LANDOWNERS of the Bougainville Copper Mine have called on the government for the Bougainville Copper Agreement (BCA) Act 1969 to be repealed.

Panguna Landowners Association (PLA) stated that if Panguna Mine is to be re-opened, this has to be negotiated under a totally new agreement  (find out below!).

The landowner executives have consulted with their lawyers and the legal opinion is that, the landowners cannot participate in the BCA review as they were never a party to that agreement. The same goes for the Autonomous Bougainville Government (ABG).

The matter has been discussed in length by the six Panguna mine Lease Executives with the President and his Bougainville Executive Council Ministers over the past year.

They said that if Bougainville Copper Limited (BCL) and the National Government want to talk about re-opening the Panguna mine with them, then the whole BCA Act must be repealed.

However, both the government and BCL must first agree to re-open the mine, they said.

They have called on the Bougainvillean MPs to bring to the attention of parliament through the Prime Minister and the Mining Minister that BCL and the National Government must first agree to repeal the BCA Act if they want ABG and the Panguna Landowners to come to a negotiation table to discuss the re-opening of the mine.

As per the old BCA, Landowners received an average of K340,000 per annum in the period 1972 to 1989. As per the New Deal Landowners will receive a whopping K685 Million per annum, an increase of 2016 times. The ABG will receive benefits of K1103 million per annum compared with K6.37 million per annum between 1972-89, a rise of 173 times on a higher base.

Laut Old Bca wurden zwischen 1972-89 bei voller Kapazität :

105,65 MILLIONEN USD (durschnittlich) an die versch. Gruppen verteilt.

Laut New Bca oder New Deal sollen bei voller Kapazität :

2 Milliarden 105 Milionen verteilt werden --jährlich

Wie bekomm ich das Zusammen.?Klar sind Faktoren wie :Verbesserter und kostengünstiger Abbau, Rohstoffpreise stark gestiegen ....

MRA wants to see reactivation plans for mining on Bougainville

MINERAL Resources Authority (MRA) managing director Kepas Wali has welcomed Bougainville Copper Ltd’s call for co-operation among stakeholders in the planned re-activation of exploration and mining on Bougainville.
“The Mineral Resources Authority is set to promote mining as a way to generate jobs, training and prosperity for all Papua New Guineans.
“If the people of Bougainville express the wish to have mining again as an income stream, then the MRA would be pleased to see all parties come up with a re-activation plan that is mutually acceptable and economically achievable,” Mr Wali said.
The call by BCL was made by chairman Peter Taylor who, at the recent meeting with stakeholders, told them that a high degree of consensus by all the key stakeholders was highly desirable.
“I believe the new and now operational Mineral Resources Authority is the right vehicle to act as the independent champion of this process,” Mr Taylor said.
BCL has some K200 million in its readily convertible share portfolio, providing the flexibility to start feasibility studies and other work, aimed at achieving a return to exploration and profitable mining in PNG.
As one of the first steps in a three-year plan, BCL had agreed to engage with the National Government and Bougainville stakeholders in a “review and renegotiation” of the Bougainville Copper Agreement.
Existing legislation had been outdated by the events of 1989, and by the emergence of the Autonomous Bougainville Government and its request to draw down mining rights currently administered by the National Government.
Also critical are the pragmatic issues of landowner compensation, equity participation, profit sharing and environmental management of any new or reestablished operations.
Meanwhile, BCL has re-asserted its claim to be the sole operator of the Panguna ore body.
“I wish to reassure shareholders that Special Mining Lease No 1 over the Panguna mine area and associated leases, including seven adjacent exploration licences, are held in good standing solely by BCL.
“They are the only tenements for exploration or mining current on Bougainville,” Mr Taylor said.

Unterstützung bekamen die Notierungen zuletzt auch von der Veröffentlichung der jüngsten Daten der International Copper Study Group, die zeigten, dass der Kupfermarkt in den ersten zehn Monaten des Jahres 2011 ein Defizit von 296.000 Tonnen ausgewiesen hatte, wie der Credit-Suisse-Rohstoffanalyst Tobias Merath im heutigen „Research Daily – Rohstoffe“ schreibt.

A group of men has seized and replaced the head of the Papua New Guinea defence force in what is believed to be linked to the power struggle between two senior politicians.

The Australian Broadcasting Corporation says 12 to 20 men raided the military headquarters at Murray Barracks in the early hours of the morning.

They put Brigadier General Francis Agwi under house arrest and replaced him with a new commander, Yaura Sasa.

The action comes a day after the veteran politician, Sir Michael Somare, reiterated that he is the legitimate prime minister despite key institutions siding with Peter O’Neill who took control last August.

1740 The man  claiming to be the new commander of Papua New Guinea’s Defence Force,  retired Col Yauara Sasa [pictured] denies he conducted a mutiny this  morning. “It looks as though it’s a military coup but it is not a  military coup. I’m restoring, I’m intervening to restore the  constitution and that means all - that is also the public servants,  heads of the departments, statutory bodies and institutions - comply  with what (the court has decided). The court has made its decision but  nobody seems to be adhering to the court decisions. So what does that  mean: the court has no powers now?”

............dürfte sich Somare wohl endgültig für jede politische Position in aller Zukunft disqualifiziert haben.

Stellt sich die Frage ob der Alte bloss senil geworden ist,oder ob ihm schon die Schlinge um den Hals liegt angesichts der manigfaltigen Koruptionsermittlungen gegen seinen Clan.Möglich auch dass er von seinem bescheuerten  Söhnchen,zu dem Joke angestiftet wurde dem eine Anklage wegen Mord(versuch?) u. dem Verschwindenlassens von 80 Mill. AUD bevorsteht. Ohne Mandat ist auch die Immunität flöten u. es ist ungewiss ob Junior es in den für Juni terminierten Präsidentschaftswahlen schafft wieder ein Pöstchen zu ergattern.

Bei den Somares scheint es bei den Wahlen also um Alles oder Nichts zu gehen, da sind in den nächsten Monaten von denen noch diverse Winkelzüge zu erwarten.

Aber das kann die Alt(en;-)))-Investoren auch nicht mehr vom Hocker reissen, wie auch der heutige Kurs gezeigt hat.Incl. Tradegate wurden heute 141k gehandelt, da haben wohl ausschliesslich "Unexpecded-Experten" zugegriffen ;-))))))

wichtiger, bis Juni auf der Lauer zu liegen. Noch mal 100k bei unter 0,50 zu greifen, würde schmecken. Die kann man zur Not auch bei 0,60 wieder verkaufen...
