http://www.deraktionaer.de/aktien-weltweit/...per--esbc--12505189.htm
The workshop ended on an excellent note, where estimated 200 excombatants from North, South & Central, with their leaders sat down and duel on many pressing issues associated with mining, both pros and cons, were analysed.
they will now break into their own regional groups and further develop their negotiation positions.
this week has been hectic for ABG. starting from
Monday this week, there was a presentation on the order of magnitude study by BCL on the ore reserve and many associated issues.
Tuesday, there was a joint panguna national coordination committe meeting with GoPNG. (Verhandlungen zur Uebertragung der Shares u. Aufteilung des zu erwartenden Steueraufkommens)
Wednesday, there was a meeting with the United Nations Environment Program from Geneva suppoting ABG on the conduct of the environmental baseline studies .
Thursday, there was a whole of ABG administration workshops on negotiations issues.
Today Friday ending the week with the excombatants workshop.(Hauptsächliches Schulterklopfen ;-)))
There is plenty to ponder upon regarding mining, and all stakeholders are seriously contributing and committed to see a lasting solution. No taim blo pilai kakas, the pipol are in great need for services. please contribute through your networks

The Supreme Court of Papua New Guinea has temporarily barred the Internal Revenue Commission from pursuing millions of dollars in outstanding taxes from Bougainville Copper Ltd.
The former Panguna mine operator had sought leave for a judicial review of a National Court order that it pays the taxes assessed for the years 1998-2001.
In granting the application, Justice Timothy Hinchliffe, said BCL had an appropriate case and if refused, would suffer "possible hardship and be severely prejudice".
He is reported by newspaper The National as saying that if he turned down the application, BCL would irretrievably lose the interest on the money and receive no compensation.
Also, he said, BCL would close down its Port Moresby office and people might lose jobs.
By mutual agreement with the Internal Revenue Commission (IRC) the
outstanding tax claimed amount of K48.8m was paid into court on condition
the amount would be invested and that if BCL is successful in the substantive
case the sum and interest earned would be return to BCL. This action ends
that part of the action by the IRC seeking immediate payment to it of
outstanding claimed tax, penalties and interest. The company’s substantive
objection is still waiting on a trial date but both sides are now actively working
on the “discovery” process in preparation for the trial.
"... The company paid approximately K13 million to the IRC during the 2007 year (which is close to the claimed unpaid primary tax). A further K48.8 million was paid to the IRC during the 2010 year under the terms of a courtsanctioned arrangement to place the IRC in possession of funds sufficient to pay all outstanding assessments, penalties and interest claimed by the IRC. This arrangement also ensures that those funds are available
for return to Bougainville Copper in the event that the company’s challenges to the assessments are ultimately upheld by the courts. This money is invested and is bearing interest..."
"(c) The future income tax benefit relating to tax losses has not been brought to account because their realisation is not probable. Available tax losses carried forward amount to K125,319,954 (2011: K118,594,685)."

PANGUNA MINE NEGOTIATIONS, WORKSHOP FOR EXCOMBATANTS.
by mekamui
Central Ex-combatants
Central Ex-combatants
On Thursday 1st of July at 7am I got a called from my fellow comrades asking if I am free and would be willing to join them and go to Buka to attend a meeting for the Ex-Combatants, I told them yes so they picked me up. After picking four former senior BRA men we drove straight to Buka.
When I asked the comrades what’s the agenda for the meeting they told me it was an urgent one and nobody is sure about it. When we arrived in Buka we got words that it’s about mining but not a thing was given in Black and white till the 2nd of August.
Many of the Ex-combatants from the three regions of Bougainville [South, Central and North] came. As we arrived in Hujitena High School Hall I saw the topic, "Panguna Mine Negotiations workshop for ex-combatants". Professor Ciaran O’Faircheallaigh from Griffith University who has been funded by AusAid with $613,267 will run the workshop. It started with introduction by the ABG leaders with all talking much in favor of reopening Panguna mine because ABG is so desperate for money.
Professor Ciaran O’Faircheallaigh's presentation was more like he is talking on behalf of BCL and trying to persuade the Ex-combatants into agreeing for possible reopening of the mine. This makes former BRA General Sam Kauona to be on his toes and fired comments during questions and answer time. Sam Kaouna and his group were very furious too on section where it says if the compensation is high and reopening the mine gets to a deadlock cut down the compensation demands. Sam told Professor Ciaran O’Faircheallaigh that he is watering down the demands and this can’t be done when blood has been spilt fighting over the land.
Some members of the Ex-combatants from North spoke in favor of reopening the mine, however a strong opposition came from the Central region Ex-combatants who wants the Bougainville mining law to be completed and pass and referendum first before talks of reopening starts.
The Central Region Veteran’s affairs spoke person Junior Dake when speaking before the end of the workshop says that reopening the mine is not a problem as Sam Kaouna and Ismael Toroama mentioned but our mining law must be completed first so that we will have the power and rights over our resources. He further stated that he’s from North Nasioi where Arawa town is, during those days our mothers and sisters used to be raped in front of our eyes by the squatters who were here because of mining so this must be taken into consideration. We don’t want a repeat of that again.
This is the main issue which North Nasioi people are concern much about it. From the survey carried out by the women leaders in North Nasioi, 70% don’t want reopening Panguna mine before referendum because they don’t want outsiders coming into Arawa looking for jobs and start building squatter settlements as we are still under the freedom of movement under Png law.
