Erstaunlich ist, dass die Lagerbestände bei Kupfer wieder sichtbar gefallen sind (siehe LME-Lagercharts in diesem Report). Händler an der LME berichten über Käufe von Chinesen, die ihrerseits die niedrigen Preise zum Aufbau strategischer Lagerbestände nutzen. Seit Ende Februar fielen die LME-Lagerbestände um 50,000 Tonnen auf zuletzt 494,850 Tonnen. Die chinesischen Kupferimporte stiegen im Februar gegenüber dem Vorjahr um fast 80 Prozent auf 283,461 Tonnen – in den ersten beiden Monaten dieses Jahres importierte China damit 485,283 Tonnen, was 53,5 Prozent mehr ist als im Vorjahr. Wie lange dieser Trend anhalten wird, ist jedoch schwer absehbar. Situationsbetrauten Kreisen zufolge hat die chinesische Regierung bereits Verträge unterschrieben, die 80 Prozent der für die strategische Lagerhaltung vorgesehenen 300,000 Tonnen abdecken. Treibende Kraft hinter den weiteren Kupferpreissteigerungen könnte jedoch der Aktienmarkt sein. Ähnlich wie beim Öl könnte beim Kupfer die dann wieder steigende Risikobereitschaft der Anleger zu weiteren Preissteigerungen führen. Das Sentiment um Kupfer dürfte aber nur allmählich und nicht schlagartig besser werden, sodass auch die Preise eher gemächlich ansteigen dürften. Dafür spricht auch eine Rückführung der Leerverkaufspositionen an der New Yorker Metallbörse COMEX. Ein Anstieg der dortigen Kupferpreise auf ein Viermonatshoch sorgte für eine Rückführung dieser auf fallende Kupferpreise setzenden Short-Positionen um 20 Prozent (Stichtag: 10. März vs. 3. März).

Bougainville Copper (BOC.AU), Australia's third largest Copper company by market capitalisation, soared 13.0c (or 19.3%) to 80.50c. In the Australian market of 1,749 stocks, the stock has a 6-month relative strength of 83 which means it is beating 83% of the market. A price rise combined with a high relative strength is a bullish signal. Compared with the All Ordinaries index which fell 11.4 points (or 0.3%) on the day, this represented a relative price change of 19.6%.

Ab sofort ist auf der Willkommensseite unserer Homepage ein sehenswerter Fernsehbeitrag des Senders „FRANCE 24“ eingestellt, der den neugewählten Präsidenten Bougainvilles, James Tanis, kurz nach seiner Amtseinführung zeigt. Darin enthalten: ein klares „Ja“ von Tanis zur Wiederaufnahme der Förderung in der Pangunamine, allerdings mit dem Hinweis auf die erforderliche Zustimmung der Landeigner. Diese erwarten wir innerhalb der nächsten Wochen, nachdem sich die verschieden Gruppen zu einer Dachorganisation zusammengeschlossen haben und einen Vorstand gewählt haben. Erfreulich wäre es nun auch, wenn unser Freund Lawrence Daveona, der schon heute einer der großen Landowner Vereinigungen vorsteht, zum gemeinsamen Vorsitzenden gewählt würde.

Mr Tanis was received at the Port Moresby In-service College to brief them on the peace process on the island. After explaining what he had done in the last two months since his inauguration, Mr Tanis then called on all Bougainvilleans in Port Moresby to assist their government in finding lasting solutions for the region.

Rio Tinto PLC (ADR:RTP) appointed a new chairman Tuesday in what was seen as an effort to calm political turmoil in Australia over its $19.5 billion tie-up with China’s Aluminum Corp. of China Ltd. (ADR: ACH), also known as Chinalco. Rio entered the agreement with Chinalco in February to help cut its $39 billion debt burden, but the deal has ruffled political feathers in Australia on concerns key assets are falling into Chinese hands.

After previous attempts failed, Rio appointed Jan du Plessis, chairman of British American Tobacco PLC (BTI), as its new chairman. Rio chairman-elect Jim Leng quit the board last month, after objecting to the deal.Du Plessis is on record as viewing the deal as the best chance for Rio to weather the global downturn.

Under terms of the agreement, state-owned Chinalco would pay $12.3 billion for a piece of Rio’s iron ore, copper and aluminum mining assets, and $7.2 billion for convertible notes that would double its stake in Rio to 18%.

In its annual report released Tuesday, Rio said it might have to renegotiate $40 billion in debt under potentially more onerous terms if the Chinalco deal was not approved and it failed to complete other planned asset sales. But that did little to deter Senator Barnaby Joyce, an Australian politician who took out television ads on Tuesday urging that the Chinalco deal be blocked, Reuters reported.

“The Australian government would never be allowed to buy a mine in China. So why would we allow the Chinese government to buy and control a key strategic asset in our country,” the ads said. The ads aired in the capital of Canberra and Joyce’s home state of Queensland, where Chinalco will mine new assets.

On Monday, Australia’s Foreign Investment Review Board extended its examination of the deal by 90 days, an investigation that could make the deal even more difficult. And on Wednesday the Australian Senate is expected to endorse an inquiry into whether foreign investment in Australian companies is in the country’s national interest.

If the deal is approved, Rio would give Chinalco “significant influence,” and the company should revise the terms of the agreement, Ross Barker, managing director of Australian Foundation Investment Co., told Bloomberg News.

As reported previously in Money Morning, over the past few months, China has capitalized on the financial turmoil that has paralyzed the world’s “developed” economies by stocking up on cheap commodities, weeding out competition to its largest state-run companies, and acquiring even more foreign assets.

With commodity prices in a historic swoon, China is scouring the planet for the natural resources it needs to advance its recently unveiled $586 billion stimulus plan - which is primarily focused on infrastructure.

In order to execute the massive infrastructure overhaul, China is using its huge stash of foreign reserves to load up on the raw materials crucial to the endeavor. To keep the ball rolling, the government has encouraged large Chinese companies to go outside and buy resources companies while the commodity market is low.

Chinalco’s deal with Rio is just one of those.

In February, China Minmetals made a $1.7 billion (A$2.6 billion) bid for OZ Minerals (OZMLY.PK), the world’s second leading zinc miner. Hunan Valin Iron & Steel Group Co. quickly followed that deal with an agreement to buy $793 million (A$1.2 billion) worth of shares in Fortescue Metals Group Ltd. (FSUMF.PK), which has significant iron ore holdings in Australia’s western states.

Both of those deals have raised the hackles of Australian citizens and politicians, who fear China’s aggressive moves could spell long-term damage to Australia’s mining industry.

Australia is negotiating a free trade agreement with China, although talks have recently stalled. But Trade Minister Simon Crean has firmly stated the free trade agreement was not being used as a bargaining chip over the foreign investment decisions.

Crean said Australians need a better understanding of the importance of more two-way investment between Australia and China, the country’s largest bilateral trading partner and second largest export market, according to Bloomberg.

One of the warring factions in Papua New Guinea's Autonomous Bougainville region has agreed to lay down their arms.

A Me'ekamui faction in Bougainville's south has told newly elected president James Tanis they are ready for peace talks in what is the fiercely divided aftermath of a civil war that started in 1987 and ended in the late nineties.

Meanwhile, Tanis escaped injury when his vehicle overturned when returning from the talks, it has emerged.

He met south Bougainville's Lukauko-based Me'ekamui defence force commander Michael Sonnei on the weekend, PNG's Post Courier reported.

"We are ready to lay down our arms and talk peace with our brothers from the other factions," Sonnei said.

"We do not want to fight among ourselves.

"We want peace," he said.

"My people are being denied their right to basic government services, they are denied access to sell their produce," he said.

Tanis led a delegation of Bougainville ministers and leaders to the area where inter-factional fighting is still common and simmering tensions remain.

It is Tanis' second trip to the troubled region in his push for Bougainville reconciliation and peace talks, crucial to bringing this once prosperous region back to its former glory.

The Bougainville Revolutionary Army (BRA) fought the PNG defence force in a pyrrhic conflict sparked by landowners shutting down the massive Panguna copper mine.

During the fighting, the BRA themselves splintered into different groups and after the ceasefire conflicts and old feuds continued.

Me'ekamui, a nationalist ideology tied to traditionalist belief, wants to form its own government for Bougainville but has many differing militias scattered across the island with many at odds with each other.

The Me'ekamui Defence Force (MDF), headed by self-appointed General Chris Uma, maintains a heavily armed no-go zone around the Panguna mine and refuses to negotiate with other parties seeking reconciliation.

Other factions include Bougainville Freedom Fighters, Peace Struggling Force, Mongai Homeguards, Fifty Kina Force and Wisai Liberation Movement.

The 2001 Bougainville Peace Agreement outlined peace and reconciliation as the tenets for Bougainville to hold a 2015 vote for independence from PNG.

PRESIDENT of the Autonomous Bougainville Government (ABG) James Tanis last week visited the heart of Me’ekamui land in South Bougainville.
Since his inauguration as the second president of the region on Jan 6, Mr Tanis started visiting least developed areas of Bougainville, including troubled spots of Tonu, Mongai, Konnou and inland areas of the South and Central Bougainville.
The latest trip into the Konnou area, where armed fighting is still continuing, was to bridge the gap between all factions of the Bougainville conflict.
The ABG delegation, led by Mr Tanis comprised of ministers Robert Hamal Sawa, Glyn Tovirika, Laupa Ampa, Thomas Lugabai, Jonathan Ngati and Buin chiefs, spent two days with the Me’ekamui fighters at Lukauko village in Buin.
Mr Tanis had several meetings in the village, first with the fighters and later with the people.
He called on the people to lay down their arms and start talking about establishing dialogue with their enemies and to prepare for reconciliation and weapons disposal.
Mr Tanis said the fight on Bougainville ended with the signing of the Bougainville Peace agreement, therefore, fighting should not continue in Central and South Bougainville.
Meanwhile, Me’ekamui commander Damian Koike also vowed to lay down arms, reconcile and destroy all weapons.
Mr Koike was grateful for a leader like Mr Tanis, who supported all people regardless of their groupings.

Education the key to development says MP
Bougainville Regional MP Fidelis Semoso has said the Autonomous Region of Bougainville must give priority to education and information as the catalysts for development.

He said the Autonomous Bougainville Government should make it its priority to educate every Bougainvillean.

“If you have a well-educated society, you can expect a good society,” Mr Semoso said. “

Bougainville’s future aspirations will only be realised through the provision of good quality education.”

He said he would continue to support the education sector on Bougainville

as the students would become leaders one day and make informed decisions for the autonomous region.

Der Minensektor leidet noch immer stark unter den Folgen der Wirtschaftskrise. Doch jetzt sieht eine „Schlüssel-Branche“ erste, zarte Pflänzchen der Hoffnung.

Bergbauservicefirmen sehen den Anfang einer Erholung in ihren Auftragsbüchern, die ersten Anzeichen von Zuversicht in einer Branche, die von der Finanz- und Wirtschaftskrise stark in Mitleidenschaft gezogen wurde.

Auf dem Asia Mining Congress, der diese Woche in Singapur stattfindet, äußerten die Vertreter einiger Unternehmen der Bergbau-Serviceindustrie, man habe in den letzten zwei Monaten wieder bessere Geschäfte gemacht als noch im Oktober, November oder Dezember des vergangenen Jahres. Zwar würden die Geschäfte im Vergleich zu Anfang 2008 immer noch schlecht laufen, aber es seien erste Zeichen einer Besserung zu erkennen. Aufträge würden herein kommen und auch verstärkt Anfragen von Kunden.

Die Service-Unternehmen der Bergbaubranche liefern das Equipment, das Explorer und Produzenten benötigen – die Mühlen, Bohrer, Bohrtürme und Spezialwissen, das die Minenunternehmen brauchen, um Metalle und Mineralien aus der Erde zu holen. Und sind somit gut positioniert, um die Entwicklung des Minensektors einzuschätzen. Die Konzerne, wie beispielsweise US-Gigant Caterpillar (ISIN US1491231015) oder die finnische Outotec (ISIN FI0009014575), litten mit als erste, als die Bergbaubranche im vergangenen Jahr ihr Investitionsvolumen um rund 200 Milliarden Dollar oder 40 Prozent zusammenstrich.

Die Rohstoffpreise sind seit ihren Rekordhochs Mitte 2008 um bis zu 60 Prozent gefallen, doch die Stimmung – zumindest in der Service-Branche – sei in vernünftigem Rahmen positiv, hieß es auf der Konferenz. Unter anderem, weil in der Krise auch die Kosten deutlich gesenkt werden konnten. Es sei möglich, die Kapitalaufwendungen um 30 bis 35 Prozent zu senken, so Teilnehmer des Kongresses. Und die Auswirkungen der Konjunkturprogramme in den USA und China, seien ja auch noch gar nicht zu sehen.

Positive Neuigkeiten für den Rohstoffgiganten Rio Tinto (ISIN AU000000RIO1): Die Kartellbehörde Australiens hat grünes Licht für den 19,5 Milliarden Dollar schweren Einstieg des staatlichen chinesischen Aluminiumriesen Chinalco gegeben. Man erwarte keine signifikante Beeinflussung des Wettbewerbs auf den Kupfer-, Aluminium- und Eisenerzmärkten, hieß es aus der Behörde.



Als nächstes erwartet Rio Tinto nun die Zustimmung des australischen Finanzministeriums, das die mögliche Beteiligung ebenfalls prüft. Dabei stehen bei den Kritikern des Deals, darunter auch Großaktionäre des Rohstoffriesen, vor allem Sorgen im Vordergrund, Rio Tinto könne unter den Einfluss Chinas geraten und das Reich der Mitte sich so international Vorteile verschaffen.

Gleichzeitig ließ Rio Tinto verlauten, dass man, sollte der Chinalco-Deal nicht zustande kommen, eine ganze Reihe von Alternativen in der Hinterhand habe, um sich zusätzliches Kapital zu besorgen. Das könne die Ausgabe von Anleihen, den Verkauf weiterer Assets, die Vergabe von Bezugsrechten, eine Umschuldung oder eine Kombination aus all diesen Möglichkeiten umfassen, so das Unternehmen.

Rio, das bereits Assets im Wert von mehreren Milliarden Dolalr veräußert hat, teilte zudem mit, dass man eine australische Roheisenfabrik auf Grund der schlechten wirtschaftlichen Aussichten für zwölf Monate schließen werde. Allerdings geht der Konzern davon aus, trotz widersprüchlicher Signale zur Weltwirtschaftslage, dass Hoffnung für eine Erholung der Rohstoffpreise in der zweiten Jahreshälfte 2009 besteht. Vor allem die in China geplanten Infrastrukturmaßnahmen könnten eventuell die sinkende Nachfrage aus dem Westen ausgleichen.

Projects get K15.7mil grant from European Union

THE European Union (EU) has provided a grant of K15.7 million to strengthen capacity to implement EU-funded projects in the country.
The National Government will provide an additional K1.25 million for the purpose.
National Planning and Monitoring Minister Paul Tiensten said the EU funding would greatly assist the Government’s sustainable development priorities contained in its medium and long term strategies.
EU Ambassador to PNG Aldo Dell’Ariccia said the funds would strengthen capacity in all Government departments and agencies, including National Planning, dealing with EU projects.
He said the funding would help to improve management capacities to be better involved in the broader political dialogue underlying EU development policies.
The EU has so far made available K470 million for the period 2002-07 through the 9th European development funds (EDF).
Another K570 million would be provided in the 10th EDF for the period 2008-13.
“In addition, further grant funding is available from European Commission budget lines in Brussels and regional
development funding,” Mr Dell’Ariccia said.
He said current funding for future projects under an EU-PNG cooperation package had been in line with the
medium term development strategy (MTDS).
He said it was also consistent with “the PNG commitment on aid effectiveness” reached last July.
Mr Del’Ariccia said assistance from the EU included support for rural economic development, human resource development in the education sector, support to the mining sector, rural and district water supplies and sanitation and support to district administrations and civil society throughout PNG.
In his response, Mr Tiensten said there was a need to build capacity for the drawdown of funds.

The people of Haku of Buka island recently re-opened the Kessa market at the far end of the island. The market issaid to be an ideal place to promote bartering between the people of nearby Pororan, Yaparu and Petats islands and the Buka people.

The original Kessa market was destroyed during the Bouhgainville conflict and since then, the Haku people used the sandy beach as their marketplace. That all changed last Saturday with the opening of the new market.
