..........seeks reconciliation for possible Panguna revival

The leaders of the six mine lease associations in Panguna in the autonomous Papua New Guinea province of Bougainville say they should be fully funded through the new Panguna Peace Building Strategy.

Launched with Australian assistance last week, the Strategy aims to foster reconciliation around Panguna, where the mothballed copper mine that sparked the ten-year civil war is located.

There is widespread interest in re-opening the huge mine but the lease association’s chair Chris Damana, who is heading an interim landowners’ umbrella group, says nothing can happen before a full reconciliation within Panguna communities.

He says they are in Buka for talks with the Autonomous Bougainville Government, the ABG, about key issues that need to be addressed.

   “One of those issues that we will be talking [about] is for ABG government to fully fund Panguna landowners’ associations. We have done our in-house preparation and I think are the things that need to be funded from this Panguna Peace Building Strategy.”

Den Inhalten nach zu urteilen ist der entweder an der Fa. KAUVA ON PEACE BUILDING

The ABG Minister for Peace and Reconciliation, NEWTON KAUVA says that real peace has no money attached to it but comes from the heart.

The minister made these comments at the recent launching of the PANGUNA PEACE BUILDING STRETAGY in Panguna.

 >He said money should not be used as an excuse for prolonging any outstanding reconciliation that needs to be completed throughout Bougainville as we prepare for referendum in two years time.<

The Minister also apologized on behalf of the President who was overseas and could not attend the launching stating all government members and Ministers including the deputy Speaker and member for TERA, Robin Wilson were there as a sign of government solidarity for the Launching.

Das liest sich ziemlich konkret mit Übertragung der Power und Shares...

Ich glaube nicht, dass dieses in den nächsten Wochen passieren wird. Dazu sind noch viel zu wenige Pressereaktionen zu lesen. Die Übertragung der Power und Shares wäre ja wohl eher ein Meilenstein der dortigen Region, natürlich mit entsprechend großem Medienecho - auch schon im Vorfeld!  

.........lässt zumindest darauf schliessen dass hier schon Gutinformierte positionniert sind.

“Bougainville Copper Ltd. has a long-term vision of returning to mining and exploration on Bougainville, which Rio Tinto supports,” said Rio spokesman David Luff in an e-mail response to questions. “Any eventual return would be subject to the support of landowners and the government.”

The project will be discussed at Bougainville Copper’s annual general meeting in April, he said.

Wenn Anfang März das ABG sein eigenes Minengesetz verabschiedet, haben wir den ersten Schritt gemacht, dass Verhandlungen mit den Landowners und BCL bzgl. BCA Review möglich sind.  Für die Übertragung der Shares sehe ich noch kein Licht am Ende des Tunnels. Man bedenke die offenen Punkte: - Weapons disopsal - Polizeipräsenz auf Bougainville  - Panguna Landowner vereinigt, aber noch nicht alle Gemeinden im Gebiet rund um Panguna ich denke dabei an Joanne Dateransi  - die politischen Vertreter von Nord, Süd und Zentralbougainville sprechen noch nicht mit einer Stimme  Ich möchte Peter Jennings zitieren vom 19.02.2013 zitieren, der meine Meinung ganz gut trifft: Quelle: ANZAC cooperation: put Bougainville up on the agenda ...The potential to slide back into instability or serious violence is quite high... If ever there was a case for a heavy joint pre-investment designed to prevent a conflict, this is it...  Nun soll das ganze aber nicht negativ sein, ganz im Gegenteil, die Story hat eine neue Ebene erreicht. Nur kann ich es nicht mehr lesen, dass Jahr für Jahr die Übertragung der Shares hier in den Raum geworfen wird, sobald positive News kommen. Da muss noch einiges getan werden!

Wenn keiner an den Sharetransfert glaubt dann stehen die Chancen für ein "Unexpected" um so besser ;-))))))

Landowner haben leider keinerlei Entscheidungsgewalt zum Thema Share-Übertragung. Die Entscheidungsgewalt liegt ganz alleine bei PNG. Und die müssen das vom ABG verabschiedete Minengesetz erst einmal anerkennen. Aber selbst wenn sie es irgendwann tun, werden wir nicht gleich danach vor der Shareübertragung stehen.
