OCPNG Launching in AROB

A team of delegates from the Ombudsman Commission of PNG arrived in Buka today in preparation for the official launching of the Ombudsman Commision in the Autonomous Region of Bougainville.
Speaking at a welcome reception today Ombudsman Mr Richard Pagen revealed their visit is in the best interest of both governments to finally establish the Ombudsman Commision in the Autonomous Region of Bougainville.
"Our coming here is not just the interest of the Ombudsman Commion of PNG (OCPNG) but it is part and partial of the ABG's interest as a part of an agreement between the two goverments set up an office here in Bougainville," he said.
Both governments had agreed to set up the Ombudsman Commision in the AROB before 2019 and official launch set for tomorrow (13th/05/17) was a great achievement for the OCPNG.
"An agreement between the ABG and the PNG Govt is to set up an office here in Bougainville before 2019 and we are happy to have achieved that agreement," Mr Pagen stressed.
Ombudsman Pagen further added that as an entity of the PNG Government, OCPNG is here to launch the office so that as ABG is preparing for the transition of Independence in 2019, OCPNG also transits with the new government of the ABG.
Chief Ombudsman Michael Dick also shared the same sentiments adding that they were looking forward to the official launching of the Office tomorrow.
The delegation were met by the Mr Kearnneth Nanei, Secretary and Principal Legal Adviser for the Department of Police, Corrective Services and Law and Justice.
Office of the OCPNG will be officially launched in Buka tomorrow.

A SIGNIFICANT event took place on Tuesday at the Bel Isi Park in Buka when a huge crowd witnessed the official launching and opening of the Bougainville mining industry.
This now paves the way for investors or interested companies to joint venture with the people of Isina, Tore and Jaba, excluding Panguna Mine, to mine the minerals.
The event was attended by Bougainville president John Momis, ministers and members of the Bougainville House of Representatives, stakeholders and the resource owners of Jaba, Isina and Tore tenement.
Representing the people of Isinag, former Bougainville Revolution Army (BRA) general Sam Kauona said: “Today we have the new mining law in Bougainville and all mining operations will come under the ABG Mining Law.”
Mr Kauona said in 1989, when he came and stopped the mine, it saw the downfall of the PNG economy at that time and the power of the currency too went weak, with social and political effects experienced at that time in 1989.
“Today (Tuesday) at 10am, the door of prosperity has been opened since it was closed in 1989, and from today onwards economic prosperity in Bougainville will start to rain and it will also be for Papua New Guinea and other nations. We are celebrating the threshold or the beginning of a new way for the mining industry with fair distribution of wealth,” Mr Kauona said.
He said our mining law is important for the future of Bougainville’s economic prosperity and we will uphold it even if it is not 100 percent, but we will go with it and along the way, we can adjust.
“As a resource owner, I do not want to see one toea (1t) tax going to the national government,” Mr Kauona said.

The only possible explanation the Company can offer is that there has been increased media over the past 4 weeks regarding mining on Bougainville. The Autonomous Bougainville Government announced the partial revocation of Mining Reserve areas on 28 April 2017 effective 9 May 2017. The Bougainville Department of Mineral and Energy Resources registered applications on 9 May 2017. The partial revocation will not impact on the Company’s interests in Bougainville, and relates to areas other than the area the Company has an interest in.

The man charged with bringing reconciliation on Papua New Guinea's Bougainville says they have made a major breakthrough - re-uniting two factions of the Bougainville Revolutionary Army.
The separatist BRA split at a meeting in Doreinang in 1997, with one group choosing to back the peace process which was underway with talks in New Zealand, and the other, under Francis Ona, choosing to stay away.
The leader of the Bougainville Department of Peace Agreement Implementation, James Tanis, says his agency has a primary role in ensuring the remaining weapons are removed ahead of the referendum, and to encourage unification and dialogue.
He told Don Wiseman the meeting last week in Arawa means the two arms of the BRA are on the same page for the first time in 20 years.

Bin mal gespannt, ob sich zum Beginn der kommenden Woche die BID-Seite oberhalb der 30 was füllt. Ansonsten kann es halt unter Schwankungen auch mal kurzfristig auf die 32 oder so gehen. Wäre sicherlich kein Beinbruch, aber würde lieber stabile Kurse oberhalb der 35 sehen mit prall gefülltem Orderbuch im BID. ;-))

Auch beim Applaus keinerlei Buh Rufe oder ähnliches. Wenn man sich so klar für Mining ausspricht ist wohl nun endgültig die Zeit der alten "Never ever Mining on Bougainville" Einstellung vorbei. Die letzten verbliebenen Gegner haben es dann jetzt natürlich auch schwer mit der Argumentation. Das "die meisten sind gegen Bergbeu"-Gegröle läßt sich jetzt wohl nur noch ganz ganz schwer glaubhaft vermitteln.
Wir sind wohl - was die Bergbau-Einstellung betrifft nun wirklich übern Berg :-)

The new BCL is step away from the post-colonial and pre-crisis arrangement that had Bougainville at a disadvantage; it is partly owned by the Autonomous Bougainville Government, the National Government, Panguna Landowners and people of Bougainville to develop the defunct Panguna Mine with the landowners for the benefit of Bougainville.
President Momis said the ABG as regulator will work together and support BCL explore alternative Panguna development options that will accommodate the interest of project stakeholders to fast track the development of the Panguna resources.
“Since BCL was invited to formally re-engage in discussions in Bougainville in 2012, the landowners have consistently stated their preference to work with BCL as the developer,” Momis said.
This was recently reaffirmed by the nine (9) Landowner Associations in Buka on 23 February 2017 after the BCL team led by Chairman Rob Burns made presentations to the ABG leaders and the nine landowner association executives and representatives on the new BCL’s development proposal for Panguna
