Versöhnung im Kali-Krieg?

Im Juli trennte sich Uralkali von seinem weißrussischen Partner Belaruskali und änderte seine Strategie auf dem Weltmarkt. Trotz markttechnischer Erfolge in den zurückliegenden Monaten scheint eine Wiedervereinigung beider Unternehmen eine realistische Option zu sein.

Nach einer Meldung der Agentur Reuters, die sich auf eine Quelle in einer indischen Staatsbehörde bezieht, haben sich „alle Kali-Produzenten auf einen Rabatt bei den aktuellen Verträgen geeinigt". In einem der größten Segmente des Kali-Marktes, in Brasilien, sind die Preise von 330 auf 270 Euro pro Tonne gefallen und das Land – so vermeldet Reuters – wartet auf einen weiteren Rückgang. „Die chinesischen Importeure üben Druck auf Canpotex aus, da sie hoffen, den Preis noch auf bis zu 235 Euro pro Tonne drücken zu können", behaupten Analysten der Agentur. „Die Importeure in Malaysia und Indonesien beobachten die Entwicklung in China und bauen darauf, in etwa 245 bis 250 Euro pro Tonne zu zahlen – vor dem Auseinanderbrechen von BKK mussten sie noch 295 bis 310 Euro pro Tonne zahlen."
Laut einer Quelle der Zeitung Kommersant führt Uralkali Verhandlungen über den Export nach China für 240 Euro pro Tonne und nach Indien für einen etwas höheren Tarif. Während dieses Preisniveau für Uralkali mit dessen geringen Herstellungskosten als vollkommen vernünftig angesehen werden kann, liegt es jedoch für eine Reihe europäischer Hersteller, aber auch für Belaruskali, die über ein höheres Produktionskostenniveau verfügen, im kritischen Bereich.
Der Kali-Krieg nimmt politische Dimension an
Ende August wurde Baumgertner in Minsk festgenommen. Er war angeblich auf persönliche Einladung des Ministerpräsidenten Weißrusslands, Michail Mjasnikowitschs, zu Verhandlungen ins Land gekommen. Die weißrussischen Ermittlungsbehörden warfen ihm das Überschreiten seiner Kompetenzen als Aufsichtsratsvorsitzender vor. Außerdem erhob Minsk offiziell Strafanzeige gegen Sulejman Kerimow und vier weitere Top-Manager Uralkalis und bat Interpol darum, alle Angeklagten auf die Fahndungsliste zu setzen. Bisher wurde diesem Antrag nicht nachgekommen.
Infolgedessen nahm der regionale Kali-Krieg politische Dimensionen an und begann sich unerwartet zum Nachteil für Uralkali zu entwickeln. Eine Reihe russischer Beamter und Geschäftsleute, darunter der frühere stellvertretende Ministerpräsident und Rosneft-Chef Igor Setschin, aber auch der Sberbank-Chef German Gref, reisten nach Minsk, um den strategischen Partner Russlands symbolisch zu unterstützen.
Der darauffolgende Verkauf von Uralkali-Aktien durch Sulejman Kerimow könnte zu einer Wiedervereinigung mit Belaruskali und zu einer teilweisen Rückkehr zur alten Unternehmensstrategie führen.
Wiedervereinigung gilt als realistische Option
Analysten sehen diese Entwicklung als realistisch an. Sergej Filtschenkow von IFK Metropol bemerkt dazu, dass das russische Unternehmen seine
Strategie erneut neu ausrichten und die Auslastung seiner Produktionskapazitäten herunterfahren müsse, sollten Uralkali und Belaruskali zu ihrer Partnerschaft zurückkehren. Mit ihm stimmt auch Konstantin Juminow von der Raiffeisenbank überein und bemerkt, dass der neue Investor „eher zu einem konstruktiven Dialog mit Weißrussland bereit" sein werde.
Narek Awakjan vom Finanzunternehmen Aforex nimmt allerdings an, dass die ehemaligen Partner wohl kaum wieder zum früheren Umfang und der einstigen Intensität ihrer Zusammenarbeit zurückfinden dürften

Uralkali (LSE: URKA; the Company) regrets the disparaging and factually inaccurate statements about its business and financial reporting that have been made by the Belarusian authorities. Uralkali's financial statements have been audited and certified in accordance with international standards by one of the world's leading accounting firms.
Paul J. Ostling, the independent Chairman of Uralkali's Audit Committee, reacted to the statements from Belarus as follows:
"Uralkali is committed to transparency and accuracy in its financial reporting. The three independent members of the Audit Committee monitor the Company's financial reporting and receive reports directly from Uralkali's independent outside auditors. The Company's financial statements consistently have been certified without reservation under international standards. We therefore conclude that the statements by the Belarusian authorities are inaccurate and part of an ongoing campaign of disinformation designed to harm Uralkali's reputation and its business".
Uralkali ( www.uralkali.com)is one of the world's largest potash producers with a share of about 20% of global potash production. The Company's assets consist of 5 mines and 7 ore-treatment mills situated in the towns of Berezniki and Solikamsk (Perm Region, Russia). settled in the interests of Belarus and Russia since united efforts of the two countries in the trade on
the world fertilizer market are strategically profitable, Russian experts stated in an interview to STV
TV channel. “The only goal of real integration and unification, the establishment of a joint company with Belarus
in the potash industry is a concentrated market control,” said financial analyst from Russia Vladislav
Zhukovsky. In his opinion, Russia and Belarus have a material interest in continuing this integration
and recreating Belarusian Potash Company, continuing making super-profits. “That is why everybody
are interested in it. I think that within a month, two or three we will see the conflict settled in the
interests of Belarus and Russia. It is also likely we are not going to see Suleiman Kerimov in Uralkali any more,” the expert noted. Director of the Russian Institute for Political Research Sergei Markov believes that the two countries
should draw the right conclusions from what has happened: “We should learn how to solve conflicts
of the kind. We should learn in order to be able to address any conflicts, move the integration
forward, and show other countries that it is much easer to face such problems within the integration
process.” The expert also assumed that the replacement of the Uralkali owner might have positive
consequences and open up additional opportunities for resolving the conflict. Chairman of the Advisory Board of the non-for-profit organization, the Institute for Demography,
Migration and Regional Development, Yuri Krupnov believes that it was worth thinking about
nationalization of the Russian company: “The only way for Russia, whatever strange it may seem, is
to consider Uralkali nationalization and develop at the highest state level a new project of potash
monopoly of the Union State.” This opinion was echoed by First Vice President of the Russian Center of Strategic Development
Modeling Grigory Trofimchuk: “If the company is set up by people, it should be under the
government’s control. We know that the Board of Directors, all the structures of Uralkali are
expected to meet soon to look into the situation, plan further operation of this big, serious company.
Any way I am convinced that the situation will be rectified in the near future to the benefit of the
Union State.” Director of the Russian Institute for Problems of Globalization Mikhail Delyagin is confident that
once the issue related to the owner of the company is addressed the parties will go back to the form
of cooperation used before: “I believe cooperation will be continued in one form or another. Since the
most convenient out of possible forms of cooperation is to have a common trader and coordinate
merchandising, I think the new owner will raise this issue again.” During the program In the Spotlight at Belarus 1 TV channel, international experts were unanimous
that the conflict between Uralkali and Belarus is, first of all, a conflict between different approaches
to the implementation of the economic policy. Describing Uralkali’s actions, Executive Director of the Ukranian Group Corporate Security Andrei
Semididko noted that in fact it was resource pumping out of the economy through vertically
integrated companies, through oligarchic chains. “The resource does not stay in the country’s
economy, it is taken outside, put on bank accounts in foreign countries,” the analyst said. “Russia’s state interests were made sacrifice to purely corporate interests having nothing in common
with a strategic vision of the relations between Russia and its neighbors,” Director of the Institute for
National Strategy (Russia) Stanislav Belkovsky said. According to Russian writer Mikhail Veller, different results of the activity of the potash monopolists
of the two countries lead to different approaches in the business. “What is the difference between
Russian Uralkali and Belaruskali? Belaruskali works on the Belarusian budget. Uralkali works for
several oligarchs. For an ordinary person the difference is in salary, own apartment, pension, health
service support. Belarus which is not rich in any raw material and mineral resources provide its
people with higher living standards,” he said.

Lukashenka is ready to sell Baumgertner

The dictator called Uralkali’s management swindlers and the company itself a bankrupt.
The Belarusian ruler considers the extradition of Vladislav Baumgertner possible, “if in the Russian Federation they treat him in accordance with the law”.
“If Russian investigators are interested in the extradition of a Russian citizen, who was detained by us, then I do not see any special obstacles. We are absolutely not holding onto him”, -Lukashenka claimed on Thursday at a meeting on economic and foreign policy issues, Interfax reports.
A deputy Prosecutor General of the Russian Federation was invited to the meeting among others.
“If they do actually treat him in accordance with the law. The damage is colossal there, it can be seen with a naked eye. If they need it, we should not impede that”, - Lukashenka noted. At the same time he emphasized: “Some swindler should not become an obstacle in the relations of two states. It is too much honor to anyone”.
The ruler claimed that “everything possible should be done in order for us to investigate this conflict together with the Russians as well as what stands behind it”. “There is a huge multibillion amount of money behind it that Belarus and Russian lost, some high-ranked swindlers stand behind it in the Russian Federation”, - the dictator said. He also added that “if some swindlers appear in Belarus and the Russians ask to take them to Russia, we will not hold onto the citizens of Belarus and will immediately extradite them”. “The main thing is the truth. If you are guilty, you must be held responsible”, - Lukashenka emphasized.
The dictator claimed that “controllers and investigators should deal with all that”. “You can find the real origins of this whole dark story in Russia”, - Lukashenka noted. In this regard he ordered to pass all the necessary materials, which would become the basis for an audit, including by Russia’s Chamber of Accounts. Apart from that he reminded that the Prosecutor General’s office of the Russian Federation also addressed the Belarusian colleagues requesting the respective information. He ordered Belarus’ Prosecutor General to send the materials. “By no means should we conceal anything”, - Lukashenka stated.
Even more so that it is already clear, according to him: “A much larger damage was caused to Russia than to Belarus”. “The damage, caused to Belarus, should be compensated in full. Everything stolen from us must be returned. Up to the last penny”, - Belarus’ ruler claimed.
Before a meeting with Putin
The potash scandal should affect neither the relations of Belarus and Russia, nor the relations of the presidents of the two countries, Lukashenka believes.
“The potash scandal should become a stumbling block neither for the relations of the states nor of the presidents. You know how difficult it is to restore the relations, we cannot let them get spoiled again”, - the dictator claimed.
Lukashenka emphasized that “those, who hoped to the potash problems to undermine the relations of the two states, severely miscalculated”. “We stood and keep standing on the premise that no swindlers or crooks will be able to drive a wedge in between the two presidents and two peoples”. – he stated.
“They say: what did Lukashenka want to show?! Lukashenka showed one thing: no one is allowed to wipe their feet on us”, - the dictator specified. We are a sovereign independent state, we never create problems to our neighbors and the Russians first of all. But we will not let some separate swindlers whether from the West or the East to wipe their feet on us”, - he stated.
Uralkali is a bankrupt…
Lukashenka claimed that the OJSC Uralkali was a bankrupt and ordered the respective agencies to inform London and Moscow stock exchanges about that. The company’s shares are trade on these stock exchanges.
“There is information that they have $12 billion on the negative side of the balance, and only two on the positive. If this is true, then it turns out that the information they spread around the world was fake. Uralkali is a public company, the shares of which are sold on London and Moscow stock exchanges. Spreading fake accounting reports and information is an international fraud”, - the ruler claimed.
“I ordered the respective agencies to contact London and Moscow stock exchanges, where their shares are sold, in order to warn them about what is actually going on so we do not end up the ones to blame later”, - Lukashenka said.

Russia’s Sberbank in talks with Belaruskali about possibility of refinancing $1-billion loan.
Sberbank of Russia is in talks with Belaruskali about the possibility of refinancing a $1-billion loan owed by the Belarusian potash giant, Sberbank President German Gref told reporters in Moscow on Friday.
“We are considering the potential possibility of changing the loan repayment schedule,” Mr. Gref said. “The Belarusian side has reaffirmed its commitment to all obligations. They are temporarily in a difficult situation now because of the breakup of their alliance with Uralkali. I think the situation will gradually stabilize and they will be able to get back on track with the schedule. We are now in talks with them as to how we can change the schedule of payments.”
While staying in Minsk earlier this month, Mr. Gref noted that the loan might have to be refinanced once again, whereas Belaruskali Director General Valery Kiryyenka insisted in mid-August that his company would fully and promptly meet its obligations.

Sept 23 (Reuters) - Canadian fertilizer company Agrium Inc warned that its potash volumes are expected to be about 30 percent lower than normal in the current quarter, but raised its dividend 50 percent, saying that agriculture's longer-term fundamentals are strong.
Potash prices have slipped since mid-summer, when the biggest global producer Uralkali OAO quit its export partnership with Belaruskali and said it would seek to maximize sales volumes.
Shares of potash producers have slid sharply since then, although Agrium has lost only 4 percent, since it is more dependent on nitrogen production. Agrium stock fell 2.3 percent to $87.89 on the New York Stock Exchange in early trading Monday.
The company said wholesale nitrogen and phosphate sales volumes are expected to be down 20 and 30 percent, respectively,
and customer demand has been delayed across all three nutrients for the quarter ending in September.
Soft prices, combined with lower sales volumes, are expected to hurt third-quarter wholesale results across all the three nutrients, the company said.
Agrium said outages at its nitrogen plants reduced volumes by about 100,000 tonnes in the quarter, impacting costs.

The heads of Belarus and Russia touched on the topic of Uralkali on the sidelines of the CSTO summit.
Russian president Vladimir Putin and his Belarusian counterpart Aliaksandr Lukashenka touched on the situation of Uralklai on the sidelines of the CSTO summit in Sochi, Interfax quotes Russian president's spokesman Dmitry Peskov.
“They talked on the sidelines. They also had a short conversation yesterday and spoke today on the summit sidelines. It wasn't a long talk. The topic of Uralkali was mentioned briefly,” Peskov told journalists.
Putin and Lukashenka were not expected to have a separate meeting in Sochi.
“A face to face meeting (of Vladimir Putin and Aliaksandr Lukashenka) in Sochi is not planned, but the leaders will meet in a narrow format. Contacts during the protocol event are possible,” Russian president's aide Yuri Ushakov said on Friday.
He repeated: “No bilateral contacts between the president of Russia and Belarus are planned”.
Ushakov reminded that the CSTO summit would have several parts, including talks in narrow and extended formats as well as a reception for the heads of state.

(gh) Die China Investment Corporation (CIC), eine Vermögensverwaltungsgesellschaft der Volksrepublik China, hat 12,5 Prozent der Anteile am russischen Kali-Produzenten Uralkali erworben. Dies meldete heute die Nachrichtenagentur "Reuters" unter Berufung auf unternehmensnahe Kreise. Die CIC habe demnach ihr Wandlungsrecht für Bonds wahrgenommen, die eine Tochter des Staatsfonds bereits im November erworben hatte.
Laut "Bloomberg" waren die Wandelanleihen im November von der Wadge Holding an die Chinesen verkauft worden. Dabei handelt es sich um ein Investment-Vehikel der Oligarchen Suleiman Kerimov, Filaret Galchev und Anatoly Skurov. Nach der Wandlung des CIC-Pakets in Aktien verfügt das Milliardärs-Trio jetzt noch über 33 Prozent der Anteile am größten Kali-Produzenten der Welt.
India bags good deal in potash as cartel falls apart

The Russia-Belarus potash fertiliser cartel has broken up, bringing cheers to India, which has already begun to capitalise on it.
India contracted potash imports at $375 a tonne for August-January shipments. This translates into a huge discount of $52 a tonne on prices earlier charged by two largest potash suppliers, Uralkali of Russia and Belaruskali of Belarus.
Earlier, the contracts were at $427 a tonne for shipments round the year. The cartel then refused to cut prices. By July end Indian had already imported 1.8 million tonnes at the old price out of the total contracted 3.48 million tonnes for 2013. The remaining 1.68 million tonnes would come at the discounted price.

Die Veränderungen gingen aber auch an Uralkali nicht vorbei, schrieb Danila Yakub, Analyst bei der UBS AG in Moskau, in einer Studie vom 20. September. Demnach deuten russische Zollamtsdaten darauf hin, dass die Exporte im September im Jahresvergleich um 40 Prozent niedriger liegen.

"For BPC to reform probably makes sense for Uralkali shareholders, as long as it does maintain price discipline, because it will be able to sell potash for more and make more profit," a fund manager, and former Uralkali shareholder, told Agrimoney.com.
"But for China as a whole, it would be far better if BPC remained for ever off the map. China wants cheap potash, which it looks like getting now the cartel has been broken up."

Russian prosecutors defend Valdislav Baumgertner: Russian prosecutor general Yuri Chaika flied to Minsk yesterday. No details of the talks are known, but Vladimir Putin and Aliaksandr Lukashenka met a day before at the CSTO summit for the first time since the conflict evoked. The former head of the Russian company has been in the KGB detention facility in Minsk for almost a month. This jail is usually used for VIP prisoners and Lukashenka's political enemies, Dozhd TV channel reports.
Though Chaika's flight to Minsk ended in nothing, at least it wasn't followed by the release, sources close to the company say the problem may be solved in the near future, probably this week. Sudden silence of lawyers can be an indirect sign of it. Belarusian defenders of Baumgertner have willingly been commenting on the process for the last two weeks. But Baumgertner's lawyer Dzmitry Harachka said yesterday:
“A timeout was taken.”
Asked about the reason, he said: “No reasons. If I can say it... we just been asked not to give comments.”
wäre nun aber, zu welchen Preis die Wandelanleihe in Aktien gewandelt wurden. Das müsste ja normalerweise ein deutlich höherer Preis gewesen sein, als der aktuelle Preis. Denn zum Zeitpunkt der Ausgabe war der Kurs ja deutlich höher und ausserdem gibts ja im Normalfall bei Wandelanleihen immer einen deutlichen Aufschlag auf den aktuellen Kurse.

K+S-Konzern verlagert Forschungszentrum von Hessen nach Thüringen

Unterbreizbach (Wartburgkreis). Zwischen Heringen in Hessen und Unterbreizbach in Thüringen liegen nur wenige Kilometer. Wissenschaftler des Forschungszentrums der K+S AG müssen sie bald zurücklegen.
Der Düngemittel- und Salzproduzent K+S verlagert sein Forschungszentrum von Hessen nach Thüringen. Im südthüringischen Unterbreizbach begannen am Mittwoch die Arbeiten für ein Analytik- und Forschungszentrum, das für die gesamte Gruppe arbeiten werde, teilte der DAX-Konzern mit. In den Neubau sollen etwa 30 Millionen Euro fließen. Thüringen fördere das Projekt. Nach Fertigstellung 2015 soll die Beschäftigtenzahl auf über 90 Wissenschaftler und Techniker steigen. Derzeit hat das Forschungszentrum im nur wenige Kilometer entfernten Heringen in Hessen seinen Sitz.
Dort habe es keine Erweiterungsmöglichkeiten gegeben. Das Forschungszentrum mit derzeit 65 Beschäftigten platze "aus allen Nähten", sagte ein Sprecher der K+S AG (Kassel). Unterbreizbach, wo K+S eines von vier Werken im Werra-Revier betreibt, sei nach Prüfung verschiedener Alternativen auch im Ausland als bester Standort ermittelt worden. Damit bleibe das Forschungszentrum im Kali-Revier, in dem K+S nach eigenen Angaben 4370 Mitarbeiter beschäftigt, davon etwa 1000 auf Thüringer Seite. In Hessen war die Standortverlagerung auf Kritik gestoßen.

Kassel / Moskau. Der russische Kaliriese Uralkali bekommt einen neuen Großaktionär, und der Kasseler Konkurrent K+S muss es ausbaden: Die Nachricht vom Einstieg des chinesischen Staatsfonds CIC (Chengdong Investment Corporation) bei den Russen trieb die Anleger scharenweise aus der Aktie.

Der Kasseler K+S-Konzern hat kaum Möglichkeiten, zu reagieren.Einer Vertriebsallianz gehören die Nordhessen nicht an. Die Gesamtkosten sind mit 207 Euro pro Tonne Kaliprodukte relativ hoch. Eine schnelle Kapazitätsausweitung ist nicht möglich. Gleichzeitig gibtder Kalipreisnach. Im ersten Halbjahr verkaufte K+S die Tonne des wertvollen Düngers für durchschnittlich 309 Euro. Vor Jahresfrist waren es 26 Euro mehr.
Die Nachfrage lahmt auch deshalb, weil viele Kalikäufer weitere Preissenkungen erwarten. Sie halten sich erstmal mit Bestellungen zurück. K+S hat seine Mitarbeiter bereits auf einen Sparkurs eingestimmt. Wie dieser aussieht, will der Konzern in einigen Wochen bekanntgeben.
"Der chinesische Staatsfonds CIC stieg über eine Tochter mit 12,5 Prozent bei Uralkali ein, indem er eine Wandelanleihe in Aktien des russischen Konzerns umtauschte.
