Sacramento-based Pacific Ethanol Inc., a producer and marketer of low-carbon renewable fuels, today reported a loss of $5.3 million in the third quarter ended Sept. 30.
That was a slight improvement from a loss of $6.3 million in the third quarter of 2012.
PEI said the most recent quarter financials included a $2.6 million non-cash loss related to debt extinguishments. Pacific Ethanol has been slowly recovering from a 2009 bankruptcy that cost the company control of its four production plants. This year, it has been paying on loans that enabled it to regain majority stakes in the plants.
The company said net quarterly sales were $233.9 million, up from $215.9 million in the third quarter of 2012. PEI said the year-over-year increase was attributable to an increase in production gallons sold, slightly offset by a reduction in the average sales price per gallon.
Neil Koehler, president and CEO, said the quarterly results “reflect an improved market environment and the positive impact of our increased ownership of the Pacific Ethanol plants over the year-ago period.”
Through nine months, net sales totaled $693.1 million, up from $619.0 million in 2012. Year-to-date, PEI lost $10.3 million, compared with a loss of $14.5 million in the year-ago period.

The EPA is proposing a range of 15B-15.52B gallons of renewable fuel in 2014, nearly 3B fewer gallons of biofuel to be blended into gasoline than mandated by the original 2007 law.
The new proposal angers farm groups, corn ethanol producers and supporters of biodiesel, but it's a victory for oil companies, which have long argued that if the content of ethanol in motor fuel exceeded 10% - i.e., the "blend wall" - it might damage cars, motorcycles and lawn mowers.
The administration also is setting a 2B-2.5B gallon target range for all advanced biofuels (

Such an offset would allow the EPA to maximize reductions to the transportation sector's GHG emissions while still accounting for the ethanol blend wall. While the agency was (and still is) under very strong pressure from the refining lobby (especially the American Petroleum Institute, or API) to reduce the volumetric mandate and therefore minimize refiners' costs of compliance with the RFS2, it hasn't had a record under the Obama administration of caving to fossil fuel companies, leading to my position.
