The top candidates in this year’s Bougainville presidential election
...Dr John Momis, Sam Kauona, Martin Miriori, Nick Peniai, Fidelis Semoso, Ismael Toroama, Mr Right, James Tanis.........
Former rebel Tanis was elected president in the by-election following the death of President Joseph Kabui so he has experienced the bitterness and delight of the top post. If given a second chance, he should continue from where he stopped.
He knows that for Bougainville to prosper, relationships with other countries are key. This is his area of specialty as he has recently completed a Master’s degree in international relations from Australia..........
THE Bougainville Electoral Commission is aiming for a free, fair and transparent ABG general election.
And in order to achieve this, the commission will use whatever resources available to prepare Bougainvilleans, especially the eligible voters, before the scheduled polling dates.
This assurance was given by the Acting ABG Electoral Commissioner George Manu following concerns raised lately regarding the less number of registered eligible voters for this upcoming election.
Many people have been calling on the electoral commission to conduct a thorough enrolment exercise after learning that the current list of eligible voters in their areas was far less than the registered figures for the 2010 ABG General Election and the 2012 National Election.
Mr Manu was also given a copy of a press release from three prominent leaders from Central Bougainville complaining about the less number of registered eligible voters from the Ioro constituency of Panguna district.
Mr said the figures currently with his office is not the final list.
He said more enrolment exercises will still be carried out throughout Bougainville, which would then increase the number of registered eligible voters.
“The number of registered voters that I have is not the final list that will be voting in the election. More enrolment exercises will still be carried out to get more eligible voters registered,” said Mr Manu.
He also clarified that the figures for Ioro constituency given by the leaders was not accurate and less than the current figures that commission has for that constituency.
“This election is very important to all Bougainvilleans as we will be putting in-place the government that will take us to the referendum period to decide our political future,” he said.
“So it is the responsibility of the Electoral Commission to conduct a free, fair and transparent election.”
He said the enrolment forms will be distributed shortly to the council of elders and the respective district offices in Bougainville to carry out the enrolment exercise.
The COEs and the district officers will be assisted by the assistant returning officers for each constituencies and the Bougainville Electoral Commission.
“It is important that all Bougainvilleans 18 years and above must be enrolled. It is important that you must enrol so that you will be able to cast your votes,” he said.

He was part of the reconciliation for an adultery case which he (Moses) committed during the height of the crisis.
It was a significant event in the sense that no case of adultery has been showcased in any reconciliation across Bougainville, especially involving ex-fighters.
Mr Pipiro, who was holed up in the former Panguna mine pit, was one of the key figures in the Bougainville crisis.
The adultery case is between Mr Pipiro and the late Francis Ona’s family some years back when the commander committed adultery with Mr Ona’s daughter.
Since then, there had been hatred and no peace between the two families.
The reconciliation was made possible through extensive negotiations between the two parties through Bougainville Peace Building Program (BPBP) and the Guava community.
The representatives from youths, churches, women, and the chiefs of Guava thanked both parties for coming out and sorting out their differences.
They said the referendum is already here and it is time now to move forward.
This is the second reconciliation involving Mr Pipiro since the unification of the three former BRA commanders Ishmael Toroama, Chris Uma and Moses Pipiro.

Bernstein senior analyst, Paul Gait, sees a huge copper supply deficit arising over the next few years.
Lawrence Williams | 19 February 2015 12:39
While most mainstream bank analysts don’t see it – perhaps being too fixated on current spot prices in their analyses – global research and investment management group Bernstein senior analyst, Paul Gait, looks to the medium- and long-term view and sees a massive copper supply deficit building over the next few years and reaching as much as 1.5 million tonnes by 2018. Speaking at the Natural Resources Forum Latin America meeting held at London’s Royal Institution, Gait also commented that he does not see the China dominated supercycle as being over, but only about a third into its full course. This suggests a major turnaround in the copper price, which is currently languishing at around the $2.60/lb ($5,700/tonne) mark, over the next two to three years.
These are controversial statements going hugely against much current thinking, but he makes some good points on his way to this prediction, but does warn that copper frequently seems to confound analysts’ predictions both on the upside and downside.
At the moment Gait says that cash mining costs are on average close to the copper price itself but that historically base metals, apart perhaps from aluminium, tend to trade at a substantial premium to cash costs – and copper particularly so to normally average 50% above costs. When copper has slipped to the kind of relative level it is at now it has tended to make an extremely strong recovery as the price levels dissuade mining companies from investing in new projects and expansion programmes and leads to cutbacks and closures in existing operations. With big new copper mines nowadays taking perhaps as much as 30 years from initial find to permitting, processing and production a hiatus of this nature can, and will, lead to severe shortages ahead.
So we have a scenario of a potential big further lift in demand ahead as China eventually gets back on the growth track and demand recovery elsewhere, while at the sharp end – the world’s major copper mines – we are seeing declining grades with, nowadays, head grades running above reserve grades – a sure recipe for major production declines from the big low grade mining operations. This is typified by the current situation at the world’s largest copper mine, Escondida in Chile, which is seeing a grade decline, as are other massive copper operations like Bingham Canyon and Alumbrera.
Indeed the copper surplus predicted for 2014 does not seem to have come about and latest analysis suggests that the year saw a small deficit, which could increase this year and become very significant in the years ahead. And if China recovers a bit more steam over the period – it still lags major industrialised nation copper consumption per head by a huge amount, hence the comment that the so-called industrial super cycle, very much driven by China growth, is only one-third of the way through. There may be a temporary hiatus, but it will return as china continues to urbanise.
So what can the miners do to alleviate the situation? Gait said there are three paths:
- Get better at mining copper. We are seeing this already, but the lower grades just mean that at best the mining sector can only just about mark time.
- Get better at exploring. This is being hampered by cost savings as profit margins decline due to the lower grades. Greenfields exploration is definitely being cutback while there is something of a concentration on exploration around existing mining operations. But overall virtually no big new copper deposits are being found. There are some out there but they are mostly big very low grade porphyries and there is no financial appetite for financing these potentially multi-billion dollar development projects. But also as noted above the huge lead times nowadays in bringing a new major copper mine on stream mean that even if exploration is stepped up it will still take many years to bring a newly discovered mine into production.
- Better prices for copper which are almost certain to come about as the deficit widens, but will be too late to make a significant difference to output except perhaps in the ultra-long term. Higher prices too meant that miners may just mine to lower grades which, without major plant expansions, can actually lead to a further reduction in output. And if major plant expansions are put in place these can still take two to three years or more before fully implemented.
Thus the scenario suggests that copper short positions we are seeing at present can only hold the copper price down for a limited period. This leads to only one conclusion, Gait summarised, that copper prices have to rise very sharply in the medium to long term, meaning current price levels represent a great buying opportunity.
Landowner Association backs petition opposing Bougainville’s colonial mining law
by ramunickel
Lawrence Daveona
The Panguna SML Osikaiang Landowners Association fully supports the petition by the people of Tinputz as the present final draft of the long term Bougainville Mining Law is miles away from protecting the resource owners of Bougainville. If our present ABG Government passes this law, all the sacrifice by the 20,000 odd lives will be in vain. The Veto Power that our president states is only HOT AIR.
Bougainville will still be as it was in the mid 1966s. I thought our leaders at ABG as a result of the 10 years of civil war will by now learn some lesson. After being educated now and having experienced the destruction of our environment our President is still Hell bent on trying to push through this Mining Law before the end March session of ABG Parliament.
...vorausgesetzt der Preis stimmt, vermute ich mal. ;-))))
Further to my comment in supporting the Tinputz people’s petition I also wrote to the President requesting that he gives due consideration to the Panguna Mine SML Osikaiang Landowners who are the resource owners and whose land of “Pangkirangku” has virtually disappeared from Panguna as a result of BCL’s uncontrolled mining operation from 1963 through to 1989.
Here is a copy of my letter to our President to which I have not received a reply to date like many others before this one. My Pangkiranku mountain photo in 1966 and after in 1989 too is inserted herein.
Thanks.

SML 0SIKAIANG LANDOWNERS ASSOCIATION INC.
C/- P. O. Box 349
BUKA
AUTONOMOUS REGION OF BOUGAINVILLE
PAPUA NEW GUINEA
31st December 2014
Introduction.
Dear my honorable President. I am writing to you for and on behalf of SML Osikaiang Landowners Association. I am doing this after consultations with and with the acquiescence of the SML Executive and Committee members who are the chairmen of the Village Assemblies of SML, in my capacity as the Chairman of SMLOAI as well as a member of a large Panguna landowning clan of Kurabang, the family of Pangkirangku land (here attached) that is no longer in existence and its extended family.
Pangkirangku -1966 (Panguna Ridge)
SML as you are aware is one of the four original Panguna Land Owner Associations that was registered and given legitimacy from the very beginning of BCL’s Panguna mine operation. You will also be aware that SML played leading negotiation roles for its landowners where the heart of the mine was going to be based and conciliatory roles with BCL to ensure the company understood and appreciated.
The matter we are raising with you here is very critical and significant in many respects if the ongoing process of Panguna negotiations being managed under the auspices of Office of Panguna Negotiations is to realize meaningful and practical long term success over matters and arrangements in Panguna.
We are seeking special consideration for SML in the ongoing process of negotiations and discussions with ABG, BCL, and the National Government partners as well as understanding from our other colleague Landowner Associations who, together, we all parties to JPNCC. We will approach and meet separately, perhaps independently, with each Association as well.
What are we requesting and seeking your understanding from you as our President and from the ABG at large? Let me elaborate.
Making a case
We submit that the following validate our rationale and reason why we strongly believe that SML is dealt with as a special case:
1.§The landowners in SML have lost the most in comparison to other mine-affected areas around and beyond Panguna. Their productive land has virtually disappeared from the face of the Earth. The heart of our land has been gutted out. This is not proverbial but real that the heart and soul of the land that we have depended on for our livelihood is no longer there. It is not hard to fathom this when we can no longer turn to the land that once sustained our generations.
2.§BCL’s earnings and the benefits to the country came from a confined area during mining. Today, the unmistakable evidence of where all the copper, gold, silver, etc came from is the main mine pit. SML which covers the pit and the surrounding Panguna Valley provided the commercial quantities of the minerals that were exported and that benefited PNG through to its Independence.
3.§The landowner families not only lost land and territory but they had to be relocated in ways they would have never imagined would happen to them whether forcefully or of their own volition. This was an unwelcome exercise that had devastating effect at the material time this was happening and still affects younger members of the family today.
4.§The incarceration and disappearance of sacred sites, hunting grounds, medicinal plants, creeks, ponds and waters is irretrievably lost. The damage and repercussions of such personal loss is unimaginable and something generations in SML have lost for all time. In Latin you can say for “Secula Secu Lorum”.
(No Pangkirangku) Panguna Mine -1989
5.§Until crisis befell Bougainville, everyone associated with mining and its accruing benefits to landowners, to Bougainville, to the country, to BCL and to shareholders always put a monetary value on the mine. Money is important but money could never buy or pay for or replace the worth and dignity of a human beings and the land (Pangkirangku) which we have the spiritual and existential attachment to. This is why even K10 billion can never buy back the destruction and disappearance of large chunks of “Pangkirangku” what became conveniently tagged as Special Mining Lease.
6.§Surely, if it has been tagged and referred to as Special Mining Lease, special consideration must be given to the people that owned the land there. By its very reference as SML it suggests that its population of landowners who lost the most and would still have even more to lose should be given much more careful attention and consideration than they are being afforded when they are treated in common as part of the larger combined association of Panguna Mine Affected Landowners Associations (PMALA).
7.§Special situations call for special and specific considerations. The progress on any discussions on mining cannot proceed without the parties to the JPNCC, but especially ABG, taking serious cognizance of this very important issue.
8.§The Bougainville Mining law recently enacted strengthens the hand, the faith and resolve that heretofore landowners can veto and stop (if this is TRUE) and I have not seen any truth in this in the law except the assurance of being consulted in any mining proposition before it starts or stop a mining venture after it commences. The SML has taken particular note and are paying particular attention to this, even without the benefit of advice or clarification by a western trained lawyer. SML will take the position when shove comes to push that common law does not apply to or can be given wanton application or recognition when dealing with communal customarily owned land. We will regard any such similar application of the Bougainville mining law in SML as an extension of the common law. No mining can proceed with BCL or any other company without the approval of SML Osikaiang Landowners. This MUST be understood very clearly by your (OUR) Government.
9.§The transitional law may not change or halt the negotiation process and progress but it does give realization to landowners that in the legislation they have gained an Achilles heel to challenge their own Government, Parliament and leadership if the home-grown legislation is not recognizing special cases such as suffered by landowners in SML. Our concern MUST be taken on board by your Government.
10.§The best way to deal with the cases we are making above is for you as the President and ABG to provide an additional avenue for meetings (over and above the joint consultative meetings of all Associations and meetings of stakeholders in JPNCC) with SML with support to SML as well. This gesture will go some way in shoring support and confidence that many underlying issues, including those raised above, of the SML can be openly addressed. Confidence and credibility in the process involving SML directly, though not necessarily exclusively, is important
11.§In PMALA each Association also has its sets of different issues and grievances that may not be common to other Associations. In most cases though, other Associations’ grievances can be dealt with more easily if it is common to all Associations. In the case with SML the landowners have many issues particular to the SML area that isn’t common with other Associations. It is to further the discussion on these and identify what support should be forthcoming to SML that we would like to meet separately with ABG, BCL and the National Government.
12.§If Panguna is on the precipice after the making of the Bougainville transitional legislation and the Permanent Mining Law, we urge as a principle that SML is acutely involved in discussions that should develop into resolving some of the impasse through recognition of a request for special consideration and attention of SML.
We will be glad if you would kindly respond to this and let us know your views on our proposals and suggestions. We believe this will enhance both process and progress on Panguna.
Mr. President you and I with Mr. Tony Regan agreed that SML under the “Transitional ABG Mining Law” does not exist and this is where I am coming from. I know you and you also know.
Yours sincerely,
Lawrence J Daveona
Chairman- SML Osikaiang Landowners Association Inc.

United Nations team reports on referendum issues
By Leonard Fong Roka
514-un-bougainville-referendum
A United Nations team from New York presented on the Bougainville referendum Needs Assessment Mission (NAM) to Papua New Guinea Chief Secretary, Sir Manasupe Zurenuoc, at Morata House in Port Moresby on 13 February 2015.
The NAM presentation outlined the findings from the team’s one week tour of Bougainville and was also attended by Acting CEO of the Bougainville’s Referendum Office, Mr Chris Siriosi, and Bougainville Acting Electoral Commissioner, Mr George Manu.
The UN team specialises in post-crisis referendum issues and was led on their PNG tour by Hemansu-Roy Trivedy, United Nations Development Programme Resident Representative and UN Resident Coordinator.
The team summarised that the Bougainville referendum was not bogged with serious problems on the ground but needs harmonious leadership from Bougainville and PNG, which is keen to address the people’s problems once and for all.
A key area that requires improvement is the identification of eligible voters and the options to be voted on at the referendum ballot.
The team said that the United Nations will support Bougainville in its referendum process.
The Government of PNG, the Autonomous Bougainville Government (ABG) and the Referendum Office must now work seriously to establish an independent authority to deal with the referendum.
According to the team, the UN will now prepare for involvement with the 2015 ABG General Election after an earlier request for assistance from both the national and Bougainville governments.
Mr Chris Siriosi told the meeting that Bougainville had now to get facts related to the coming referendum and dispatch them to people across Bougainville.
“The Bougainville government’s task, through the referendum office, is now to get educational facts of the issue of referendum and bring them to the people so that they know the seriousness of the issue,” Mr Siriosi said.
“With UN experience, support and effective coordination the Bougainville Referendum will go [ahead] without repercussions.
“There will certainly be concerns from the community; this is where leadership needs to go down to the people, to raise issues of the process.
“This is not serious, for we are all Bougainvilleans dealing with a Bougainvillean issue.”
The NAM was held in Bougainville and Port Moresby and included meetings with important stakeholders in Bougainville and PNG.
It aimed to assist in evaluating the political and electoral environment in PNG and Bougainville, the legal and institutional frameworks that exist, the capacity and needs of the relevant stakeholders for the 2015 ABG General Election and the referendum which, according to the Bougainville Peace Agreement, must be held between 2015 and 2020.

Auch diese Aussage stimmt mich sehr positiv:
Bougainville Copper Ltd is entitled to the renewal of the special mining lease under the national governments Bougainville Copper act. Furthermore the Autonomous
Bougainville Government recognises that BCL has the rights to an exploration licence for the purpose of the Bougainville Mining (transitional arrangements) Act.
UN challenges people to get rid of weapons
A very moving reconciliation where a former fighter of Mukakuru in Siwai hangs a mimis and reconciles with the son of a man whom he gunned down during the Bougainville crisis. The teenager was a small boy when his father was shot dead.
By ROMULUS MASIU
THE people of Bougainville, especially ex-fighters, have been challenged to dispose of all weapons still in their processions.
The challenge was issued by Peter Siunai, peace and governance analyst for the United Nations Development Program’s (UNDP) Bougainville program.
He was speaking at a reconciliation at Ramu constituency of Siwai district of South Bougainville.
Mr Siunai told the reconciling parties of Ramu constituency that reconciliation is nothing when they don’t dispose of the weapons.
“There are still weapons in the community and these reconciliation ceremonies should be one vehicle to destroy weapons in your communities after you reconcile with your enemies,” Mr Siunai said.
“So many times we reconcile but we forget to destroy weapons. Now we should take a different approach by destroying any weapons we have.”
Mr Siunai said the UNDP was there to witness the people reconcile with each other for what happened during the Bougainville crisis.
“It is this witnessing in public that will set your heart and soul free,” he said.
“This is an important event in your life because whatever happened during the crisis is only known to you.
“For the many that witnessed this war and suffered as a result of human rights abuses it has been hard to forget and forgive but your willingness to reconcile and forgive with people you have harmed or with those who have harmed you is very important in our journey towards your political goal of Referendum for Autonomy and Independence.”
In the reconciliation which took place at Katukuh Primary School, leaders including ABG Member for Ramu Thomas Pataaku and ABG Member for Kopii Philip Kuhena, were present with chiefs, COE chairmen and other ward leaders.
Families of those killed reconciled with the perpetrators, which were mainly ex-combatants – both Resistance and BRA – and also those wounded and harassed and imprisoned during the height of crisis.
The three villages of Mukakuru, Rataiku and Tumpu were involved in the reconciliation.
Mr Siunai reminded the people of Ramu, Siwai and Bougainville as a whole that more than 20,000 lives have been lost and has dislocated families and affected the economy of the families and region.
It has also very much affected our village lives and the education of many children who are now grown up without basic knowledge and skills and the outcome is witnessed in each of our communities, the law and order issues, homebrew and marijuana addiction and many other social problems.
Former combatants bury 26-year dispute
The leaders of the two groups reconcilling on Teop Island at the weekend.
By JACOB IENU
AS Bougainville gears up for upcoming election and referendum, more reconciliations are being conducted throughout the island province.
Last week the community of Teop Island in the Tinputz district witnessed reconciliation and peaceful ending of a long outstanding issue which dates back 26 years ago, just three days before the cease fire in 1990.
It involved the militants of Inus in the Kosnamenu village assembly.
The militants, led by Simon Tovirika and Aisik Urereavi, raided Teop Island and terrorised the people, killing one man and wounding another.
Brothers John Biton and Eddie Sitoe were suspected of being the informers for the PNG Defence Force, passing out information on militant movements in the area. Mr Biton died instantly while Eddie sustained injuries.
The Bougainville Peace office funded the reconcilliation with K10,000.
“It took four years of negotiation and hard work to bring the two parties together and today we see the fruit of that work,” said the paramount chiefs of Teop Island, Ben Rasin.
Clan chief Francis Taraton also praised everyone, saying that “no matter what peace must prevail on the island and the region as a whole.”
Mr Tovirika and Mr Urerevai apologised to the people and the whole of the island Mr Biton and Mr Sitoe and their immediate families and relatives – which the whole island accepted.
UN: Good governance crucial
GOOD governance is the way forward for any transparent government, says Peter Siunai representing the United Nations in Bougainville.
Mr Siunai told the people of Mukakuru, Rataiku and Tumbu that good governance at their level are the democratic decisions they make, the good management at the council of elders (COE) and village assemblies (VAs), the protection of human rights in their communities and the protection of peace and security of the people.
“People must enjoy life and enjoy peace and stability in your communities,” Mr Siunai said.
“People must be united, come together as one people, one nation and you must have one government and show respect to your government and your leaders. This is what good governance is all about.
“The challenge is with you all, the journey is not an easy one, you must make sacrifices and commit yourselves to the Peace Agreement in honour of the 20,000 people who died during the war, for this cause otherwise we have wasted time fighting a war that brings no benefit to the people and communities throughout Bougainville and PNG.”
He also outlined the Bougainville Peace Agree-ment and its agreed pillars autonomy, referendum, weapons disposal plan.
Projects on schedule
THE implementation of high impact projects in Bougainville is progressing at a steady pace.
The projects funded by the special intervention fund (SIF) as a conditional grant to Bougainville continues to gain momentum as the year proceeds.
Despite criticisms, the joint program management unit and the Autonomous Bougainville Government Department of Technical Services and other agencies were able to mobilise projects after the first K100 million was released by the national Government in April last year.
In the eight months from April to December, 21 projects out of 27 to be funded under the SIF for 2013 and 2014 were ready for implementation.
Some were already in the implementation stage.
These projects included the Aropa Airport redevelopment project.

11. Sei ausdrucksvoll in Deinen Statements. Menschen folgen immer dem Starken.
12. Schreibe Headlines in GROSSBUCHSTABEN mit schwierigen Statements.
13. Mache weiter wenn Deine Position Zustimmung findet, nicht Deine Persönlichkeit.
Was soll man machen? Du musst also versuchen, Deine
