California puts legislative muscle, $2b behind hydrogen fueling stations
Last week, California regulators approved a bill that will fund more fleet purchases of zero-emissions vehicles while setting up a network of hydrogen refueling stations throughout the most populous US state.

Assembly Bill 8, which is expected to be signed by Governor Jerry Brown, will provide more than $2 billion of funds for clean-vehicle incentives. The bill will also set aside about $20 million a year specifically for hydrogen station deployment through the end of 2023, with a goal of at least 100 publicly accessible stations installed during the next few years, according to Green Car Reports. Last year, the California Fuel Cell Partnership said 68 stations is the magic number needed to supply fuel to the early fuel cell vehicle market.

Meanwhile, the Modesto Bee says that the state will also approve Senate Bill 359, in which $20 million worth of rebates will be provided for buyers of plug-in vehicles in California. The state may enact a $3 fee on state vehicle registrations to help provide these funds.

Of the 10 publicly accessible hydrogen refueling stations in the US, all but one are in California (the other is in Columbia, SC), according to the US Department of Energy. This is a far cry from the "Hydrogen Superhighway" once envisioned for hydrogen fuel cell electric vehicles by former Gov. Arnold Schwarzenegger. Part of the reason is that each hydrogen refueling station costing about $1 million to build, much more than what a publicly accessible plug-in vehicle charging station costs to install.

Fuel Cell Buses Gaining Momentum
On September 5, the Federal Transit Administrator Peter Rogoff announced the FTA’s decision to grant $13.6 million through its National Fuel Cell Bus Program to 8 projects from across the nation. CALSTART (Pasadena, California) and the Center for Technology and the Environment (CTE, Atlanta, Georgia), two organizations responsible for lifting fuel cell buses off the ground in recent years, were the honored recipients of the award.

Of the $13.6 million award, $7.7 million was granted to CALSTART for the funding of much needed development and testing projects that are able to push fuel cell buses into a realistic (and affordable) commercial venture.  For instance, the Fuel Cell Bus Altoona Testing project based in Altoona, Pennsylvania, received $554,316 and is responsible for testing bus operations that are essential to the commercialization of cleaner transportation systems.

The $5.9 million awarded to CTE is mostly going towards the development of new busing systems and to the upkeep of existing ones. CTE plans to work closely with Cornell University and the Tompkins Consolidated Area Transit (TCAT) in order to organize a new next-generation fuel cell bus demonstration in Ithaca, NY, which will be the state’s first big step in the direction of cleaner transportation and test the technology in cold climates.  CTE will also continue to support the Alameda-Contra Costa Transit District (AC Transit) in Oakland, California, which boasts a fleet size of 12 new, third-generation fuel cell buses.

With this funding, both organizations plan to work closely with BAE systems, a hybrid propulsion systems manufacturer located in Endicott, New York, in order to build fuel cell buses for Sunline Transit Agency in Thousand Palms, California and the Greater Cleveland Regional Transit Authority in Cleveland, Ohio.

A recent webinar hosted by the Department of Energy forecasts some interesting leaps in the fuel cell bus industry. In the presentation, Nico Bouwkamp, California Fuel Cell Partnership (CaFCP) technical analyst, predicted the cost of fuel cell buses will decrease as they become more commercialized and believes that by the year 2016 each bus will be approximately $1 million dollars. While $1 million is a far cry from the ultimate goal of about $600,000, the FTA’s awards and the general agreement within this country about limiting our carbon footprint is a clear sign of progress.  The CaFCP recently published a Fuel Cell Bus Roadmap for California.

Also mentioned in the webinar was the technology readiness level (TRL) of fuel cell buses. TRLs are often used to describe how commercialized a technology is; level  1 depicting a technology in its incipient research phases and level 9 being ready for deployment. It turns out that fuel cell buses are hovering between TRLs of 7 and 8, which is fantastic news!  At this level of commercialization, fuel cell buses are beginning to demonstrate their practicality as both modes of transportation and reducers of harmful emissions.

The expansion in the fuel cell busiindustry has not only affected America, but also continues to grow in Europe. In Germany, Norway, Switzerland, and the U.K, modest fleets of 5-6 fuel cell buses are beginning to grow and, already, authorities in Bolzano, Italy; Aberdeen, Scotland; and Brussels, Belgium have ordered a total of 19 new fuel cell buses as part of the Clean Hydrogen in European Cities (CHIC) program.

Despite the overwhelming issues that face us today, it is reassuring to learn that policy makers and manufacturers alike continue to tackle the nation’s long term energy goals and promote technological innovation at all levels.

Given the size and rapid growth of China's economy, the country has considerably larger carbon dioxide emissions than other nations, including the U.S. For example, China's carbon dioxide emissions from fossil fuels accounted for 28% of the global total in 2011 versus 16% in the United States. And, the International Energy Agency estimated 3.8% further growth in China's emissions last year.

As a result, last month China's State Council announced that the energy saving sector will be a key pillar of the economy by 2015. The majority of environmental protection industries are expected to receive government funding in an effort to stimulate innovation in a wide range of technologies addressing air, water and soil pollution. A recent joint statement of the National Development and Reform Commission and the Finance, Science and Industry Ministries announced that fuel cell buses will now qualify for rebates up to 500,000 Yuan (US$81,000).

Bus Transportation in China
China's growth has spawned the largest commercial vehicle segment in the world, in terms of production and domestic sales – including 7% year-over-year growth in the manufacture of city buses, to almost 74,000, in 2011. Naturally, this growth has resulted in high levels of automotive emissions, with the International Council on Clean Transportation reporting that auto emissions contribute more than 33% of the air pollution in Beijing, Shanghai and Pearl River Delta Region.

Beijing's city government wants to expand public transit while also reducing the number of vehicles in the city. As a result, it unveiled new measures this month that place tougher restrictions on the number of new vehicles allowed on the roads each year going forward. By the end of 2017 the government will cap the number of cars on the road at 6 million. Beijing also aims to reduce total vehicle fuel consumption by promoting the sale of new energy vehicles – including the use of subsidies – while also encouraging people to drive less frequently.

Earlier this year, Ballard signed a memorandum of understanding (MOU) with our partner, Azure Hydrogen Corporation of Beijing, extending our partnership to include fuel cell buses in order to help address the air quality issue in China.

Azure plans to develop fuel cell bus capabilities in China with Ballard's technical support and funding from Chinese sources, including both private investors and various levels of Government. Ballard fuel cell power modules are currently powering zero emission fuel cell buses in public transit service across a number of sites in North America and Europe.

Germany offers Canadian companies a springboard to new markets

European nation is also a vast and sophisticated market with ties to Canada’s auto and tech sectors

For one afternoon each autumn, you can find OpenText Corp. CEO Mark Barrenechea, his staff and visitors to the company’s Canadian corporate headquarters dressed in lederhosen, hoisting steins of German beer and feasting on the country’s distinctive foods.

OpenText’s annual Oktoberfest party is a tribute to its location in Kitchener-Waterloo, a region in southwestern Ontario with traditional German roots. But it’s no coincidence that a large proportion of the software giant’s revenues come from, or through, the country, as well.

“There’s a lot of business to do in Germany,” says Barrenechea, noting that one-tenth of OpenText’s $1.4-billion in annual revenue in the field of enterprise information management comes from there. Its German operations are also a springboard to Austria and Switzerland, as well as a gateway to Europe, the Middle East and Africa, all of which accounts for a total of 40 per cent of its business. “To get scale, you have to have Germany.”

The country’s vast size and wealth, its cultural diversity and similar dual levels of government to Canada’s are all positive for Canadian companies looking to do business there, he says. It has a strong manufacturing base, including automotive, aerospace, telecommunications, pharmaceuticals and chemicals, as well as healthy public service budgets and a massive network of universities and institutions to sell to and collaborate with.

Add to that Germany’s central location, solid infrastructure, highly qualified work force, innovative R&D landscape, political and economic stability, rich incentive programs, good quality of life and penchant for precision engineering, and it’s a compelling place for Canadian exporters and investors to look.

Canadians export about $3.7-billion a year in goods and services to Germany and hold $9.6-billion in assets there, says Klaus Houben, the senior regional manager for Europe at Export Development Canada (EDC), based in Dusseldorf.

A major sector for Canadian business is automotive parts, supplying German car giants such as BMW, Audi, Porsche and Volkswagen. It’s a field that has grown with just-in-time manufacturing, Houben points out, which often requires the parts companies to locate there. “You can’t build a relationship flying in two times a year.”

Christopher Guzy, vice-president and chief technology officer of Ballard Power Systems Inc. in Vancouver, says the company has found a market in Germany in zero-emission fuel-cell buses and telecom backup power systems and fuel cells for cars. In March it signed a four-year contract with Volkswagen Group, worth $60-million to $100-million, to provide engineering services to the company’s automotive research program, designing fuel cell powertrains for cars.

Germany, and Europe in general, demonstrate strong demand for clean technologies and alternative energies, Guzy says, given the region’s sensitivity toward global warming and strict regulations of CO2 emissions. He says that Canada is recognized as a leader in fuel cell technology and know-how.

“The German engineering culture has been very strong,” he adds, noting that it is especially focused on automobiles. “There’s a bit of a car culture there.”

Other major Canadian companies operating in Germany include Bombardier Inc. in transportation, OpenText and Aastra Technologies Ltd. in information and communications technology, and CAE Inc. in aerospace.

One challenge for Canadians looking at Germany is that industries are clustered in regions, such as machinery manufacturers around Baden-Württemberg and telecommunications companies in Cologne and Dusseldorf, Houben says.

Other challenges include financing, with new regulations limiting funding from local German banks, especially in the wake of the financial crisis. It can also be difficult to deal with multiple layers of German bureaucracy.

It’s important to consider joint ventures or other partnerships and seek good legal advice, he suggests. And it’s critical to have a local presence, in order to establish a reputation for quality and to ensure trust.

“You have to have a foothold here,” he says, adding that it’s important for companies to offer ongoing maintenance and service. “That can’t be delivered out of Canada.”

Canadians looking to do business in Germany have a number of resources available. EDC, for example, can assist with everything from financing to intricate market knowledge.

Germany Trade & Invest, a government agency, advises and supports foreign companies seeking to come to the country, as well as German companies entering foreign markets. It can help Canadians tap into grants, subsidies and other incentives, as well as offer business intelligence, says Friedrich Henle, the organization’s senior manager of financing and incentives.

Grants are available from governments and regions, he says, noting for instance that federal states in the former East Germany are good places for new investors to find public funding.

Help is also available through the Canadian German Chamber of Industry and Commerce, which promotes bilateral economic relations between the two countries. It provides assistance to small- and medium-sized companies that are interested in market entry and business development, as well as contacts and business partner introductions.

OpenText’s Mark Barrenechea says it’s helpful to have local partners, noting that OpenText is the largest worldwide partner of SAP, Germany’s biggest software company.

Canadian companies should “hire Germans and act German,” he advises. “You have to be relevant, with a local product. Germans want to buy German products.”

OpenText has a strong history of doing business in Germany and a large R&D presence in the country. It acquired IXOS Software AG, based in Frankfurt, in 2003, for more than $200-million (U.S.), and it is now in 10 cities in Germany, with 700 of its total work force of 5,000 employees there.

Canada and Germany are “culturally connected,” Barrenechea says, although it’s especially been helpful that his Canadian headquarters is in a German-flavoured region, given that German is a “precise language.” A number of OpenText staff in Waterloo speak German and work on projects with colleagues in Germany.

Acta S.p.A. (AIM: ACTA), the clean energy  products company, is pleased to announce that it has received its first  repeat order for the sale of an Acta Power back-up power system.  The  system is to be installed in Africa at a base station of a major  international mobile telecoms company, following their initial order  which was announced on 22 May 2013.

 

The Acta Power is a self-recharging  back-up power system incorporating a fuel cell and low cost on-board  hydrogen generation.  It has been developed to meet the back-up power  requirements of telecom base stations in off-grid or bad grid locations  by utilising rainwater for water supply and avoiding the cost and  logistical barriers of hydrogen delivery to base stations in remote or  inaccessible sites. 

 

The new order is for the sale of a system  incorporating a 2kW fuel cell and 500L/h electrolyser.  This  configuration has been specified by the customer to match the back-up  power and duration requirements of the mobile operator's typical base station, while offering a lower cost than a 4kW fuel cell system. 

 

Having analysed the capabilities of the  Acta Power system together with Acta, the customer believes that the  remote data monitoring and power management module of the Acta Power  system allows a more energy efficient and cost effective solution to be  specified than is the case with diesel generators and battery systems,  which are typically over-specified for the power requirements of base  station back-up power applications.

 

The new unit is due to be shipped in  November 2013 and will be delivered directly to a base station for an  operational evaluation of one month to confirm that the system size is  correct for the base station's power requirements, prior to discussing a larger scale deployment for installation during 2014.

 

Paolo Bert, Chief Executive of Acta, commented:

"This  important customer gave us our first Acta Power order in May of this  year which has now led to an operational sale for the system only four  months later.  We are delighted to see the Acta Power moving into the  next stage of evaluation so soon after launch."

It was about a dozen years ago when Ballard Power Systems Inc. generated excitement around fuel-cell technology with its dream to put one in every car.

When the reality soon set in that it would take too much time and money to go to mass market – given that fuel-cell technology was and remains years away from being mainstream – Ballard scrambled to find other immediate uses for its product, considered a clean-energy alternative.

The Vancouver-area company hasn’t entirely given up on the automotive sector, but its focus today is on developing and marketing fuel cells for industrial uses such as backup power for telecoms and forklifts.

“What we tried to do is distinguish where the opportunities are going to be commercial and when,” Ballard chief executive John Sheridan said in a recent interview.

“It was us starting to think about where there was a value proposition, where we could solve customers’ problems and provide competitive-cost solutions in real world applications.”

Ballard’s focus is largely on markets outside Canada, such as the United States, the Caribbean, Europe, Asia and Africa, where there is more demand – and in many cases government subsidies – to support the technology.

For example, in the Bahamas, Ballard fuel cells provided backup power when the electricity grid was shut down by Hurricane Sandy in October last year. The 17 systems used ran for more than 700 hours and, according to Ballard, helped to prevent the potential loss of half the cellphone coverage across the country’s most populated island, New Providence.

Ballard also installed more than 300 fuel-cell backup power systems in Japan in the first half of this year, tapping into a market looking for more reliable solutions in the aftermath of the Fukushima disaster in March of 2011. The crisis caused a shutdown of Japan’s nuclear plants, creating widespread power outages and rising electricity bills.

Fuel cells produce electricity through a chemical process that combines hydrogen and oxygen. Hydrogen can be supplied directly or can come from natural gas, methanol or petroleum using a fuel processor. Unlike batteries that can run down, fuel cells can produce continuous heat or electricity, as long as hydrogen and oxygen are provided. The only byproducts are heat and water, which is why they are considered a cleaner alternative to fossil fuels.

Another Ballard customer is Plug Power, which uses its fuel cells in forklifts as a replacement for lead-acid batteries. The forklifts are used in warehouses by such companies as Sysco Corp., FedEx Corp., Coca-Cola Ltd. and Kroger Co. Ballard has also partnered with mining company Anglo American Platinum Ltd. to develop fuel-cell-powered generators to provide electricity in remote rural communities in South Africa.

Other companies are also finding new global markets for fuel cells.

California-based Bloom Energy Corp. recently signed a joint venture with a Japanese firm to provide fuel-cell-generated electricity to large power customers such as factories and office towers. Outside of Japan, Bloom also provides fuel-cell systems to companies such as Verizon Communications Inc. in the United States and Google Inc.’s headquarters in California, to name a few.

Mississauga-based Hydrogenics Corp. has manufacturing facilities in Europe that make hydrogen generators, fuel cells and storage systems, while Connecticut-based FuelCell Energy Inc. is providing components for fuel-cell kits and power plants in places such as Germany and South Korea.

In the meantime, car makers such as Hyundai, Toyota and Mercedes-Benz have stepped up the development of fuel-cell technology for cars and are getting closer to commercial production in Europe and the United States. Ballard returned to the automotive space earlier this year after signing a $100-million contract with Volkswagen for use of its fuel cells to power demonstration vehicles.

While Canada is home to a lot of fuel-cell research and development, it is not very far along in developing its own fuel-cell economy. The Canadian Hydrogen and Fuel Cell Association says the sector generated $211-million in revenues and employed about 2,000 people in 2011, mostly in British Columbia. Still, most of the product is exported.

“We haven’t been nearly as fast on the uptake as other countries,” association CEO Eric Denhoff said.

Lack of infrastructure such as hydrogen powering stations is one problem, but Canada also already has an abundance of relatively cheap power, especially when compared with places in Europe and Asia.

Canada also doesn’t offer any meaningful subsidies for fuel-cell technology as other countries do, Mr. Denhoff said. The United States adopted the Hydrogen Fuel Initiative (HFI) in 2004 and has spent more than a billion dollars on research and development to date. Government subsidies are also offered in Japan, South Korea, Norway and other parts of Europe.

Still, many investors are reluctant to jump into the space just yet. Cost, durability and the ability to match performance of existing technology are the main hurdles to investment for this clean technology, according to Purnesh Seegopaul, general manager of Pangaea Ventures. The technology-focused venture capital firm has yet to make a direct investment in fuel-cell technology.

“We think there are opportunities in fuel cells, we just haven’t found it yet,” said Dr. Seegopaul. However, he added, “We haven’t given up.”

How do fuel cells work?

Fuel cells were first invented in the 19th century, but the first commercial use was in the National Aeronautics and Space Administration (NASA) space program in the 1960s to generate power for satellites and space capsules.

A fuel cell uses hydrogen and oxygen to create electricity through an electrochemical process. Hydrogen can be supplied to a fuel cell directly or it can come from natural gas, methanol or petroleum using a fuel processor, also known as a fuel reformer. It converts the hydrogen and oxygen into water, producing electricity and heat.

There main types of fuel cells are; alkaline, proton exchange membrane, direct methanol, molten carbonate fuel cell, phosphoric acid fuel cell, and solid oxide fuel cell.

Pros: Fuel cells are considered a cleaner alternative to fossil fuels because they produce fewer greenhouse gases. If pure hydrogen is used, fuels only release heat and water as a byproduct. They are also reliable, which makes them attractive as a form of backup power.

Cons: Costs are high which makes them difficult to implement on a large scale. While they are promoted as being a reliable backup source of power, their durability is still considered a risk.

Für die erste Phase des Programms, hat Ballard vereinbart, eine Lizenz, zugehörige Ausrüstungen und Engineering Services bieten die Montage von FCvelocity ermöglichen ® -HD7 Bus Power-Module von Azure in China. Gemäß den Vereinbarungen, sobald diese Montage-Fähigkeit hergestellt wurde, wird Azure Module mit Brennstoffzellen-Stacks ausschließlich von Ballard geliefert werden zusammenzubauen.
Der erwartete Wert des Auftrags, der Ballard über den ersten 12 Monate der ersten Phase wird ungefähr $ 11 Millionen im Zusammenhang mit der Lizenz für die Modulmontage zusammen mit angeschlossenen Geräten und Dienstleistungen.
