Bougainville is becoming a failed state.
Various towns and Islands that are under the ABG's mandate are failing due to lack of funds.
You want funds, you want employment, you want education, you want hospitals, you want infrastructure, you want money.. then instil law and order and open the mine.
By God it is so simple. Bougainville will never advance in the state it is in now.
ADVANCE BOUGAINVILLE!

THE Ramu nickel/cobalt mine in the Madang is shaping up to be the “next big mine” in Papua New Guinea with the eventual scaling down of operations at the Ok Tedi mine.
With construction 80 per cent complete, the mine is expected to pump in millions of kina in taxes, royalties and equities to the Government, landowners and Papua New Guineans once it is fully operational and starts exporting nickel and cobalt.
Papua New Guinea’s export base in the mining industry will also expand with these two new metals being exported from the country apart from the traditional copper, gold and silver.
Project joint venture MCC Ramu Ltd, Highlands Pacific Limited and Mineral Resources Development Company Ltd which represents the landowners and the State are committed to the project despite opposition by some sections of the community over certain operations of the mine.
Ramu NiCo president Madame Luo Shu said the joint ventures strong relationship with the people and Government of Papua New Guinea would continue throughout the life of the project while Highlands Pacific managing director John Gooding said the project was “just ready to start producing”.
The Ramu project is worth $US1.4 billion to construct and the joint venture partners have already spent $US1.2 billion on construction at different sites including a world class wharf at Basamuk.
Since 2006, Ramu NiCo has delivered tangible benefits to the Kurumbukari mine site area and Basamuk and the linking pipeline areas.
Ramu NiCo said these benefits include construction of schools, roads, bridges and health centres among others and donations had also been made to the schools.
Among them is also the 250 metre Ramu River bridge built by the project, making it the largest concrete bridge in PNG.
Up to the end of last year, aggregated local procurement value was in excess of K200 million. Spin off businesses worth K80 million were contracted to local landowner companies and over K5.1 million was paid as environment and land compensation to the landowners.
Last year, six impact projects identified to be funded under MOA funding were completed and two model farms were established to transfer agricultural skills to the landowners.
”The Ramu project management and owners are proud of the benefits they have provided to their local communities,” said Madame Luo.

Ministers to remain in Govt but want new NA leadership
By Simon Eroro
Grand Chief Sir Michael Somare will be asked to step down as leader of the National Alliance Party and ultimately as Prime Minister of Papua New Guinea on Monday.
Government insiders and at least two senior government ministers yesterday told Post-Courier that the question will be put to Sir Michael when the Parliamentary caucus of the NA meet on Monday, a day before the Parliament starts its July session.
The Government insiders and the two ministers said the main focus for that discussion is to press for changes to the leadership of the NA Party to avert a possible vote-of-no-confidence and remain in government until 2012.
The senior ministers said this meeting was very crucial because the pressure is on for party leader and Prime Minister Sir Michael Somare to step down but if the changes are not accepted by the Chief, then the formation of a new Government is imminent.
The key members of the Government said the talk within NA is “not to pull the house down but to rearrange” the leadership and remain in power.
“However, if the situation does not go satisfactorily, then whatever we are planning will take effect to give the Opposition the numbers to topple the Government,” one of the senior ministers said.
Deputy Prime Minister and NA Deputy Leader (Southern) Sir Puka Temu, when contacted by Post-Courier last night confirmed that the Papuan block was intact and they were not going anywhere but will promote and protect the NA Party by using the party institutional processes to discuss the leadership issue.
He said the party has a clear legal process to change the leadership and part of this process is the parliamentary caucus which will discuss this mater on Monday amongst other matters.
“Papua New Guinea must demonstrate adherence to democratic processes, part of which includes smooth transition during change of Government on the floor of Parliament or at the polls as allowed for by the Constitution,” Dr Temu said.
The Opposition yesterday welcomed the bold and decisive move by the Papuan and Highlands block and confirmed their negotiations with the two groups were in advanced and mature stages. The Post-Courier has been told that the NA deputy leader Highlands and Minister for Civil Aviation, Transport and Works Don Polye was leading his group while Sir Puka was leading his group to the opposition, when the Monday meeting fails.
Leader of the Opposition Sir Mekere Morauta and his deputy Bart Philemon described the two leaders as real leaders, who are selfless and have put the country’s interests ahead of self and sectional short-term gains to make tough political decisions.
“The decision by the two regional groups frees them from being perceived as supporters of some of the scandalous acts the Prime Minister is alleged to have committed,” Mr Philemon said.

One of Bougainville Administration’s senior officer has been appointed as Public Relations officer for the Bougainville Administration.
Former Regional Commissioner JAMES TORAWA’s appointment was announced this week by the Acting Chief Administrator, RAYMOND MASONO.
MR. MASONO said that the main job for the Public Relations officer is to ensure that work of the Chief Administrator and the Bougainville Administration is effectively communicated to the public through the media.
One of its duties would be to liase with Radio Stations to organize radio coverage of the work of the office of the chief administrator and to assist in disseminating information on issues of interest/concerns within the whole of Bougainville administration.
The office will maintain close and professional working relationship with other media organizations.
New Dawn FM understands that the number five goal of the ABG President JOHN MOMIS is more awareness on the work of the ABG and its administration.
possible BCL will do a similar deal with Chinalco which should be good for
all concerned.[see below]
Thanks and regards,
Chinalco and Rio enjoy iron grip
Michael Sainsbury, China correspondent From: The Australian July 30, 2010
12:00AM CHINA has hailed the $5.5 billion west African iron-ore venture
between its state-run Chinalco and Rio Tinto as a "powerful union".
The companies are planning to begin mining the massive Simandou iron-ore
deposit in Guinea, which Rio believes is the world's "single-best"
undeveloped deposit of iron ore, by 2016.
"We expect the two sides will regard co-operation on the Simandou project
to be the foundation for further pushing forward the co-operation of these
two companies in other resource projects," Chinalco president Xiong
Weiping said.
While The Australian understands no other deals between the companies are
imminent, industry observers believe that the next potential tie-up
between the two could be on the giant Mongolian copper and gold resource
Oyu Tolgoi, which is owned by Rio and Canada's Ivanhoe Mines.
"Last year, China became the largest destination for our products," Rio
chairman Jan du Plessis said at the signing ceremony in Beijing's Great
Hall of the People.
"Our links with China will continue to deepen and flourish for decades to
come."
Chinalco's Hong Kong-listed subsidiary Chalco will acquire a 47 per cent
interest in the new joint venture for $US1.35 billion on an "earn-in
basis" through sole funding of ongoing development work over the next two
to three years. But the project will need significant but unspecified
extra funding. Rio indicated in a 2007 study it would need to spend at
least $US6 billion but analysts believe the figure has increased.
The Guinean government holds an option to buy up to 20 per cent of the
project, an option it has recently expressed a willingness to exercise.
Once the group has paid its $US1.35 billion, the effective interests of
Rio Tinto and Chalco in the Simandou project will be 50.35 and 44.65 per
cent respectively. The remaining 5 per cent will be owned by the
International Finance Corporation (IFC), the financing arm of the World
Bank.
The deal also represents a long-awaited rapprochement between Rio and the
Chinese company, which effectively rescued it from being taken over by BHP
Billiton, only to see its $US19.5 billion offer to double its stake in the
London-based miner rejected by shareholders last year.
Simandou has a resource of 2.25 billion tonnes of iron ore and once fully
operational, the mine is expected to produce more than 70m tonnes of iron
ore per annum.
"It's a milestone event in the history of co-operation between Chinese and
foreign companies," Umetal.com analyst Hu Kai said.
The venture will see China become a significant player in the trade of
seaborne iron ore -- which is dominated by Rio, BHP Billiton and Brazil's
Vale -- for the first time.
"But the co-operation doesn't mean Chinese mills will enjoy a better price
in future ore-price negotiation," Mr Hu said.
This could happen in less than 6 months. Also, when financing of mine development is tied up the shares could exceed $5. The lobbyists can get the National Govt decision makers to agree on setting aside the 76.4 m BCL shares and also agreeing on tax revenue split from BCL.

..........The best sector last week, or at least the one that generated the most news, was copper, where the Sandfire (SFR) situation simmered, Rex Minerals (RXM) reported a pot of copper even bigger than Sandfire’s, Resource and Investment (RNI) hit a fresh 12 month high, and a company only the oldies remember, Bougainville Copper (BOC), reclaimed a spot in the headlines.
Minews. How interesting. Movement at Bougainville must surely be another indication of a revival in the entire copper sector.
Oz. Precisely. For the past month copper has been the metal watched most closely down this way. Interest has been strong on the back of a combination of discovery news, the price moving back over US$3.20 a pound, and the steady decline in the global stockpile of the metal. In the case of Bougainville, which is actually a non-trading arm of Rio Tinto, a move up from A71 cents to a 12 month high of A87 cents over the past week earned the company a speeding inquiry from the ASX. There was no fresh news, just a belief that copper mining might re-start on the Papua New Guinea island of Bougainville. Work there stopped just over 21 years ago after the outbreak of a small civil war. Any re-opening at Bougainville will require a total re-think in how the copper is mined, plus new processing and transport facilities, so it will not be a small lift.
