BEIJING (XFN-ASIA) - PetroChina Co Ltd (HK 0857), the country's largest oil and gas producer, has started building a liquefied natural gas (LNG) project in Dalian, in northeastern China's Liaoning province, the Dalian Daily reported.
The project includes an LNG terminal, a wharf and a gas pipeline, and will involve a total investment of over 10 bln yuan, the paper said.
Of the total, the LNG terminal will require investment of 6.86 bln yuan. It has initial receiving capacity of 3 mln tons per year.
Phase II of the terminal is expected to boost the receiving capacity to 6 mln tons per year.
No details were provided on bringing the project into operation.
Earlier this month, Royal Dutch Shell PLC signed a binding agreement to supply liquefied natural gas from the Gorgon field in Australia to PetroChina International Co Ltd.
At the same time, Australia's leading oil and gas company Woodside Petroleum also reached an agreement to supply PetroChina with LNG from its Browse gas field off the coast of Western Australia, in a deal worth 35-45 bln aud.
PetroChina also plans to build LNG terminals in eastern China's Jiangsu province and Caofeidian in northern China's Hebei province.

In a move to reflect the importance of mainland companies in Hong Kong's capital market, oil giant PetroChina (0857) and coal producer China Shenhua (1088) are widely expected to become Hang Seng Index constituent stocks on December 10 following the HSI's quarterly review next month.
PetroChina and Shenhua would fill two of the 10 vacancies on the index, which is capped at 50 stocks.
ICEA Securities Asia said on Friday that property developer China Overseas Land (0686) and Aluminum Corp of China (2600), or Chalco, both stand an excellent chance of taking seats after the November review.
"Chalco meets the market capitalization size and liquidity criteria for inclusion, as its share price has doubled since its A-share listing on April 30," said ICEA analyst Ernie Hou.
As for China Overseas, Hou said since the transition of the benchmark index to a free- float weighted index, there should be no excuse for rejection of the mainland developer, which has triple the market cap of PCCW (0008), one of the existing constituents.
As for the remaining six spots, Hou tips Country Garden (2007), China Communications (1800), China Merchants Bank (3968), China Telecom (0728), Nine Dragons Paper (2689) and China Coal Energy (1898), which will all become eligible by the end of next year.
"It is no surprise to have more Chinese stocks being admitted, for their size and businesses have outweighed the local peers," said Marco Mak, head of research at Taifook Securities.
HSI Services, which compiles the benchmark index, completed its reshuffle last month by capping large stocks such as HSBC Holdings (0005) and China Mobile (0941) at 15 percent market float in order to include more H shares, reflecting the growing prominence of Chinese firms.
After adding the 10 mainland-linked stocks, Hou said the HSI would develop more of the China character favored by global investors.
An intergovernmental agreement for the construction of the East Siberia Pacific Ocean (ESPO) oil pipeline, which is expected to be signed during Chinese Premier Wen Jiabao's visit to Moscow in November, could potentially benefit Hong Kong-listed PetroChina [NYSE:PTR] by securing more joint upstream exploration deals with the Russian oil giant Rosneft [LSE:ROSN], a senior analyst with the leading brokerage house CLSA said today.
"We believe the long stalemate (over the proposed pipeline's development) could be resolved if China can agree to cover all construction costs for the pipeline spur from Skovorodino to the Chinese border, while Russia can offer some upstream sweeteners on project JVs," Gordon Kwan, the head of China energy research at CLSA, said in a research note.
"If these deals materialize into tangible reserve entitlements, PetroChina could be firmly perched towards the top of Platt's latest proprietary ranking of energy firms," he added.
Russian Deputy Prime Minister Alexander Zhukov said late last month that it is possible that Beijing and Moscow may sign an intergovernmental agreement that will regulate the construction of an oil pipeline from Russia to the Chinese border, even though negotiations over oil prices are still continuing between Rosneft and China National Petroleum Corp. (CNPC), PetroChina's parent company.
The pipeline, one of Russia's major strategic oil projects, aims to deliver crude from East Siberia, an oil rich but so far underdeveloped region, to energy-thirsty Asian countries on the Pacific coast such as China, Japan and South Korea.
Construction on the pipeline's first-phase, which will run from Taishet in East Siberia to Skovorodino near the Chinese border and have a capacity of 600,000 barrels per day, started in April last year. First-phase construction is expected to be completed during 2008.
The pipeline's second-stage, which will run to the Pacific and which will have a capacity of 1 million barrels per day, is scheduled for completion in 2015.
CNPC has so far agreed to provide up to $400 million for the project, which is expected to cost as much as $11.5 billion in total.
PetroChina received the go-ahead from the China Securities Regulatory Commission late last month to sell 4 billion A-shares on the Shanghai Stock Exchange.

PetroChina Co Ltd , the country's largest oil and gas producer, has reported a natural gas find at Baicheng city in northwestern China's Xinjiang region, the official China News Service reported.
The Dabei-3 well had a daily gas flow of 286,000 cubic meters at a depth of about 6,500 meters, the agency cited PetroChina Tarim Oilfield Co as saying.
The Dabei-3 block has total gas reserves of 130 bln cubic meters, according to the preliminary estimate, the agency said.
It is the third discovery with gas reserves over 100 bln cubic meters in the region after the Kala-2 and Dina-2 gas fields, it noted.
The three fields will guarantee gas supply for China's west-to-east gas pipeline, which is designed to carry gas from the energy-rich west to the booming east coast.
The pipeline began commercial operations on Dec 30, 2004.
Crude oil for November delivery added 1.3 percent yesterday to $81.30, after a 1.6 percent gain the previous day. Futures, which posted their first two-day advance in two weeks, were recently at $81.50.
PetroChina (0857.HK) +3.4% at HK$15.28, touch away from all-time high of HK$15.28, as Buffett overhang now almost completely removed. CLSA's Gordon Kwong would "not be surprised" if Buffett has already sold entire stake; adds investors buying PetroChina on new discoveries, high oil prices, A-share plan. Separately, China Daily reports, citing unnamed company source, that PetroChina's discovered major gas field in Xinjiang. PetroChina most heavily traded at HK$3.079 billion.

Asia's largest crude oil producer (PTR.N: Quote, Profile, Research) said on Monday its oil and gas output rose to 828.1 million barrels of oil equivalent (BOE) in the January-to-September period.
"During the reporting period, PetroChina intensified its efforts and strengthened the organisation and management of production," the firm said in a statement.
Most of the increase in output was in natural gas, which rose 16.8 percent compared with the same period of 2006, while crude oil production grew by a more modest 0.9 percent.
The overall growth in output accelerated to 5.6 percent in the third quarter, compared with a 3.7 percent year-on-year rise in the first half of 2007.

Die Aktie von PetroChina geht im Vormittagshandel um satte 10 Prozent nach oben und schaffte mit 18,34 HKD ein neues Allzeithoch.
Ein Ölpreis im Bereich von 84 US Dollar pro Barrel sind ein Grund für diesen Anstieg. Ein weiterer ist die Mitteilung von der Hongkonger Zeitung The Standard, dass das Unternehmen noch in diesem Monat sein IPO an der Shanghai Stock Exchange durchführen wird. Es sollen 4 Mrd. Shares platziert werden und etwa 8 Mrd. US Dollar in die Kasse bringen.
PetroChina teilte heute mit, dass in den ersten neun Monaten ein durchschnittlicher Preis für Rohöl von 60,91 US Dollar pro Barrel realisiert wurde, was um 0,9 Prozent unter dem Vorjahreszeitraum lag. Für Benzin gab es durchschnittlich 4 Prozent und für Kerosin 10 Prozent mehr.
