Dass die Verzögerungen eine politische Dimension haben wird ziemlich deutlich: Das regierenden Bündnis BN bangt um wertvolle Stimmen (nicht um den Sieg) für Verfassungänderungen (2/3-Mehrheit). Immerhin wurde die Verfassung seit 1957 700(!!) mal geändert, und zwar hauptsächlich von einer Partei: BN. Denn so lange regiert das Bündnis bereits mit absoluter Mehrheit (crazy!). Das heißt, BN hat zwar keine Angst vor Wahlverlust dafür aber vor dem Nichterreichen der 2/3-Mehrheit.

Shares in rare earths miner Lynas have soared after an appeal against the operating licence for its controversial new plant in Malaysia was dismissed.
The Lynas Advanced Materials Plant (LAMP) in Gebeng was granted a temporary operating licence (TOL) in February 2012.
But an appeal was lodged by three individuals, concerned about risks posed by radioactive materials that are naturally present in rare earths.
That appeal was dismissed by a Malaysian government minister late last week.
Lynas shares were up nine cents, or 10.2 per cent, at 97 cents at 1127 AEST on Monday.
The Malaysian government has also imposed two new conditions on the LAMP, relating to controlling dust and immobilising radioactive elements in waste.
Lynas said it had "readily available solutions" to satisfy the new conditions.
"Lynas has passed every review it has been subject to, and we now look forward to the issuance of the TOL," Lynas executive chairman Nicholas Curtis said in a statement on Monday.

Lynas ist ganz schön gebeutelt im Moment - alle wollen nur ihr bestes, nämlich ihr Geld!
Spätestens im September sind wir wieder 1,50, denn dann sind die politschen Querelen ad acta gelegt. Die werden sich nicht den Weg in eine gute Zukunft, die nur mit ausländischen Investoren gelingt, verbauen.

on the Lynas Advanced Materials Plant has given its green light for the company to be awarded a temporary operating licence (TOL) as it has met all the requirements.
In its report tabled in the Dewan Rakyat Tuesday, the PSC recommended for the TOL to be issued so that the plant can process raw materials in stages while being monitored by enforcement agencies

Damit scheint der Durchbruch für Lynas geschafft, auch wenn man die TOL wegen der Wahlen noch eine Weile hinauszögern dürfte.

Lynas Corporation (ASX:LYC, OTC:LYSDY) advises that the report of the Parliamentary Select Committee (PSC) established in relation to the Lynas Advanced Materials Plant (LAMP) was debated in the Malaysian Parliament on 19 June 2012.
As previously announced on 19 March 2012, the Malaysian Government established the PSC with the purpose of helping to raise public awareness concerning the LAMP.
In tabling its report, the PSC makes clear that it has taken into consideration a broad range of issues raised by concerned citizens, special interest groups and NGOs relating to public health and environmental safety, and subjected the LAMP to intense independent, expert scrutiny.
The report recommends that the Temporary Operating Licence (TOL) be issued for the LAMP. In addition, the report notes that Lynas has complied with the standards and laws in Malaysia, which are in line with international standards.
On 19 June 2012, Lynas lodged with the Atomic Energy Licensing Board (AELB) Lynas’ plans to satisfy the 2 new TOL conditions that were announced by the Minister of Innovation, Science and Technology, YB Dato’ Seri Panglima Dr. Maximus Johnity Ongkili on 15 June 2012. Lynas looks forward to the finalisation of the AELB’s requirements in relation to those conditions, and the issuance of the TOL, as soon as possible

Ein Ruck! China wird reduzieren, Stans (Canadische Firma in Kirghistan) beginnt jetzt im Sommer bereits mit der Produktion v. a. der schweren seltenen Erden, die Kurse der letzten Woche (+ ca. 20 %) sind o.k., Lynas wird auch irgend wann soweit sein.
“Lynas may be receiving its TOL but we can assure them the people of Kuantan will never allow their evil acts to go unchallenged. If the TOL is issued, the authorities will see wave after wave of people’s actions,” chairman Wong Tack said.
Himpunan Hijau plans to end its 24-hour protest this weekend by marching up to Lynas’s Gebeng plant on Sunday morning after a night of speeches called “rising flame of anger, turn Lynas to Ash.”
