper Limited (BCL) is a subsidiary of Rio Tinto mining company. The current government of Bougainville, the Autonomous Bougainville Government (ABG) under the leadership of President John Momis and according to Bougainville Copper Limited (BCL), want BCL to return to re-open the mine at Panguna which has been closed since 1989.

The current edition of Mine Australia magazine has an article about Rio Tinto's 'mine of the future' project, complete with driverless trucks and other equipment which helps minimise use of human workers.

Do driverless trucks and other equipment without the use of human workers solve Bougainville's answers???

NO.

The road to Guava in the Panguna District of central Bougainville is under major construction after twenty four years with no work.
The road leads up in to the mountainous region of the Panguna Mine and provided access for the people of Guava and surrounding villages before the Bougainville Crisis.
During the Crisis the road became blocked by overgrown bushes and no vehicles were able to use it. The locals who reside in the area carry their cargo on their shoulders and walked to their respective villages.
The project to upgrade the road is being funded through the Bougainville Feeder Road Rehabilitation Program and the contract was awarded to Nairobi Construction, a company that is owned by locals living in the area.
Managing director of the construction company, Edwin Moses, thanked the Autonomous Bougainville Government for providing funding for the road.
He said that the upgrading of road is part of peace building among the people of Panguna and villages up at the Guava area.
The locals are excited by the new government developments taking place in their area after many years without any public assistance or services.

Retrieval for money and reopening: A special condition in Mathew Kove’s case

The late Mathew Kove, a paramount Chief of Guava was a major beneficiary of royalty payments made by Bougainville Copper Limited during the time of the Panguna mine operations. In 1988, he was murdered, allegedly by his nephews over a royalty payment dispute, and his body was hidden in the mountains of Panguna.

In a surprising and sudden turn of events, Mathew Kove’s remains were recently exhumed and given a proper burial by his relatives through the intervention of a Catholic Renewal Ministry in Arawa. From the time he was killed until the time his remains were exhumed, no one had any clue as to where his body was hidden.

The Mathew Kove case is significant in that he had a major part to play in the eruption of the crisis. And the reason for the retrieval of his remains relates to a payment to be made by the mining company Rio Tinto. To cut the chase, there is K40 million waiting to be paid by Rio Tinto which it has been holding on trust for the landowners and one of the conditions for that payment was the retrieval of Koves’ remains; and now that retrieval has happened.

To the people of Guava, Koves’ retrieval is one of the main conditions for reconciliation to wrap up unification for the reopening of the Panguna mine. Many attempts were made prior to the recent event, and the thing that always stood in the way of retrieval were the ramifications (both physical and spiritual) upon the people of Guava if the deceased remains were retrieved. One of those ramifications is the reopening of the mine, which the community stands firm in opposing. They want to keep the mine closed for good. The son of Mathew Kove, Junior Kove is keeping a tight lip on the reason for the retrieval. But the retrieval team, with the support of the ABG, were adamant to get the process completed so the settlement of the K40 million can be reached.

However, the issue of reconciliation between the family of Mathew Kove and the alleged perpetrators is an issue which will not take a one off reconciliation process to complete. Hence the community of Guava are not happy with the way in the reconciliation process was handled; very important issues were overlooked and ignored as there are many other matters tied to the death of Mathew Kove.

According to Joan Daterasi of Guava,

   “My Guava family must not be forced by the government to reconcile the issue the way it (the government) wants. We have to take a pace or process to reconcile as these issues are so much rooted in our history.”

The people now feel threatened by this move, because the retrieval was initiated without addressing eminent concerns that are attached to the issue. Furthermore, the worst fear is that the ABG and BCL might capitalise on this move as a big step towards the reopening of the mine. Something the people of Guava, Panguna and Bougainville do not want, let alone need on their island.

The Joint Supervisory Body Meeting held in Arawa, Central Bougainville today ended on a high note with the signing of the Joint Resolution by the Prime Minister of Papua New Guinea Peter O’Neill and the ABG President Chief Dr. John Momis.
The prime minister who arrived in Bougainville this morning was met and received at the Aropa Airport by chief Momis.
In his welcome remarks during the Joint Supervisory Body meeting, the president thanked the prime minister for attending the Joint Supervisory Body meeting in Bougainville.
The president in his remarks outlined also some issues that the National Government should look into, thus stressing strongly on the issue of the Restoration Development Grants and the decrease in the Special Intervention Fund for Bougainville to K30 million.
Meanwhile the prime minister who was happy to be present for the JSB meeting pointed out that although there are many challenges ahead of the two governments, the two governments have come a long way.
He said there are many issues still outstanding and the transfer of powers have been slow but the issue of the draw down of powers will be addressed in the next JSB meeting.
He then assured president Momis and the people of Bougainville that the National Government will honour all its commitments and most important is Bougainville will receive a fair share of funding.
The prime minister who was only in the region for the JSB meeting flew back to Port Moresby this afternoon after the meeting was officially declared closed by the ABG chief secretary Monovi Amani.

ABG Hat PNG Regierung Schutzträger: PM O'Neill

Der Ministerpräsident, Hon. Peter O'Neill, hat die Autonome Regierung von Bougainville (ABG) versichert, dass es anhaltende volle Unterstützung der nationalen Regierung hat.
PM O'Neill sagte, die Regierung wird weiterhin eng mit der ABG zu arbeiten, um aktuellen Herausforderungen Zukunftschancen in der Bougainville (aroB) anzugehen und zu verbessern.
Er machte diese Bemerkungen während der Sitzung der gemeinsamen Kontrollinstanz (GKI) in Arawa, Bougainville, gestern.
"Dies ist ein historischer Tag, wie ein Treffen wie diesem nicht vor vielen Jahren in Bougainville nicht möglich gewesen.
"Das heutige Treffen markiert eine neue Stufe der Zusammenarbeit, insbesondere zur Bewältigung offener Fragen, sie zu lösen und vorwärts zusammen," PM sagte O'Neill.
"Die nationale Regierung unterstützt den ABG und unsere Priorität ist es, Dienstleistungen effektiv zu liefern, um die Bevölkerung von Bougainville und Papua-Neuguinea als Ganzes.
"Unser Volk verdient die besten Ergebnisse in unserer Verpflichtung zur Verbesserung des Lebensstandards für die Menschen auf Bougainville.
PM O'Neill dankte dem aroB Präsident John Momis, für seinen herzlichen Empfang und die Bereitschaft zur Zusammenarbeit für die Zukunft zu arbeiten.
"Wir alle wissen, gibt es viele Herausforderungen vor uns für Bougainville, für unser Land und für unsere Region, und diese können überwunden werden, wenn wir zusammenarbeiten."
Der Premierminister sagte, die nationale Regierung arbeitet daran, draw down oder Befugnisse übertragen, um Bougainville auf Leistungserbringung auf lokaler Ebene zu erhöhen.
"Outstanding Angelegenheiten wie der Friedensvereinbarung, besondere Interventionsfonds, Provincial SIP, SIP-Bezirk und kommunaler Ebene SIP Finanzierung werden nicht gelöst."
Die umfangreiche Tagesordnung der Sitzung weiter enthalten Steuerfragen und Zuschüsse einschließlich lokaler Ebene zur Verbesserung der Dienstleistung Programm.
Das Treffen wurde von Ministerpräsident O'Neill und ABG Präsident Momis Unterzeichnung einer gemeinsamen Entschließung abgeschlossen.

Meine Vermutung, Momis hat sich den Rückhalt von O Neill bei dem JSB Meeting bestätigen lassen, und das auch er hinter dem neuen Minengesetz steht, bevor es verabschiedet wird. 

PM: Govt ready to back B’ville

PAPUA New Guinea stands ready, remained committed and will continue to strengthen working relationship with the Autonomous Bougainville Government and the people of Bougainville.

This was the undertaking given to ABG and Bougainvilleans by Prime Minister Peter O’Neill during the Joint Supervisory Body meeting in Arawa last Friday.

Mr O’Neill said his government will ensure it live up to commitment they make concerning release of funding and implementation of projects for Bougainville.

However, the Prime Minister reminded Bougainville leaders, including President John Momis, that it becomes a challenge when the national Government) doesn’t live up to commitments it has made and it is more challenging when government departments don’t respond in timely manner when it comes to releasing of funds to the ABG.

The Prime Minister assured the ABG and the people of Bougainville that his government will make it their priority to fast track funding for important projects for the island region.

“I am assuring you the government and people of Bougainville that my government will oblige and honor what we’ve signed up to in the Bougainville Peace Agreement as far as funding is concerned,” Mr O’Neill said.

Mr Momis thanked Prime Minister O’Neill for the commitment and appealed to both parties to make it happen for the Bougainville people.

He reminded both parties to work together within the framework of the Bougainville Peace Agreement.

“I take this opportunity to once again thank the Prime Minister for his continued support for the peace process in Bougainville. His presence today is a demonstration of the high regard he has for our people of Bougainville and PNG as a whole,” President Momis said.

He thanked all officials from both sides who have worked tirelessly and sacrificed a lot to bring the peace process to where it is today.

Another JSB meeting will be held in 12 months time where both parties will convene to discuss on Bougainville’s referendum and other outstanding issues. A resolution was signed between the leaders on commitment to strengthen relationship and work alongside as stipulated and agreed upon in the BPA.

The acting electoral commissioner for Bougainville George Manu has finally made the announcement that the people of Bougainville have been waiting to hear and that is the election dates.
He made this announcement in a press conference today saying this is the announcement that Bougainvilleans have been waiting to hear.
After giving updates on the enrolment of Bougainvilleans living outside of Bougainville and the preliminary roll that will be sent back to the districts and COE’s for public display, the acting electoral commissioner finally revealed the election dates.
He said the issue of writs will take place on March 27, next week Friday and nominations will commence on March 30 to April 1.
He explained that nominations will take place in these three days while the polling period will fall between May 11 and May 25.
Mr. Manu who was happy to make this announcement on the election dates said counting will commence immediately after the polling period from May 26 to June 7 and the writs will be returned the next day, June 8, 2015.
The acting electoral commissioner added that he is satisfied because funding is available and he would like to thank the ABG for making funding available to conduct the election.
He then stressed that this election is crucial and they will do their best to ensure that all eligible voters are able to cast their votes in the election.
Mr. Manu concluded that they will be following the election calendar to conduct the 2015 ABG general election.

The United Nations Development Programme in Papua New Guinea says this year's elections in Bougainville will play an important part towards a referendum on the province's future status.
The UNDP Resident Representative Roy Trivedy says his organisation will assist by providing coordination of the observer effort, support to establish electoral dispute resolutions, training for candidates, party agents and media and support of a post-election review.
Mr Trivedy says it is important for the elections to run smoothly given the committment under the Bougainville Peace Agreement to have a referendum within five years.
"These elections in a way are a precursor to all of that. It will be the people who are elected through these elections that will then be responsible for them taking forward, at least on the Bougainville side, the work towards the referendum so these are incredibly important elections for Bougainville and for the country as a whole."

PNG Prime Minister assures ABG of support at Arawa summit Outcomes‪

The Prime Minister of Papua New Guinea Hon Peter O’Neil assured the Autonomous Bougainville Government President Chief Dr John Momis and the people of Bougainville that any outstanding issues presented by the Autonomous Bougainville Government at the Joint Supervisory Body (JSB) meeting will be addressed and effectively resolved.

Hon Peter O’neil assured that the issues were to be resolved during the JSB meeting held on Friday March 13th 2015. Prime Minister Peter O’Neil reassured that other outstanding issues would be addressed effectively before the next JSB meeting.
