Wenn wir als ESBC die Einladung zur Teilnahme bekommen UND die anderen Parteien ihr Erscheinen zusagen will ich auf jeden Fall mit Axel hinfliegen.Wenn du u. evtl. noch andere mitfliegen wollen seid ihr natürlich herzlich eingeladen,zumal die Reise sich wunderbar mit einem anschliessenden Urlaub verbinden lässt.Z.B. auf B' ville.Wie man hier sehen kann,haben die 2 die Insel dieses Jahr besucht u. sehr schöne Fotos veröffentlicht.

Ich würde im Anschluss noch 1-3 Wochen französisch Polynesien dranhängen,zum einen weil ich da noch nicht war,2 weil mir das französische von der Sprache einfach besser liegt,da fühle ich mich dann fast wie zuhause. ;-))))))))))

Eine solche Gelegenheit alle am Entscheidungsprozess Beteiligte kennenzulernen gibt es wohl kein zweites Mal.Wenn als Ergebnis dieser Rundtischgespräche der Beginn konkreter Verhandlungen zur Wiedereröffnung stünden,so wäre die dann zwingende BCL Meldung darüber an die ASX bestimmt für einen grösseren Kurssprung gut,denn spätestens dann dürften auch die Aussies aufwachen.;-)))))))))))))))))))))

Natürlich besteht auch die Möglichkeit dass es bei der ABG Sitzung nächste Woche schon zu einer positiven Abstimmung über das von Lawrence vorgelegte "Landowners Proposal" kommt.

Einladung hört sich immer gut an, da sind wir natürlich dabei. Wird die Reise dann für alle Mitreisenden von den ESBC bezahlt oder aus Deiner Tasche?
Visum gibt es meines Wissens direkt bei der Einreise, Impfungen sind nicht vorgeschrieben, lediglich Malaria-Prophylaxe ist empfehlenswert oder?

By the way, hotel accommodation is becoming more and more scarce in POM and it's advisable to make reservations well in advance of travel. The new LPG (Gas) Project with Exxon has created another hype of activity in travel to PNG in addition to the mining boom travellers to the country.

bei Meister Axel bin ich ja in Ungnade gefallen, was allerdings nicht hätte sein müssen, wenn er (Du) mein Posting wirklich aufmerksam gelesen hätte(st),

sei es darum,

No tender board, contracts awry

Dieser Artikel könnte der erste Fingerzeig auf die Illegalität des Invincible Deals sein ;-)))))))

BOUGAINVILLE has no tender board which has resulted in contractors awarded contracts for development projects facing problems.
This is also because there is a breakdown in communication from those in authority in the region and it should be restored.
According to chairman of the Bougainville Restoration and Development Authority Sam Tulo earlier on this month when interviewed by Radio Bougainville, there is no tender board in the Autonomous Region.
Mr Tulo said he read in the newspaper earlier the Central Tenders Board in Papua New Guinea had made it clear that there was non existent of the tenders board in the region.
“The tender board should be legally established so that companies or contractors can bid in tenders,” he said.
Mr Tulo said he did not know what procedures had been used to award contracts of the development projects (road) in the region of Bougainville.
A tender board should be established legally to avoid contracts getting into trouble.
If there was a tender board, then it would screen the contractors who bid in the tenders.
Mr Tulo said “we have to be very careful and if contracts are in trouble now then the law only can settle it’’.
Meanwhile, an example of having no tender board in the region to proper screen contractors is the result of public raising complaints about the condition of the Karola to Gagan road on the west coast of Buka.
This has led, allegedly to a man dying on the way to Gagan health centre while being carried on a bamboo stretcher earlier this month.
People there are questioning those responsible in maintaining their road.

Selecting new Bougainville leader 'will take time'

As mourning for Bougainville's president Joseph Kabui is nearing completion the province's leaders are now turning their attention to a possible successor to Mr Kabui. The Bougainville Executive Council will meet next week where the subject is likely to be discussed. The process is expected to be lengthy and could require changes in the constitution.

What is Bougainville Blue about? It’s about Bougainville. It’s about a ‘blue’ – Australian
slang for a fight. It’s about the beauty of Bougainville and its flora and fauna. It’s about the destruction which is a byproduct of ‘modernisation’. It’s a novel but, it also will enlighten the
reader about the true happenings regarding the Panguna Mine. It was closed by a ragtag militia bent on reclaiming their land.
The author lived in Bougainville for 15 years and saw the Bougainville Revolutionary Army come into being. He observed the rise and fall of Australian rule in Bougainville. He watched the ‘blue’ take place.

I discovered the book while reading an interesting blog about the building of an enormous dugout canoe. I saw a tiny note about an unpublished novel at the bottom of the blog. Check out the author, Brian Darcey’s, journal at www.briandarcey.blogspot.com for a fascinating read.

I met the author and liked his manuscript - ‘Sankamap’ - and decided to publish it. Using my years of experience writing and getting published and two years research of the book publishing industry I set about turning the book into a marketable novel. The author, Brian Darcey has done a stellar job, putting into practise most of the revisions suggested - including restructuring to make the first chapter more intriguing.

‘Sankamap’ has become ‘Bougainville Blue’. It’s a page-turner, it’s fast-paced and it’s informative. So, what really DID happen on Bougainville, which caused the destruction of a huge, productive open cut mine? There was a beautiful island. There was a mine. Someone got hold of some guns. The rest is history. That history is outlined in the book Bougainville Blue, (though it’s a novel) - which is an eyewitness account of the ‘blue’. You’ll have to buy the book to read about it.

Do you want to become a published author? I am, right now, accepting stories of Bougainville. These will go on the website. It is hoped there will be enough good stories collected to create an anthology. The stories can be fact, fiction or faction. Refer to the guidelines page for more information.

wenn also „ alle vor der definitiven Übertragung der Miningpower-Rechte geschlossenen Verträge wohl illegal sein dürften“ (sinngemäßes Zitat von nekro, ich hoffe, es ist so gestattet),

welche rechtliche Bedeutung hätte - zum jetzigen Zeitpunkt - denn dann eine Abstimmung des ABG über das neue "Landowners Proposal",

symbolisch und perspektivisch sicher enorm wichtig, aber rechtlich wohl ebenso keine wie der Invincible-Deal, sonst würde man ja mit zweierlei Maß messen  

Nach meiner Meinung sind "Vertrag" und "Abstimmung" zwei verschiedene Dinge und nicht miteinander gleichzusetzen.
Ein Vertrag ist eine zwischen mehreren Vertragspartnern geschlossene Übereinkunft, wohingegen es sich bei einer Abstimmung um eine Entscheidung oder Stellungnahme über irgendwelche Vorschläge handelt, was allerdings rechtlich (noch) keinen Vertragscharakter hat.  

zum neuen BCA (Bougainville Copper Agreement) dienen,ist also von einem Vertrag noch weit entfernt.

Sehr lustig ist die Erklärung zu den Machtverhältnissen im ABG.

In #1334 wird die Grösse des ABG mit 40 Mitgliedern angegeben,wohingegen L. ein Abstimmungsergebnis von 29/13 bei dem geplanten Misstrauensvotum gegen Kabui prognostizierte.Die Differenz rührt daher "dass es noch 2 Personen gibt,die zwar keine Miglieder des ABG sind,aber trotzdem etwas zu sagen haben" Da diese unterschiedlichen Parteien angehören heben sich ihre Stimmen jeweils gegenseitig auf,was also ein reelles Ergebnis von 28/12 gegen Kabui und den Invincible Deal bedeutet hätte.

Die jetzigen Machtverhältnisse stellen sich wie folgt:

Kabuis Congress Partei 26 Mitglieder,von denen wohl 14 gegen Kabui gestimmt hätten.

Von der Pro Kabui Fraktion sollen 8 in die engere Wahl zum neuen Präsidenten kommen.(Falls nicht der Vize bis zum nächsten Wahltermin die Amtsgeschäfte führt)

With all the controversy about the Invincible deal I believe we really do need a by election for President. If it is left up to the cabinet they will continue with the BRDC without consultation. The by election would act as a kind of referedum on the issue and could even be put on the ballot paper as a  referendum question.

Kabui laid to rest

BOUGAINVILLE’S pioneer President Joseph Kabui was finally laid to rest at his wife’s village Tadorima in the Bana District of the Autonomous Region of Bougainville.
Mr Kabui was buried last Friday witnessed by thousands of Bougainvilleans and dignitaries who came from around the country and abroad.
The late president was described by many speakers as a humble person and someone who had time for everyone he met.
Mr Kabui’s casket arrived at the Aropa airport last Friday in a chartered Solomon Airlines aircraft.
His body stayed for two nights in the former Bougwas carried to the former mining township of Panguna where it stayed for a night.
On Monday, his body was taken to his village Kabaronau where his elder brother Martin Miriori was among speakers at his funeral service.
Mr Miriori, who also made his first visit to his village after many years, said his brother spent most of his life serving Bougainville and always wanted the best for the people of the island.
He said his brother would be missed by many who knew him for his humble personality.
On Tuesday, the casket was carried down to Tadorima village where it stayed for three nights for the people of South Bougainville to pay their last respects.
Many people who spoke at the funeral service said the Mr Kabui lived under immense pressure from all corners of Bougainville and in the House of Representatives for the many decisions he made.
They said despite criticisms against him, Mr Kabui showed a brave face and met with most of the people who criticised him.
He was laid to rest in a grave specially built by the Works division of the Autonomous Bougainville Government.

PNG Government advised ensuring wealth evenly spread likely to deter crime

The Papua New Guinea Institute of National Affairs says buying guns back from people to try to cut soaring levels of crime is a simplistic approach to a complex issue.
The PNG Police Minister, Sani Rambi, says too many illegal guns are in the hands of the wrong people and he intends initiating a buy back programme..
But Paul Barker, the executive director of the INA, says this will not get to the bottom of the problem with criminals easily able to replace these surrendered weapons.
He says a similar scheme in Bougainville had limited success.
Mr Barker says the real need is for Government to create opportunities for people to participate in the economy.
“So the benefits of the economic growth that we are experiencing now, are not lost in small enclaves but that there are more opportunities for ordinary people to make a reasonable living out of agriculture, and out of a more broad based employment generation and income earning opportunities.”

Bougainville leader supports mining authority

BOUGAINVILLEAN leader Robert Sawa House has criticised claims the Mineral Resources Authority is operating illegally.
Mr Sawa, the member for Hagogohe in the Autonomous Bougainville Government said: “These attacks on the integrity of MRA continue to obscure the intent of the 15-stage transfer of mining, oil and gas functions and powers from the National Government to the ABG and the Bougainville Resources Develop-ment Corporation (BRDC).”
Mr Sawa said issues relating to BRDC had far-reaching implications on Bougainville’s future.
