Oracle Communications has landed itself a plumb role at Rakuten Mobile, which is deploying the vendor’s cloud-native converged policy control and charging software to support its 4G and 5G services. Oracle’s Converged Policy and Cloud Scale Charging business support solutions will run on the Japanese mobile network operator’s Symcloud cloud native platform and help Rakuten Mobile to run an “automated, high-performance architecture that easily scales to support consumer and business use cases across industries.” The vendor’s products are also in line to be added to the Symworld Marketplace, the cloud-based repository of networking functions that Rakuten Symphony (Rakuten Mobile’s Open RAN vendor offshoot) is offering to other network operators around the world.

During 2023, there are clear signs of further improvements in Rakuten’s experience. Packet loss has been improving on both 4G and 5G. Looking at 4G, the “on-net” percentage has fallen from 3.5% in January to just 2.6% in June, which is below the average of the three established operators (2.8%). On 5G, packet loss has also improved during 2023, falling from 3.3% in February to 2.2% in June. Rakuten’s latency is also very competitive — especially on 4G.
Rakuten’s experience has both global and Japanese implications
Rakuten is a highly influential operator because of its new-build O-RAN network and its aspirations to sell its expertise with these new infrastructure technologies to international operators via Rakuten Symphony. Globally, Rakuten has deals with 1&1, Dish, MTN, VirginMedia O2, Zain, Salam, and Axiata among others.
Rakuten’s international agreements means the experience on Rakuten’s Japanese network is of wide global interest as well as being important for the competitive balance inside Japan against NTT docomo, KDDI au and SoftBank. The integration of Non-Terrestrial Networks (NTN) connectivity into the 5G cellular ecosystem, as introduced in 3GPP Release-17, has paved the way for the growing convergence of satellite technology and cellular smartphones. According to ABI Research, the NTN-Mobile segment has the potential to reach a market value of at least $18 billion, with up to 200 million connections by 2031.
For instance, T-Mobile, an American MNO, has partnered with satellite operator SpaceX/Starlink to provide satellite-to-mobile connectivity services. Additionally, satellite operators AST SpaceMobile and Lynk have established alliances with MNOs such as Vodafone, Rakuten Mobile, AT&T, Bell Canada, MTN Group, Orange, Zain KSA, Saudi Telecom Company (STC), and Telefónica.

„1&1 baut Europas modernstes 5G-Netz“: 1&1 erzielt mit GvW Erfolg vor OLG Koblenz
1&1 darf sein im Aufbau befindliches Mobilfunknetz weiter als das modernste 5G-Netz in Europa bezeichnen. Dies hat das OLG Koblenz in seinem Urteil vom 18. Juli 2023 entschieden (Az: 9 U 432/23). Damit hat das Gericht der GvW-Mandantin 1&1 – wie bereits die Vorinstanz (mehr) – in dem zentralen Punkt Recht gegeben.
Die Deutsche Telekom hatte als Berufungsklägerin u.a. darauf abgezielt, 1&1 den Werbeslogan „1&1 baut Europas modernstes 5G-Netz“ auf Basis der neuartigen Open-RAN-Technologie gerichtlich verbieten zu lassen. Diesen Antrag haben die Koblenzer Richter nun auch in der zweiten Instanz abgewiesen. Das Urteil erlaubt dem Telekommunikationsanbieter aus Montabaur, für sich in Anspruch nehmen zu dürfen, beim Bau des Mobilfunknetzes europaweit als erster und einziger Netzbetreiber vollständig auf die innovative Open-RAN-Technologie zu setzen.
Die Open-RAN-Technologie ist eine cloudbasierte Technologie, mit der über standardisierte Schnittstellen Komponenten verschiedener Herstellerinnen und Hersteller für ein innovatives und leistungsstarkes Netz kombiniert werden können.

The extent of Rakuten’s access network has been improving. During 2021 and 2022 the proportion of readings Opensignal saw that were “on-net” rather than national roaming increased dramatically from just over half (55.7%) in Q1 2021 to now represent almost all measurements (94.1% in Q2 2023). This means the better “on-net” experience is available for considerably more of the time which helps to explain the marked improvement in Rakuten’s overall mobile network experience because the 4G experience is better “on-net” and also 5G technology is available too.
Rakuten users also see much less time without a mobile network signal now. Japan has a very low score for No signal compared with global markets. However, Rakuten has still focused on improving its competitive No signal score. In Q2 2022, Rakuten users spent 1.68% of time without a cellular signal, but this fell to just 0.91% in the first quarter of 2023.

Rakuten France's e-commerce platform has been enhanced through a partnership with leading global retailer Carrefour, which operates over 12,000 stores in over 30 countries. The partnership was announced in a keynote by Rakuten France CEO Fabien Versavau and Elodie Perthuisot of Carrefour Group at the One to One Monaco retail conference. The collaboration began with Carrefour opening a new online store on the Rakuten France marketplace, and its effect is already spreading to the wider Rakuten Ecosystem, with Rakuten TV announcing a partnership in May with Carrefour Spain.
