THE blueprint for good practices and behaviour in Bougainville reads like an ideal example for all governments to adopt. Newly-installed President of the Autonomous Region of Bougainville, James Tanis, has made a flying start to his short-term in office, having unveiled the new standards for his government.The document looks outstanding. He has told all ministers and members of the ABG that they have to comply with the standards.
A few samples: They must declare their assets and liabilities including equity in any companies held by ministes or on their behalf. These lists will go to the Chief Ombudsman and a copy on a confidential basis to the ABG’s chief administrator.Ministers, the standards document stipulates, will not take investment proposals to the region’s executive council without being considered and recommended by the investment screening committee and the relevant division of the Bougainville administration.
No minister shall travel outside the region without first getting the President’s clearance. No minister shall sign a document which commits the ABG to any contract, agreement or public position without getting approval of the cabinet and/or the President.
No minister will travel at the expense of any third party unless there are “compelling reasons’’ and with prior approval from the President. No minister will see any investor or potential investor without the administrator of relevant chief executive officer being there.These are outstanding principles on which to conduct government business. Of course they are just words and the proof will be in the enforcement of these standards and the punishment of those found to offend.Mr Tanis has a hard act to follow, that of the very charismatic Joseph Kabui. If he imposes these standards and makes them stick, there is hope that the veil of controversy hanging over recent conduct will be lifted and thoroughly scrubbed and cleansed of the taints of impropriety.
Now, the collective challenge is on all of its people to ensure that individual brilliance and hard work can be harnessed and that discipline is imposed to ensure a bright future for the recovering island region.
The people of Bougainville, having gone through the most horrendous civil war of recent memory in the Pacific, are entitled to expect adherence to high standards by their leaders.

· Establishment of dialogue with BCL and the National Government to address PLO outstanding issue;

· ABG to relocate to Arawa as an immediate matter of concern;
· Dismantling of Invincible/BRDC arrangement as he has not seen any benefits from this up to date.

THE Autonomous Bougainville Government has a new speaker to run the
region's parliament.
He is Andrew Miriki who was nominated from two others, Theresa
Jaintong, the president of the National Women's Council and Gerard
Sinato, the former ABG health minister.
Mr Miriki, who replaces Nick Peniai, won with 18 votes with Mr Sinato
second in 13 and Ms Jaintong with five votes.
Mr Miriki was nominated by members from the South and the nomination
was announced by new Health Minister and member for Baubake, Thomas Lugabai,
Ms Jaintong was nominated by central Bougainville members and Gerard
Sinato by those from the North.
The voting began after Minister for Works and member for Halia
constituency seconded that the nominations close since there were already three
nominees representing each region of Bougainville.
Straight after the declaration by Acting Speaker Francesca Semoso,
the House was adjourned to prepare for the new speaker's swearing in.
The senior magistrate and Clerk of Parliament Robert Tapi sorted out
the writ signing, the swearing of oaths in which was followed and Mr Miriki's
swearing in was witnessed by the ministers, CEOs and parliament staff.
Mr Miriki comes from Wisai in the Konnou constituency in the south
Bougainville area of Buin.
Mr Miriki is one of Bougainville's key players in the peace process
as the BRA hardliners spokesman.
He is well known on Bougainville and nationally and internationally
since he was the one who registered the BRA case at the United Nations
headquarters in Geneva, Switzerland during the crisis.
Mr Miriki was warmly welcomed and congratulated by the members of the
House of Representatives for winning his new role as the Speaker.

Bougainville Hawks Firm on Freedom
RABAUL: Rebel hardliners on Bougainville reiterated yesterday that they would not disarm themselves until the Government clarifies its position on their push for independence.
Their spokesman and a member of the Bougainville Peoples Congress (PBC), Andrew Miriki, said they had taken up arms for the purpose of fighting for independence and it was foolish for them to disarm themselves without settling the root cause of the problem. "We have not accepted the Government's announcement on offering us greater autonomy as a political solution to the conflict because that was not what we have been fighting for," he said. "What we wanted from day one up until now is independence," Mr Miriki said. The rebel hardliner's comments comes in the wake of BPC president Joseph Kabui's statement that BPC had accepted the Government's offer on condition that the issue of independence through a referendum was still open for negotiation.
Mr Miriki said yesterday from Buin in South Bougainville through satellite telephone that what Mr Kabui said had represented only the views of the BPC members but not the rebels. "Our position is that we want the Government to come out clear on our push for independence. We want the Government to make its position clear on the Hurtzena Minute that allowed for a referendum to determine the political future of Bougainvilleans," Mr Miriki said. The Hurtzena agreement was signed between the rebel faction and former prime minister Bill Skate before the change of Government. Mr Miriki added that disarmament was a side issue that the Government was trying to give prominence to in the peace process with the aim of covering the real issue of independence. "Disarmament is not the root cause of the Bougainville crisis. The root cause of the conflict, as I have said, was independence and the Government must come clear on the issue," he said.
Asked about Mr Kabui's criticism about his previous statement, Mr Miriki said Mr Kabui was not happy about his statement because he had made the statement under BPC, adding that one must understand the difference between the rebel hardliners and the members of the BPC in relation to the background of the conflict. "We are not disputing the BPC's position because it is a faction of its own. We (the rebels) are different with our own position and ideas to pursue in the peace process," Mr Miriki said.

Tanis names new cabinet
PRESIDENT of the Autonomous Bougainville Government, James Tanis,
officially announced his new cabinet ministers on Tuesday.
Mr Tanis said the ministerial duties had been allocated evenly to all
regions, where there were four ministers represented in every region.
The first appointment is the new vice-president, Ezekiel Massat, who
is also responsible for law and justice.
Six cabinet ministers from the old government retained their
ministries.
His cabinet includes Glynn Tovirika as minister for veterans'
affairs, Mathias Saka as finance and planning minister, Jonathan
Ngati as local level government minister, Michael Otoroa as education
minister, Joseph Watawi as business and consumers affairs minister,
Patrick Nisira as works minister and Laura Ampa taking charge of the
women and community affairs ministry.
Member for Baubake in South Bougainville Thomas Lugabai was appointed
health minister replacing Gerard Sinato, who resigned to contest the
ABG presidential by-elections.
Mr Tanis replaced former communication minister Jeffery Nabuai with
Hagogohe Member Robert Sawa, while Ioro Member Benedict Pisi was
given the ministry for natural resources and Kongara Member Dominic
Itta was appointed to the primary industry ministry, replacing Taehu
Pais.
Three nominations were received for the speaker's post – Gerard
Sinato for North, Theresa Janton for Central and Andrew Miriki for
the Southern region.
The election for the new speaker was conducted by secret ballot with
Mr Miriki being elected with 18 votes ahead of Mr Sinato (13) and Ms
Janton (five).
Mr Miriki was also sworn in straight after his victory by the
Bougainville principal magistrate, David Maliku.

THE President of the Autonomous Bou -gainville Government James Tanis made a courtesy call on the people of Panguna during his inauguration in Arawa.
Mr Tanis said the ABG had still to develop an effective process to resolve the Panguna issues, adding when he talked to the people of Panguna.
He saw a real hope for reconciliation among landowner groups only if there was a proper political treatment.
“As the President, I declare my neutrality over Panguna. The conflict must end where it started and we must put in place the correct process to allow this to happen in consultation with the right people, especially the land owners,” he said.
He said he supported the Panguna land -owners in their moves to end the conflict where it started.
“I encourage you to reconcile and re-unite to speak with one voice. Your problems are Bougainville’s problems and the rest of Bougainville must play a role in ending this conflict.
The I will listen and help you,” he said.
The President said he knew some Panguna people supported the litigation in the United States against Rio Tinto.
He asked the ABG, BCL and the National Government for their patience, saying that with time and reason these matters would be resolved.
Mr Tanis said the people of Bougainville must not depend on mining alone but do take other responsibilities ahead of them.

AUTONOMOUS Bougainville Government (ABG) president James Tanis has requested New Zealand authorities to train young Bougainville police constables in their country.
Mr Tanis made the request to New Zealand High Commissioner Neils Holm and New Zealand Police Commissioner Howard Broad during a function at the Kuri Village Resort yesterday.The ABG leader had proposed that his region’s young constables be trained in New Zealand.Mr Tanis said such scholarship programme would be of great help to the local police service as it would raise the capability of their police to carry out their jobs.
Expressing confidence in his new cabinet, he said one of the major priority areas they would be working on was the weapons’ disposal programme and law and order.
Mr Tanis said his government would be pushing for the draw down of powers to ensure that there was a balance “because at the end of the day, there were two sides of the peace agreement – the Bougainville obligation and the National Government’s obligation”. “I see my role as head of the executive council as a balancing act to satisfy our people’s demand for total autonomy and appropriate processes for referendum,” Mr Tanis said.
He said most of the activities would be taking place at the village level because the conflict started at the village and must also end there.
B’ville starts era with projects

BOUGAINVILLE’S regional member Fidelis Semoso’s vision for 2009 starts with millions of kina worth of projects in health and roads
plus a public servants’ housing scheme from money he is locating from outside Bougainville.
This is his way of telling the islanders that “we are very much still dependent’’ on Papua New Guinea.
Mr Semoso said although his position as Bougainville’s regional member was not guaranteed so much funding as for current governors
and ministers and MPs, he was trying his best to do something for Bougainville.
Last week Mr Semoso was criticised for “doing nothing” for Bougainville by former MP and South Bougainville MP Michael Laimo and asked to explain a multi-million-kina water project for the region.
“What has he done for Bougainville over the past years,” he said.
“I’ve been doing a lot for the region in this short term in office.
“Unlike our other MPs and other MPs from PNG, I have no specific funds but have been trying to find money to develop Bougainville at my own pace.”
He said he was now closing in on a multi-million-kina Buka ring road sealing project about to be put out to tender as funding had already been located.
“I have water projects for the Buka Hospital, the public servants’ housing scheme is in place, there are other health projects and roads. I am not sitting down, I’ve been working,” he said.
Duo set fire to Digicel tower

TWO men suspected of setting fire to the Digicel tower at Pabaire village at Arawa in the Autonomous Region of Bougainville were nabbed by Buka police.The first suspect was arrested in Arawa and the second was caught in Buka on an attempted escape to Lae in the Morobe Province.The suspects have burnt 20 metres of the main cables linking the generators to the aerials on the tower worth more than K60,000.The fire happened on January 9 but was not reported to the police until later.
Arawa police station commander Herman Birengka says the Digicel network in Arawa is currently out of service.
“The tower on Pabaire is the main linkage between the Arawa and Manetai towers and since the cable has been burnt, the network is currently out of service. A lot of phone users are bitterly frustrated,” Sgt Birengka said.
The arsonists were monitoring a security guard who was stationed at the site and when the guard left for lunch, the suspects cut the wires surrounding the tower and entered the property. They poured petrol on the cables, covered it with dry coconut leaves and set it alight.
The tower could have been completely burnt if it was not for the swift actions by the security guard and his minders.
Sgt Birengka said he appreciated the help of ex-combatants and the community in Arawa for their co-operation with police in apprehending the suspects.
He said this year the police in Arawa will improve its customer and client care service, in which every complaint will be attended to and whoever is apprehended will be dealt with.
“We on Bougainville need to attract investors and in order to do that, we need to win their trust so they can gain confidence in us,” Sgt Birengka said.
“Big companies like Digicel will need our support in terms of security, the biggest thing is that we are receiving a much needed service communications.”

Weapons disposal top priority: Tanis
AUTONOMOUS Bou-gainville Government president James Tanis has challenged the people of Tonsu to surrender their weapons. Mr Tanis made the call during his first visit to the area. He said this was not a trip to make promises, but to meet and talk to them as their new president. “I have made weapons’ disposal my top priority and, as such, have placed this activity under my direct control while peace and reconciliation will be under the veterans’ affairs ministry.” Mr Tanis said he wanted to see the entire Bougainville region free of guns before the general elections next year.
He said weapons’ disposal, peace and reconciliation were requirements under the peace agreement that would pave the way for Bougainville to conduct a referendum in preparation for independence. “For autonomy to be realised, all Bougainvilleans must join hands with the government in its effort to remove and destroy all firearms in the hands of the people,” Mr Tanis said. He said time was running out and people had to start thinking hard about what they had fought for and what they wanted to achieve.

School materials bound for Panguna
THE Bougainville Copper Foundation (BCF) has given educational materials to the children of Panguna in the Autonomous Region of Bougainville.
The foundation’s donation of 120kg of books and educational materials left the Port Moresby warehouse of stationery firm Theodist this week bound for the beautifully-named Deo Mori (God’s Country) primary school, located close to the suspended copper mining operation.
BCF board member Mel Togolo presented the books to Thaddeus Itoro representing the board of governors of Deo Mori School.
Mr Togolo said providing all of the titles requested by the school had been a challenge, an indication that the curriculum applied at the school today was based a few years back in the missing years, allowing returning students and teachers to see some familiar books, and to bridge the gap created by school closures.
BCF continues to sponsor hundreds of school-age children and young adults in tertiary studies, aiming at building skills that could help re-build the social and economic status of the Autonomous Region.

A communications plan has been developed. Now that circumstances on Bougainville have changed and exploration and mining are being openly debated the company needs to publicly project its position on key issues affecting it. The plan also aims to enhance the company's image among key stakeholders.

Temu told Agence-France Presse the agreement would see both governments working together to lift the moratorium on mining and reopen the Panguna mine. 'It's got another 15 to 20 mining years left, there's an enormous deposit still there and we have now basically agreed to start bringing the reopening of the Bougainville copper mine to the table,' he said. Temu, who is also PNG's Deputy Prime Minister, said the national government would retain a stake in future profits from the mine and other resource projects.

Wie der Bergbauriese bekanntgab, hat man den Verkauf einer Eisenerzmine und anderer Projekte in Südamerika an den Konkurrenten Companhia Vale do Rio Doce (CVRD) beschlossen. Die Verkaufssumme beträgt rund 1,6 Mrd. Dollar.
Man verkauft die Columba Eisenerzmine in Brasilien gemeinsam mit den anhängenden Fluss-Logistik-Projekten in Paraguay und das nicht entwickelte Potasio Rio Colorado Projekt in Argentinien. Der Verkauf von Columba muss von den Behörden genehmigt werden.
Der Verkauf dieser Aktiva ist ein weiterer Schritt Rio Tintos zur Reduzierung der 40 Mrd. Dollar Schulden. Man hat weltweit 14.000 Stellen gestrichen sowie weitere Projekte und Anlagen verkauft. Die Schuldensumme kam größtenteils durch den Kauf des Aluminiumproduzenten Alcan zustande.
CFO Guy Elliott sagte, der Verkauf sei ein wichtiger Schritt dahin, 2009 rund 10 Mrd. Dollar Schulden zu tilgen.
In 92 gab es ein Angebot von Pritzker von 3,35 USD pro BCL Share,in 97-98 präsentierte Chan,der damalige PNG Premier einen (unbekannt gebliebenen)Interessenten a 7,50 AUD. Die von RT als ungenügend abgelehnte Offerte mündete dann in der Sandline Affäre und Chan musste als Premier zurücktreten.

Rio Tinto response to press speculation

Rio Tinto notes the recent press speculation regarding discussions with Chinalco, an existing shareholder.
As previously announced, the Boards of Rio Tinto are continuing to consider a range of options. In this regard, Rio Tinto confirms that it has held discussions with Chinalco regarding Chinalco acquiring minority interests in various operating businesses of the Rio Tinto group and also investing in convertible instruments.
There can be no certainty that a transaction will ultimately take place and any possible transaction would be conditional upon approval by the shareholders of Rio Tinto and all necessary government and regulatory authorities.
A further announcement will be made as and when appropriate.

RTE Sydney/ Peking - (www.emfis.com) - Aluminium Corp of China und Rio Tinto verhandeln, so die offizielle Bestätigung des australischen Minenkonzerns. Die Rio Tinto Group, dass weltweit drittgrößte größte Bergbau-Unternehmen, will seinen fast 40 Mrd. AUD schweren Schuldenberg abbauen. Dazu ist man nun in offizielle Gespräche mit dem chinesischen Unternehmen eingetreten.
Unbekannt sind sich beide Seiten nicht, hatte doch Chinalco zusammen mit Alcoa im Februar vergangenen Jahres sich eine Beteiligung von 9 Prozent gesichert. Diese Anteilsübernahme fand im Angesicht einer Übernahmeschlacht durch BHP Billiton statt, welche Rio aufkaufen wollten. Damit wäre BHP der weltweit beherrschende Marktführer im Bergbaubereich geworden. Die Chinesen sträubten sich vehement dagegen, wäre es doch ihnen gegenüber zu einem Preisdiktat gekommen.
Bereits im August hatte Chinalco von der australischen Regierung offiziell grünes Licht für ein Aufstockung bei Rio bis auf 11 Prozent erhalten.
Laut Rio Tinto könnte sich Chinalco Wandelschuldverschreibungen und / oder eine Minderheitsbeteiligungen erkaufen. Der britische Sunday Telegraph spricht hierbei von einem Volumen in Höher von 15 Mrd. AUD. Inwieweit Chinalco diesen Einstieg finanziert ist unklar. Das Unternehmen verfügte mit Ende November über einen Cash-Bestand von 8,8 Mrd. US Dollar.
Für die Marktbeobachter ist klar, dass China in der jetzigen Situation aggressiv seine Chancen nutzen wird. Strategisch ist der Kauf von Vermögenswerten Rio Tintos, wie Kupfer und Eisenerz, logisch. Diese Materialien sind Mangelware in China und die Nachfrage danach wird nachhaltig sein, so Heng Kun Analyst bei der Essence Securities.
Die chinesischen Bergbau Unternehmen hatten sich bereits im vergangenen Jahr global für etwa 18 Mrd. US Dollar Vermögenswerte erkauft und dabei die Finanzkrise ausgenutzt. China ist klar, dass sich die Chance des Einkaufes, Beteiligungen und Übernahmen im Rohstoffsektor zu den augenblicklichen Preisen nicht so schnell wieder ergeben wird, so Glyn Lawcock, Analyst bei UBS.
Während an der australischen Börse das Vorhaben Rio Tintos mit einem Plus von fast 5 Prozent begrüßt wird. Verliert die Aktie von Chalco in Hongkong um über 7 Prozent.
Nach dem Treffen Somare/Tanis am Mittwoch bei dem dieser die Aufhebung der No-Go-Zone und den Abschluss der Versöhnungsfeiern sowie das einsammeln aller Waffen versprochen hat damit sich alle Einwohner B'villes frei bewegen können,stand am Donnerstag ein Meeting mit BCL auf dem Terminplan,welches auch noch am Fr. fortgesetzt wurde.
Man verstand sich dabei so gut dass auch noch für Samstag ein Arbeitsfrühstück anberaumt wurde,um letzte Details für ein kurzfristig anzuberaumendes JSB Meeting (Joint Supervisory Body) zu klären.Wenn alles klappt soll dieses soll noch in der ersten Hälfte Februar stattfinden.
Anschliessend traf sich Tanis (wohl zum 2ten Frühstück ;-)))))))) mit den in POM ansässigen Panguna Landeignern.
Hier werden von Tanis also zwischenzeitlich Nägel mit Köpfen gemacht und nicht nur das hinreichend bekannte Blabla produziert.
Mit etwas "Glück" findet die Aufhebung der No-Go-Zone noch vor dem JSB Meeting statt.
Kommt es dort zu Fortschritten,so sollte dann das Datum der schon übermittelten ABG Einladung an BCL nach Bougainville terminiert werden,womöglich mit einer Besichtigung der Pangunamine.

The Papua New Guinea government has reaffirmed its commitment to achieving lasting peace in the autonomous region of Bougainville.
Radio Australia's Firmin Nanol reports the pledge to maintain peaceful relations was made in Port Moresby by PNG Prime Minister Sir Michael Somare, following last week's talks with Bougainville recently elected president, James Tanis.
President Tanis came to office last month, succeeding President Joseph Kabui, who died in June last year.
The new president is a former Bougainville Revolutionary Army commander, who left the rebels to join the peace process. For his part, he has promised to work closely with the PNG government to end lasting tensions.
Bougainville spent nearly a decade in the 1980s and 1990s fighting a civil war with PNG after central Bougainville landowners shut down the massive Panguna copper mine.
The incident sparked a secessionist movement which sought to establish Bougainville as an independent state.
Sir Michael has urged the Bougainville administration to remove all remaining weapons from the island, and urged Bougainvilleans to reconcile outstanding sources of conflict among themselves.
For his part, President Tanis has promised that road blocks in Bougainville's No-Go Zone areas, which are still controlled by rebels, will be removed to allow people to move more freely.
