Das Ergebnis der Bi-Elections im Dez 08 mit 14 Kandidaten:
Mr Tanis from Orami village, at the border between Panguna and Bana Districts was declared at about 12 noon in Buka on Saturday. He won with 11,112 votes with runner-up Sam Akoitai on 9217 votes.(Dabei wurden jedoch veraltete Wahllisten aus 95 benutzt,so dass alle 18-26 jährigen von der Wahl ausgeschlossen waren)

Kaum zu glauben dass BCL Investierte in den letzten Wochen so massiv aus- bzw. einsteigen.Hier scheinen wohl eher ADR Emittenten die Shares von der rechten in die linke Tasche zu verschieben.
PAPUA New Guinea has ranked poorly as a place to invest in mining, by the New York-based mining consultancy company Beare Dolbear.
Beare Dolbear’s 2010 Where NOT to Invest report ranked PNG in 21st place out of 25 major mining countries. Pacific Beat reported that Beare Dolbear ranked PNG in the bottom group of countries according to the way it handles social issues such as poverty, in the second bottom group on mine permitting delays, and near the bottom on corruption. Beare Dolbear chief executive Reinis Sipols says the insecurity of land tenure is also a problem.
“If your tenure, or your licences, or your land positions cannot be secured and cannot be defended in court, it puts in doubt the entire concept of why would you invest there, why would you go there,” he said.
Sipols says there have been improvements in PNG but these have not been enough to change investors’ perceptions.
Despite that, he says PNG could expect strong investor interest this year due to its proximity to China and the quality of its resources.
Grundsätzlich gehe ich von einer Wiederwahl von Tanis aus, wäre da nicht die veraltete Wahlliste aus der letzen Wahl, die den jungen Bougainviller´n zwischen 18-26 Jahren ihren politischen Beitrag zu leisten...
Wer weiß ob die Jugend von Bougainville einen ohne ihre Stimme gewählten Vertreter im Amt bestätigt, oder aus Trotz einem neuen Oberhaupt ihre Stimme gibt.
Wäre interessant zu klären, wie Tanis bei den Jugend von Bougainville ankommt, bzw. ob es einen Kandidaten gibt der dies tut.

Er war einer der ersten welche schon Anfang der 80 er auf die eklatante Ausbeutung B'villes durch PNG aufmerksam machten und sich vehement für eine Revision des BCA einsetzte.
Nachdem er zum PNG Botschafter in China u. Korea berufen worden war hatte Momis schon Korea vorgeschlagen doch ein Angebot für die Pangunamine abzugeben.Auch leitete er eine Delegation welche sich auf Boug. nach lukrativen Investments im Miningbereich umsah.
Als ein Politiker mit über 40 Jahren Erfahrung auf dessen Agenda die Unabhängigkeit steht dürfte ihm klar sein dass dieses Ziel in dem angestrebten Zeitrahmen (Referendum bis 2015) ohne wirtschaftliche Selbstständigkeit nicht möglich ist.Und die ist nur durch die Wiedereröffnung der Pangunamine zu erlangen.

das gleiche Problem habe ich auch! Mein Tausch wurde in 2009 beauftragt und in 2010 endgültig abgewickelt. Die erste Aussage der Comdirect war: Die werden abgeltungssteuerfrei gestellt. Das ist aber nun mit Verweis auf das BMF-Schreiben nicht mehr so.
Außerdem hat mir die Comdirect auf die 0,05$ je Share 19% MwSt. draufgeschlagen! Frage in die Runde: Habt ihr bei den Tauschspesen auch MwSt. zahlen müssen? Oder sind die hierfür überhaupt zulässig?!

THE law and order situation in Arawa town and other parts of Kieta district in Central Bougainville is improving.
This follows the formation of the Peace and Good Order committee in Arawa town last November.
According to the chairman of the Peace and Good Order committee, Sergeant Herman Birengka, since the formation of the committee last year they had been working tirelessly around the clock to address the law and order situation in the area, resulting in fewer problems being experienced there.
“The law and order situation in Arawa town is now improving.
“This follows the establishment of the peace and good order committee in November last year,” he said.
Sgt Birengka said they are now meeting with the council of elders’ chairmen in the district so they would help formulate the plan of this peace and good order committee in their areas.
Meanwhile, Sgt Birengka has called on all the districts in the region to set up their own peace and good order committees.
He said it was important to set up these committees because once all the reconciliation ceremonies in their districts were completed the Peace and Good Order committees would help maintain law and order in their districts.
Zur Unterstützung von Präsident Tanis u. zur Vorbereitung der Wahl zum Landownersbody ist LD jetzt in Buka eingetroffen.Mit dem upgedateten "Landowners Proposal" wird ab jetzt um die Mine u. in Arawa aktiv Wahlkampf betrieben (ca. 20000 Wähler)Hier hat James Tanis zweifelsohne die grössten Chancen.
Zu den ca. 6000 zu schaffenden Arbeitsplätzen bei der Wiedereröffnung der Pangunamine addieren sich noch ca. 4000 im direkten Umfeld der Mine.
Das Hauptinteresse der Landeigner jedoch gilt den "RoyaltY's" welche direkt an die verschiedenen Clans ausbezahlt werden sollen.

The election campaign needs to look at things like:
- what should be Mr Tanis's election slogan, something like Bill Clinton's
famous campaign slogan "It's the Economy, Stupid." or Indira Gandhi's
campaign hugely popular slogan "Remove poverty" [translated from Hindi].
Momis is talking about corruption from a small slice of annual budget for
Bougainville. Tanis's campaign should be about the pounds, not the
pennies. How can the budget be increased ten fold? How can Bougainville
pursue mega impact projects in this era of global warming and rising sea
levels- He can also affirm his interest in full autonomy and benefits
direct to each Bougainvillean rather than the bureaucrats
- It appears the autonomy vote can be held only if in 5 years time
Bougainville is not getting money from PNG Govt. So financial independence
of Bougainville should be a major plank of his manifesto.
Mr Momis's weaknesses should also be highlighted. One, his track record of
nil economic benefit for Bougainvilleans in his years of power. Second,
his perceived closeness to Asian interests and China which is a hot topic
in PNG currently. Third, his age. Fourth, his closeness to Sir Michael may
mean he will not work for autonomy. Fifth, his selfish interest in the
class action suit against RIO in California where he would have
benefitted, not the people of Bougainville.

Präsident Tanis wird eine Amfrage an das nationale Parlament stellen den Prozess der Neuverhandlung des BCA (Bougainville Copper Agreement) zu beginnen,erklärend dass das ABG nun dazu bereit ist.

AUTONOMOUS Bougainville Government President James Tanis and his delegation are in Port Moresby for the final Joint Supervisory Board meeting which will be held this week.
The delegation which comprises ABG ministers and administration officials left for Port Moresby yesterday.
Their trip to the final JSB meeting shows the ABG’s commitment to pursue outstanding issues on autonomy implementation to the drawdown of powers and functions on priority subject matters.
The Bougainville Executive Council on Tuesday approved the implementation of stage three of the revised indicative steps on the transfer of functions and powers relating to mining, oil and gas with regard to the review of the Bougainville Copper Agreement (BCA).
President Tanis said the ABG would put a request to the National Government to start the process of the review adding that the ABG was ready to start negotiation of the BCA.
“What is now required to be done on the ground is to attend to the landowners’ reconciliation, election of the landowners executives, social, environmental, land and other outstanding issues be fast-tracked in preparation for the landowners participation in the review,” said Mr Tanis.

A SECOND oil tanker hit the reefs of Pokpok Island last Thursday night about a kilometre from the Kieta port in Central Bougainville and was rescued last night.
mv Queen, believed to be an Asian vessel, was sailing into Central Bougainville in an attempt to hose out oil from an old tank at the once Bougainville Copper Limited, Lolo Power Station.
The tanker was saved by a tug boat last night and is sailing back home.
The first tanker sailed into Lolo about a month ago, hosed out oil and created a leak between the tank of oil and Lolo wharf, splattering oil all over the Lolo coast line and nearby villages.
The tanker’s missions were business deals organised by known Bougainvilleans of Central Bougainville between overseas companies, likewise with scrap metal, which are now affecting the people and surrounding environments.
The people of Pompom Island, Suzerain and nearby coastlines are now demanding K1 million as a result of damages to their marine resources and sea water.
A petition has been delivered to the Central Bougainville Commissioner and the North Nisei council of elders (COE), demanding for the compensation to be paid immediately and for the tanker to be compounded by authorities concerned before mv Queen leaves Papua New Guinea waters.
Chairman of North Nisei COE John Donna supported the petition, adding that the ABG was not taking into consideration the seriousness of the problems.
Mr Donna, who witnessed the tanker lying along the reefs of Pompom Island, said he was not sure whether the authorities knew about the organised vessels sailing into Central Bougainville in search of wealth.
“I am also concerned whether regulations concerning such deals are complied with.
“With the oil tanker mv Queen now returning, the people are now angered by this situation demanding for the tanker to be located and impounded,” he said.
Mr Donna said such deals had been ongoing and the people were frustrated.
Vor diesem Schritt wird PNG wohl eher den Augang der Präsidentschaftswahlen abwarten.

Dass das ABG jedoch jetzt schon die Forderung nach der Aushandlung eines neuen Bougainville Copper Agreements stellt lässt erkennen dass man keine Zeit mehr verlieren will und zugleich den breiten Konsens zur Wiedereröffnung der Pangunamine.
Im ABG hat sich wohl zwischenzeitig die Erkenntnis durchgesetzt dass die politische Unabhängigkeit (auf der der Wahlkampf von Präsident Tanis basiert) ohne wirtschaftliche Selbständigkeit nicht möglich ist.
Mit einer Marketcap von knapp 200 Mill. AUD (bei 177 Mio Cash u. 40 Mia Kupfer,Silber u. Goldreserven) ist BCL im Verhältnis zum Potential geradezu lachhaft niedrig bewertet ;-)
