Trading Bougainville Copper (ADRs) 867948

Panguna mine answer to reviving economy
BOUGAINVILLE seriously needs a major impact project to pump its economy back to reality especially when the region has less than 10 years already towards referendum and independence, Bougainville Affairs Minister Fidelis Semoso said.
And Mr Semoso says the Bougainville copper mine is an ideal answer for Bougainville’s economy, provided all issues are sorted out quickly and the Autonomous Bougainville Government in conjunction with the National Government address the issues surrounding it.
Mr Semoso has been singing out everywhere that Bougainville can boast about the cocoa and coconut it has, or the marine resources it brags about, but the autonomous government still needs the copper mine to re-open so that all problems on economy of the region can be solved.
“Yes, revenue from copra and cocoa before the crisis used to bring to Bougainville’s economy K60 to K70 million a year.
“We also speak about seven other mines not yet operated in Bougainville and many more things that we talk about that can bring money into Bougainville.
“These new mines will take may be 10 years, agriculture can help but not so much at this time, the Panguna mine will take about three to five years and surely we can get back to where we were or better before the crisis.
“Our education system has gone really down, our health services are just picking up, classrooms in all remote and town schools are run down, no libraries or no computer labs and we seriously need an impact project like the mine to get us back to our feet, this time more than what he used to gain before the crisis,” Mr Semoso said.
Semoso echoed how the Bougainville Copper Agreement was still one of the best blue prints in place and appealed for all stakeholders in PNG and the ABG to come together and seriously address the BCL issue so that real development can start taking place.
He said it was a serious matter for the landowners and the PNG Government should seriously come to one table and review the Agreement or talk about the issues at stake so they see what they can do.
Mr Semoso is planning on making a visit to meet with the landowners and stakeholders of Panguna to seek first hand their views. He wants to do that before the getting to the National Government for any updates.

Forum in Arawa (Teil 1 der "Allumfassenden Lösung ;-)))))))
By PETERSON TSERAHA
THE veteran affairs ministry in the Autonomous Bougainville Government will be hosting a public forum in Arawa tomorrow.
The forum will cover weapons disposal, Veterans Holdings Limited report, law and order, and update to ex-combatants about the ABG parliament house.
Pioneer Bougainville provincial government member, and former Defence minister in Me’ekamui, and present Veterans affairs minister David Sisito said the main aim of the forum is for combatants and the public to express their views and to ask questions.
“Apart from public opinions we will also be telling the public on the latest of the veteran’s affairs, and weapons disposal,” Mr Sisito said. “More importantly I as the veteran’s minister will stress the importance of weapons disposal.
Mr Sisito said it is now time to invite investors into Bougainville as soon as possible, and invest in a gun-free Bougainville and our people have to enjoy life.
The speaker of the ABG parliament Andrew Miriki will also be present at the forum, to tell the people about the ABG parliament

Lest We Forget is a phrase in Recessional (poem), by Rudyard Kipling.
It may also refer to:
* Ode of Remembrance, Australia and New Zealand
In Australia many memorials have this inscribed on the structures.
Thanks and best wishes,

U.S. Department of State heading for peace in Bougainville!
by Axel G. Sturm
When the Bougainville Crises came to an end ten years ago, disarmament and weapon destruction became a major issue of Bougainville politics. Without law and order no economic development will be possible, without enduring peace the wish of independence will remain a dream - forever. Since 2010 Bougainvilleans get support from the United States of America to get rid of old World War II weapons left behind by soldiers from different countries.
It was in the 60ies of the 20th century when Conzinc Riotinto of Australia (CRA), the predecessor of Bougainville Copper Limited landed on Bougainville, first for exploration and later for mining in the Panguna area. They found a people traumatized by crucial battles that happened twenty years before: The Second World War that opposed the United States of America’s army to Japanese troops on the remote island of Bougainville.
U.S. troops on Bougainville in 1943
Until this time Bougainville had been a more or less forgotten tropical island in the Melanesian part of the Pacific Ocean. That war brought never seen destruction and brutality to that part of the world. Bougainville and his peoples lost – once for ever – their virginity.
Nearly 50 years later, the Panguna mine had opened and already contributed an enormous amount of money to the newly founded state of Papua New Guinea (PNG), unrest rose up.
Primary School in Bougainville
Although BCL had brought new infrastructure in roads, schools and excellent health service to the island the indigenous people of Bougainville started to revolt against Bougainville Copper Limited (BCL). That was because of unpaid royalties and environmental damage. Today it also seems that the former management of BCL did not listen to the local matters sufficiently. As BCL is owned at approximately 20 percent by the state of Papua New Guinea, since the beginning of mining in Panguna Bougainville Copper was considered as an occupying power from "abroad" - from Papua New Guinea. The old Bougainvillean wish for independence from PNG came up again. Soon first terrorist attacks to BCL installations on the ground were reported. As these attacks increased, BCL decided to abandon the Panguna mine urgently. Once BCL had left the island the Bougainvilleans became even more desperate: The Bougainvilleans continued fighting against each other. The so called “Bougainville crisis” roused. That was some kind of civil war that caused some reported 1,200 victims by direct battle activities and some 20,000 people more who died by age or because of poor medical treatment due to a lack of medicines. This was because a blockade of the island by PNG.

In the so called “Sandline Affair” a group of foreign mercenaries, together with soldiers of the PNG Defence Forces (PNGDF), tried to give a turn-around to the situation. But failed.
Bougainville rebel with automatic gun
The rebels who first had attacked the mine area and later the PNGDF were well prepared: Instead of using traditional bows and arrows they were supplied with high quality guns, ammunition and explosives that they had either stolen from the mine area or that they had dug out in the surrounding rain forest where all soldiers who fought in Bougainville had buried a giant number of war weapons at the end of WW2 in the ground. Those - well preserved by grease - are still in use today by some criminal groups on the island who threaten peace loving Bougainvilleans.
Winner of the 2009 Nobel Peace Prize:
U.S. President Barack Obama
Now, more than 65 years later, Peace Nobel price winner Barack Obama’s Department of State sent a group of experts to the ground of Bougainville to collect and to destroy these old war remnants.
Charles A. Stonecipher is the coordinator in Washington D.C. for that “cleaning-up mission”. He gave the ESBC this complete report on the U.S. activities on the ground in Bougainville to be published exclusively on the ESBC’s homepage. Mr. Stonecyper pointed out that the operations run under leadership of the U.S. Department of State, headed by Mrs. Hillary Rodham Clinton, and not by the Pentagon as some newspapers falsely reported. Furthermore: He answered to all the ESBC’s questions as well.

The only way for re-opening the Panguna Copper Mine is Holistic Approach - every stake holders should come clean, no hidden agendas. We should start with a holistic leadership seminar at Panguna for landowners. I am actually putting up a proposal for running few courses at Panguna-this course can be actually an eye opener for landowners. Through this course the people can see what opportunities are there for the people if the mine opens. We should teach the people how to catch their own fish and things may come good for ABG and BCL.
