2013 – THE REEDS (KAUR) FESTIVAL
31 01 2013
In July 23rd-25th this year Tampara Du’anta Melanesia Inc., will be hosting its third Reeds Festival Programme that will include the cultural groups who are currently involving in cultural activities that we are implementing. Most of these groups have participated in our last two events that we have successfully hosted in 2009 and 2011.
The festival speaks of the traditional panpipes styles that we have in Bougainville where it gives opportunity to our focus cultural groups to perform what we have in our respective Districts and Communities.
It is a two days event with a venue site near the beach front with beautiful captive view of Pokpok Island and Kieta Bay. During those two previous events we had visitors who came and even participated with presentations from their native backgrounds. This indicates to us that this world has lots of wonders that nobody can deny the culture and traditions that we all have.
The Reeds Festival is a bi-annual event that includes all our programme activities that we implement in between the festival years.
This year we are going to showcase the first prize winner of the Cool Culture Competition and the Arts and Crafts Exhibition on to perform and display the art work that has been proven to the public.
The Festival Event is meant to be the outcome of the cultural work that is happening in Bougainville and for our people to witness as well as the Melanesian Society.

.............Another noteworthy inclusion
is broker Alex Moffatt’s selection
of Bougainville Copper, which
hopes to restart its eponymous
Papua New Guinea mine after being
quiescent for decades.

THE Autonomous Bougainville Government has been urged to settle oustanding claims for 10 business houses that provided services to the Government during the restoration period.
The call was made by Bougainville Business Association (BBA).
BBA spokesman Thomas Raban said he had been presenting this matter to the ABG administration for the last 15 years but his diplomacy approach had always fallen on deaf ears.
Mr Raban said their claims were long overdue and the administration should try to settle their outstanding payments as soon as possible.
“I call that diplomacy illness,” Mr Raban said while expressing his frustrations.
Mr Raban, who is a BBA senior executive committee member, said president chief Dr John Momis had approved the payments for the business houses when he was governor in 2004.
Mr Momis was assisted by the then Minister for Bougainville Affairs Sir Peter Barter in sourcing funds to settle these claims.
Mr Raban claimed that payment was approved, however, it was then diverted by the administration for other uses instead of settling these long outstanding claims.
Mr Raban has made numerous calls on the ABG administration to allocate funds and pay the business owners their dues but to no avail.
“We followed the process of producing invoices to the administration through the certifying officers of the Bougainville Finance Division in duplicates as requested by the Finance Office. Yet the Government has never paid us anything up until now and we are still waiting,” he said.
“In the 15 years of my struggle to pursue these claims and be paid accordingly, we have been fed lies by the administration.
“We have been promised to be paid a portion of our claims, the left over remaining costs from the business houses’ individual company rental amounts, but nothing came through. Not even 50 percent of our claims have been paid. This is serious and should be settled as soon as possible.’’
The work done by the 10 business houses for the Government during restoration period dates back to 1997.

Buka remained Business as usual despite the Tsunami alert for the Pacific this morning.
The sea at the beach was normal although at the Buka passage the tide was pretty high.
Disaster cordinator for Bougainville FRanklyn lacey this afternoon called on the people on the beach to go to higher grounds until further notice.
The tsunami warning comes after a huge earthquake
measuring 8.0 on the ricter scale.
Alot of people panicked when the message was received in Buka town but New Dawn FM continued to keep the people updated on the situation.

"Luckily 2013 announces positive prospects: Within the next months all steps for re-opening the Panguna mine by BCL will be accomplished, the fraudulent US-short-sellers will stop to push down the share price because with every short sell their activities are supposed to end in a financial catastrophe for them. We believe that the BCL share price will see an impressive turn-around during the next months that will soar the share price to AUD 3 or more!"

The year to December 31, 2012 saw growing support for redevelopment of the Panguna mine, with
momentum building steadily on most fronts. Positive dialogue between stakeholders including the
Autonomous Bougainville Government (ABG), the National Government of PNG, landowners,
Bougainville communities, ex-combatants and BCL have advanced the prospect of re-opening the
mine. At the Joint Supervisory Body (JSB) in October, President Momis strongly reaffirmed the high
priority that the ABG places on a re-start of operations at Panguna.
The company is currently completing the “2012 Order of Magnitude Study”. The emerging results of
this study broadly indicate that it would be economically viable to redevelop the Panguna mine. The
company is reviewing the study and will report in further detail at the Annual General Meeting in April.
Further studies, including pre-feasibility and bankable feasibility, will be necessary before any
decision on redevelopment of the Panguna mine can be made. It is not intended to undertake further
studies until consultations with governments, landowners and other stakeholders result in broad
support for redevelopment.
