MS Ups China Mobile To Overweight Vs Equalweight

Morgan Stanley upgrades China Mobile to Overweight from Equalweight to reflect stock's attractive valuation at 10X 2009E P/E (8X P/E after removing US$32 billion cash from its books, marking 20% discount to Asia wireless sector average).

Notes company confirmed parent may buy more shares if stock price drops below "the company's value;" adds, capex has already peaked despite company's continued focus on rural expansion.

Tips management's share buyback plan will be clear confidence boost, and comment about capex having peaked suggests limited upside risk on capex and upside to free cash flow in next two to three years.

Keeps stock target at HK$80.00.

3G spending to hit 280b yuan in next 2 years

China's 3G technology is displayed at an international telecom technology expo in Beijing, Oct 25, 2008. China's three telecom operators are expected to pour 280 billion yuan ($40.96 billion) into third generation (3G) mobile phone network infrastructure projects in the next two years. [Asianewsphoto]
China's three telecom operators are expected to pour 280 billion yuan ($40.96 billion) into third generation (3G) mobile phone network infrastructure projects in the next two years, the country's top telecom regulator said on Friday.

The country's telecom business volume and revenue is expected to increase 15 percent and 6 percent respectively next year, Li Yizhong, minister of Industry and Information Technology said at a national work conference on Dec 19.
At least 200 billion yuan will be spent on 3G-related projects in the next year alone, Li said last week.

The government will issue the long-awaited 3G license by the end of this year or early next year, Li said at a press conference last week.

Under the plan, China's biggest mobile phone carrier China Mobile will get a license for TD-SCDMA, a 3G system based on homegrown technology.

China Unicom, the smaller operator, will operate a WCDMA network, while China Telecom, until now a fixed-line telecoms operator, will get a license for CDMA 2000 technology.

hina Wednesday officially awarded the long-awaited licenses for third generation (3G) mobile networks to three telephone operators, paving the way for investments of around 280 billion yuan in network upgradation and expansion over the next two years.

China Mobile got a license to deploy 3G networks based on TD-SCDMA, a home-grown 3G standard. Smaller rivals China Unicom and China Telecom were granted licenses for WCDMA and CDMA2000 respectively.

The Chinese government expects the new telecom investments after the 3G licensing to help stimulate the country's slowing economy.

Li Yizhong, minister of industry and information technology, said at an earlier industry conference in December that China would spend 280 billion yuan on 3G networks in 2008 and 2009.

Chen Jinqiao, deputy chief engineer from China Academy of Telecommunication Research under MIIT (Ministry of Industry and Information Technology), estimated the 3G network construction to attract investments of 1.8 to 2 trillion yuan from related sectors.

Enabling faster data transmission, 3G networks allow cell phone users to make video calls and watch TV programs.

However, 3G licensing in the country has long been postponed due to the government's support of TD-SCDMA, which was believed less mature than its foreign rivals WCDMA and CDMA2000.

Last year, China Mobile launched construction in China's major cities of the pre-commercial TD-SCDMA network, which provided 3G services during the Beijing Olympic Games.

China International Capital Corporation Limited, a Chinese investment bank, said in a report that China Mobile may invest 25 billion yuan into TD-SCDMA in 2009, while China Telecom and China Unicom would invest 50 billion and 60 billion yuan into CDMA2000 and WCDMA respectively.

It estimated subsidies for 3G mobile phones to be around 38 billion yuan.

According to an online survey by Sina.com, China's largest portal website, 65 percent of the nearly 158,000 respondents will try 3G service as long as it is available.

But only about 47 percent said they would adopt China Mobile's 3G services, compared with 31 percent and 22 percent of users who choose China Unicom and China Telecom instead.

Analysys International, a domestic research firm, said 3G business would not see an explosive growth in China in 2009, as telecom carriers need time for network construction and upgrades.

The investments in 3G networks are expected to benefit domestic telecom equipment makers like Huawei Technologies and ZTE Corp as well as foreign firms like Ericsson, Alcatel-Lucent and Nokia Siemens Networks.

But foreign telecom equipment makers' total share in China's 3G market may amount to less than 50 percent, down from their dominating posit

China Mobile, together with two local operators, have acquired wireless broadband licences in Hong Kong for a combined HK$1.54 billion ($198 million), the city's telecom regulator said on Jan 22.

China Mobile, the world's largest mobile operator by subscribers, won the license for HK$494.7 million ($63.3 million). The local operators are CSL New World Mobility and Genius Brand, which is a joint venture of a joint venture of PCCW and Hutchison Telephone Company.

Hong Kong now has 17 mobile operators, which are more willing to introduce new technology given the fierce competition. China Mobile hasn’t said what services it will offer under the licence, but analysts say the mobile operator could use the frequency band to deploy its TD-SCDMA service in Hong Kong.

China Mobile, China Telecom and China Unicom recently won the approval to launch 3G services on the mainland. Industry insiders said the three operators will only need to pay a nominal fee for using the frequency bands, rather than a substantial license fee as in other countries.

Value-added business grew strongly, continuing to increase its contribution to total revenue. The gradual changes to the tariff structure drove the increase in voice usage volume, which contributed to the steady growth of operating revenue. As at 31 December 2008, the Group's total voice usage volume was 2,441.31 billion minutes and the average minutes of usage per user per month (MOU) was 492 minutes. Chinese telecommunications operator China Mobile has announced plans to invest CNY20 million in Guangxi in the next three years to realize TD-SCDMA network coverage in all prefecture-level cities in the region.

China Mobile revealed that its investment in 2009 will be over CNY5 billion.

Under the cooperative framework agreement signed by China Mobile and the government of the Guangxi Autonomous Region, China Mobile will fully support Guangxi's construction of information technology as well as the development of its information industry. During the next three years, China Mobile will promote its cooperative partners' building of manufacturing bases and research centers in Guangxi to create 100,000 jobs for the region and to stimulate annual market demands of CNY4 billion. In return, the Guangxi government said it will support China Mobile's strategic transition and business development.

The two parties will also implement in-depth cooperation on TD-SCDMA construction and application, e-government project, and information construction in rural areas.

Prior to this, China Mobile signed similar agreements with Henan, Jiangsu, Sichuan, and Hubei.

Was sagt ihr dazu?
