The importance of the Autonomous Region of Bougainville to Papua New and Australia is so huge that overseas assistance to the region cannot be withdrawn.

Australia’s Counsellor to Papua New Guinea, Tim Bryson told reporters that Australia will continue with its aid program to Bougainville despite what has been reported about certain Australian aid program being ceased.

Mr. Bryson said because of the importance of Bougainville to both Papua New Guinea and Australia, Australia would continue with its program, but in full consultation and compliance with the laws of Papua New Guinea and in agreement with the leaders of the ABG.

As Bougainville is going through a challenging period on its way to conducting referendum to determine its political future, it needs the full support of its allied countries like Papua New Guinea and Australia.

MR. Bryson said Australia wants to see Bougainville achieve its goal of peace and stability adding that its economy must be strong with a transparent and honest leadership.

He said Papua New Guinea and Australia are operating in the same space and agreement to help develop Bougainville get where its wants to be.

A group calling themselves Central Hardliners had a meeting on 10th of August 2015 and wrote a letter to put a stop for the plan belkol. The group consist of Youths, Women group, the EX Combatants and Ex Combatants from the Veteran Associations of Central.

K2 billion poultry project for AROB

The Chinese Government will be engaged in a K2 billion chicken poultry project in the Autonomous Region of Bougainville, Minister for Primary Industry Nicholas Darku announced.

Twenty million live chickens will be slaughtered and exported to Chinese markets, which will be readily available. There will be 20 chicken farms in North, Central and South Bougainville that will cater for one million live chickens each.

Minister Darku believes that by 2018, just before the vote for referendum in 2019, the ABG should have made a hefty K350 million for its yearly internal revenue after exporting 20,000 tonnes of chicken meat to the Chinese markets.

He said the chicken factory will be established on Bougainville, along with hatchery and breeding farms.

Chinese experts will come to Bougainville and teach the local people on how to go about the poultry industry – right from stage one to the last stage, which is the exporting of the packed birds.

Minister Darku confirmed that 200,000 live chicks will be brought into the region by the Chinese experts to show the locals how it is done.

“With these 200,000 live chicks, the Chinese will come and teach local communities and DPI officials on the process and how the industry will work out,” the Member for North Nasioi said, adding that only 2.2kg chicken will be processed – anything above that or below will not be processed. The chicken will be harvested after 42 days.

Mr Darku further added that 215 refrigerator vehicles will be shipped into the region for the billion kina chicken project. The Minister clarified to the people of Bougainville that no other countries apart from China will open up their markets to us.

“The Chinese will give us capital plus technology and resources. Our Government sees there are a few days remaining and needs to vigorously close the K400 million gap in our internal revenue,” he said.

Engineers are already on the ground, scoping, surveying and doing fact findings on potential poultry sites.

.... @reinhold also, wenn ich richtig gezählt habe 40 (vierzig) Namen (dazu 4 Namen handschriftlich geändert) zu  ca. 175000 Einwohner, mit welcher Legitimation als deren Fürsprecher ?

Höhe der compensation 20k billion am besten  gleich cash -> seit Jahren/Jahrzehnten bekannte Forderung und immer die gleichen Namen in diesem Zussammenhang.
Hier die ``melanesische Mentalität`` in Anspruch zu nehmen ist auch mehr als gewagt. Es ist einfach nur stupid und festgefahren. ;-))
Mich wundert etwas, das nicht gleich die eigenen Kontoverbindungen angegeben wurden.
Folgerung : zero Lernfähigkeit + Egoismus/Gier pur. Dies hat mit verantwortlichem denken und handeln für die Gemeinschaft absolut aber  auch absolut  nichts zu tun. Nur meine Meinung.
Zum Glück  denkt die Mehrheit der (Menschen/Entscheider) vor Ort da rationaler.

Panguna Meekamui Leader declares support to the Referendum Preparations

Mr Moses Pipiro, Commander of the Meekamui Defence Force that has territorial control over the giant Panguna Mine has thrown his weight behind the ABG preparations for conduct of a free and fair referendum on the Bougainville future political status with a choice for separate independence for Bougainville as agreed in the Bougainville Peace Agreement.

He presented to a small delegation of officers from the Department of Referendum, Veterans’ Affairs and Peace, a five member Meekamui Working group that is tasked with producing a Meekamui schedule for awareness, reconciliation and weapons disposal as well as their views on reopening of Panguna Mine.

Mr Pipiro agrees that it is important that Bougainville must be free from fear of guns and that Bougainville needs a massive economic boost to fund its government and people of the choice was in favour of Meekamui aspiration for independent Bougainville. “Meekamui stands in support of the ABG to enable Bougainville fulfil its commitments to the Peace Agreement,” assured Mr Pipiro.

On the whole Central Bougainville is immediately taking steps to ensure their constituencies can be referendum ready. Vice Minister of Referendum, Veterans’ Affairs and Peace and Member for South Nasio, Hon Simon Dasiona as of last week has engaged in consultations with senior Ex Combatant leaders to move towards a post ABG reconciliation for Presidential Candidates from Central Bougainville with the ABG President, Hon Chief John Momis. He firmly believes that Bougainville Ex Combatant leaders must be united with the Political leadership to achieve peace in the referendum process for a powerful outcome.

...es wird wohl Zeit sich mit einem Szenario zu befassen, das davon ausgeht, dass Bougainville nicht unabhängig sein wird. Da macht es schon mal Sinn dass die Aktien bisher nicht von PNG nach AROB übertragen wurden.

das Gewaltmonopol nur liegen ???? Eben. Nehmt Ihnen als erstes die Schießprügel und langen Messer schnellstens ab wenn selbst pipiro das fordert.

So kann Independent schon mal geübt werden und es ist außerdem eine fantastische Gelegenheit  Glaubwürdig zu demonstrieren und sich in diesem Sinne zu profilieren. :-)))
 

Ja, es scheint, dass 99 % der Bougainville-Bevölkerung Interesse hat, dass Panguna wieder öffnet; und das 1 % der Inselbewohner dagegen sind.
Fakt ist aber auch, dass dieses eine Prozent extrem gewaltbereit ist.

Am Ende ist es keine Frage von „PNG gegen Bougainville“.
Am Ende ist es eine Frage von „Welche Politik setzt sich auf der Insel Bougainville durch?“.
Und das kann nur die Inselbevölkerung entscheiden und unter sich ausmachen.
Diesen politischen Kampf hat in den letzten 25 Jahre das eine gewaltbereite Prozent gewonnen, gegen die Meinung der Insel-Mehrheit.

BCL tut gut daran, unter diesen unkalkulierbaren Umständen nicht zu agieren und auch nicht die politische Richtung der Insel zu beeinflussen.
PNG tut gut daran, bis auf weiteres die Aktienrechte nicht an Bougainville zu übertragen.

Auf Bougainville herrscht nur scheinbar Demokratie.
Tatsächlich ist Bougainville ein paar wenigen bewaffneten Extremisten aus den eigenen Reihen ausgeliefert.
Und Momis ist zu alt, als das er den offenen Kampf gegen diese Gruppe sucht.

BCL und auch kein anderer Minenkonzern wird dort Milliarden von Dollar investieren, solange die Gefahr besteht, dass mit wenigen Sabotageakten alle Anlagen wieder zerstört werden.

Solange die Inselbevölkerung von Bougainville die Waffengewalt und das NO-Panguna-Statement der wenigen Extremisten toleriert, solange wird es keine geöffneten Minen geben auf Bougainville.
 

...und danach ebenfalls. Deine Einschätzung. :-))  

Die 1%-Extremisten-Gruppe der Bougainville-Bevölkerung akzeptiert Mining a la BCL grundsätzlich nicht.
Dieser Standpunkt der 1%-Extremisten-Gruppe wird sich durch die geplante Unabhängigkeit verfestigen.

Aus Sicht der 1%-Extremisten-Gruppe läuft aktuell alles sehr gut:

Panguna ist seit 25 Jahren eine NO-GO-Zone, bewacht von der bewaffneten und gewaltbereiten 1%-Extremisten-Gruppe.

In Panguna wird in sehr kleinem Maßstab seit vielen Jahren Gold gefördert, von der 1%-Extremisten-Gruppe, so dass deren Kriegskasse stets gefüllt ist.

Durch das neue Minengesetz sind die Besitzverhältnisse von Panguna ungeklärt. Das Gesetz entstand in dieser schwammigen Form durch die latente Bedrohung der 1%-Extremisten-Gruppe.

Die große Gruppe der Pro-Panguna-Bevölkerung lässt sich von der 1%-Gruppe weiterhin ungehindert bedrohen, einschüchtern und manipulieren; selbst konkret ausgesprochene Morddrohungen der 1%-Extremisten-Gruppe gegen einzelne Mitglieder der 99%-Pro-Panguna-Bevölkerungs-Gruppe werden vom Rechtsstaat mangels Exekutive nicht verfolgt.

Bis 2020 wird sich an der Situation grundsätzlich nichts ändern, weil alle gebannt und gespannt auf das Referendum schauen. Nach dem Referendum wird es erst einmal Chaos geben auf Bougainville, weil sich alle über die (signifikant wahrscheinlich) gewonnene Unabhängigkeit freuen, niemand aber bisher gelernt hat, mit der einhergehenden Verantwortung für sich selbst umzugehen.

Wie geht es weiter mit dem BCL-Investment?
Die politische Entwicklung auf der Insel geht in sehr kleinen Schritten Richtung Mining a la BCL.
Das Problem sind aber die „sehr kleinen Schritte“. Momis kann nicht einfach die politische Entwicklung nach Bedarf beschleunigen, weil die Entwicklung hauptsächlich in den Köpfen der Bevölkerung stattfinden muss. Die Bevölkerung ist autoritätshörig. Und die Autorität liegt offiziell bei Momis, weil sich alle Stabilität und Frieden wünschen. Im Fall Mining und Panguna liegt die Autorität aber tatsächlich und faktisch bei der 1%-Extremisten-Gruppe, weil Momis seine Autorität in dieser 1%-Extremisten-Gruppe nicht durchsetzen kann. Alles läuft daher auf einen Konflikt zwischen Momis und der 1%-Extremisten-Gruppe hinaus. Momis sträubt sich aber grundsätzlich gegen einen Kampf gegen diese 1%-Extremisten-Gruppe. Warum sollte er auch diesen Kampf suchen? Für ihn läuft ebenfalls alles sehr gut. Er ist Präsident und er hat die besten Aussichten Bougainville in die Unabhängigkeit zu führen. Kein Grund also, auf die Pauke zu hauen.

Auf der anderen Seite ist der BCL-Aktienkurs auf einem Niveau von Ramschwerten. In einem Umfeld von immer niedrigeren Rohstoffpreisen musste der eine oder andere potente BCL-Anteils-Eigentümer seine BCL-Anteile verkaufen, weil durch den Verfall seiner anderen Rohstoff-Werte der BCL-Anteil sonst im Portfolio übergewichtig wäre bzw. weil Beleihungsgrenzen diesen Schritt erzwingen. Das hat weniger was mit den Chancen von BCL zu tun, sondern mehr mit Statuten und einzuhaltenden Depot-Regeln. Für die langfristig investierten BCL-Anteils-Eigentümer ist es völlig egal, ob der BCL-Kurs bei 10 €Cent oder 70 €Cent liegt. Das extreme Potenzial ist weiterhin vorhanden. Und harte Hunde haben den vergangenen Verkaufsdruck genutzt um sich billig einzudecken. Sehr wahrscheinlich wird der BCL-Wert in den nächsten Jahren extremen Schwankungen zwischen weit unter 20 €Cent und weitaus höheren Aktienkursen als dem aktuellen ausgesetzt sein. Immer abhängig davon, ob sich die 1%-Extremisten-Gruppe gerade entspannt oder eben gerade verspannt gibt. Das wird sich erst ändern, wenn Panguna keine NO-GO-Zone mehr ist. Weil dann offensichtlich wäre, das Momis sich durchgesetzt hat und Panguna geöffnet wird. Von wem dann auch immer, das ist dann eine andere Frage. BCL würde in dem Fall aber auf jeden Fall stark profitieren, entweder durch Panguna-Mining mit BCL oder durch Verkauf der BCL-Panguna-Vorkaufsrechte.

Und weil das alles so ist, wie es ist, haben wir…   Zeit

das hier in diesem Thread den Gegner (1% oder 0,001%), der von der Mehrheit gewünschten Entwicklung, das Wort geredet wird.
Sorry aber dazu fehlt mir  absolut jegliches  Verständniss.  :-((

Bei 99% Zustimmung der B`viller Bevölkerung zum "Reopening Panguna with BCL"
bedarf es schon etwas Säbelrasseln der wenigen Hardliner um überhaupt noch gehört zu werden. Die Jungs haben lediglich Angst bei der Verteilung des Kuchens zu kurz zu kommen und wollen sich ihre Zustimmung so teuer wie möglich honorieren lassen.

wenn die 99%Leute weniger Macht ausüben als die 1%Leute, dann ist es gut, wenn man das auch so beim Namen nennt.

So haben die 99%Leute die Möglichkeit sich zu fragen, warum das so ist? Und ob man das nicht ändern kann? So haben die 99%Leute die Möglichkeit zu erkennen, dass die 1%Leute nur deshalb so viel Macht haben, weil sie einfach nur viel lauter sind als die bisher ziemlich leisen 99%Leute. Und so können die 99%Leute lernen, dass sie einfach nur lauter sein müssten, damit sie ihre Macht steigern und letztlich machtvoller sind als die 1%Leute.

Meine Kommentare haben das Ziel, bei den 99%Leuten eine konstruktive Diskussion zu dem ganzen Themenkomplex anzuregen. Nur so können die Menschen auf der Insel den Grund ihrer materiell völlig verarmten Situation erkennen, und mit den Schätzen in den Bergen ihre Lage ändern.

Ja, und wenn man hier ganz offen anspricht, dass die 1%Leute auf der einen Seite das Mining a la BCL verteufeln, selbst aber seit vielen Jahren dort mit technisch völlig veralteten und wenig umweltschonenden Methoden das Gold aus der Erde holen, dann werden diese extrem egoistischen Handlungen der 1%Leute auch mehr in der 99%Gruppe transparent und diskutiert. Und so können die 99%Leute erkennen, dass die 1%Leute ziemlich verlogen sind und es ihnen auch nur um Geld geht.

Das Spiel so zu handhaben, reale aber unvorteilhafte Sachverhalte nicht beim Namen zu nennen, dafür aber bisher unerfüllte Wünsche, die man gerne für sich erfüllt hätte, als schon gegebene Realität zu verkaufen, das ist nicht meine Geisteshaltung. Ziele erreicht man nicht, indem man in die falsche Richtung läuft, nur weil der richtige Weg unbequem ist.
Dieser Thread ist über die Jahre auch deshalb relativ Glaubwürdig geblieben, weil hier tendenziell sachlich und unvoreingenommen diskutiert wird, und auch für den BCL-Aktienkurs kurzfristig unvorteilhafte Wahrheiten angesprochen werden dürfen. Langfristig setzt sich immer die Wahrheit durch. Darauf baut meine Strategie auf. Welche Strategie verfolgt ihr jeweils mit euren Kommentaren?

Es ist schon gut zu merken das in die selbe Richtung gezogen wird wenn auch die Wahrnehmung  viele Facetten hat.

Das geht so auch völlig in Ordnung in einem öffentlichen Diskussionsforum, das ja bekanntlich besonderen - eigenen Regeln unterliegt. ;-))
 

Momis Condemns Attack

The Autonomous Bougainville Government President Grand Chief Dr John Momis has condemned the recent outbreak of violence in Buka Town where locals attacked and ransacked a business house.
“As both Bougainvilleans and Christians we cherish our values of tolerance, unity and the peaceful resolution of disputes, this incident does not represent what we stand for and I condemn the perpetrators and their actions outright,” the President said.
The President also congratulated the Bougainville Police Service’s response to the incident noting this as a sign of how the rule of law has matured in Bougainville.
“There is no reason why anyone should ever take the law into their own hands,” Momis stressed.
To further build on this the President announced that the ABG will consider;

• The introduction of a rapid response team capable of responding to similar situations that may arise in all areas of Bougainville.
• Boosting the numbers of Police Officers and Community Police, and running further bridging training programs for prospective Bougainvillean trainees; and
• Introducing a Bougainville Security Council.

“The situation this week has also prompted my government to review the reserve list of the types of businesses that are permitted to be operated in the ARoB exclusivelyby Bougainvilleans,” President Momis said.
Until this review has been conducted a temporary ban has been enforced on the registration of new businesses in Bougainville.
President Momis has issued a stern warning to all Bougainvilleans that law and order will be enforced across Bougainville at every turn.
He added that with the referendum drawing closer Bougainvilleans must acknowledge that the past is behind them and their future lies in an orderly, peace loving and respecting society.
“We must welcome foreign investment as a means to secure our economic prosperity, we must be seen to be a community that demonstrates our values in every aspect of our lives,” President Momis said.
“Anyone who promotes to their community to do otherwise are not true leaders, real leaders do not follow their followers, real leaders inspire their followers to become the people they should be,” Momis added.

 

Es wurde viel Staatsgeld für die Landeigner und für die Verhandlungen rund um Panguna investiert.
Die aktuelle Situation bringt die Landeigner unter stärkeren Druck, sich intern zu einigen und in ihrem Gebiet rund um Panguna ihren Einfluss geltend zu machen.

Ein Lawrence Daveona welcher als Vetreter der Landeigner gewählt wurde, gab vor über einem Jahr sein letztes Interview... Da muss mehr kommen von den Landeignern...

The Chairman of the Central Bougainville Council of Elders Chairmen’s JOHN DONA today called on the ABG President to boycott all negotiations on Panguna and divert attention on other economic activity that can get Bougainville into the future.

MR. DONA said from Arawa that the ABG has wasted millions of Kina on PANGUNA and nothing has materialized on the many meetings that has been going on both in Arawa, Buka and Port Moresby.
He said these should have been spent on economical activities like the Cocoa activities on Bougainville especially in Tinputz which has attracted Chocolate makers around to world to make their orders.
MR. DONA said the giant PANGUNA MINE PIT can now be used as another tourism attraction.

THE Meekamui faction of Panguna has signed a Memorandum of Agreement (MOA) after two-days of dialogue.

The MOA signed last Thursday by leaders of the Panguna Meekamui in Panguna District, Central Bougainville affirms their commitment to participate constructively in the Bougainville peace process and contribute in preparing Bougainville for a credible referendum process for sustainable peace and development beyond 2020.

The MOA agrees to the following;

a) That a semi-autonomous Meekamui Peace Process be established in collaborative partnership with the Autonomous Bougainville Government that shall be governed by a Joint Steering Committee and a Project Team that will execute and implement the decisions and directives of the Steering Committee.

b) The Ceremony for Customary Cleansing, Ending of War and other healing processes are held for Meekamui and rest of Bougainville in Panguna no later than 31st December 2016.

c) The Meekamui Faction throughout Bougainville is unified and aligned with the Autonomous Bougainville Government no later than 31st December 2017.

d) That Panguna is thoroughly prepared and declared “Weapons Free and Referendum Ready” no later than 31st December 2018.

e) The Disarmament Process shall provide long-term benefits for the Veterans (politicians/combatants) and their families, widows, orphans and displaced generation.

f) The Women and other marginalised groups especially in the Meekamui Areas shall be empowered to participate constructively in peace building and preparation for Bougainville Referendum.

g) The Autonomous Bougainville Government and United Nations assist and engage a Meekamui Working Group to develop a detailed Meekamui Peace building Strategy and its Action Plan that shall be completed and submitted to the United Nations in Bougainville and Autonomous Bougainville Government within three (3) weeks as from the signing of this MOA.

h) The Autonomous Bougainville Government (ABG), the Government of Papua New Guinea (GoPNG) and United Nations (UN) provide sufficient funding to fund the Meekamui Peace Process to meet their timeframes.

i) Strongly urges the ABG to arrange for an immediate Joint Supervisory Body (JSB) Meeting and invite the Meekamui Faction to present their commitment as contained in this MOA to both Governments.

j) The Panguna Meekamui Faction is a key stakeholder of the Panguna Mine related issues including Bel-Kol and Outstanding Lease Payments and as such, these issues must be addressed with security-sensitivity as an important pillar for unification, credible referendum process and sustainable independence for Bougainville.
According to the MOA, there will be regular consultations at all stages of implementation with a review of the agreement to be made in August 2016.
As witnesses and collaborative partners, the Department of Referendum, Veterans’ Affairs and Peace warmly welcomed the affirmation and commitment of the Panguna Meekamui and pledged provision of both technical and financial support as and when needed.
