BOUGAINVILLE WOMEN WANT PANGUNA RE-OPENED

The two-days Special Bougainville Women’s Forum on Mining that ended in Buka yesterday fully recommended that the closed PANGUNA COPPER AND GOLD MINE must be opened to help ABG meet the number three pillar of the Bougainville Peace Agreement that is ECONOMIC SELF RELIANCE.
In the final recommendations made in Districts by Districts, the women also recommended that outstanding issues must be addressed before the mine is re-opened.
From recommendations made by the women of South Bougainville, they recommended that the mine must support the overall goal by the people to gain independence and said that Independence with no Economy would be only a dream.
The women of Central Bougainville divided in two, the women of Panguna/Torau and Panguna called for the grievances for the landowners must be met first and that included allocation of land for their resettlement before the mine is opened.
And the women of Wakunai agreed to resettle the PANGUNA landowners at KURWINA Plantation and supported the re-opening to create employment for Bougainvilleans as priority.
The women of Atolls, and Tinputz fully supported the re-opening questioning who will compensate for the death of the people of North Bougainville who fell depending Panguna.
And the women of Kunua/Kereaka wanted the re-opening of Panguna but wanted the ABG to own the company one hundred percent so that the people of Bougainville can truly benefit from the operation.
Nearly all women did not want the moratorium to be lifted and recommended only one mine should be allowed to operate and quickly invest in Tourism and Agriculture.
The two-days Special Bougainville Women’s Forum on Mining was broadcasted live on New Dawn FM.

The women have demanded the mine be 100% owned by the people of Bougainville, that Rio Tinto pay compensation for the lives already lost and other outstanding issues (including cleaning up the on-going environmental damage) and that people displaced by the mine be properly relocated...

Je mehr Forderungen dieser Art um so unwarscheinlicher wird die Zustimmung von Rio. Wir erinnern uns: Rio Tinto muss im Falle der Wiederaufnahme des Minenbetriebs gewaltige investive Anstrengungen machen und das in einem wesentlich anderen (unsichereren) politischen Umfeld als zu Beginn der Panguna-Mine.

SPECIAL ABG SITTING TOMORROW

The ABG House of Representatives will be having a special sitting tomorrow.
The sitting will address two important legislations that is the Bougainville Public Service Management bill 2014 and the Public Financial Management Bill 2014.
In making the announcement, SPEAKER ANDREW MIRIKI said that he was calling for this special sitting to make sure some important bills are passed to continue to progress the work of implementing the Bougainville Peace Agreement and eventual draw down of these powers to the ABG.
New Dawn will as always carry live this special sitting.

Three important bills have gone through second readings when the ABG House sat for the special April session of the ABG House this afternoon.
The Bills are the Bougainville Public Service Management Bill 2014, the Bougainville Public Finance Management Bill 2014 and the Bougainville Contract and Supply Bill 2014.
The ABG house debated for more than two hours on the Bougainville Public Service Management Bill introduced by the ABG Minister for Public Service, JOEL BANAM.
Nearly all members supported the bill saying that this bill should have been introduced in the first ABG house to control and manage the Bougainville public service which has not been responding to the ABG Politicians as they were under Port Moresby.
The Bills will pass through 3rd readings tomorrow to become laws for Bougainville.

1. He refused to sign K3 billion loan sought by Prime Minister Peter O'Neil from UBS in Zurich. Thats why he was sacked as Minister for Treasury & Chairman of World Bank and IMF.
2. He was pressured by the Prime Minister to sign the letter directing Treasury to release warrant to pay Paul Paraka Lawyers a total of K71.8 million. The letter was NOT forged as Prime Minister stated but was actually signed. Hon Polye says he was told by Prime Minister to go ahead and process this multi million payment.
3. PNG right now has more than K8 billion in national debt. Its.more than the economic capacity to service this massive debt.
4. That Prime Minister has never consulted all coalition party leaders to get consensus to go ahead and secure K3 billion loan from UBS. This was all driven by one man, Prime Minister himself for his good.

New PNG High Commissioner announced
Foreign Minister Murray McCully today announced that diplomat Tony Fautua will be New Zealand’s next High Commissioner to Papua New Guinea.
“Papau New Guinea and New Zealand are close partners in the Pacific,” Mr McCully said.
“New Zealand exports to PNG totalled more than $230 million in 2013, making it our largest trading partner in the Pacific.
“The rapid, transformative, economic growth occurring in PNG is creating major opportunities for New Zealand business and new commercial partnerships.
“Our aid programme in PNG is focused on working together in areas such asrenewable energy, agriculture, and community policing in Bougainville,” Mr McCully said.
Mr Fautua has strong experience in the Pacific. He has had postings in Niue and as a special representative to Bougainville in Papua New Guinea, and was most recently Ambassador to Timor-Leste.

The Autonomous Bougainville Government should be renamed the Australian Bougainville Government – as it currently has 22 AusAID advisors being paid for by the Australian government.
With a population of around 200,000 people, Bougainville has almost twice as many Australian advisors per capita as PNG has medical doctors.*
Whose interests are these advisors promoting" Are they advocating for the rights and interests of the people of Boaugianville or are they serving their paymaster, the Australian government and its mining industry?
At least Bougianville has one leader asking the right questions…
WHY THE SUDDEN INCREASE IN ADVISORS ASKS MOROKANA

A member of the Lule Coe, Paul Morokana today called on the ABG to stop getting more advisors into the Bougainville administration.
In a signed statement received by New Dawn FM, Mr. Morokana said that his people are concerned in the sudden increase of advisors to the Bougainville Administration ahead of the upcoming referendum.
Mr. Morokana said that there are more Bougainvilleans who can carry out these tasks and does not see any logic in recruiting expats who have their own interests.
He said that with all these advisors we have not seen any improvement and want these people removed as soon as possible.
* PNG has on average 1 doctor for every 17,000 people, Boaugainville has one Australian advisor for every 9,000 people

The Autonomous Bougainville Government has strengthened Autonomy Implementation by finally enacting the Bougainville Public Service Management and Administrative Bill 2014 into Law after meeting the constitutional requirement by passing the bill and getting through three readings and approving by a 100 percent majority members after a lengthy and heated debate since yesterday.
The Bougainville Public Service law now paves the way for the setting up of the Bougainville Public Service which also will align all public service functions to meet the expectations of the ABG Government and also the people of Bougainville.
The new law will make some changes on the reporting system from the elevated Chief Administrator and now Chief Secretary to the President and the BEC.
Under this new arrangement the ABG Minister for Public Service will become the Minister for administrative services.
Speaking to reporters after the passing of the bill, ABG Acting President, Vice President, PATRICK NISIRA said that from today Bougainville will have its own Public Service that will be responsible to the political masters of Bougainville.
He said in the past co-operation between the Administration and the ABG Ministers was non- existent as they were reporting to the Administrator who was also reporting to Waigani.
MR. NISIRA said that it has taken so long to come to today and the people of Bougainville have something to celebrate.
On the other two Bills that also became law today, MR. NISIRA said that without the Public Service Management and Administrative law there would be no Public Finance Management and Administration act and No Bougainville Contracts act as these laws are interconnected.
He reiterated his earlier call for the recruitment team to make sure they recruit from the Universities and not Retirees, who have burnt their energies and trying to return to Bougainville.
The Minister said that Bougainville needs energetic and qualified people who can now move Bougainville forward into the future.
These laws will become effective at a date to be set by the President most probably 15 May 2014 when administrative arrangements are completed. These are the most important laws passed in and for Bougainville since the Constitutional Laws in 2002 and 2005.
