China Mobile to Make First International Purchase (Update1)

By Janet Ong

Jan. 22 (Bloomberg) -- China Mobile Communications Corp., the world's biggest cell-phone company, agreed to buy Pakistan's Paktel Ltd. in its first overseas acquisition, gaining a foothold in a mobile market that almost tripled in 18 months.

China Mobile, based in Beijing, will pay $284 million to buy 89 percent of Paktel from Millicom International Cellular SA, the Luxembourg-based company said yesterday in a statement.

The acquisition will allow China Mobile to export the marketing tactics and technology it developed in the rural areas of China, the world's largest market by users. Mobile-phone subscribers in Pakistan more than doubled in five of the past six fiscal years to 46 million at the end of November, according to the nation's telecommunications regulator.

``China Mobile must have seen the tremendous growth and the market's potential to grow in coming years,'' said Mohammed Sohail, director at Jahangir Siddiqui Capital Markets Ltd. in Karachi. ``It is the value of license that is significant because the government is not issuing new licenses and any company will have to buy the existing licenses to start services.''

The so-called enterprise value of the transaction is $460 million, including debt, the Millicom statement said. China Mobile failed in July last year to buy Millicom, which has networks in emerging markets including Latin America, Asia and Africa, and lost a bid for Pakistan Telecommunication Co. to Emirates Telecommunications Corp. Rainie Lei, a spokeswoman for China Mobile Ltd., the Hong Kong-listed unit, confirmed the details of the deal.

Good Place to Start

``China Mobile may think Pakistan is a good place to start'' its international investments, Francis Cheung, an analyst at CLSA Ltd. said. ``The money is a drop in the bucket for China Mobile.''

Thirty percent of Pakistan's 169 million population had a mobile phone at the end of November, compared with 22 percent in June, the Pakistan Telecommunication Authority said. The number of cellular subscribers rose to 34.5 million at the end of June 2006, from 12.8 million a year earlier, it said.

Paktel, the fifth-largest of the nation's cellular operators, had 1.38 million customers at the end of November, compared with an estimated 1.6 million at the end of October, the regulator said.

``Getting a stake in the No. 5 operator is not good,'' CLSA's Cheung said. ``While Pakistan is a big country, it means China Mobile has no hope of getting into India, the second most attractive mobile market in the world after China.''

The Chinese government last month said technology companies should invest more in African and Southeast Asian nations with which the country is deepening ties.

Loan Policies

Lou Qinjian, deputy minister at the Ministry of Information Industry said in a Dec. 19 speech posted on the ministry's Web site that government departments should adjust loan, insurance and foreign exchange policies to support such overseas technology investments.

Millicom, founded in 1979 by Kinnevik AB to pursue mobile- phone opportunities in the U.S., has operated in Pakistan since 1990.

``The sale of Paktel allows Millicom to focus on the 16 markets where we have already established strong market positions and, with penetration rates rising rapidly, the prospects in these businesses are good,'' Marc Beuls, Millicom's Chief Executive Officer, said in the statement.

Millicom said on Nov. 13 it wanted to sell its Pakistan unit as soon as possible after concluding it won't get the return on its investment because of challenging business conditions in the nation's wireless market and frequency interference issues.

Shares of China Mobile rose 1.6 percent to HK$71.95 in Hong Kong as the midday break, compared with 1.2 percent gain in the Hang Seng index.

US Dollar. Das Anteilspaket befand sich bisher im Besitz des Mobilfunkkonzerns Millicom International Cellular aus Luxemburg. Inklusive Schulden kostet die Übernahme etwa 460 Mio. US Dollar.

CHINA TELECOM
Daily Commentary
Our system posted a BUY CONFIRMED today. The previous SELL recommendation was issued on 01.09.2007 (15) days ago, when the stock price was 42.9800. Since then CHL has gained 17.85% .

BUY-IF is confirmed by a white candlestick with a higher open. The buying price is today's open ( 49.980 ) according to the Rules of Confirmation.

The recent bullish formation leading to the BUY-IF signal is confirmed today. The market seems ready for a new bullish move. It opened today with a gap-up and the day’s activity resulted in a close higher than the open. This is one of our valid confirmation criteria.

The significant failure of the previous SELL signal is unfortunately confirmed too. Our shot went away this time. It is a fact that such signal failures are more unlikely for higher rated stocks, but it is not possible to deal with all the vagaries of the stock market. The signal system, however, continues to do an excellent job in the overall, despite such failures. This can be seen easily with a quick glance to the signal history table.

We hope that you bought this stock and still have the chance to profit from the later phase of the bullish attack. Today you were supposed to watch the upward gap in the opening, wait a bit, feel the bullish tendency of the market making sure that prices stay over the opening price and then go long. Your benchmark was the opening price of the upward gap.

If you bought, continue to hold this stock until the confirmation of the next SELL-IF signal. You are on relatively safe grounds as long as the future prices continue to trade above the benchmark price and if an emergency warning is not issued. What to do if you did not buy? Maybe, you did not have time to follow the session or you simply delegated the delicate job of confirmation to us. Well it is a bit late, but not too late. You may still find suitable prices for buying in the following sessions and still profit in case of a sustained bullish move.

The market is currently cold for short-sellers. Avoid any short sales and cover the short positions immediately if there are any. We erred significantly on the short side last time, but we are sure that you may easily cover your losses (if any) by basing your future trades on our signal system.

China Mobile unit starts free incoming call plan
SHANGHAI, Jan 29 (Reuters) - China Mobile (Hong Kong) Ltd., (0941.HK: Quote, Profile , Research) (CHL.N: Quote, Profile , Research) said on Monday it will start a free incoming call plan as the world's top cellular carrier by subscribers looks to boost user growth. China Mobile's unit in the southern city of Guangzhou will offer a "caller-pays" billing plan from next month, in which new subscribers can receive free incoming local calls, the unit said in a statement on its Web site. With most of the country's wealthiest customers signed up, both China Mobile and smaller rival China Unicom Ltd. (0762.HK: Quote, Profile , Research) are looking for new ways to boost user growth. While the plan is aimed at stimulating usage, it may bring down China Mobile's average revenue per user (ARPU) in the short-term, said Marvin Lo, Hong Kong-based analyst at BNP Paribas.

China launches world's first 4G mobile communication system
Beijing, Jan 30. (PTI): China has launched the world's first fourth-generation (4G) mobile communication system in Shanghai.

The home-grown 4G system provides speeds of up to 100 mbps in wireless transmission of data and images many times faster than that of current mobile technology.

The rollout of the trial, which has cost $19.2 million, is a milestone in the development of China's 4G technologies, the official 'China Daily' reported.

"It testifies that the technology we've developed is feasible and brings us one step closer to put it into commercial use," a leading expert involved in the programme, You Xiaohu said.

China initiated the B3G (Beyond 3G)/4G research project in 2001 under the label Future Technology for Universal Radio Environment, or FuTURE Project.

The country has set a goal of conducting field tests of the 4G system and putting it into trial commercial use between 2006 and 2010, according to the FuTURE Project.

"The Shanghai system shows that we have entered the final phase of our project," said You, also the principal of the FuTURE Project's expert panel.

The FuTURE Project involves about 10 leading domestic institutions.

It has obtained more than 200 patents and some of its core technologies have been adopted by international standards organisations, positioning China as one of the world's front-runners in 4G technologies, the report said.

4G mobile communication, which is expected to be used commercially by around 2010, will be able to transmit data as quickly as optical fibre, dramatically improving the streaming of high-quality images and data services through wireless transmission.

China has yet to award domestic telecom operators licences to build 3G (third generation) mobile phone networks, but Wang Xudong, Minister of Information Industry, told reporters at the ITU Telecom World 2006 last month that it could happen "very soon".

Rumor: China Mobile Will Inject RMB3 Billion To Datang
January 22, 2007
Rumors are circulating in local media that China Mobile (CHL) will invest RMB3 billion into China Datang Corporation in support of the Datang's TD-SCDMA construction.

Lu Xiangdong, vice president of China Mobile, and Li Shihe, deputy general manager and chief scientist from Datang, both say that they have not heard anything about this rumor, so they won't make any comment.

However, a top manager from a TD Alliance member company says that China Mobile has long wanted to invest in a manufacturing enterprise and make it an institution to support its research and development. The commercialization and industrialization of the TD industry would be greatly accelerated through China Mobile's investment.

At present, Datang's core assets include Datang Mobile, which is engaged in TD-SCDMA development and production; Datang Xinwei, which specializes in SCDAM; and Datang Telecom. Although the government has offered fund support several times to Datang, the company is still reportedly short of sufficient funds for its TD development.

02.02.07 05:54
China Mobile Communications Corp (CMCC), parent of Hong Kong-listed China Mobile Ltd, is expected to soon invite bids for a new round of network trials on the Chinese standard for third generation (3G) mobile communication, according to industry sources
CMCC has already contacted equipment manufacturers to build TD-SCDMA networks in five cities," said a source with a TD-SCDMA equipment vendor.

The TD-SCDMA standard was in part developed by the Chinese Academy of Telecommunications Technology in an effort to employ home-grown technology.

"The bidding process will start after the Spring Festival holiday (February 18) at the earliest," the vendor said.

The five cities scheduled to use the new standard are Guangzhou, Shenzhen, Tianjin, Qinhuangdao and Shenyang. All the five networks will be built by CMCC.

CMCC is already testing the home-grown TD-SCDMA standard in Xiamen, while fixed-line carrier China Telecom operates trial TD-SCDMA networks in Shanghai and Baoding. No 2 fixed-line telephone operator China Netcom is testing the technology in Qingdao and Beijing.
The expansion of trial networks to five more cities underlines a growing possibility that China Mobile may adopt TD-SCDMA to run its future 3G networks.

China Mobile, the country's dominant mobile operator, has publicly stated its preference for WCDMA, which is prevalent in Europe. TD-SCDMA is an alternative technology to WCDMA and CDMA 2000, which are popular in Japan and South Korea.

Compared to its two rival foreign standards, TD-SCDMA is considered less mature, something the government would like to improve, hoping the strongest domestic operator will use a 3G network based on the Chinese standard to ensure its success.

China Mobile and China Telecom are widely regarded as the two candidates to run TD-SCDMA commercial networks.

Tao Xiongqiang, vice-president of Potevio, previously known as Putian, a domestic telecom equipment maker, confirmed CMCC could soon expand its TD-SCDMA trial networks to include five more cities.

Potevio and Nokia have formed a joint venture to develop and manufacture network equipment based on both the WCDMA and TD-SCDMA standards.

Some sources predicted China Mobile could start building the new trial networks in March. CMCC was not available for comment.

China Mobile's increasing TD-SCDMA push could bode badly for vendors backing foreign standards, as the firm controls about 70 percent of the country's mobile phone subscription base.

Huawei Technologies, the top Chinese telecom equipment maker, could be dealt a heavy blow as the firm has invested more that 4 billion yuan in developing WCDMA technology.

Manufacturers and technology vendors have been anticipating a windfall from the development of 3G networks that could mean purchase orders worth tens of billions of US dollars. But now that number might be much smaller than expected.

Out of the five new cities selected to build TD-SCDMA networks, three are related to the 2008 Olympics. Besides Beijing, some events will be held in Tianjin, Qinghuangdao, Shenyang, Qingdao, Shanghai and Hong Kong.

Some industry observers think that 3G services might be available only in Olympic-related cities, in addition to Guangzhou and Shenzhen, where mobile phone users have greater data demands for advanced telecom service.
