A norm worth dying for: Life after Somare

Somare is indeed a shrewd politician and that is a fact. Commanding calm, respect and power, he steered a formidable and determined opposition. Admirers of this man are attracted to him for his reliance, opponents rebuke him of his craftiness and PNGns are divided in whether he is good for us or not. The majority of our people know him as the founding father of our nation and that’s that. They see him as an old wise man that speaks unquestionable wisdom and when he speaks, it has a power source that mesmerizes everyone. A Sukundoumu indeed.
Having a rare privilege to brief him once, I was told that my 50 page brief needs to be condensed to 5 minutes as that is the concentration span of the old man. I of course jerked at the thought of condensing an important policy position but that was the fact and off I went. He picked up one issue where we spent a good 20 minutes on and that was how the people will benefit. After consulting his advisors on the matter, he presented the policy position to cabinet.
Clumsy, gibberish and not impressive in articulating the issues, the ministers got the message. I couldn’t help noticing why this was the case, highly intelligent men and women in cabinet subjecting themselves to an ailing old man that although commands respect is woefully overwhelmed with national interest issues. It was than I realized what PNG politics is, a rhetorical citation of subjecting men and women to a higher form of humility based purely on respect.
The cabinet heard crap that day from this old man and why did they entertain it. It wasn’t fear, it certainly wasn’t intellectual might. They simply allowed the old man to be what he is because of respect. Humility beyond reckoning and it almost has a religious pretext. With this power, Somare wheeled good things and bad things. Stability is his legacy and tragically, corruption and scandals are also his legacy.
Like every PNGn, when we saw the photos of both camps last week, we all couldn’t help noticing Puka Temu’s Dream Team. Intellectual heavies, business tycoons, courier public servants and acclaimed human rights celebrities. This is the government PNG needs. When we saw the Somare camp, we all agreed they are so overrated and change needs to come. Built on ethnic lines, family connections, this is a dirty group.
But again, the old man prevailed. He hijacked parliament, killed the vote of no confidence and in a split second, has a four month siesta. Why, because our elected leaders respect him. When he does leave us and gracefully swims away to the resting place of the Sepik River, PNG will be scrambling for a new political norm. Intellectual freaks will concoct flowcharts and dissertations of development, business tycoons will speak of making money, crime magnets will be interested in protecting their turf and social advocates will push for improvement in basic services.
And in this mêlée of norm setting, billions of kina will be spent on out competing one norm to the other. Advocates of the norms will become our next Prime Minister but wantoks, is the price of our sacred resources worth a new norm? I don’t know, but I am comforted by the ever increasing desire for our men and women to bring change to our country and it is my prayer that as we go into a season of norm making, the righteous norm prevails.

Dieser moderate Wachstumsrückzug hilft dem Kupferpreis am Mittwoch auf die Sprünge. Schließlich ist China der größte Kupfer-Verbraucher auf der Welt und damit tonangebend. China hat im Juli im Jahresvergleich 16 Prozent mehr oder 398.000 Tonnen Feinkupfer hergestellt, im Vergleich zum Vormonat ist das allerdings ein Rückgang um 5,7 Prozent. Im Juni waren es noch 422.000 Tonnen. Chinas Wirtschaftsleistung sinkt nicht so stark, wie es einige wohl gerne hätten, sagte ein Analyst von DJ Carmichael in Perth. Die Nachfrage nach Rohstoffen aus China wird, nach allem, was man derzeit sehen kann, nicht einbrechen, sagte der Analyst weiter.
PREPARATIONS for the review of the Bougainville Copper Agreement are being undertaken seriously with the Autonomous Bougainville Government detailing demands before the task is carried out.
A resolution was passed to activate the review at a Joint Supervisory Body meeting held in Port Moresby last week.
Bougainville Affairs Minister Fidelis Semoso said yesterday these resolutions would be detailed in a report which would then be presented to the Cabinet for endorsement.
“Before the Autonomous Bougain-ville Government can make a decision about possible resumption of mining exploration or mineral exploitation by the Bougainville Copper Limited, it will need to consult with a range of interested parties in Bougainville, including the representatives of landowners of the areas covered by the Special Mining Lease and other leases held by BCL,” Mr Semoso said.
“Before any process of reviewing the Bougainville Copper Agreement and considering the exploration licences held by BCL begins, ABG must make a request to the National Government for such a review and upon receipt of such a request, the National Government will initiate the review process. Any review of the Bougainville Copper Agreement and of considering the exploration licence held by BCL must involve the National Government, the ABG and representatives of landowner groups in Bougainville.”
Mr Semoso and ABG President John Momis announced that the special JSB meeting also resolved that:
The leader of the ABG delegation to the special JSB meeting ABG President Momis will notify the Prime Minister Sir Michael Somare to start the process of the review of the Bougainville Copper Agreement before the end of this year.

Nicht nur dass BCL die Pangunamine wiedereröffnen will bzw. wird, es wird jetzt also schon ganz offen über zusätzliche Explorationen in den 7 weiteren BOC gehörenden Leases gesprochen.
Wie jeder Investierte weiss war die Pangunamine bis zu ihrer Schliessung die 4-grösste offene Kupfermine der Welt,bei einer Zusammenlegung mit Atamo könnte es nach dem Neustart die grösste werden. ;-))))))))))))
Ministers to remain in Govt but want new NA leadership

Grand Chief Sir Michael Somare will be asked to step down as leader of the National Alliance Party and ultimately as Prime Minister of Papua New Guinea on Monday.
Government insiders and at least two senior government ministers yesterday told Post-Courier that the question will be put to Sir Michael when the Parliamentary caucus of the NA meet on Monday, a day before the Parliament starts its July session.
The Government insiders and the two ministers said the main focus for that discussion is to press for changes to the leadership of the NA Party to avert a possible vote-of-no-confidence and remain in government until 2012.
The senior ministers said this meeting was very crucial because the pressure is on for party leader and Prime Minister Sir Michael Somare to step down but if the changes are not accepted by the Chief, then the formation of a new Government is imminent.
The key members of the Government said the talk within NA is “not to pull the house down but to rearrange” the leadership and remain in power.
“However, if the situation does not go satisfactorily, then whatever we are planning will take effect to give the Opposition the numbers to topple the Government,” one of the senior ministers said.
Deputy Prime Minister and NA Deputy Leader (Southern) Sir Puka Temu, when contacted by Post-Courier last night confirmed that the Papuan block was intact and they were not going anywhere but will promote and protect the NA Party by using the party institutional processes to discuss the leadership issue.
He said the party has a clear legal process to change the leadership and part of this process is the parliamentary caucus which will discuss this mater on Monday amongst other matters.
“Papua New Guinea must demonstrate adherence to democratic processes, part of which includes smooth transition during change of Government on the floor of Parliament or at the polls as allowed for by the Constitution,” Dr Temu said.
The Opposition yesterday welcomed the bold and decisive move by the Papuan and Highlands block and confirmed their negotiations with the two groups were in advanced and mature stages. The Post-Courier has been told that the NA deputy leader Highlands and Minister for Civil Aviation, Transport and Works Don Polye was leading his group while Sir Puka was leading his group to the opposition, when the Monday meeting fails.
Leader of the Opposition Sir Mekere Morauta and his deputy Bart Philemon described the two leaders as real leaders, who are selfless and have put the country’s interests ahead of self and sectional short-term gains to make tough political decisions.
“The decision by the two regional groups frees them from being perceived as supporters of some of the scandalous acts the Prime Minister is alleged to have committed,” Mr Philemon said.

NEW YORK, Aug 12 (Reuters) - Global copper output fell sharply in the first half of this year, with one tenth of the world's mine production off more than 6 percent from year-ago levels, underscoring an underperforming industry and signaling a tighter supply/demand balance in the months ahead.
Some of the world's top copper producers, including Rio Tinto (RIO.L: Quote) (RIO.AX: Quote), Freeport McMoRan Copper & Gold (FCX.N: Quote), and BHP Billiton (BHP.AX: Quote) (BLT.L: Quote), all saw their output drop in the first six months of the year.
Operational constraints, declining ore grades, and a slower response to ramp up idled capacity from the 2008's economic crisis hammered production rates.

"There is no question that the current production numbers are to some degree validating that there is an issue starting to manifest itself on the supply side," said Mark Liinamaa, vice president of market research with Morgan Stanley.
According to the International Copper Study Group (ICSG), world refined copper production is projected to be 18.5 million tonnes in 2010.
Deferrals and delays in projects due to the 2008 economic crisis are expected to result in a lower growth rate for mine production next year, up 2.9 percent (500,000 tonnes) to 19.1 tonnes.
"A lot of the major mines that were built ahead of the correction are starting to show some signs of age," Liinamaa said.
"There are some fundamental issues," he said.
One such issue hanging over the market now is declining rates of production at the the world's largest copper mine, Escondida, located in Chile.
BHP Billiton (BHP.AX: Quote) (BLT.L: Quote), which owns a 57.5-percent stake in the project, forecast a 5 to 10 percent production cut at the mine this year due to lower ore grades. [ID:nSGE66J0K4]
Bart Melek, Global Commodity Strategist with BMO Nesbitt Burns in Toronto, said the production cut could take as much as 80,000 to 100,000 tonnes of the metal out of the market.
"That brings us to a deficit probably as early as late this year," he said, adding that inventory levels in London have already began to reflect that tighter balance.
Copper stockpiles in warehouses monitored by the London Metal Exchange (LME) stand at 409,000 tonnes, down more than 26 percent since mid-February levels above 555,000 tonnes. <0#LME-STOCKS>
"It is foreshadowing that markets globally are tightening up, and will increasingly be relying on inventories from producers, consumers, and exchanges to balance this market," Melek said.
COST-CURVE
At the depths of the global economic recession, copper prices collapsed to an almost four-year low near $1.25 per lb HGc1 in the fourth quarter of 2008.
The precipitous decline forced some producers, such as Freeport, to shut in their high-end capacity as futures prices dipped below marginal costs of production, seen at that time, around the $2.50 per lb level.
"The industry shut in capacity when the price cratered, it took a while for it to get off-line, and now they are slow to bring their capacity back on line," said Wayne Atwell, managing director of New York-based investment bank Casimir Capital LP.
Freeport began to restart some idled operations earlier this year amid signs of improved demand prospects in Western world economies, emerging from 2008's economic downturn. [ID:nN21221694]
From thereon, prices have rallied sharply, to back above $3 per lb amid signs of economic improvement around the world and healthier consumption, led by top-consumer China.
"The reason why the prices are holding up so very high is that there has been only marginal increases in new copper mine development over the past five years," said Patricia Mohr, Vice President, Economics at Scotiabank Group in Toronto.
That tighter outlook should help to keep copper prices buoyant in the near-term.
"Copper production growth is going to be pretty anemic this year, so I think we will have a pretty attractive period for copper," Casimir Capital's Atwell said. (Reporting by Chris Kelly; Editing by Lisa Shumaker)

London (BoerseGo.de) - Wie die Investmentbank Barclays Capital meldet, ist Europa für 20 Prozent des weltweiten Kupfer-Verbrauchs verantwortlich. Bei Aluminum konsumiert der Kontinent zwischen 15 und 25 Prozent des weltweiten Angebots. Die durch die Londoner Metallbörse (LME) überwachten Kupfer-Lagerbestände sanken in diesem Monat um 0,1 Prozent auf 408.550 Tonnen.
Dies ist bereits der fünfte Monat mit einem Rückgang der Lagerbestände. Zählt man die Lagerbestände der Börsen in New York und Shanghai dazu, liegen weltweit 610.978 Tonnen Kupfer auf Lager. Das entspricht laut Berechnungen der Royal Bank of Scotland dem Weltverbrauch von zwölf Tagen

THE National Government is in the final stages of finalising an information strategy that will create a basis of an awareness program for the people of the Autonomous Region of Bougainville.
The National Coordination office of Bougainville Affairs (NCOBA) is putting together a strategy in consultation with media industry stakeholders in both the print and electronic media.
This week, the team was in Madang putting the final touches to the document that will form the basis for funding by the National Government under next year’s budget. NCOBA director Ellison Towallom said the new ARoB President John Momis wanted to see Bougainvilleans well informed of all important activities including the peace agreement, autonomy, referendum, weapons disposal, ABG constitution and the formation of the ABG as well as the Bougainville Copper Agreement review.
Mr Towallom said the Government supported the information strategy as it also wanted Bougainvilleans to be well informed of the important activities that were happening on the island.
The information strategy was fully endorsed by the Joint Supervisory Body comprising ABG Members and the Government of PNG during their meetings. Mr Towallom said the Government was aware of what was happening on Bougainville due to lack of awareness and through the information strategy, the people on the island would be made aware so that they made informed decisions.
He said the strategy was based on the three pillars of Bougainville Peace Agreement being weapons disposal, autonomy and referendum and would also be aligned into the Vision 2050 while President Momis had his own policies that would be aligned into the whole strategy.
Acting Chief Administrator of Bougainville Raymond Masono who was part of the team in Madang said the information strategy will become a document that will guide the awareness program over the next five years.
He said it was important for the people throughout the island to be made aware of the important policies and what the ABG had done to date that many people were not aware of.
The awareness programs will start immediately using the newspapers and the radio stations while Bougainville students from Divine Word University, University of Technology in Lae and the University of Papua New Guinea will be used to carry out awareness programs during the Christmas holidays.

Ausgesprochen zuversichtlich äußerte sich unlängst das Codelco Management zur Entwicklung der weltweiten Kupfernachfrage in 2011. Insbesondere aus China erwartet Chiles größter Kupferproduzent auch weiterhin eine steigende Kupfernachfrage. Allein für das Reich der Mitte wird für 2010 eine Steigerung der Kupfernachfrage um 8% erwartet. Für 2011 rechnet Codelco mit ähnlich hohen Wachstumsraten. Weltweit soll die Kupfernachfrage in diesem Jahr um 4% steigen. Hält die positive wirtschaftliche Entwicklung an, so sind weitere Zuwächse in 2011 wahrscheinlich.
Damit wächst der chinesische Kupferbedarf zwar etwas schwächer als die gesamte Wirtschaft des Landes, doch für die Welt ist diese Differenz zwischen der Wirtschaftsentwicklung des Landes und seiner Kupfernachfrage ein Segen, weil anderenfalls die Produzenten nicht mehr in der Lage wären den Mehrbedarf zu decken.
Das zeigt wie wenig elastisch die Kupferproduktion inzwischen geworden ist. Wächst die Weltwirtschaft zu schnell, sind die Produzenten kaum mehr in der Lage den zusätzlichen Bedarf zu decken. Die in der Vergangenheit sträflich vernachlässigte Exploration neuer Projekte macht sich an dieser Stelle extrem negativ bemerkbar.
Weiterhin starke Kupfernachfrage aus China
In den aktuellen Bemühungen der chinesischen Regierung die Wirtschaft des Landes etwas abzukühlen um eine Überhitzung zu vermeiden sieht das Codelco Management keine Gefahr für einen massiven Einbruch der chinesischen Kupfernachfrage. Im Gegenteil: Die eingeleiteten Schritte seien richtig. Trotzdem werde die Nachfrage nach Kupfer in China auch weiterhin auf einem sehr hohen Niveau verharren.
Codelco förderte in 2009 1,782 Mio. Tonnen Kupfer und steigerte damit die eigene Leistung um 16%. In den vorangegangenen Jahren war die Produktion zumeist rückläufig gewesen. In diesem und in den beiden kommenden Jahren rechnet Codelco mit einer Kupferproduktion auf ähnlich hohem Niveau.
Umfangreiches Expansionsprogramm
Um das eigene Produktionsniveau halten zu können, hatte Coldeco bereits im Frühjahr angekündigt in den nächsten fünf Jahren 3 Mrd. US Dollar in die Weiterentwicklung bestehender und die Exploration neuer Produkte investieren zu wollen. Dahinter steht der Plan die eigene Produktion langfristig auf 2 Mio. Tonnen pro Jahr anzuheben.
Codelco verkauft 90% des gewonnenen Kupfers in Form von Kupferkathoden. Es wird jedoch erwartet, dass der Anteil des als Kupferkonzentrat verkauften Erzes langfristig steigt, wenn die Mina Ministro Helas und die Andina Mine in etwa 7 bis 8 Jahren ihre volle Produktionsleistung erreicht haben. Bei der geplanten Expansion wird Codelco seinen Fokus auch weiterhin auf Chile legen und lieber neue Projekte im Inland erwerben als in Übersee tätig zu werden.
Noch immer sind chinesische Einkäufer bemüht die aktuell günstigen Preise zu weiteren Ausbau ihrer Lager zu nutzen. Es wird deshalb erwartet, dass der Preis für chilenische Kupferkathoden an der Londoner LME von derzeit 85 US Dollar auf über 100 US Dollar steigen wird.
Potential für steigende Schmelzlöhne ist hingegen derzeit nicht gegeben. Zu hohe Kapazitäten wurden in den vergangenen Jahren aufgebaut. Die Nachfrage der nicht voll ausgelasteten Schmelzen nach Kupferkonzentrat ist weiterhin hoch, ebenso die Konkurrenz der Schmelzen um das vorhandene Konzentrat. Das drückt die Schmelzlöhne, die in 2011 vermutlich auf dem aktuellen Niveau verharren wird.

Tongling, China Railway to invest $3b in Ecuador copper mine
Tongling Nonferrous Metals Group Holdings Co and China Railway Construction Corp may invest as much as $3 billion in a copper project in Ecuador, as China seeks to control more commodity assets to feed its economy.
Production at the Corriente Copper Belt may start in 2013, Hu Guobin, vice-president of a venture set up by the two Chinese companies for the project, said in an interview. Annual copper in concentrate output would start at 30,000 tons and double a year later, he said.
Chinese companies spent more than $30 billion last year buying oilfields and mines as two decades of economic growth averaging 10.1 percent made China the world's biggest metal and energy consumer. Copper prices have doubled in the past five years, driven by demand in the third-largest economy.
"The investment will significantly lift Tongling's copper ore self-sufficiency and investors expect the assets to be injected into the listed unit later," Heng Kun, an analyst at Essence Securities, said by phone.
Tongling Nonferrous Metals Group Co rose 2.4 percent to close at 16.20 yuan at the 3 pm close in Shenzhen. China Railway rose 0.4 percent to HK$10.08 ($1.3) at the 4 pm close in Hong Kong.
Tongling, China's second-biggest copper producer, and China Railway Construction, the nation's biggest railroad builder, in December agreed to buy Canada's Corriente Resources Inc for C$679 million ($652 million) for the copper resources. The deal was completed and Corriente was delisted this month, according to a statement on Corriente's website.
Chinese Demand
"All the ore will be shipped back to China" to meet demand, said Hu, who was nominated to the venture from Anhui- based Tongling. The copper producer will take delivery of half the ore, he said.

Production in the long-term may reach 250,000 tons to 300,000 tons a year, Hu said. Tongling produced 44,000 tons of copper concentrate last year.
The rapid expansion of smelting capacity in China, the world's biggest producer and consumer of copper metal, has increased ore demand and spurred companies to invest overseas. Larger rival Jiangxi Copper Co invested in copper mines in Peru and Afghanistan, and Zijin Mining Group Co is seeking copper and cobalt assets in the Republic of Congo.
The Corriente Copper Belt covers 17 deposits in the four main mining regions of Mirador, Mirador Norte, Panantza and San Carlos, China Railway said in December. Copper resources are about 11.54 million tons, based on initial studies, it said.
Corriente was also involved in the exploration and development of gold, silver and molybdenum mines, according to the December statement.
