Generative AI, new milestones and future growth: Reflections on last year’s achievements and looking ahead to 2024
21 hours ago
Last year generative AI made a substantial impact worldwide, bringing with it undeniable signs that our society is undergoing dramatic transformation. Spurred by the challenges posed by the pandemic, Japan’s digitalization has surged forward and AI’s further advancement is augmenting the ways we live and work – changing even our daily lives. In terms of societal transformation, I believe the AI revolution is going to be bigger than the internet revolution.
2023 marked significant changes and major milestones for Rakuten. We have advocated for the democratization of the mobile phone industry since entering the market, and last year we launched the Rakuten SAIKYO Plan, offering unlimited high-speed data nationwide. Rakuten Mobile also received approval for the allocation of 700 MHz “platinum band” spectrum.
Coupled with our efforts to enhance communication quality and customer satisfaction, these milestones paved the way for Rakuten Mobile to surpass six million mobile carrier service subscriptions (B2C + B2B, including BCP). Additionally, our global expansion through Rakuten Symphony made an important stride as Germany’s 1&1 became the first mobile carrier in Europe to commercially launch a cloud-native Open RAN mobile network, built in partnership with Rakuten.
In our fintech services, achievements included Rakuten Card surpassing 30 million cards issued, Rakuten Bank going public and surpassing 14 million customer accounts, and Rakuten Securities surpassing 10 million general securities accounts. The synergistic efforts of these mobile and fintech services with the Rakuten Ecosystem significantly boosted total domestic e-commerce transactions on Rakuten Ichiba, Rakuten Travel and other core services, and our internet service business continued its strong performance.
Notably, our Japanese professional soccer club Vissel Kobe, in its 29 year, achieved its first-ever J.League championship – a significant milestone for the Rakuten Group. Our annual global gross transaction volume across the Group is forecast to reach 40 trillion yen, our global membership is expected to reach 1.8 billion, and our annual revenue is projected to exceed two trillion yen. It has been a strong year in terms of both revenue and improvements.
AI and the future
As we step into 2024, AI’s role in these businesses will undoubtedly grow. We will continue working with our strategic AI partner OpenAI to deliver state-of-the-art AI experiences to consumers and businesses in both Japan and worldwide.
The Rakuten Group aims to further the growth of our internet services, fintech services and mobile services, expanding synergies while leveraging services and data within the Rakuten Ecosystem, augmented by AI. Our new “Triple 20” project seeks to boost productivity for marketing, operations and clients by 20%.

Rakuten Symphony, today announced the successful demonstration of RAN Intelligent Controller (RIC) multi-vendor connectivity in Rakuten Mobile's testing environment.
Rakuten Mobile has been conducting research and development on RIC applications working with Rakuten Symphony’s RIC platform since February 2023 as part of a project commissioned by the National Institute of Information and Communications Technology (NICT), titled "Research and Development of Open RAN Wireless Communication Technologies to Realize Advanced RAN Infrastructure Beyond 5G."
Leveraging the benefits of Rakuten Mobile’s cloud-native network and the findings of this research, Rakuten Symphony has demonstrated that RICs can be used to manage RAN efficiency and reduce overall network power consumption not only in Beyond 5G networks but also in 4G Open RAN networks.
In this demonstration for 4G Open RAN networks, Rakuten Symphony confirmed that Open RAN comprising multiple vendors could be intelligently controlled based on instructions from the RIC application. The demonstration also confirmed that optimizing the network according to traffic conditions and other factors can lead to improved Open RAN performance, as well as more efficient and energy-saving network operations. The RIC platform used (Non-RT RIC and Near-RT RIC) is a Symworld product developed independently by Rakuten Symphony in accordance with O-RAN ALLIANCE specifications.
The results of the successful demonstration were presented at PlugFest Fall 2023, an event to share the results of multi-vendor connectivity verification organized by the O-RAN ALLIANCE, a world-wide community of mobile operators, vendors, and research & academic institutions with the mission to re-shape Radio Access Networks to be more intelligent, open, virtualized and fully interoperable.
Rakuten Symphony will continue to promote Open RAN to facilitate the creation of an Open RAN ecosystem built with diverse vendors, while providing the most advanced solutions to the telecom industry.

One of the amazing things that's happened in 2023 is a complete flipping of the existing vendor community from saying "Open RAN will never work, it's not secure and it's more expensive," to now competing to claim Open RAN leadership.
This will continue in 2024 and reach peak “Open RAN-washing” where all the major vendors will state “we are Open RAN leaders,” while claiming market and technology leadership by their own definition. These companies are already throwing accusations in each other’s direction.
The danger of this to telecom is that we as an industry “adopt Open RAN” but nothing changes. As said many months ago, “Open RAN is not the answer, but it is essential help.” The goal of the industry needs to be to change entirely how we plan, deploy and operate networks.
Most people in telecom believe that it’s better to build networks that are open, which allows more alternatives, more choice, and more new vendors that can provide innovative solutions depending on different needs.
Open RAN-washing is similar to when everyone in IT decided that cloud was the answer. Then suddenly all the vendors had cloud solutions. And of course, they were the same solutions as they had before. They just stuck cloud in front of their name for marketing purposes. And again, adopting cloud was never the answer, improving how applications are deployed in a very flexible and programmable way is really what the IT world was trying to do.
Get ready, because we haven't heard the last of large vendors flipping the narrative on Open RAN from “it will never work” to “I am the leader.”

Accelerating efficiency will be a radical focus for MNOs. This is important because no telecom business metric looks particularly good today. Costs for 5G networks versus 4G networks have gone up 10%. Revenue, depending on which report you read, is either predicted to increase by only 1% or to go down 5% over the next five years.
From a competition perspective, none of the promises of 5G technology as the industry savior are being realized because 5G is a technology, not a business. And too many MNOs have not really changed how they do business.
None of this is good from a financial investment perspective. Every MNO recognizes the one thing they can control is efficiency, including business and network OPEX.
