As the new mobile network will be required to provide coverage across the entire country, Rakuten has mobilized partners and its employee base to rapidly secure sites to build out the radio access network, as well as signing an agreement with KDDI Corporation to provide roaming services during its own infrastructure construction period. Nevertheless, there has been speculation about the ambitious schedule and budget Rakuten has proposed for rolling out its plans.
“How could you do this? It is not possible to build a network in only 12 months without a significant capex investment,” posed Amin during his presentation. “It is possible because we are deploying a very different architecture and leveraging Rakuten IT skills as a leading tech company.”

Tokyo, January 23, 2019 – Rakuten Mobile Network, Inc. today announced that it has received blanket licenses[1] for 4th generation mobile telecommunications systems radio stations[2] using the 1.7 GHz frequency band from the Kanto Bureau of Telecommunications of the Ministry of Internal Affairs and Communications (MIC), the Tokai Bureau of Telecommunications and the Kinki Bureau of Telecommunications.
By acquiring the blanket licenses, Rakuten Mobile Network has become able to transmit radio waves from its base stations. Rakuten Mobile Network will proceed with the construction of its base stations and network while making preparations to acquire radio station licenses for other regions, with the aim of launching its service as a Mobile Network Operator (MNO) in October 2019.
The blanket license allows the receiver to establish multiple radio stations of a similar type with one license, rather than requiring a license for each individual radio station.

RAKUTEN IS BUILDING THE WORLDS FIRST END-TO-END CLOUD-NATIVE MOBILE NETWORK
18 January 2019
Rakuten will soon become the first new mobile network operator (MNO) to launch in Japan in over a decade. Rakuten Mobile Network CTO Tareq Amin explains for the first time the revolutionary approach that his team is taking to build Japan’s fourth major network.
“The journey that we are embarking on in Japan will enable a complete transformation in the telecom infrastructure buildout,” Amin explained. “We are building the world’s first end-to-end fully virtualized cloud-native network!!”
As the new mobile network will be required to provide coverage across the entire country, Rakuten has mobilized partners like Mavenir to rapidly build out the radio access network and deploy 'true' 5G services as an integral part of Rakuten’s mobile journey.

The company believes the top-line result for the year through December, up from 944.4 billion yen in 2017, owes to its success combining its mainline e-commerce business with new areas, including consumer credit and banking, and tourism.
If its sales top the 1 trillion yen mark, Rakuten will become the first Japanese company started from scratch after 1990 to achieve the feat.
The company's consolidated operating income for 2018 is forecast to rise about 20% on the year to more than 170 billion yen, according to International Financial Reporting Standards, setting a record for the second consecutive year.
