Papua New Guinea has lifted a ban on Australians travelling to Bougainville, but says it still disapproves of a diplomatic mission being built in the autonomous region.

PNG foreign minister Rimbink Pato instituted the ban in mid-May, after describing the mission as "outrageous" when it was announced as part of Australian budget measures.

The decision to lift the ban was made after a meeting between Prime Minister Peter O'Neill and Foreign Minister Julie Bishop in Japan last week.

"Prime Minister O'Neill reaffirmed Papua New Guinea's position that the government does not approve of the establishment of an Australian diplomatic mission on Bougainville," Mr Pato said in a statement.

"While the manner in which the proposal was announced was unfortunate, we have discussed the issue with our Australian colleagues. We recognise that there was a serious lapse in communication and we can now move on from this issue."

The ban will be lifted on Monday, he said.

He said Ms Bishop expressed regret for the miscommunication about the mission in a letter to Mr O'Neill.

Comment has been sought from the Department of Foreign Affairs

Absolute Majority

For a candidate to win under Limited Preferential Voting (LPV) they are required to receive half of the total formal vote, plus one (50% + 1). This is called the absolute majority.

Example
This means that if there are 100 voters, a candidate needs 51 votes to win. It is unlikely, however that there are only 100 voters. As such there is a simple calculation to determine how many votes form the absolute majority:

The absolute majority can be found by dividing the total formal votes received by two and then add one:
‘Absolute Majority = [Total Formal Votes/2] + 1.’
