BOUGAINVILLE will be the first to try out as the “police free”presidental elections in the country.
And the Assistant Commissioner for Police on Bougainville Peter Nessat was also upset that no funds had been set aside for police operations during the by-elections.
“Good luck to them, good luck again for forgetting my policemen and women. We have always been forgotten in terms of funding whenever the ABG hosted something big. People talk about “trouble free” elections when there is police presence, however Bougainville could make it to the “Genius Book of Records” for holding the first “police free” presidential elections,” ACP Nessat said At Buka police station yeaterday, there were signs of frustrations as some police officers were plannnng to sit on strike.
“Our leaders clearly show that they do not appreciate the police and this irks me,” said one of the police officers.
Over 400 police officers are on standby to prevent situations that may arise during the by-election.
“As always we had wanted to ensure that the election is conducted peacefully throughout the polling and counting period which we will still despite the financial set-backs,” the police said.
They told the Post-Courier that ACP Nessat flew to Port Moresby yesterday to negotiate for funds from Police headquarters. “If he is unsuccessful, we will have to use our infrastructure development funds to carry on with the by-elections,” they said. The police were also concerned that there was no consultation between ABG and police.
Returning officer Reitama Taravaru said police should have budgeted for the by elections from their own funds.

BOUGAINVILLE has huge tourism potential and the PNG Tourism Promotion Authority (TPA) will work with the division of commerce and tourism on the island to develop this, TPA senior policy and planning officer Alcinda Trawen said in an interview with The National. Ms Trawen was a guest speaker at the inaugural 2008 Bougainville Tourism Symposium in Buka yesterday. She said Bougainville had many natural resources and renewable products for tourism and this could help circulate more money within and also boost the economy of the region.
“TPA will help the division of commerce and tourism in Bougainville by providing materials such as booklets and pamphlets to promote tourism in the region,” Ms Trawen said. She said they would also help to give information on how to access capital from the National Development Bank Credit Scheme (NDBCS), a scheme which TPA is a partner. Ms Trawen said currently TPA had supported five provinces to serve as model provinces for tourism promotion. The provinces under-going the Tourism piloting projects include Eastern Highlands, Milne Bay, Madang, New Ireland and East New Britain provinces.

Der Markt ist hochnervös. Das konnte man in den letzten Tagen beobachten. Am Montag stieg der Dax zunächst stark an, am Dienstag brach er gleich wieder um über 5 % ein, heute startete er positiv und lief über 2 % ins Plus, nur um dann im weiteren Verlauf doch wieder um über 1, 6 % ins Minus zu rutschen. Es scheint fast so, als klebten die Anleger an ihren Monitoren und reagierten übernervös auf jedes Signal: Rein / Raus ohne Sinn und Verstand. Aber die mögliche SKS im Dax ist immer noch im Spiel. Im Nasdaq100 könnte sich ein Doppelboden ausbilden, das würde passen.

Der Wahrsager

Versetzen Sie sich einmal zurück in den Sommer des Jahres 2007. Vier Jahre Rally liegen hinter Ihnen, die Kurse sind mittlerweile so hoch, dass Sie kaum noch Einstiegskurse finden. Sie sitzen bei einem Wahrsager und fragen ihn, wie es um die Börse Ende des Jahres 2008 bestellt sei. Er schaut in die Kristallkugel und sagt, dass Ende Oktober 2008 der S&P500 bei 850 Punkten (die Tiefs 2002/2003 lagen um die 800 Punkte herum) stehen werde. Der Dax werde zu diesem Zeitpunkt auf 4.000 Punkte zurückgefallen sein. Die Leitzinsen in den USA seien auf 1 % gesunken und der Ölpreis notiere bei unter 60 Dollar.

Wie hätten Sie reagiert? Mal ganz abgesehen davon, dass Sie aufgesprungen wären, um den Wahrsager als Quacksalber zu beschimpfen und ihm dabei schlussendlich vorgeworfen hätten, dass seine Kristallkugel sich noch im Jahr 2003 befände. Lassen wird das einmal außen vor. Versuchen Sie alle die Ereignisse und das Wissen der letzten Wochen und Monate zu vergessen. Was wäre Ihnen durch den Kopf gegangen? Was hätten Sie im Jahr 2007 gedacht, was sie 2008 in so einer Situation tun würden?

Gerade wer den Crash 2000-2003 mitgemacht hat, hätte auf dieses Szenario eigentlich nur eine Antwort gehabt: Blind kaufen, alles was da ist!

Es war doch sonnenklar

Ich weiß, es ist schwer, sich mit dem heutigen Wissen die Situation 2007 vorzustellen. Aber ich kann mich an viele Gespräche in den Jahren nach 2003 erinnern, in denen sogar institutionelle Anleger kopfschüttelnd sagten: „Weißt Du, was ich nicht verstehe? Warum habe ich damals im Tief 2002-2003 nicht einfach gekauft. Es war doch so sonnenklar. Die US-Zinsen in den USA auf historischen Tiefstand und gute Substanzaktien runtergeprügelt, als gäbe es kein Morgen mehr. Es wäre doch egal gewesen, wo man einsteigt – aber man hätte kaufen müssen, was das Zeug hält.“

Und dann kam immer wieder der entscheidenden Satz: „Schade, dass so eine Chance so bald nicht wieder kommt!“

Die neue Chance, und???

Und jetzt? Jetzt haben wir eine sehr ähnliche Situation wie 2003 und was passiert? Die gleichen Menschen, die Mitte 2007 noch so argumentiert hätten, sitzen wie paralysiert vor ihren Monitoren und kaufen eben nicht. Warum? Weil die Situation eben doch eine ganz andere ist, so die Antwort.

Ich weiß nicht, ob die Situation eine andere ist als 2002. Ich weiß nicht, wie sich die Börsen in den nächsten Jahren verhalten werden. Ich kann Prognosen erstellen - sicher, aber diese arbeiten nur mit Wahrscheinlichkeiten. Doch darum geht es auch nicht. Mir geht es auch nicht darum, Sie davon zu überzeugen, jetzt Ihr ganzes Vermögen zu investieren. Das würde ja selbst ich aktuell nicht tun!

Das Spiel der Börse mit unseren Emotionen

Ich finde es lediglich faszinierend, wie die Börse mit uns spielt. Würde man ihr eine Persönlichkeit einhauchen, könnte man fast versucht sein zu glauben, sie mache sich über uns lustig. Die aktuelle Situation ist sehr ähnlich wie die im Jahr 2003. Und all diejenigen, die Stein und Bein geschworen haben, sich so eine Gelegenheit beim nächsten Mal nicht mehr entgehen zu lassen, tun was? Nichts!

Und falls es tatsächlich irgendwann wieder zu einer Rally kommt, werden eben diese Anleger am lautesten fluchen: Es war doch so sonnenklar! Schade, dass so eine Chance so bald nicht wieder kommt!

Vom Mainstream lossagen?

Soll man also tatsächlich, wie Kostolany es empfohlen hat, keine Nachrichten mehr hören, damit man nicht mehr von den Mainstreamgefühlen, den panischen Analysten, den Horrornachrichten aus der Wirtschaft eingelullt wird?

Was ist aber, wenn diese aktuelle Krise tatsächlich eine langanhaltende, tiefe weltwirtschaftliche Depression auslöst? Vielleicht war es nur Zufall, dass es nicht bereits 2003 zu dieser großen Depression gekommen ist. Damals gab es den US-Immobilienmarkt, der auf die niedrigen Leitzinsen reagierte und dessen Boom die US-Wirtschaft und damit die Weltwirtschaft rettete. Wird es auch 2009 etwas Vergleichbares geben? Barack Obama vielleicht? Eine neue Technologie? Oder etwas, womit noch keiner rechnet ?

Es ist immer einfach, im Nachhinein zu sagen, hätte ich doch, oder hätte ich doch nicht. In den jeweiligen Situation bleibt uns aber dann doch nur eins übrig: aufmerksam zu bleiben und genau zu analysieren, wie sich die Kurse entwickeln. Zeigen sich Zeichen der Stärke, steigt man ein, kommen diese nicht, bleibt man aus dem Markt. Im Nachhinein wird immer alles wieder derart klar sein, das viele vergessen, wie unsicher sie sich tatsächlich in der jeweiligen Situation gefühlt haben.

BOUGAINVILLEANS have been urged to take responsibility if there is no police security during the by-election period.
Returning officer Reitama Taravaru said it was the people’s elections and they must be supportive and co-operative.
People should not be dependent on others all the time but be responsible in choosing their leaders.
Mr Taravaru said the people were keen and were talking about the election everywhere.
“I am very pleased with those who have been involved in the Me’ekamui faction for setting aside their differences and coming out to join the rest of the Bougainvilleans to vote for leaders who will lead them in the long run,” Mr Taravaru said.
People had been ignorant in the past but now they had come to realise it was everyone’s responsibility to co-operate and choose leaders who will run the region. He said the people should take ownership of the by-elections if they wanted leaders who would work for them.
“The issue of no funds for police security has now popped up when the program has already started so we cannot just come to an agreement to just stop the by-election. The program has started and is progressing well and it is not to be stopped but be continued,” he said.
Mr Taravaru said he was concerned with the security and he was calling on all Bougainvilleans to ensure there was peace during that period.
“If we all are going to be responsible for this by-election by making sure that there is peace or the by-election is conducted peacefully then we will achieve the aim we are working towards and that is to have our new president,” he said.
Mr Taravaru said it would also be an indication that they could look after themselves and protect their own region.

 

Security worries raised for PNG election

Papua New Guinea's top cop is seeking nearly half a million dollars of Australian funding to increase security for upcoming Bougainville presidential elections.

The autonomous PNG region of Bougainville is to choose a new president after its former leader Joseph Kabui died suddenly of a heart attack in June.

Local Bougainville police are worried no security budget has been allocated.

PNG police commissioner Gari Baki wants $400,000 from the Australian government after Bougainville leaders failed to allocate security funds in an election budget.

"I am very disappointed that the Bougainville leaders did not listen to Mr Nessat (Bougainville police chief) and deliberately left his budget out," he said.

"We are working around the clock to secure the funding and we are now asking the Australian government to assist," he said.

Regional police commander Cletus Tsien said as they received no extra funds Bougainville citizens must be responsible during the election, PNG's National newspaper reports.

"I am still in the dark as to where the money will come from," he said.

"Funding police security is an expensive exercise because we have to deliver high quality service in order for a safe and sound election."

Former Bougainville parliament speaker Nick Penia is one of seven candidates who have so far nominated for the presidential race.

Edward Okoau, Gerard Sinato, Sam Kauona, James Tanis, Clarence Cozxunie and Ruben Siara are also in the race with nominations closing on Friday.

Election officers have also reported a massive enrolment increase.

The election is being held under Bougainville's laws which shows another step towards total independence expected in a 2015 vote.

Polling is to start on November 30 and end on December 12 with the outcome due by the end of December.

Bougainville and PNG spent nearly a decade in a bloody war over Bougainville Copper Limited's Panguna mine.

Local landowners fighting for better royalties and environmental concerns brought forward the Bougainville independence movement.

A total of 14 candidates will contest the by-election for a new president of Papua New Guinea's autonomous region of Bougainville. They include Bougainville politicians in the PNG national parliament, the autonomous government, community leaders and former militants.The by-election will be held from the 6th till the 20th of December. It follows the death of President Joseph Kabui in June. Mr Kabui's elder brother, Martin Miriori who is a former international spokesman for the secessionist movement, is one of the condidates. The by-election's Returning Officer, Reitama Taravaru spoke to Sam Seke about the candidates that have been nominated before the close of nominations this afternoon.

REITAMA TARAVARU: So far after the nominations opened on 5, Thursday, we so far accepted 12 candidates. The first one that came in was Nick Peniai, Edward Okuwau, Gerard Sinato, Sam Kauona, Clarence Cozxiune, James Tanis, Ruben Siara, Samuel Akoitai, Sylvester Niu, Joel Banam, Raymond Hakana and the last one I accepted some minutes ago was Patrick Leslie. I have a notice from Martin Miriori that is coming some time before 4 o'clock today. So I'm still waiting for the last one.

SAM SEKE: The people from the no-go zones in southern, central Bougainville, have they indicated whether they were going to participate in this presidential by-election?

REITAMA TARAVARU: Oh, yes. Telling by the number of candidates that they have endorsed into this election the indication is here they will all be involved in this election and they've indicated their support for this election.

SAM SEKE: So which candidates have they endorsed?

REITAMA TARAVARU: In south Bougainville there are a number of groups, there are different groups in there that have endorsed a number of candidates from central and south Bougainville. But I would think, from the information I got, I think Ruben Siara and Raymond Hakana.

SAM SEKE: Now, earlier this week you indicated that, because of no funding, police will not be providing security for the election. Is this still the case?

REITAMA TARAVARU: The letters I got from the police department is they have not yet secured the required funding to provide security for the elections but it's a concern for me that there must be security provided in the election but I have been given the instructions by the autonomous Bougainville Government through the Speaker in the issue of writ. We've already started the ball rolling so I'm not stopping the elections halfway. The information I got from a number of - even the candidates - there's assurances they will take responsibility, they will take ownership of the election and making sure that it is not disrupted in any way at all.  

... das kann ja spannend werden. Ich bin mal auf die Wahlbeteiligung gespannt und vor allem, wie das Ergebniss hinterher akzeptiert wird.

Bougainville to have international observers for President poll

International observers are expected to monitor the presidential by-election in the Papua New Guinea province of Bougainville which follows last June’s death of Joseph Kabui - the first president elected under the province’s autonomy statute.

The Post Courier newspaper reports that the observers are being invited by the PNG government.

The Bougainville National parliamentary secretary, Fidelis Semoso, says observers will help ensure the by-election is free and fair, and also help build confidence.

Mr Semoso says it is vital that people are properly informed and encouraged to keep building peace.

Meanwhile, there is concern that no budget has been prepared to provide security for next month’s polls

Resource centre opens in Central Bougainville

THE world was brought closer to the people of South Nasioi in Central Bougainville of the Autonomous Region of Bougainville with the opening of a multi-purpose resource centre last Thursday.
South Nasioi Resource Centre containing a multi-purpose conference room, a micro bank operated in partnership with Bougainville Community Finance and a communication centre equipped with VSAT (very small aperture terminal) was officially opened by Autonomous Bougainville Government (ABG) Minister for Trade and Industry, Ports Services, Quarantine and Micro-Finance Joseph Watawi.
Mr Watawi used the occasion to congratulate executive chairman of the centre Joseph Sidaung and appealed to the people in the area to look after the facilities.
He said with the provision of micro-banking facilities as well as telephone, internet and electronic mail facilities, the world was at the finger tips of the people of South Nasioi and they should use the centre to do most things they spent so much money to access in the main centres of Arawa and Buka.
Mr Sidaung said the centre was his “small way of thanking the people of South Nasioi” that had been very helpful to him during the crisis and also when he was struggling as a small businessman after the crisis

Presidential candidate expects his role in Bougainville peace talks to be remembered by voters
A candidate for the presidency in the autonomous Papua New Guinea province of Bougainville believes voters will remember his role in the peace negotiations to end the years of civil war.

Martin Miriori, who is the elder brother of the late President Joseph Kabui, is one of 14 people running for the vacant post.

Mr Miriori says he only decided to run a day before nominations closed after numerous calls for him to enter the race, with people citing his pivotal role in the peace talks in Burnham in New Zealand in 1997.

Mr Miriori says his standing has not been affected by living away from Bougainville for most of the intervening years - time he says he put to good use.

“That gave me the freedom to be able to lobby the international community. I had close consultations with the United Nations, all the NGOs that of course supported the human rights of the people of Bougainville, and I did not forget Bougainville, my heart was always here and in the end I always wanted to come here.”

...habe eine Anfrage zur Veröffentlichung der Studie an BOC gestellt. Ergebnis werde ich hier posten...  

......handelt es sich um den Bruder von Joseph Kabui.Er immigrierte bei Ausbruch der Krise nach den Niederlanden und nahm die dortige Staatsbürgerschaft an.Holland kennt keine doppelte Staatsbürgerschaft,somit muss er seine PNG Staatsbürgerschaft wohl aufgegeben haben.Juristisch gesehen dürfte er als Bougainviller Präsidentschaftskandidat also ausgeschlossen werden.

Die Wahlen finden vom 6-20 Dezember statt.Das Ergebnis soll am 23.12. veröffentlicht werden.

Zwischen BCL und Hatch soll es ein Treffen am 15.11. in Sydney gegeben haben.Details dazu sind noch nicht bekannt.

Kann der 15. Nov. stimmen, das war doch ein Samstag?

Werde das dumpfe Gefühl nicht los, dass hier ein paar Leute mehr wissen. So ein Kursverfall wie in der letzten Zeit ist trotz allgemeiner Börsenschieflage schon merkwürdig. Normalerweise geht der Kurs doch vor eventuell kursrelevanten Ereignissen wie Wahlen oder Studienveröffentlichungen doch immer in die Höhe!

Hat da wer eine Erklärung?

das waren meine . Ich wünsch dir viel Spass damit. ;-)))))

Ich glaub aber auch, dass du noch mehr Gelegenheiten bekommen wirst, die Dinger noch deutlich billiger zu kaufen.

Wenn die nämlich den falschen Präsidenten wählen (und die Chancen stehen nicht schlecht, daß genau das passiert, nämlich anscheinend 1 zu 14) ist die Aktie die nächsten Jahre einstellig (im Centbereich)

Bei unter 10c steig ich auf wieder ein.

......und Peter Taylor hat anlässlich der HV angemerkt dass ihm und auch Rio Tinto der Sharepreis egal ist,der 3 Jahresplan zur Wiedereröffnung der Pangunamine jedoch oberste Priorität hat.Dass man nach der Fertigstellung der eigenen OoM Studie sofort Hatch mit der Konzeption der benötigten Anlage beauftragt hat beweist zudem dass sie es ernst meinen.

Obschon Sam Akoitai wohl der Wunschkandidat aller BCL investierten ist,heisst das noch lange nicht dass die anderen Kandidaten gegen die Wiedereröffnung sind.Nur Einer, Edward Okuwau ist als eingefleischter Mininggegner bekannt.

Jeder länger Investierte erinnert sich noch an Kabuis letzten Wahlslogan "Never Mining on Bougainville" trotzdem hat er vor seinem Tod den "Invincible Deal" gutgeheissen und hinter den Kulissen mit BCL über die Wiedereröffnung verhandelt.

Mittlerweile plädieren auch die Landeigner offiziell "We want BCL back" und werden als Beobachter zu den JSB Meetings,welche sich mit dem zukünftigen Mining auf B' ville befassen eingeladen.Die sich hier aufgebaute Erwartungshaltung der PLA dürfte von einem neuen Präsidenten kaum ignoriert werden können.

Dass auch die Meekamuis (nach einem Besuch ihres "Generals" im BCL Hauptquartier in POM ) die Wahlen unterstützen,lässt darauf schliessen dass auch dort ein Sinneswandel stattgefunden hat.

Ein 16 Mio USD "Trainingsprogramm" der Weltbank für das B' viller Miningministerium wurde im Mai verabschiedet und soll in 09 abgeschlossen werden.Laut Graeme Hancock "wartet" der komerzielle Arm der Weltbank auf eine Finanzierungsanfrage von BCL.(Es könnte also sehr gut sein,dass die Hatchstudie genau aus diesem Grunde in Auftrag gegeben wurde ;-)))

Ob man das Glas jetzt als halb leer oder halbvoll zu betrachten hat bleibt jedem selbst überlassen,bei der Kandidatenliste zur Präsidentschaftswahl könnte man genausogut  auf 14:1 pro Mining schliessen. ;-)))))))))

M.M. nach überwiegen hier die Chancen bei weitem die Risiken,unabhängig von der (kurzfristigen) Wiedereröffnung der Pangunamine.

Wenig bekannt ist dass BCL in Minimum  3 Australischen Companys jeweils der 3-grösste Aktionär ist (AFI,ARG,BKI) und in einer weiteren (MLT) unter den TOP 20 Shareholder an 17. Stelle steht.Hier werden schon seit Jahren kontinuierlich steigende Gewinne durch Dividendeneinnahmen generiert.

Wer in BOC investiert hat ist durch diese Beteiligungen gleichzeitig quer durch die gesamte AU Börse investiert.  

So werd hier auch mal meine Gedanken offenlegen...

Auch ich habe mir ja meine Gedanken gemacht, um die Wahl, die Vorbereitungen, den Kandidaten und all der Dinge.
Witzigerweise hat sich groß keiner bei der letzten Wahl , wo Kabui gewählt wurde, groß den Kopf gemacht. Da standen noch andere Themen auf der Agenda.

Ich denke der Spruch "Politische Börsen haben kurze Beine" trifft die Situation ziemlich genau.
Sicher ist bei einer Wahl von Akoitai der Zeithorizont wesentlich positiver zu sehen, wobei wir hier die anderen Kandidaten eigentlich kaum bis gar nicht kennen.

Positiv sind de facto die Entwicklungen auf Bougainville, die Unterstützung der Landeigner halte ich für sehr wichtig! sowie das Engagement der Weltbank und die Schritte seitens BCL.

Auch ein Akoitai kann nicht einfach "schnipp" machen und die Mine ist eröffnet.
Sicherlich würde es einen Hype in der Aktie geben, der aber sich dann auch wieder relativieren würde.
Eben politische Börsen haben kurze Beine.

Ich sehe dem Ganzen gespannt entgegen, die momentane Kurslage macht natürlich auch mir keine Freude, das Geschehen generell an den Börsen ist momentan auch mehr als panisch und nicht mehr logisch nachvollziehbar!

Unter den 14 Präsidentschaftskandidaten ist ein Grossteil von Personen,welche man als "lokale Grössen" bezeichnen kann.die nur ihrem näheren Umfeld bekannt sind,und wohl auch nur von diesem gewählt werden.

So wird es bei den Wahlen vor allem auf die Zweitstimmen ankommen.
