Despite a mostly trouble-free start to polling across Papua New Guinea in the country’s general election, chaos has erupted in the newly created Hela province.
Hela, which as the hub of PNG’s Liquefied Natural Gas project is hugely important to the country’s economic growth, has struggled with violence and ballot crime over this critical weekend.
Johnny Blades reports from Port Moresby.
“Polling was meant to take place on one day only, Saturday, in Hela and neighbouring Southern Highlands province, mainly for security reasons. Police say the late arrival of electoral and security personnel to some polling stations in this region prompted authorities to extend polling into a second day. But many people in Hela didn’t get to vote and eyewitness reports emerging say that thugs have violated the polling at will, stealing ballot boxes and voting papers, attacking supporters of rival candidates and burning down houses. While the buildup of illegal weapons in the region for the election was anticipated, it’s unclear whether the police and security forces who have been deployed in large numbers to this region for the election have been unable to exert control.”

This morning the polling booths for the PNG election opened in the Autonomous Region of Bougainville.

Nearly 70 candidates have nominated for the four seats representing the region in the national parliament.
And while there have not been any reports of election related violence, there have already been delays and disputes.
The person in charge is Bougainville's electoral commissioner Reitama Taravaru, and he spoke to Pacific Correspondent Campbell Cooney.

A delegation from the Konnou Peace Committee met with the Autonomous Bougainville Government Vice President Patrick Nisira last week to discuss re-unification of ABG and Mekamui U-Vistract government.
The 20-men delegation which included Mekamui chiefs and ex-combatants, freedom fighters, Mongai Home-Guard, Wilmo and Kerugotomei met with the acting President to discuss the re-unification of the two governments and the importance of Bougainville having only one legitimate government which the chiefs saw as a pillar for sustainable peace not only in the Konnou area but on Bougainville as a whole.
Mr Nisira expressed his gratitude for the initiative taken by the Konnou chiefs, saying he was happy to meet with and discuss re-unification with Mekamui U-Vistract front man Noah Musingku so that there is no hindrance to the referendum come 2015.
He added that this meeting would be only to discuss re-unification and not as an opportunity for Mr Musingku to use to claim that ABG has given formal recognition to his government.
He emphasised that the Bougainville Peace Agreement gave birth to only one government and that is the Autonomous Bougainville Government.
Moreover, the Vice President also warned the chiefs from Konnou that certain individuals from Buin were coming into Buka and getting involved in arm hold-ups as well as discharging firearms in and around the Buka Town area.
He told the chiefs to discourage neighbouring constituencies from bringing guns into Buka to conduct illegal activities.
He spoke strongly about the need to maintain Buka Town as an arms-free zone so that Bougainvilleans could move around freely and enjoy peace.

ISSUES such as the absence of serial numbers on ballot papers and changes of polling avenues were some hiccups as polling began in the Autonomous Region of Bougainville yesterday.
But provincial election manager Reitama Taravaru said they did not affect polling activities in the three electorates.
Over the weekend, all election materials and allowances were distributed.
The movement of ballot boxes from Port Moresby to each district and wards went smoothly.
He said of the 200 ballot boxes, one was given to each of the 181 polling teams.
Taravaru said another issue was people complaining that their names were not on the electoral ward rolls.
He also said polling officers in North Bougainville discovered ballot papers were without serial numbers. They had to be discarded.
In Central Bougainville, polling took place but not before a sudden change of location at Arawa to the Kupe area.
In South Bougainville, landowners from the Makis constituency, who had outstanding payment issues with the ABG, halted polling.
Taravaru said yesterday they were busy negotiating to allow polling to continue.
Polling is expected in this area tomorrow.
He said polling for the Atolls would be delayed as the chartered ship to transport polling officials and materials was still in Madang.
The vessel was arranged by the Electoral Commission, New Zealand government and the Border Development Authority, which had been provided polling dates for the atolls.
Taravaru said it had affected polling in the area and they would have to re-schedule polling to meet the province’s six to eight-day schedule.

PRESIDENT of the Autonomous Region of Bougainville John Momis has urged all eligible voters in Bougainville to elect the best leaders that will uphold the interest of Bougainville in the National Parliament.
Momis advised that the four best elected leaders of the region would be individuals that would give his or her undivided support to the Bougainville Peace Agreement.
“These leaders must carry out the task in the National Parliament, to support the Bougainville Peace Agreement so that it can be fully implemented,” said Momis.
Momis said the Bougainville Peace Agreement is a contract which in itself, cannot be fulfilled unless the Papua New Guinea government through the four Bougainville members elected, the ABG and the people of Bougainville collaborate to achieve its full implementation.
He added that it is the responsibility of the four elected leaders to create good laws, to fight for good policies and laws that protect Bougainville when there are moves being made on the national level to block the progress of Bougainville.
He urged that the people of Bougainville elect a candidate that works hard to promote and defend the collective welfare of the people of Bougainville.
“What this means is that the four members elected must work hard, irrespective of what they think of the ABG members, they must excel, use their knowledge, their strength, their persuasive and their negotiating influence to secure the best interest of Bougainville. The people of Bougainville depend on these four members to be our eyes, ears and voice,” said Momis.
He urged that it is now time for a united effort and they must cooperate with ABG to implement projects, address issues such as why the Joint Supervisory Body meeting has not eventuated.
“These four members must use their influence at the national level to convince their colleagues in the National parliament so that the national government must fulfill its contractual obligation. Bougainville Peace Agreement is a contract between ABG, People of Bougainville and the National Government so these four winning candidates have a huge job to do in representing us”, said Momis”
“This is your chance to elect a leader that you believe in your conscience and after you have prayed and asked guidance from the Holy Spirit, to elect a person that must have moral courage, be able to put aside all temptations of bribery and really uphold the responsibility of a politician, which is to be the servant of the people,” said Momis.

Und nicht nur ich habe berechtigte Zweifel, dass das Thema "Wohlstand für Bougainville" im Hinblick auf die Kupfergewinnung nicht bei der
Urbevölkerung ankommen wird.
Waffen werden mit Sicherheit noch länger eine Rolle spielen. Mit den entsprechenden Auswirkungen auf die industrielle Ansiedelung. Nur meine Meinung.

Meine persönliche Erfahrung habe ich durch andere Unternehmen in politisch/militärisch brisanten Ländern gemacht. Das Bild ist leider oftmals das Gleiche:
"Geld" spielt die übergeordnete Rolle. Meinungen werden gekauft, Redelsführer werden gekauft, etc. Aber: die Ehre manches Stammesmitglieds der jeweiligen Urbevölkerung ist NICHT käuflich. Dieser Widerspruch kann zusammen mit radikalen Ansichten bereits gefährlich sein. Vor Allem dann, wenn er merkt, dass er vom "Geld" betrogen wurde.
Momis z.B. ist, wie viele Andere vor ihm, nicht unantastbar und bei Leibe kein Gott. Es wird nach ihm Andere geben. Stabilität ist in meinen Augen etwas Anderes.
Es gibt immer zwei Seiten einer Medaille. Auch im Falle von BOU1. Nur das ist meine Aussage und meine Meinung, die keiner hier im Thread unbedingt teilen MUSS.

According to Reuters, analysts at broker Euroz have said that Chinese companies, possibly including Metallurgical Corporation of China could be interested in Xstrata's stake.
MCC is Highlands Pacific's partner on the Ramu nickel project.
Reuters also reported that three analysts on average value Highlands Pacific's 18.2% stake in Frieda River at AUD 477 million, more than K1 billion which would imply Xstrata's 81.8% stake may be worth about USD 2.15 billion (K4.44 billion).
Like other major miners under pressure to conserve capital amid uncertainty over global growth, rising costs and falling commodity prices world no 4 copper producer Xstrata has flagged it may slow down project spending.
An Xstrata spokeswoman reportedly told Reuters news that Xstrata has not yet decided whether to sell all or part of its 81.8% stake in Frieda River. “As part of this process we are assessing the interest of other investors in the Frieda River Project in Papua New Guinea.”
A critical concern for any buyer would be the cost of the Frieda River project, last estimated at USD 5.3 billion (K10.9 billion). That cost could fall if it secures natural gas for its power supply, a key factor in a delayed feasibility study that Xstrata has committed to deliver to its partner, Australian listed Highlands Pacific in December.
Xstrata has said that it wants to become the world's top copper producer, unseating Chile's Codelco, BHP Billiton and Rio Tinto over the next three years.
Charlie Sartain Xstrata's copper division head said that last month USD 7 billion (K14.4 billion) capital expenditure program was under way to beef up copper mining, mainly in South America and Australia.
Since then, a decline in copper prices that began in January has accelerated with the London 3 month contract fetching USD 7,545 per tonne or USD 3.42 per pound down from levels above USD 8,650 per tonne at the start of the year.
Xstrata already has projects under construction designed to boost its copper output by more than 60% to 1.5 million tonnes a year over the next 3 years including its Antapaccay project in Peru due to start producing in the second half of this year.
The company's attempt to sell the Frieda River stake suggests it may prefer to back the Tampakan copper and gold project in the Philippines, which it is looking to develop with Indophil Resources. Frieda River has an estimated resource of 12 million tonnes of copper and 18.5 million ounces of gold and could produce 246,000 tonnes of copper a year.
Highlands Pacific said that it hoped to seal an agreement in the next two days to sell a cornerstone stake in the company to PNG Sustainable Development Program Limited a large investment company with strong ties in Papua New Guinea which could assist in future development.
Meanwhile, Xstrata and its biggest shareholder Glencore saw their joint value slump by £4.2 billion last week as shareholder anger at huge payouts for directors threatened the merger of the two groups.

ABG President Chief John Momis intends to meet with the National Government after the elections, to consider establishing a small implementing unit at Waigani to execute the co-operative arrangements between the two governments.
This, he added, would include the setting up of a corresponding unit within the ABG Division of Autonomy or the Chief Administrator’s Office to ensure that matters relating to Autonomy and the Transfer of Functions and Powers do not become enmeshed in the routine bureaucracy.
The President urged that because the process of Autonomy is new to both governments, it is vital that each be mindful to respect all Bougainville Peace Agreement commitments.
“Autonomy is not just a phrase in our daily use. Its core objective is the transfer, of real powers and functions from the Government of the Independent State of Papua New Guinea to the Autonomous Region of Bougainville,” said chief Momis.
