CHIEF Gregory Kopa’s eyes well with tears and his voice is shaky with emotion as he recalls how his life was turned upside down in 1989 when he recalls the Bougainville conflict. Like so many others he lost everything; his home, his livelihood, savings, possessions and - worst of all - friends and family.
Gregory and his people have slowly re-established their homes and communities but the emotional scars from the conflict are still fresh in their hearts and minds as if it was only yesterday.
Now 82, Gregory, who was in his prime when the Panguna mine commenced operating, is a respected leader in his community admired for his wisdom and experience. Wisdom that understands just how precious and vital peace is, because when peace breaks down so does everything else: health, education, justice, security and equality- all the things that allow communities to thrive and prosper in harmony. He tells me it’s impossible to understand the devastation and loss unless you’ve actually lived through it and that’s why people like him, who have survived to tell the tale, fervently hope that peace will last forever.

Bougainville mine reopening would get support before referendum, says landowner

A landowner in the Panguna region of Papua New Guinea’s Bougainville says he thinks the majority would back the Panguna mine re-opening ahead of the referendum on independence.
Martin Miriori was speaking after a Me’ekamui militant group leader, Chris Uma, opposed any discussion on re-opening of Panguna until independence is gained through the vote scheduled from 2015.
Mr Uma says only after independence is achieved can there be talk about opening the mine.
Mr Miriori says the majority would support it opening earlier but the government needs to allocate resources to ensure they are well informed.
“To carry out full awareness throughout Bougainville so that after that awareness, explaining to them the advantages and disadvantages, the good side and the bad side, [and] at the end of the day Bougainvilleans are given the right to decide - plebiscite, and I think Bougainville constitution allows for that. And my feeling is that the majority of people will support the re-opening of the mine.”

The brains behind Invincible Resource Inc Mr Philip Rali was upset that Autonomous Bougainville Government President John Momis is not consulting the Bougainville Resource Development Corporation (BRDC) Act before reviewing the draft mining law on Panguna.
Mr Rali said that Invincible Resource Inc and Morumbi Resource Inc are just merely names which represent the concepts that are already in place from the local brains rather than engaging foreigners to architect the drafting of the mining law.
He said that the BRDC Act which gives the right to be the monopoly to Invincible Resource and Morumbi Resource to do all the exploration work whether it be copper, gold or silver, BRDC has the capacity to do that.
"BRDC will be responsible for exploration of Hydro carbon and minerals so that a data base will be kept on how much value the mine pit or well head will be abstracted from the resource site.
The simple explanation to the whole structure is that you have Toronto Stock Exchange, Australia Stock Exchange and the New York Stock Exchange then just below that you have Invincible Resource Corp having the monopoly over the exploration, only with 70 per cent for the developer and 30 per cent landowners," Mr Philip Rali said.
Mr Rali told the Post-Courier that the idea of making a good mining policy is covered in the BRDC Act and it was sitting there waiting for President Momis to consult it, which obviously he did not.
He stressed that Sam Kauona is a Bougainvillean brother and was his platoon leader back in the early 1980s at Goldie Barracks and when the conflict in Bougainville started they become enemies and pointed guns at each other.
"Can the president tell us who brought this conflict upon us and also he must have time to talk with us regarding the draft mining policy on Panguna mine," Mr Rali said.
He also expressed his bitterness in regards to a Post-Courier front page article on President Momis cautioning the miners.
"Invincible Resources and Morumbi Resource will never fade away because both represent the interest of the people of the crisis torn island.

WHEN the Mineral Resources Authority (MRA) was illegally set up in 2007 it wanted Panguna mine to be reopened. On 31 March 2008 the infamous Alotau Pact was signed by late Joseph Kabui for the Autonomous Bougainville Government and Puka Temu for the Papua New Guinea government.
About 15 steps were set out in the agreement for the reopening of the Panguna mine. Had the MRA succeeded the Panguna mine would have been reopened by Bougainville Copper Limited in September 2008. It did not. Leaders were taken for a ride by the Mineral Resources Authority. Why?
The very issue of who has legitimacy to regulate mining on Bougainville the MRA tried to circumvent has been exposed. Keith Jackson writing in the Weekend Courier, Saturday, March 16, 2013 at page 3 quoted John Momis. One such quotes is as follows;
“Their (Rio Tinto and Government) zeal to generate revenue completely ignored people’s way of doing things. What we are saying is that the resource no longer belongs to the State of Papua New Guinea, it belongs to the people and to their own government. Rio Tinto will have to deal with us.”
MRA now has to swallow its pride and advise the O’Neill–Dion government that it has no legitimacy on Bougainville. It has lost the war on Bougainville mining power games.

Wenn jetzt noch der Deckel in Sydney bei 0,65 und in Deutschland bei 0,52-0,53 weg fleigt, dann kann es langsam höher gehen! ;-)
