China has been the developing world's leading recipient of inward foreign direct investment (IFDI) since 1992 and has consistently ranked in the top five IFDI destinations (developed or developing) over the past three years. Last year, China's IFDI hit a record $105.7 billion. China's accumulated $1.0574 trillion of IFDI entails investment in tens of thousands of projects in sectors as diverse as automobiles, banking, electronics, real estate and textiles.

Railway projects move at slow speed

BEIJING - A number of high-speed railway projects slated to open this year will have their big day postponed to next year or later, railway construction companies said.
A 200 km/h railway between Hefei and Bengbu in East China's Anhui province was set to be ready for operation by Nov 20 this year, but its debut has been postponed to next year, said an official with China Railway 4th Group Co Limited, insisting on anonymity.
"Work on the project is still on ... but on a small scale, not in full swing," he said.
A publicity official with the company said that the tracks could not be completely laid because of a money crunch that the railways ministry faces.
"According to the contracts, the rails we lay out are provided by the project company established by the ministry. But it failed to provide the rails to us on time. That's why we still have not finished laying the tracks," she said.

Bundeskanzlerin Angela Merkel (CDU) will eine schnelle Änderung der EU-Verträge. Wie der Spiegel berichtet, drängt das Kanzleramt darauf, einen EU-Reformkonvent zur Änderung der europäischen Verträge möglichst bis zum Ende nächsten Jahres abzuschließen. Unionsfraktionschef Volker Kauder unterstütze die Pläne.

Merkel strebt eine stärkere Harmonisierung der Wirtschafts- und Finanzpolitik in Europa sowie eine strengere Ahndung von Verstößen gegen den Stabilitätspakt an. Dies würde eine Änderung der EU-Verträge nötig machen.

Yet the Egyptian government hopes that, together with solar and thermal power, wind energy will cover 20 per cent of all domestic electricity demand by 2020. Wind turbines will provide 12 per cent of all alternative energy, said Prof Osman, as the government is looking to capitalise on its vast potential.
"The wind conditions in Egypt are among the best in the world," said Stefan Gsänger, the secretary general of the World Wind Energy Association, which organised the Cairo conference.

Carbon bandwagon rolls Down Under
The Australian government was last week crowing over a major political and moral victory.
After years of wrangling and political havoc over climate change, parliament voted to bring in a carbon price designed to penalise the biggest polluters and reward its cleanest industries.
It is the first step in a move towards trading carbon permits, a system already running in Europe, known as an emissions-trading scheme.
