IT is shameful how the State and mining giants are making “obscene amounts of money” while little of the benefits is going to the provinces and local areas in which the mining occurs, New Ireland Governor Sir Julius Chan has said.
“In New Ireland, we receive pathetically little of the revenues and profits that flow from the Lihir gold mine,” Sir Julius told the Bank of Papua New Guinea (BPNG) board meeting in Kavieng, New Ireland province, last Wednesday.
He said New Ireland received 2% of freight on board (fob) annual sales in royalties and 1% fob annual sales in special support grant (SSG) funds.
Sir Julius said in recent years, the State had, unilaterally and without consultation with other parties to the Lihir memorandum of understanding, tried to reduce SSG from 1% to only 0.25%.
“So, in total, the people whose land is being ripped apart, who are going to be left with a devastated island and very little income in 20 or 30 years when the mine closes, who suffer all the negative social consequences of what the State calls ‘development’, are receiving a total of less than 3% of annual sales.
“At the same time, the State and the company make almost obscene amounts of money from the destruction of the land of those they pay only a pittance to,” Sir Julius said.
“This is the agreement reached by the State on ‘behalf’ of the landowners and the province. And we do not even get this pittance on a regular basis,” Sir Julius said.
He said that for nearly 15 years, the State had simply ignored its legal obligations to provide these payments to the provinces and landowners.
He said that at present, the National Government owed New Ireland more than K350 million in back payments for SSG, major infrastructure and
Infrastructure Development Grants.
“This is the price we pay for having the State claim ownership of all minerals on, or under, the land and sea of the country. This is the playing field the State insists we play the game on,” he said.
Sir Julius said New Ireland’s budget for this year, which included K45 million to rehabilitate infrastructure like roads, was written on the assumption that the province would finally get some of these arrears paid this year.
He said the provincial government had been in intense negotiations with the National Government to come to an agreement on the exact amount of these arrears.
Sir Julius said the National Government had promised to meet some of these arrears this year and the rest over the next several years.
“With these funds we will be able to finally begin to meet the legitimate expectations of our people for decent infrastructure, decent health care and a decent education system,” he said.
Tourism back on agenda as cruise ships return
It’s a welcome sign of Bougainville’s gradual return to normality after the devastating civil war that cruise ships are once again dropping by.
In the recent past, even expedition ships like Orion would leave Bougainville well to starboard when cruising between Gizo in the north Solomons and Rabaul.
But yesterday Clipper Odyssey [seen here approaching Buka wharf] made its third trip to Buka in the past year, berthing there for four hours.
The ship’s 50 tourists were mainly Americans and they had a good time observing cultural dances, war relics and markets before returning to the ship, which sailed to Rabaul.
It’s good news for Buka and a great sign for Bougainville.

The President and his Team, including four of his ministers will be travelling down to South Bougainville again this morning depending on the weather. It is raining down there.
I believe that he will be talking about about the weapons disposal and organising a trip for the different factions for a meeting in Madang with Peter Barter.
Autonomous Bougainville Government to resolve issues
associated with the mine past and future. I believe a
mutually beneficial agreement can be worked out that
will benefit landowners, the Government and company
shareholders. As I have said before I think it is better to
get the process right than fast track it and fail. I am
pleased at the progress that has been made. Bougainville
has entered a new phase and elected a young and
dynamic person to lead it. I look forward to a period of
increased co-operation and engagement with the
Government and landowners. Together I believe we can
renew the economic prosperity Bougainville once had.
This time it is anticipated there will be greater local
ownership and profit sharing if the mine is redeveloped.
If the opportunity arises BCL has identified exploration
targets to be tested. It has also completed a
comprehensive redevelopment study that indicates
potential for an economic operation over 15-20 years.
Further studies will be needed to get to a “bankable”
level of certainty that the mine is economically viable. The
costs associated with those studies are high so they
won’t be undertaken until a rigorous consultation
process with landowners and Government is complete
and there is general agreement on the mine’s future and
the terms under which it can operate.
Our vision to return to active exploration and profitable
mining remains but is dependent on Bougainville
communities reconciling issues and living in harmony.
Normalisation of society and in particular the disposal of
illegal guns is a priority. Ongoing civil unrest and
restrictions to free movement inhibit the ability to govern
and improve the living standards of all citizens.
BCL is continuing to support the work of the Bougainville
Copper Foundation. This is an independent, “not for
profit”, company that has been funded by BCL since its
inception. This year the Foundation has more than 50
Bougainville students on scholarships. It also provided
text books for the schools in the Panguna area. Many of
the Foundation’s former scholars are working in the
community and contributing to the development of
Bougainville.
Although the current global economic slowdown
presents challenges for the company and the country,
both are in good financial shape and well placed to take
advantage of the upswing when it arrives. I am optimistic
that strong leadership on Bougainville will drive
redevelopment to the mutual benefit of all.

BCL hat mir gegenüber bestätigt, dass es sich hierbei nicht um Panguna, sondern um eines der weiteren 7 Lizenzgebiete handelt - ohne Namen zu nennen....ich glaube BCL wollte damit auch hinsichtlich der Politiker bewusst ein Zeichen setzen, dass auch in den anderen Gebieten Potential vorhanden ist um vielleicht einer möglichen Neiddebatte von Beginn an Wind aus den Segeln zu nehmen...

Bei dem Meeting sollen die Details der gleichzeitigen Waffenübergabe geklärt werden.Die Zusage der Unterstützung der High Commissioner ist schon eingeholt.
Ein Gunfreies Bougainville bedeutet gleichzeitig auch ein Roadblock freies Bougainville.Dann steht einem Besuch von BCL nichts mehr entgegen ;-)))))))))))))
