Dubai sucht nach Alternativen zu den Öleinnahmen und investiert ins Transportgeschäft. Nach der Übernahme des britischen Hafenkonzerns P&O gehört das Emirat zur Weltspitze unter den See-Logistikern. Doch vor allem in den USA stößt der Expansionskurs auf Widerstand.
Hamburg - Im US-Kongress gilt Pete King als Mann der klaren Worte. Das bewies der Abgeordnete des Staates New York jüngst einmal mehr. " Ich werde so hart wie noch nie für diesen Gesetzentwurf kämpfen" , polterte der Republikaner Anfang der Woche - und unternahm damit eine Frontalattacke gegen seinen eigenen Präsidenten, George W. Bush.

US-Hafen: Politiker attackieren Dubai-Deal
Pete King gehört zur jener Koalition aus republikanischen und demokratischen Politikern, die sich in Amerika derzeit gegen die Übernahme von sechs US-Häfen durch den Staatskonzern DP World aus Dubai stemmt. Die Container-Brücken und Kais in New York, New Jersey, Baltimore, New Orleans, Miami und Philadelphia gehörten bislang dem Hafenbetreiber P&O. Vergangene Woche stimmten die Aktionäre des britischen Traditionsunternehmens allerdings mehrheitlich für den Verkauf an Dubai. Für 5,8 Milliarden Euro übernehmen die Scheichs aus dem zu den Vereinigten Arabischen Emiraten gehörenden Kleinstaat nun die P&O-Aktivitäten.
Seither tobt in Amerika eine politische Abwehrschlacht, die wohl auch ihren Grund in den im November anstehenden Kongresswahlen hat. Zwar hat DP World als künftiger Betreiber der Liegeplätze die Auflagen für eine Übernahme, darunter eine Sicherheitsüberprüfung, erfüllt. King und andere US-Politiker sehen ihre Nation dennoch bedroht, wenn ein Unternehmen aus dem arabischen Raum die Häfen kontrolliert. Einige der Attentäter vom 11. September, heißt es, hätten die Vereinigten Arabischen Emirate als Basis für ihre Aktivitäten genutzt. Auch weisen Kritiker darauf hin, dass der Zwergstaat als Umschlagplatz beim Schmuggel atomarer Komponenten von Pakistan nach Nordkorea, Libyen und Iran diente.
" Wenn die Regierung dieses Vorhaben nicht aufhalten kann, werde ich ein Gesetz einbringen um sicherzustellen, dass das Geschäft auf Eis gelegt wird" , erklärte der republikanische Mehrheitsführer im Senat, Bill Frist. Die amerikanische Regierung weist die Vorwürfe zurück. Im Weißen Haus fürchtet man um die Gunst eines engen Verbündeten. Der Betrieb von sechs US-Großhäfen durch das Unternehmen aus den Vereinigten Arabischen Emiraten stelle kein Sicherheitsrisiko für die USA dar, sagte US-Präsident Bush. Vor Journalisten kündigte er in einer ersten Reaktion sogar an, notfalls sein Veto gegen Gesetzentwürfe zur Blockade der Transaktion einzulegen. Tatsächlich verbleibt die Zollkontrolle unter amerikanischer Aufsicht.

fight for control of overhead bins, pushing, shoving, hoisting and
heaving huge, overstuffed bags into too little space which leads to

The carry-on issue has been an ongoing problem since November 1998
when the Association of Flight Attendants filed a petition with the
Federal Aviation Administration. The union wanted the FAA to set and
enforce a maximum size for carry-ons. The FAA said no.
"Our Coalition and its members have the will and leadership to
take control of the luggage issues. The pioneers at this time are the
European discount airlines. The have started charging for checked-in
luggage: and, I would expect that soon they will attack the carry-on
problems. There is hope that Congress and the Administration will
debate innovative solutions," said Harvey Abelson, Coalition Director.
At recent hearings on Dec. 12, 2005, U.S. Sen. Ted Stevens,
R-Alaska, the Chairman of the Senate Commerce Committee asked TSA
Administrator Kip Hawley, "Why don't we give an incentive to people
not to carry stuff on board planes?" Hawley replied, "That's, I think,
an excellent idea, and it's something that we're exploring."
