On Friday, the former Bougainville Revolutionary Army (BRA), Me’ekamui Government of Unity (MGU), Twin Kingdom Factions and the Me’ekamui Defence Force (MDF) signed an understanding to work together to pursue peace leading to the Bougainville referendum in 2019.

Ein Grund für den Kursausbruch?
Auf der Angebotsseite ist bisher nichts und deshalb läuft der Kurs jeden Tag.
Das Gute daran ist, das Sydney mit guten Umsätzen den Kurs treibt, und nicht Deutschland,
weil die Australier näher am Geschehen dran sind.
Habt ist, der Kurs hält sich halbwegs u fällt nicht wieder so schnell zurück,
aber so sieht es diesmal nicht aus.
Ich habe jeden Tag seit 2008 den Kurs beobachtet.
Wären schon für uns alle.
Die aktuelle Entwicklung ist sehr erfreulich, sollte den Blick aber nicht darauf verstellen, dass angesichts des Investitionsvolumens, unsicheren Eigentümer- und Managementstruktur die Aktien meines Erachtens nur mit einem massiven Abschlag angeboten werden können.
Aber immerhin geht es vorwärts!
Ich habe kurse von 20 Cent auf 1 € mitgemacht und den absturz von 1€ auf 9 Cent.
Folglich bin ich total tiefenentspannd und rechne mit allem.
keiner weiß wie es ausgeht.
bei der dt bank hat die ausgabe neuer aktien auch nicht zu einem einsturz geführt.
Bei Paion auch nicht. Es muss nicht so kommen.
Wenn die Richtung stimmt, kann/sollte der Kurs sogar weiter anziehen,
weil wenn es erst soweit ist, das darlehen vergeben werden und eine Kapitalerhöhung im Raum steht, spätestens dann geht es erst richtig los.
Bis dahin weiter Weg, das stimmt.
On behalf of the Autonomous Government of Bougainville I welcome all of you here today to Bel Isi Park.
Today is an historical occasion and one that marks the beginning and resetting of relations between the people of Bougainville and the mining sector.
As we move towards the Independence Referendum in 2019 and continue our journey towards full autonomy and reconciliation, it is timely to reflect on the work that has been done and the progress that has been made.
Since the signing of the Bougainville Peace Agreement in 2001, successive governments have worked hard to give effect to the intent of the Agreement.
Under the Agreement Bougainville must actively work towards achieving financial self-reliance. What that means is that we must find ways to generate revenue and income so that we can meet the needs of all Bougainvilleans in the future.
Mining and exploration is just one way that we can do this.
But let me be clear, the announcement on 28 April 2017 is not about revisiting the past. It is not about going back to doing things the old way which caused conflict and concern.
It is about putting in place a cautious and sustainable process that allows Bougainville to embark on a new journey of partnership - a journey where landowners, the Government and mining and exploration companies work together to ensure that the interests of Bougainville are always at the forefront of any decisions on whether to embark upon new mining projects, or rehabilitate existing mining sites.
It is also about stimulating the broader economy. Through the development of new projects opportunities will arise for our agricultural and economic sectors. As President, I intend to ensure that any future development activity supports our local economy. This will see spin-off benefits arise, allowing wealth to flow to other parts of the economy.
Of course the reality is that even with the moratorium in place small scale mining has continued. For many it is the back bone of the local economy.
The decision to lift the moratorium allows the Government to become more involved in these activities through regulation and the promotion of environmental protection and safety, ensuring that mining activities are undertaken responsibly and in accordance with the law.
For the Government’s part, the Department of Mineral and Energy Resources is ready to take this work forward.
This will be a whole-of-government process involving many departments, including Lands, Physical Planning and the Environment, Economic Development, Justice, Personnel Management and Administration and President and BEC.
As President, I today call on our senior leaders to step up and ensure that as we embark on this new journey, that the rights and sovereignty of Bougainville remains a key focus.
For the Landowners here today, let me commit to you here and now that my Government will always push for your interests.
If we are to re-establish mining operations, it must be a cooperative approach.
Consultation must occur and your rights must be at the forefront of all considerations.
This is my view and this is my belief, and as your president I will always put your interests first.
For your part, as Landowners, I call upon each of you to play an active role in this process.
You must use the negotiation and consultation mechanisms available to you.
If you have concerns then these must be addressed peacefully and lawfully, lest Bougainville make the same mistakes of the past.
I believe in you and I have faith that all Bougainvilleans want to move forward in prosperity where sustainable economic development helps everyone and allows us to achieve our self-determination goals.
For Panguna, my Government and the National Government have publicly committed to working with BCL to restart mining operations.
This must however occur in a manner that is consultative and takes into account the wishes of the respective landowners groups.
And while the Government has indicated broad support for the work of BCL, this is on the basis that under law they have the first right to re-develop the mine.
But let me be clear, I will be watching this process very closely to ensure that BCL honour their obligations, adhere to our laws and not repeat the mistakes of the past.
In my discussions with BCL I have received their strong commitment and I believe that the company intends to learn from the lessons of the past and work with landowner groups to ensure your needs and wants are addressed.
This is critical for any future development activity.
To achieve this the Prime Minister and I have agreed to establish a steering committee to guide future operations at Panguna.
This committee will have an independent chair and include representatives from landowner groups, governments, regulatory agencies, NGOs and BCL.
It represents a new way of doing business – one that is consultative, open and transparent. One that ensures that your voice will always be heard.
The announcement for the partial lifting of the moratorium is a cautious approach. As President I want to move forward carefully. I do not want to see whole-sale mining across Bougainville.
We need to test the waters and move forward in a way that is sustainable and which importantly allows us to assess environmental, social and economic impacts.
In making the decision to partially lift the moratorium, the Bougainville Executive Council has carefully considered the implications of development, the capacity of government to manage exploration applications and the needs of our people.
The strategic lifting of the moratorium in Tore, Isina and Jaba will play a critical part in enhancing Bougainville’s economic future, without losing sight of the need for environmental protection and monitoring systems to regulate exploration activities.
On behalf of the people of Bougainville I today invite and welcome applications from prospective partners looking to invest in our mining sector. I am advised that already the Department of Mineral and Energy Resources have received three new applications from Vasatore Resources Ltd, Toremama/Kalia and Isina Resources Holdings.
Bougainville is open for business and I look forward to the development of long term economic partnerships to allow Bougainville to fulfil the economic potential she so rightly deserves.
This is my sole priority – to see Bougainville restored to her former glory, to lift up our people and to achieve prosperity.
It is a goal that I intend to achieve and I look forward to working with each of you as we start this important and historical new journey.
