Sensationell, wenn auch schon lange erwartet und von Insidern ausgiebig diskutiert. Wenn das die ARU-Gemeinde nicht schlagartig vergrößert, welche Meldung aus Asien oder Australien könnte das noch toppen. 120% Zoll, das muß man sich mal auf der Zunge zergehen lassen. Da müssen ja die Sektkorken beim ARU-Management knallen. Wie sagt man so schön im Ruhrgebiet?: "Glück auf" allen Investierten.  :-)))))))))))

Peking (Dow Jones)--Die bedeutendsten chinesischen Produzenten Seltener Erden wollen einen Monat lang pausieren, um damit eine Stabilisierung der Marktpreise herbeizuführen, die in diesem Jahr bereits um fast 30% eingebrochen sind. Am 29. Mai hatte die Nummer eins in dem Sektor, die Inner Mongolia Baotou Steel Rare Earth Hi-Tech Co, die Einstellung der Produktion und der Lieferung von Seltenerd-Konzentraten für einen Monat angekündigt. Gleichzeitig erklärte die Ganzhou Rare Earth Industry Association, ein Industrieverband in Ganzhou (Provinz Jiangxi), dass Seltenerdminen in der Region vom 1. Juni an für vier Wochen an die Förderung einstellen würden. Baotou Steel Rare Earth begründete die Maßnahme mit dem Preisrückgang der Produkte, darunter Neodymoxid und Praseodymoxid. Der Preis des erstgenannten Produkts ist laut einer Research-Notiz von Bohai Securities von 350.000 CNY/t im vergangenen Jahr auf jetzt 230.000 CNY/t gefallen. Neodym wird u.a. in der Metallurgie zur Verbesserung der Werkstoffeigenschaften von Magnesiumlegierungen für den Flugzeugbau oder für den Druckguss verwendet. Legierungen mit Kobalt oder Nickel eignen sich zur Herstellung leistungsfähiger Dauermagneten. Auch Praseodym kann die Güte von Dauermagneten wesentlich verbessern. Auf China entfällt rund 90% des weltweiten Angebots von Seltenerdmetallen. Dort finden sich auch die größten Vorkommen dieser Rohstoffe.

NOLANS PROJECT RARE EARTHS MARKET UPDATE
CHINESE RARE EARTH EXPORTS CUT BY FURTHER 22%
Metal Pages© has reported on the latest Chinese Ministry of Commerce decision to place further limits on rare earth exports.
The effect of the quota reductions on the rare earths market is significant and highlights the need for new rare earths production to come on stream.
Chinese export quotas for the next 6 months will be 11,376 tonnes through 25 companies bringing the total for 2008 to 34,176 tonnes. By comparison, it is expected that total non-Chinese demand for 2008 will be in the order of 60,000 tonnes.
This is a reduction of 22% compared to 2007 figures and is the most significant reduction since the quota system has been introduced:
2004: 48,500t REO
2005: 48,300t REO a 0.5% reduction from 2004
2006: 45,000t REO a 7% reduction from 2005
2007: 43,574t REO a 4% reduction from 2006
2008: 34,156t REO a 22% reduction from 2007
Arafura Resources Limited, through the company’s Nolans rare earths project in the Northern Territory, is well placed, as an emerging rare earths mining and processing company to capitalise on the shortfall of demand which will arise from the restrictions in Chinese export quotas.
Arafura is nearing completion of demonstration plant trials at the Australian Nuclear Science and Technology Organisation (ANSTO) to finalise the processing route for the Nolans mineralisation. The work program is expected to be completed this year and a full definitive feasibility study (DFS) has commenced. The company’s current plans are to commence production at Nolans by 2011 and be capable of supplying at least 10% of world demand for rare earths with a mine life of at least 20 years.
Since 2004, demand for rare earths has grown from 90,000 tonnes to 122,500 tonnes in 2007. Expectations are that demand in 2008 will be 130,000 -135,000 tonnes.
China’s internal share of global consumption has risen from 40% (36,000t REO) in 2004 to 60% (73,500t REO) in 2007. This growth is due to a combination of production quotas, restrictions on foreign investment in the rare earths industry, export taxes and export quotas. In addition, China’s dominance over world supply (currently 92%) means it has significant influence on the future of the industry.
China’s aim has been to encourage value adding processes to take place within China and is reflected in the fact that they now export more rare earths in the form of downstream products such as magnets and phosphors than as raw rare earth oxides.

The potential impact of the reduction in the export quotas may be put in context when it is recognised that the forecast for Japan’s rare earth demand for processing in 2008 alone is greater than 40,000 tonnes, while the rest of the world needs 20,000 - 30,000 tonnes.
Prices for rare earths products have increased significantly over the past three years and further contraction in exports from China should ensure that they will continue to grow.
What are Rare Earths?
Rare earth metals are essential components to products with significant growth potential in the markets associated with the electronics and technology industries, energy efficiency and greenhouse gas reduction.
They are a key component in re-chargeable batteries and the magnets in electric motors, and play a fundamental role in hybrid motor vehicles. These cars are fuel efficient and major contributors to reducing greenhouse gas emissions.
Recently, Japan’s Toyota Motor Corporation with the backing of Australian Prime Minister Kevin Rudd has announced that it will commence assembling 10,000 hybrid motor vehicles at its Victorian Altona plant from 2010.
The diverse nuclear, chemical, metallurgical, catalytic, electrical, magnetic, and optical properties of the Rare Earth Elements (REE) have led to an ever increasing variety of applications and demands. REE are critical and strategic components in many high-technology developments.

Discovery and confirmation of new mineralised zone: “Central Zone”
In April 2008, Arafura reported (ASX:ARU 01/04/08) that a cluster of seven resource
definition drill holes (summarised below) had intersected a major new discovery of strong
phosphate-rare earths mineralisation located between the current north and south resource
zones (Figure 1). This zone is buried under shallow soil cover that is 1 to 5 metres thick.
This discovery is particularly significant as it is likely to increase the current resource base
and will also open up other areas (covered with shallow soil and alluvial material) to
exploration and discovery of phosphate-hosted rare earths mineralisation.
Geochemical assays from this new zone have now been received. Results for all mineralised
intervals in these seven holes are listed in Table 1. The locations of the drill holes for these
results are highlighted in Figure 1 (labelled “New assay”).
These new assays confirm substantial intervals of rare earths-phosphate-uranium
mineralisation, now called the Central Zone, as summarized below:

None of these intercepts are included in the current identified resources for Nolans.
More mineralisation at depth is likely as holes NBRC172 and NBRC365 both ended in
mineralisation. However, this will not be a target for near-term drilling as the current resource
base and the new mineralised zone already supports an operation far in excess of 20 years.
Final assays for the remainder of the 2007-2008 drill program are expected over the next 6-8
weeks and will be reported in due course. A revised estimate of resources at Nolans will be
available towards the end of 2008.

Nolans location and resources
The Nolans phosphate-hosted rare earths-uranium (REE-P-U) deposit is situated within
Arafura’s Substitute Exploration Licence 23671 (SEL 23671 & MLA 26659) near Aileron,
about 135 kilometres NNW of Alice Springs in the Northern Territory.
The current identified resources at Nolans are estimated to be;

Nolans Demonstration Plant
The Company is currently demonstrating the recovery of rare earths, phosphoric acid and
uranium at a pilot plant located at ANSTO (Australian Nuclear Science and Technology
Organisation) in Sydney. The demonstration plant has successfully completed the recovery
of premium quality fertiliser grade and technical grade phosphoric acid. The rare earths
recovery process is currently underway.
Nolans Bankable Feasibility Study
In July 2008 the Company commenced the bankable feasibility study for the Nolans Project,
lead and managed by Bateman Litwin.
Arafura Resources Strategy
Arafura has an exploration and development program to grow its position in rare earth
projects that are consistent with additional growth beyond the Nolans Project. The Company
will focus on the identification and development of rare earth projects and specialise in rare
earths products and their markets.
Growth through Development
Arafura’s primary focus is the development of the Nolans rare earths-phosphate-uranium
project. The deposit has a resource to sustain a mine life of over 20 years and Arafura has
developed a processing flowsheet that optimises the extraction of rare earths, phosphoric

Diese Studie wird eine Nachprüfung des potentiellen Standorts des Werks sowohl für das chemische Werk sowie die Rare Earth-Verarbeitungsanlagen in Süd-Australien und dem Northern Territory einschließen, was voraussichtlich sechs Monate in Anspruch nimmt.

Die Parteien prüfen die Machbarkeit eines Chemiewerks zur Versorgung eines Großteils von Arafuras chemischen Bedarfs für sein Rare Earth-Werk, einschließlich Salz- und Schwefelsäure sowie Ätznatron.

Zusätzlich werden die Parteien die Vermarktungschancen für chemische Erzeugnisse von Phosphorsäure und Kalziumchlorid aus Arafura's Rare Earth-Verarbeitungswerk abwägen, was eine spezielle chemische Versorung, Logistik und Vermarktungsmöglichkeiten erzeugt.
