The landowners of Panguna and the people of Bougainville should be left to decide if the mine will be reopened. The Autonomous Bougainville Government (ABG) should only give advice on policy and legislation matters.

Central Bougainville MP and Minister for Information and Communication, Jimmy Miringtoro voiced this concern to clarify issues surrounding the signing of a Memorandum of Understanding (MoU) between the Panguna Mine Affected Landowners Association (PMALA) and Chinese company Beijing Aerospace Great Wall Mineral Investment recently.

"There has been a great misconception on the content of the MoU.

"It is an open MoU with the intention not only to develop the mining sector in the region but also the agriculture and marine resources – two of the most important activities that Bougainvilleans rely on to sustain their lives," he explained.

He urged the ABG not to meddle with the affairs and decisions made by the landowners because it could cause another crisis if authorities are not careful.

He stated that the previous company that went into operating the mine did not take the people"s concerns into consideration that is why they were "chased out by force".

Minister Miringtoro clarified that section 23 of the ABG Constitution gives ultimate power to the people to make decisions on how their resources are utilised, developed and processed.

"The ABG should not tamper with this piece of constitution.

"They should step in to guide the people to making better decisions that will benefit the region," he said.

He added that Panguna landowners are very well educated people who can make decisions that will be benefit everyone but they should at the same time consult the ABG and the National Government.

He further stressed that it is time the ABG must lead its people to have more opportunities created for them.

"A lot of people missed out on opportunities because of the crisis for 11 years. Bougainvilleans should be given more chance to decide on how their affairs are run," he added.

Mann stelle sich folgendes Szenario vor:

1) Das ABG nimmt zwar Verhandlungen mit BCL auf, allerdings kommt es zu keiner Einigung, da die Forderungen des ABG zu hoch sind.

2) Das ABG vergibt die Lizenzen nach China "jetzt ist die Zeit doch reif dafür...(Momis)"

3) China übernimmt den Rio Tinto Anteil ausserbörslich, über den Kaufpreis wird stillschweigen vereinbart.

Dann hätten wir folgende Faktenlage:

1) RT macht ohne großen Aufwand sofort den fetten Gewinn durch Verkauf BCL, der BCL Anteil wird wohl mit 1 AUD in der RT Bilanz stehen, ohne vorher viel Geld mit hohem Risiko in eine unsichere Region investieren zu müssen.
2) China hat die Lizenzen
3) BCL ist eine leere Hülle, die überwiegend den Chinesen gehört
4) ABG / Bougainville / PNG bekommen die Steuereinnahmen von der chinesischen Firma

5) wir: schauen leider in die Röhre   ;-((((((

Wie realistisch schätzt ihr dieses Szenario ein?  

Ist das ein proposed deal oder ist der schon signed?  

... und zu welchem Preis werden wir "abgespeist"?

(wenn wir überhaupt etwas bekommen)  

der Gesellschaft. Ohne persönlich gerechnet zu haben wurde vor kurzem behauptet BCL wäre derzeit in Höhe des Eigenkapitals bewertet. Die Chinesen würden uns aber vermutlich nicht mal die 30 Cent gönnen.

Man könnte jetzt argumentieren, dass ja BCL dann immer noch die ganzen Gutachten und Daten besitzt, die rd. 500 Mio. wert sein sollen. Theoretisch schon, aber nicht für die Chinesen, da gibts nur copy & paste.

Wann muss nach australischem Recht ein Übernahmeangebot an alle Aktionäre unterbreitet werden?  

......hat das Pritzkerangebot 1992 zu 3.5 USD u. das Chanangebot 1998 zu 7.5 AUD für ihr "Crownjuwel" BOC abgelehnt. Die Annahme einer niedrigeren Offerte bei höheren Rohstoffpreisen wäre also schwer vermittelbar.Auch darf man nicht vergessen dass in den 7 BCL Lizenzen wohl die grössten bekannten zusammenhängenden Kupferreserven weltweit liegen.

Für die Lo`s wäre eine Compensation für die "Crisis" dann ja gestorben u. auf Boug. hat sich inzwischen der Konsens durchgesetzt: Wenn Wiedereröffnung, dann mit BOC (u.RIO)

Die Chinesen haben in PNG (u. anderswo) einen extrem schlechten Ruf, nicht ohne Grund wurden Momis MoUs mit den Chinesen bis jetzt nicht umgesetzt.

das habe ich schon öfters gehört. Mich wundert nur, dass die einen Fuss nach dem anderen in die Tür kriegen.  

Damals hatte aber BCL wohl noch die Lizenz, die ist jetzt anscheinend verfallen.
Man geht zwar allgemein davon aus, dass BCL die Lizenz wieder bekommt, da könnten die Chinesen aber mal ordentlich dazwischen funken, indem sie ein Gegenangebot unterbreiten. Ausserdem ist der Name BCL derzeit sehr negativ behaftet, es erscheint fraglich, ob die Chinesen nicht sogar den besseren Ruf haben?

aber wie es mit menschrechten in china aussieht,
sehen die jungs da in boug doch wohl auch.....  

Wer bekommt mehr Macht bei den späteren Verhandlungen mit BCL, das ABG oder die Landeigner. Dieser Punkt wird geregelt in der Section 23. Weil man sich allerdings bei diesem Punkt noch nicht einig ist, wurde das Minengesetz bisher noch nicht verabschiedet.
Das MOU mit den Chinesen ist nur ein weiteres Muskelspielchen zwischen diesen beiden Parteien.



 

Laut Friedensvertrag zwischen Boug. u. PNG müssen die von PNG geschlossenen Verträge eingehalten werden.Bei Nichteinhaltung würde BCL wohl klagen,ein jahrelanger Rechtsstreit mit Stillstand auf der Insel wäre die Folge.

Ausserdem hat RIO die Unterstützung Australiens u. AU wird kaum einer chinesischen BOC Uebernahme zustimmen.

Um die Independance "kurzfristig"  zu erringen führt an BCL kein Weg vorbei, das dürfte inzwischen auch allen Bouggys klar sein;-))))

richtig "fröhlich" aus zum Wochenschluß bzw zum nächsten Wochenanfang.

Rio Tinto ist ohnehin zu knapp 13 Prozent in chinesischer  Hand (siehe: http://www.riotinto.com/annualreport2012/...reholder_information.html ).

Ich glaube kaum, dass Chinalco es ernsthaft zulässt, dass eine unseröse andere chiensische Firma ihnen in die Parade fährt.

Daveonas Alleingang entwickelt sich immer mehr zum Eigentor. Es wird schon darüber gemutmaßt, ob er sich überhaupt noch ohne Bodyguard nach Bougainville trauen könne.

........Why do we just jump too soon to conclusions without properly understanding what is being signed.........

........If we consider Lawrence's situation, he has been made to take a back seat or suppresed for too long by the ABG, BCL, GoPNG and all those f*&^%% advisors attached to ABG....

......... He is a leader as he is mandated by all Landowners as a Chairman...He has to provide that leadership and if he is always made to take a backseat he has to make a deicision that he thinks is right for the people he reports to and also his association...........
